DECISION
APPROVING PROGRAM FOR THRIFTY AND EFFICIENT USE OF ENERGY AND RESOURCES IN CONSTRUCTION SECTOR

Pursuant to the Law on thrift practice and waste combat approved by the National Assembly on November 29, 2005;
Pursuant to the Government's Decree No. 17/2008/ND-CP dated February 04, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Construction;
Pursuant to the Government's Decree No.102/2003/ND-CP dated September 03, 2003 on thrifty and efficient use of energy;
Pursuant to Decision No. 79/2006/QD-TTg dated April 14, 2006 of the Prime Minister on approval for the National Target Program for thrifty and efficient use of energy;
At the request of the General Director of Department of Science, Technology and Environment,
DECIDES:
Article 1. This is to approve the program for thrifty and efficient use of energy and resources in construction sector.
Article 2. This Decision comes into force from the date on which it is signed.
Article 3. Chief of Office, Directors of Departments of Construction, and Heads of units affiliated to the Ministry of Construction and relevant units shall implement this Decision.

PROGRAM
FOR THRIFTY AND EFFICIENT USE OF ENERGY AND RESOURCES IN CONSTRUCTION SECTOR
I. THE NECCESSITY OF PROMULGATING THE PROGRAM
In recent years, together with the development of our economy, enterprises in particular and the construction industry in general both have high growth rate, about 12 – 16% per year. It is very difficult to control the increasing consumption of energy and natural resources in construction sector which goes together with the production growth. Based on research and survey figures, total energy consumption in construction sector is accounted for 20-24% of national total energy consumption. If the design and construction of works are carried out towards the efficient use of energy, about 20 – 30% of energy consumed in construction sector may be saved on the basis of experience of many countries in the world. The increasing exploitation and waste use of natural resources to produce building materials and consumer goods result in rapid depletion and decrease of natural resources and cause adverse impact on natural landscape and environment.
The Government has promulgated the Decree No. 102/2003/ND-CP on thrifty and efficient use of energy on September 03, 2003 in order to increase the managerial effectiveness and use energy in a more and more thrifty and efficient way. The said Decree also includes a chapter on thrifty and efficient use of energy in construction works. On November 29, 2005, the National Assembly of the Socialist Republic of Vietnam has approved the Law on thrift practice and waste combat which includes regulations on thrifty and efficient use of energy and resources in both production and consumption.
In November, 2005, Ministry of Construction has promulgated the Vietnam’s Energy Efficiency Building Code. This regulation is a legislative document in technical sector and provides for technical requirements on efficient use of energy in construction or upgradation of commercial works, headquarters of state agencies, multistoried residential buildings, office buildings and big hotels which are equipped with air conditioners and equipment consuming large amount of energy.
On April 14, 2006, the Prime Minister has signed the Decision No. 79/2006/QD-TTg on approval for the National target program for thrifty and efficient use of energy and assigned the Ministry of Industry to take charge of implementation thereof with the cooperation of relevant ministries and regulatory bodies. Ministry of Construction is assigned to take charge of implementing the content-5 group “Thrifty and efficient use of energy in buildings" among 6 main content groups of the said program.
The construction industry of Vietnam is facing new challenges and opportunities in the context of international integration. The thrift and efficient use of materials and energy shall have a considerable significance in reducing cost prices and enhancing competitive capability of enterprises. Ministry of Construction sets up the Program for thrifty and efficient use of energy and resources in the construction sector for the purpose of implementing the Law on thrift practice and waste combat and using energy and resources in a thrifty and efficient manner in sectors subject the state management over the construction industry. The program is implemented within 2007 - 2010 and developed during 2010 - 2020.
II. PROGRAM'S OBJECTIVES
1. General objectives
- The program for thrifty and efficient use of energy and resources in construction sector includes activities of propagation, raise of awareness of people working in the construction sector, implementation of measures for encouraging and speeding up scientific research, technical innovation and application of technologies to construction, and implementation of sanctions for the purpose of step by step carrying out the efficient use of energy and resources in all activities in the construction industry.
- Make contribution to the implementation of national strategies for thrift of energy and resources.
- Through the program's activities, step by step reduce the waste of energy and resources, and production costs, lower the prices, enhance enterprises’ competitive capability, improve workers’ life and protect environment.
2. Specific objectives
- Increase the efficiency of energy and resources used and reduce the consumption and loss for the purpose of saving 5-7% of total energy consumption in the construction sector in 2010, reduce the loss and waste of clean water amount to under 25% in 2010 and reduce the loss of materials to under 5%.
- Formulate and promulgate regulations, standards, instructional and propagating documents about thrifty use of energy, clean water and resources in construction sector.
- Improve professional skills and knowledge of managers and officials in construction sector about thrifty use of energy by means of disseminating, training and propagating contents of Vietnam’s Energy Efficiency Building Code and relevant documents; apply and comply with requirements in the said regulation on construction activities.
- Do research, develop and transfer new technologies, use new eco-friendly materials and technologies to save energy and resources in construction sector.
- Develop and put into effective operation models of management of thrifty and efficient use of energy and clean water in buildings for development upon managerial solutions and methods.
- Establish 02 energy conservation centers to specialize in consultancy, design, training, research and transfer of technologies for increasing efficiency of use of energy and materials.
III. PROGRAM’S CONTENTS:
1. Content-I group: Thrifty and efficient use of energy in multistoried buildings and commercial buildings
Objectives
- Implement the National target program for thrifty and efficient use of energy (under Decision No. 79/2006/QD-TTg dated April 14, 2006 by the Prime Minister)
- Carry out construction activities in conformity with Vietnam’s Energy Efficiency Building Code.
Contents
a) Content 1:
- Provide training and disseminate information about Vietnam’s Energy Efficiency Building Code, raise awareness of foreign partners participating construction activities in the territory of Vietnam about thrifty use of energy in construction sector.
- Provide training and introduce solutions for thrifty and efficient use of energy in construction works, including contents about consultancy, supervision, appraisal and issuance of building permits, to officials of provincial departments of construction.
- Print and diffuse leaflets as communication materials on thrifty and efficient use of energy among construction units and workers.
- Enhance capacity and develop activities of thrifty and efficient use of energy in design and construction of multistoried buildings and commercial buildings.

b) Content 2:
- Develop and put into effective operation 05 models of management of thrifty and efficient use of energy in construction works, especially multistoried buildings, office buildings, multistoried hotels, shopping malls and supermarkets; Supervise and evaluate efficiency thereof.

c) Content 3:
- Conduct pilot upgradation of certain multistoried buildings and support for new works in adopting energy saving solutions.
In-charge entities: Vietnam Institute for Building Science and Technology; Housing and Urban Development Corporation (HUD).
d) Content 4:
- Give assistance to several energy service providers with equipment to take charge of providing energy auditing and consultancy services and carrying out transfer of energy-saving technologies in construction by means of establishing 02 energy conservation consultancy and design centers on the basis of existing administrative units of Hanoi Architectural University and Ho Chi Minh City University of Architecture (schemes).

e) Content 5:
- Develop and launch the “Green Building” campaign for energy conservation in agencies and enterprises nationwide.

f) Content 6:
- Establish 01 pilot scheme on green building and 01 ecological architecture village (using new energy and/or renewable energy) to use as models with funds from scientific and technological expenditures derived from state budget, expenditures on environment and other funding sources.

2. Group II: Do research and formulate guidelines on architectural planning and design for the purpose of thrifty and efficient use of energy
Objectives
Put contents about thrifty and efficient use of energy into standards and regulations on urban planning and design standards for civil and industrial constructions.
Contents
a) Content 1:
- Study and promulgate appropriate guidelines and solutions for urban construction planning for the purpose of thrifty and efficient use of energy; Conduct full exploitation and take full advantage of beneficial climate conditions, topography and regional features to prepare construction planning for the purpose of energy conservation.

b) Content 2:
- Instruct the architectural design and use of insulation materials, furnishing articles and external decoration articles in order to use energy in a thrifty and efficient manner; Take full advantage of natural climate and natural energy in urban construction to optimize housing space or block of works; Ensure the efficient use of insulation materials and flameproof materials in construction works; Use appropriate furnishing articles in construction to save energy consumed by air conditioners, lighting systems and decorating articles.

3. Group III. Recycling and reuse of waste and exhaust emissions
Objectives
Do research to conduct the transfer of technology and apply scientific and technological breakthroughs to thoroughly use exhaust emissions and heat of cement factories and building materials factories, and reuse and recycle waste into materials and fuels to produce building materials.
Contents
a) Content 1:
- Reuse waste as materials and fuels in the production of building materials for the purpose of conserving resources, saving the environment and expanding scope of materials in the field of building materials; propose incentive policies for reuse of waste as materials and fuels in the production of building materials.

b) Content 2:
- Do research and trial production, and develop the use of materials replacing timber materials and clay bricks.

c) Content 3:
- Summarize and evaluate efficiency of electric generating system using exhaust emissions and heat of Ha Tien 2 Cement Joint Stock Company; Organize seminars for exchanging experience and develop investment in power stations using emissions and heat generated from cement factories; Establish models and apply them to cement factories nationwide.

d) Content 4:
- Do research and recycle garbage into fuels used in the production of building materials.
In-charge entities: Vietnam Institute for Building Material; Hanoi Urban Environment One Member Limited Company.
4. Group IV: Water conservation program
Objectives
Strive to reduce the national average percentage of unaccounted-for water to 25% and 15% in 2010 and 2015 respectively.
Contents
a) Content 1:
- Provide solutions for design and upgradation of urban water supply systems. Clean water supply systems in cities should be designed to save water and prevent losses of water.

b) Content 2:
- Supply water supply equipment and water saving equipment to the market.
In-charge entity: Viglacera Corporation
IV. PERIOD FOR IMPLEMENTING PROGRAM:
The program shall be implemented within 2008 – 2015.
V. SOLUTIONS:
1. Financial solutions:
- Funding from state budget: Funding provided to the National target program for thrifty and efficient use of energy during 2008 – 2015; scientific and technological expenditures derived from state budget; environmental protection expenditure; Ministry of Construction’s annual funding granted by state budget for economic affairs; funds for scientific and technological development in construction sector.
- Funding provided by domestic and foreign entities.
- Internal sources of finance of agencies and entities in construction sector.
2. Investment in science, technology and training:
- Invest and strengthen facilities and human resources of 02 centers specializing in consultancy, design, scientific research and technological transfer with regard to energy conservation in construction sector in Hanoi City and Ho Chi Minh City during 2008 - 2010.
- Provide training and improvement courses to managers, technicians and workers in construction sectors for the purpose of raising their awareness of thrifty and efficient use of energy and resources.
- Invest in research, production and application of new eco-friendly products and materials to conserve energy and resources.
- Invest in construction of pilot projects and models on thrifty and efficient use of energy and resources to use as demonstration models and develop them in a large scale.
3. International cooperation solutions:
- Prepare the list and contents of proposals of ODA projects and international cooperation projects on thrifty and efficient use of energy and resources for mobilizing sources of finance.
- Court the support of foreign organizations such as Danida (Denmark), SIDA (Sweden), UNDP, WB, Nedo (Japan), EC
- Promote the training cooperation, organize and attend domestic and foreign scientific seminars on thrifty and efficient use of energy and resources.
- Promote the cooperation with foreign enterprises in research and transfer of production technologies, and application of new products and materials for using energy and resources in a thrifty and efficient manner.
- Coordinate with Ministry of Industry and foreign partners to organize green building competitions and present ASEAN awards to energy efficient buildings and ecological architecture villages.
VI. IMPLEMENTATION:
- Department of Science, Technology and Environment shall act as a standing agency in charge of implementing projects in annual plan on science, technology and environment, monitoring, expediting the implementation of such projects, and reporting results of thrifty and efficient use of energy and resources by its affiliates to Ministry’s leader; and at the same time, be responsible for coordinating with Ministry of Industry to implement 02 schemes in the content-5 groups on “Thrifty and efficient use of energy in buildings” of the National target program for thrifty and efficient use of energy and resources.
- Department of Finance shall balance and allocate funding from annual state budget to activities of the program for thrifty and efficient use of energy and resources in construction sector.
- Ministry’s Office, relevant Agencies, Departments, Institutes and units shall, within the ambit of their state management functions and duties assigned in content groups and specific projects of the Program, take charge and coordinate with relevant entities to implement the Program’s contents.
- Administrative units in charge of science, technology and training, and enterprises in construction sector shall establish detailed schemes according to their duties for the purpose of fulfilling objectives of thrifty and efficient use of energy and resources, and submit periodical reports of results thereof to the leader of Ministry of Construction.
