ON PROMUGATION OF HANDBOOK “GUIDANCE ON PREVENTION AND CONTROL OF COVID-19 IN COMMUNITY IN THE NEW NORMAL”

THE MINISTER OF HEALTH

Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;

Pursuant to Government's Decree No. 75/2017/ND-CP dated June 20, 2017 on functions, tasks, powers and organizational structure of the Ministry of Health;

According to the developments of COVID-19 pandemic and Direction of the Prime Minister on formulation of Handbook “Guidance on prevention and control of COVID-19 in the new normal";

At the request of Chief Officer of Ministry of Health,

HEREBY DECIDES:

Article 1. Promulgate together with this Decision a Handbook “Guidance on prevention and control of covid-19 in community in the new normal”.

Article 2. This Decision comes into force as of the date of signing.

Article 3. The Chief of the Ministry Office; the Ministerial Chief Inspector; Directors, Director General of Departments, General Departments affiliated to the Ministry of Health; Director of Institute of Hygiene and Epidemiology, Pasteur Institute, Directors of hospitals affiliated to the Ministry of Health; Directors of Departments of Health of provinces or central-affiliated cities; Heads of health ministries and central authorities; Heads of relevant units shall implement this Decision./.

HANDBOOK

ON GUIDANCE ON PREVENTION AND CONTROL OF COVID-19 IN COMMUNITY IN THE NEW NORMAL

 

PREFACE

Up to now, the COVID-19 pandemic has spread across the world in over 200 countries and territories. Currently, the pandemic in the world is showing “no signs of slowing down”, especially in some countries, after loosening pandemic prevention measures, there is a resurgence of pandemic, it is forecasted that the number of cases continues to increase in the coming time.

In Vietnam, the risk of pandemic outbreak has always existed.  Therefore, it is necessary to have appropriate solutions for safe coexistence, especially in the current period, there is no specific antiviral treatment or vaccine for COVID-19 widely used in the community. At the same time, strictly implementing the Prime Minister's instructions on pandemic prevention and control in the "new normal" state in order to achieve the dual goal of effectively controlling the pandemic and fostering socio-economic development.

In order to meet the prevention and control of COVID-19 pandemic requirements in the "new normal", to ensure safe coexistence with pandemic, to meet the requirements of achieving dual goals, the Ministry of Health develops and issues the document "GUIDANCE ON COVID-19 PREVENTION AND CONTROL IN COMMUNITY IN THE NEW  NORMAL". This document will help agencies, units, organizations and the people get the most basic, concise, concise, easy-to-do content in COVID-19 prevention and control when participating in normal activities in the community.

Currently, all matters concerning COVID-19 pandemic have been studied and supplemented; and this document has been completed in a short time, so errors are inevitable. Therefore, this document will continue to be supplemented, completed and updated in a number of fields to be suitable for future developments. the Ministry of Health hopes to receive the sharing and comments of readers about the book's content.

PART 1

GENERAL INFORMATION ABOUT THE COVID-191 PANDEMIC

1. Severe acute respiratory infections caused by SARS-CoV-2 (COVID-19)

An acute infectious disease of category A, which is an extremely dangerous infectious disease spreading very quickly with high mortality. So far, no specific treatment and preventive vaccines have been available.  Prevention is mainly based on personal hygiene measures, early detection and isolation, close monitoring of suspect cases, prevention and control of community transmission and environmental sanitation.

2. Transmission route, incubation period

- The disease is transmitted from person to person through the respiratory tract, through saliva and droplet secretions from the nose or throat when an infected person coughs or sneezes, or by touching certain objects contaminated with the virus and then touching eyes, nose, and mouth.

- The incubation period is in 14 days. SARS-CoV-2 virus carriers are able to transmit the virus to those around them.

- Direct contact with infected people, especially in mass gatherings such as factories, railway stations, bus stations, airports, festivals, on public transport, shopping malls, supermarkets, markets, restaurants, hotels, parks, tourist areas, schools, etc. will speed up the virus spread.

3. Symptoms

- Infected persons have acute respiratory symptoms such as: fever, cough, shortness of breath, sometime pneumonia or severe pneumonia, in very severe cases can lead to acute respiratory distress syndrome and risk of death, especially in elderly people and those with immunodeficiency and underlying chronic medical conditions.

- Some people infected with SARS-CoV-2 may have mild clinical and unclear symptoms, making it difficult to detect.

- Suspect case:  A person with at least one of the following symptoms:  fever, cough, shortness of breath or pneumonia and one of the following epidemiological links:

+ He/she has arrived in/passed/lived in/come back from the country or territory where COVID-19 cases of domestic transmission have been reported according to World Health Organization (WHO) in 14 days prior to his/her date of entry to Vietnam.

+ He/she has arrived at/lived in/come back from an active outbreak in Vietnam in the 14 days prior to onset of symptoms.

+ He/she has been in close contact with a confirmed COVID-19 case or probable COVID-19 case in the 14 days prior to onset of symptoms.

- Confirmed case: means a suspect case or any case confirmed positive for SARS-CoV-2 at a laboratory authorized by the Ministry of Health.

- People in close contact: Any individual within 2 meters of a confirmed case or suspect case, including:

+ Those that have lived in the same household or family with a confirmed case or suspect case.

+ Those who have worked in the same working team or office with a confirmed case or suspect case.

+ Those in the same group of tourists, business trip, pleasure, party, meeting, etc. with a confirmed case or suspect case.

+ Those sitting in the same row with and two rows before or after the seat of a confirmed case or suspect case on the same mean of transport (train, car, airplane, ship, etc.). In some specific cases, depending on the results of epidemiological investigations, the health authority will decide to expand the list of those in close contact regarding passengers traveling on the same mean of transport.

+ Any individual who has close contact with a confirmed case or suspect case in other situations.

4. Some principles and concepts of COVID-19 prevention and treatment

- Currently there is no specific antiviral medicine or vaccine for COVID-19, so supportive care and symptomatic treatment are mainly provided. The main preventive measures are early detection and quarantine of confirmed cases, quarantine of F1 (who are in close contacts with confirmed case) and F2 (who are in contact with F1).

- Take droplet precautions to avoid direct infection by inhaling droplets containing the virus spread in the air through coughing, sneezing, talking and take contact precautions to prevent indirect infection caused by touching surfaces contaminated with the virus and then touching the eyes, nose and mouth.  Common preventive measures include: stay home and only go out when absolutely necessary; wear a mask and keep a safe distance as required when going out; wash hands often with soap and clean water or hand sanitizers; clean houses and maintain ventilated area; make electronic medical declarations.

- Regulation on minimum distance and wearing masks is elaborated by the Government or the National Steering Committee for COVID-19 Prevention and Control.

- Hand washing is understood as washing hands with clean water and soap for at least 30 seconds or cleaning hands with hand sanitizers.

- Hand sanitizers: must contain at least 60% of alcohol or bactericidal active substances as prescribed by the Ministry of Health.

- Surface disinfectant solution: (i) all-purpose spray cleaner or (ii) mixing a toilet bowl cleaner (containing about 5% sodium hypochlorite in a ratio of 10 milliliter of bleach solution with 1 liter of water), or (iii) disinfectant solution containing 0.05% active chlorine (ensure the contact time on surface is 10 minutes) or (iv) active chlorine 0.1% (ensure the contact time on surface is 1 minute), or (v) alcohol 70%. Ventilate for at least 30 minutes after disinfection. Surface disinfection follows the principle of wiping from a clean place to a dirty place, from the inside to the outside, from top to bottom. In case the surface of objects is dirty, it is necessary to clean with soap and water before disinfection.

 

PART 2

GUIDANCE ON PREVENTION AND CONTROL OF COVID-19 PANDEMIC IN THE COMMUNITY

 

PREVENTION AND CONTROL OF COVID-19 AT HOUSEHOLD

I. SCOPE AND REGULATED ENTITIES

 

1. Scope

Households living in separate houses:  detached houses, semi-detached houses, villas on residential land in neighborhood, urban areas, and rural areas (hereinafter referred to as households).

2. Regulated entities

- People live in households.

- Neighborhood head, village head (hereinafter referred to as neighborhood head).

II. IMPLEMENTATION

1. Responsibilities of people living in the household

- Implementing personal preventive measures including:

+ Wear a mask when leaving the house.

+ Wash hands often with soap or hand sanitizer.

+ Limit leaving the house unnecessarily or joining mass gatherings.

+ Do not spit or litter trash or masks; cover mouth and nose when coughing and sneezing.

- Clean house, surfaces, floors, objects with common detergents. Particularly to highly-touch surfaces such as doorknobs, power switches, etc. cleaning them at least 01 time/day.

- Collect and dispose of domestic garbage at the designated place every day.

- Ensure indoor air ventilation; open doors and windows regularly.

- Contact health facilities to make health declaration and seek consultation and update health condition through health declaration application when the elderly or person with underlying chronic medical conditions in a household has fever, cough or shortness of breath.

- Install and turn on the tracking application or health declaration application if using a smart mobile device.

- Check body temperature every day, promptly report to health facilities cases of fever, cough, shortness of breath..

- Actively make temporary residence declaration for guests to stay.

2. Responsibilities of the neighborhood head

- Guide and remind the people to take personal preventive measures and measures to prevent and control the pandemic in households.

- Request the head of household to strictly make temporary residence declaration when guests come to stay.

- Coordinate with health agencies, local authorities, and local police in implementing COVID-19 pandemic prevention and control activities; inspect, monitor and supervise people under home-based isolation, residence, and people with fever, cough, and shortness of breath in the neighborhood.

- Raise the people’s awareness of measures to prevent and control COVID-19 pandemic.

 

PREVENTION AND CONTROL OF COVID-19 AT APARTMENT BUILDING

I. SCOPE AND REGULATED ENTITIES

1. Scope

Applying to apartment buildings2                      

2. Regulated entities

- People living in apartment buildings (hereinafter referred to as residents).

- Security staff, security guards, service people in the apartment building.

- Visitors.

- Management board of the apartment building.

II. IMPLEMENTATION

1. Responsibility of residents

- Implementing personal preventive measures including:

+ Wear a mask when leaving the apartment/room.

+ Wash hands often with soap or hand sanitizer.

+ Limit non-essential trips outside the house or mass gatherings.

+ Do not spit or litter trash or masks; cover mouth and nose when coughing and sneezing.

-  Keep a minimum distance of 1 meter at public spaces and community areas.

- Limit talking in the elevator, stairs; limit touching surface of the elevator or stairway railings; clean hands with soap or hand sanitizer after using the elevator.

- Clean house, surfaces, floors, objects with common detergents. Particularly to highly-touch surfaces such as doorknobs, power switches, etc. clean them at least 01 time/day.

- Collect and dispose of domestic garbage at the designated place every day.

- Ensure indoor air ventilation; open doors and windows regularly.

- Do not visit and work while on home-based isolation or in case of fever, cough, or shortness of breath.

- Wear a mask when arriving and leaving an apartment/room.

- Wash hands often with soap or hand sanitizer.

-  Keep a minimum distance of 1 meter at public spaces and community areas.

- Do not spit or litter trash or masks; cover mouth and nose when coughing and sneezing.

- Limit talking in the elevator, stairs; limit touching surface of the elevator or handrails; clean hands with soap or hand sanitizer after using the elevator.

- Comply with particular rules for COVID-19 prevention and control at the apartment building (if any).

3. Responsibilities of security staff, security guards, service people in the apartment building

- Do not go to work while on home-based isolation or in case of fever, cough, or shortness of breath.

- Always wear a mask during working time.

- Wash hands often with soap or hand sanitizer.

- Install and turn on the tracking application or health declaration application during working time if using a smart mobile device.

- Do not spit or litter trash or masks; cover mouth and nose when coughing and sneezing.

- Promptly notify the supervisor, service provider when you have/anybody has been found having fever, cough, shortness of breath.

- Check and remind residents and guests to take measures to prevent and control the pandemic in the building such as wearing a mask, cleaning hands with hand sanitizer, etc.

- Comply with particular rules for COVID-19 prevention and control at the apartment building (if any).

4. Responsibilities of the Management Board

- Guide and remind residents, visitors, staff and workers to wear masks, to maintain physical distance (a minimum of 1 meter); limit mass gatherings at home and take measures to prevent and control the pandemic in apartment building.

- Clean and disinfect with chemical disinfectants or common detergents at common areas at least 2 times/day; for high-touch positions such as door handles, stairway railings, handrails, elevator control panels, elevator cabins, etc. disinfect at least 2 times/day.

- Place adequate hand sanitizers at convenient locations and adequate soap in the toilet area.

- Limit the organization of events with large crowds in the common area.  In an absolutely necessary case, require the people concerned to wear a mask, keep physical distance and take safety measures as specified in the Guide at meetings.

- Record full name, address, phone number, date and time of visitors and apartment owners.  Do not allow any visitor with symptom of fever, cough, or shortness of breath entering the apartment building and notify such case to the local health authority.

- Arrange enough garbage and waste containers with tight lids, place them in a convenient location and carry out daily collection and treatment.

- Request the apartment owner to strictly make temporary residence declaration when visitors come to stay.

- Coordinate with health agencies and local authorities in implementing COVID-19 pandemic prevention and control activities, especially when cases of fever, cough, and shortness of breath are detected.

- Raise the residents’ awareness of measures to prevent and control COVID-19 pandemic.

 

PREVENTION AND CONTROL OF COVID-19 AT SCHOOL

I. SCOPE AND REGULATED ENTITIES

1. Scope

Applicable to preschools, primary schools, lower secondary schools, upper secondary schools, multi-level high schools, professional education institutions, higher education institutions.

2. Regulated entities

- Preschool kids, students, learners.

- Teachers, lecturers, workers at the school.

- Parents of students, visitors.

- School board.

II. IMPLEMENTATION

1. Preschool3

1.1. Responsibilities of parents

- Do not go to school and do not send kids to school if you are on home-base isolation or have fever, cough, or shortness of breath.

- Wear a mask for yourself and your kids when dropping them off or picking them up.

- Instruct kids to wash their hands with soap or hand sanitizer: before going to school, after returning home, when their hands are dirty or when necessary.

- Prepare personal belongings for kids (cups, drinking water bottles, etc.) when they go to school.

- Check temperature and monitor health for kids at home; if they have fever, cough, or shortness of breath, have the kids stay at home, notify the school and refer them to the health facility for examination, consultation and treatment.

- Install and turn on the tracking application or health declaration application if using a smart mobile device.

- Cooperate with the school for prevention and control of COVID-19 pandemic.

1.2. Responsibilities of teachers and workers at the school

- Do not go to school if you are on home-base isolation or have fever, cough, or shortness of breath.

- Wear a mask when going to school, when leaving and when needed at school.

- Wash your hands often with soap or hand sanitizer; wash your hands before going to school and after leaving.

- Instruct kids to wash their hands with soap or hand sanitizer: before entering the classroom, before and after eating, after every playtime and break time, after going to the toilet, before leaving, or when they find their hands dirty.

- Guide kids to maintain appropriate physical distance during activities outside the classroom (such as queuing, meetings, school opening ceremony, etc.).

- Install and turn on the tracking application or health declaration application if using a smart mobile device.

1.3. Responsibilities of visitors

- Do not go to school if you are on home-base isolation or have fever, cough, or shortness of breath.

- Wear a mask during the school visit and work.

- Wash your hands with soap or hand sanitizer before going to school and after leaving.

- Maintain physical distance when working or participating in school activities.

- Install and turn on the tracking application or health declaration application if using a smart mobile device.

- Do not spit or litter trash or masks; cover mouth and nose when coughing and sneezing.

- Take measures to prevent and control COVID-19 pandemic and make health declarations at the school's request.

1.4. Responsibilities of the School Board

- Enforce temperature measurements for students, teachers, workers at the school, parents entering the school premises, visitors; make medical reports for cases with fever, cough, or shortness of breath.

- Assign staff members to receive and return kids at the school gate; limit contact between students of classes.

- Assign cleaning and disinfection by chemical disinfectants or common detergents of:

+ Furniture, door handles, stairway railings, handrails, elevator buttons, objects, floors, classrooms, function rooms, toilets, etc. at least 2 times/day or when needed.

+ Toys, educational materials after each lesson or when it is found dirty.

+ Door handles, handrails, seats, windows, car floor, etc. of the shuttle buses for students after each trip of drop-off or pick-up of students (if any).

- Place adequate soap and clean water or hand sanitizer at the hand washing place. The hand sanitizer should be placed at a location convenient to use.

- Ensure there is enough hygienic drinking water and each student has a private and hygienic cup; do not share personal belongings.

- Arrange separate servings for each student, teacher, worker; ensure proper distancing when eating according to school circumstances.

- Arrange places for sleeping and resting with appropriate distance according to the school circumstances.

- Arrange enough garbage and waste containers with tight lids, place them in a convenient location and carry out daily collection and treatment.

- Do not spit or litter trash or masks.

- Increase ventilation in the classroom by opening doors and windows, using fans. If air conditioners are used in the classroom, at the end of the class session, classroom doors must be opened for ventilation.

- Arrange an isolation room, prepare masks for use immediately when detecting a child or anybody who shows signs of fever, cough, and shortness of breath.  And then promptly notify health authorities and take appropriate precautions.

- Require visitors to make health declarations.

- Provide adequate training for teachers and workers of the school on COVID-19 pandemic prevention and control.

- Raise awareness of students, parents and administrators on measures to prevent and control COVID-19.

- Inspect and supervise the prevention and control of COVID-19 pandemic at school.

2. Primary school, lower secondary school

2.1. Responsibilities of parents

- Do not go to school and do not send students to school if the parents are on home-base isolation or have fever, cough, or shortness of breath.

- Wear a mask for yourself and your children when dropping them off or picking them up

- Require students to wash their hands with soap or hand sanitizer: before going to school, after returning home, when their hands are dirty or when necessary.

- Prepare personal belongings for students (cups, drinking water bottles, etc.) when they go to school.- Check temperature and monitor health for students at home; if they have fever, cough, or shortness of breath, have the students stay at home, notify the school and refer them to the health facility for examination, consultation and treatment.

- Install and turn on the tracking application or health declaration application if using a smart mobile device.

- Cooperate with the school for prevention and control of COVID-19 epidemic.

2.2. Responsibilities of students

- Wear a mask when going to school, when leaving and when needed.

- Wash hands often with soap or hand sanitizer: before going to school, after returning home, when your hands are dirty or when necessary.

- Prepare and bring personal belongings to school, do not share personal belongings with other students.

- Maintain proper physical distance according to the instructions of teachers, school board.

- Do not spit or litter trash or masks; cover mouth and nose when coughing and sneezing.

- Notify parents, teachers if you have fever, cough, shortness of breath for examination, counseling and treatment.

- Actively take measures to prevent and control COVID-19 pandemic at the school's request.

2.3. Responsibilities of teachers and workers at the school

- Do not go to school if you are on home-base isolation or have fever, cough, shortness of breath.

- Wear a mask when going to school, when leaving and when needed.

- Wash your hands often with soap or hand sanitizer; wash your hands before going to school and after leaving.

- Require students to wash their hands with soap or hand sanitizer: before entering the classroom, before and after eating, after every playtime and break time, before leaving.

3.1. Responsibilities of parents, students, learners

- Do not go to school or dormitory if you are on home-base isolation or have fever, cough, shortness of breath.

- Request and remind students, learners (hereinafter referred to as students) to wear a mask when going to school, leaving school and in necessary times.

- Require students to wash their hands with soap or hand sanitizer: before going to school, after leaving school.

- Check temperature and monitor health for students at home; if they have fever, cough, or shortness of breath, notify the school and refer them to the health facility for examination, consultation and treatment.

- Install and turn on the tracking application or health declaration application if using a smart mobile device.

- Cooperate with the school for implementing measures for prevention and control of COVID-19 epidemic.

3.2. Responsibilities of students

- Wear a mask when going to school, when leaving and when needed.

- Wash hands often with soap or hand sanitizer: before going to school, after leaving school.

- Maintain proper physical distance according to the instructions of teachers, school board.

- Prepare and bring personal belongings to school, do not share personal belongings with other students.

- Notify parents, teachers if you have fever, cough, shortness of breath for examination, counseling and treatment.

- Install and turn on the tracking application or health declaration application if using a smart mobile device.

- Do not spit or litter trash or masks; cover mouth and nose when coughing and sneezing.

- Actively participate and cooperate with the school to take measures to prevent and control COVID-19 pandemic.

3.3. Responsibilities of teachers, lecturers and workers at the school

- Do not go to school if you are on home-base isolation or have fever, cough, or shortness of breath.

3.5. Responsibilities of the School Board

- Enforce temperature measurements for students, teachers, workers at the school, parents entering the school premises, visitors; make medical reports for cases with fever, cough, shortness of breath.

- Limit people entering and leaving school; limit contact between students of classes.

- Assign cleaning and disinfection by chemical disinfectants or common detergents:

+ Furniture, door handles, stairway railings, handrails, elevator buttons, objects, floors, classrooms, function rooms, toilets, etc. at least 2 times/day or when needed.

+ Educational materials after each lesson or when it is found dirty.

+ Door handles, handrails, seats, windows, car floor, etc. of the shuttle buses for students after each trip of drop-off or pick-up of students (if any).

- Place adequate soap and clean water or hand sanitizer at the hand washing place. The hand sanitizer should be placed at a location convenient to use.

- Ensure enough hygienic drinking water.  Ask and remind each student to have a separate drinking cup.

- Arrange separate servings for each student, teacher, worker; ensure proper distancing when eating according to school circumstances.

- Arrange places for sleeping and resting with appropriate distance according to the school circumstances.

- Arrange enough garbage and waste containers with tight lids, place them in a convenient location and carry out daily collection and treatment.

- Increase ventilation in the classroom by opening doors and windows, using fans. If air conditioners are used in the classroom, at the end of the class session, classroom doors must be opened for ventilation.

For the purpose of this Guidance, office refers to office and government office.

2. Regulated entities

- Officials and public employees, workers.

- Visitors.

- Supervisors, employers.

II. IMPLEMENTATION

1. Responsibilities of officials and public employees, workers

- Do not go to work while on home-based isolation or in case of fever, cough, or shortness of breath.

- Wear a mask when going to the office and when leaving.

- Wash hands often with soap or hand sanitizer.

- Limit joining mass gatherings, maintain proper distance outside the office.

- Do not spit or litter trash or masks; cover mouth and nose when coughing and sneezing.

- Check body temperature every day, promptly report to the health facility if having fever, cough, or shortness of breath.

- Install and turn on the tracking application or health declaration application if using a smart mobile device.

- Comply with personal preventive measures and instructions on prevention and control of COVID-19 pandemic at the office.

2. Responsibility of visitors

- Do not go to the office if you are on home-base isolation or have fever, cough, or shortness of breath.

- Wash your hands with soap or hand sanitizer before going to the office and after leaving.

- Make appropriate seating distance arrangements.

- Promote online meetings, limit unnecessary meetings.

- Develop a specific plan to implement forms of working online, work-from-home depending on the pandemic situation and developments.

- Clean and disinfect furniture, door handles, elevator buttons, objects, floors, working rooms, meeting rooms, toilets, etc. with disinfectant chemicals or common detergents for at least 2 times/day or when needed.

- Place adequate hand sanitizers at convenient locations and adequate soap in the toilet area.

- Arrange separate servings for officials, public employees and workers; ensure proper distance when using the canteen.

- Arrange enough garbage and waste containers with tight lids, place them in a convenient location and carry out daily collection and treatment.

- Coordinate with health agencies and local authority in implementing COVID-19 pandemic prevention and control activities.

- Raise the awareness of officials and public employees and workers about measures to prevent and control COVID-19 pandemic.

- Promptly notify the members of organizing board if you have fever, cough, shortness of breath.

2. Responsibilities of organizing board

- Check temperature of attendees before the meeting and when necessary.

- Arrange seats with proper distance; place desk name plates and inform delegates of their pre-determined seats beforehand; limit changing delegate seats when not needed.

- Prepare enough masks.

- Place adequate hand sanitizers at convenient locations and adequate soap in the toilet area.

- Promptly notify health facilities cases of fever, cough, shortness of breath and take appropriate measures to prevent and control the pandemic.

- Clean and disinfect with disinfectant chemicals furniture, doorknobs, stairway railings, handrails, elevator buttons, objects, floors, meeting rooms, toilets, countertops, remote control buttons, etc. after each shift of meeting or as needed.

- Arranging separate drinking water for each person, separate servings (if any); ensure proper distance when using the canteen.

- Arrange enough garbage and waste containers with tight lids, place them in a convenient location and carry out daily collection and treatment.

- Increase ventilation in the meeting room by opening doors and windows, using fans. If air conditioners are used in the meeting room, at the end of the meeting session, meeting room doors must be opened for ventilation.

- Arrange isolation room if anybody has fever, cough, shortness of breath during the meeting.  Promptly notify health facilities and take appropriate measures to prevent and control the pandemic.

- Print and distribute COVID-19 prevention and control instructions when necessary.

- If vehicles are arranged to transport delegates, safety measures on public transport must be taken.

 

PREVENTION AND CONTROL OF COVID-19 ON PUBLIC TRANSPORT

I. SCOPE AND REGULATED ENTITIES

1. Scope

Road, water, rail, air means of transport such as buses, taxis, charter buses, shuttle buses for staff or students, and watercraft, ferries, trains, trams, aircraft and other public transport.

2. Regulated entities

- Operators.

 

- Attendants.

- Passengers.

- Management boards/managers of vehicles.

II. IMPLEMENTATION

1. Responsibilities of operators and attendants

- Do not work on public transport while on home-based isolation or having fever, cough, or shortness of breath.

- Wear a mask during the working time.

- Wash your hands often with soap or hand sanitizer, especially before starting and ending the trip.

- Install and turn on the tracking application or health declaration application if using a smart mobile device.

- Limit eating and talking.  Do not spit or litter trash or masks; cover mouth and nose when coughing and sneezing.

- Place the hand sanitizer at a location convenient to use.

- Apply natural ventilation measures suitable for each type of public transport.

- Require passengers to wear masks during the journey and take particular measures for prevention and control of the pandemic on public transport.

- Notify the manager, health authority if detecting any passenger with fever, cough, shortness of breath.

- Every day and after each trip, clean and disinfect high-touch surfaces such as steering wheel surfaces, door handles, seats, windows, vehicle floors, etc. For taxis and similar vehicles, the drivers and the attendants must clean the door handles and seats of the car after each passenger getting on or off the car with a quick disinfectant.

- Require operators and attendants on public transport to install and turn on the tracking application or health declaration application if using a smart mobile device.

- Offer incentives and favorable conditions when using the service to passengers who have installed and turned on the tracking application of tracing and medical declaration.

- Arrange enough garbage and waste containers with tight lids, and place them in a convenient location and carry out daily collection and treatment.

- Provide training in COVID-19 pandemic prevention and control measures for operators and attendants on public transport.

- Keep a minimum distance of 1 meter when queuing at the entrance, checkout counters, or at merchandise counters, etc.

II. IMPLEMENTATION

1. Responsibilities of customers

- Do not go to a food and beverage establishment while on home-based isolation or in case of fever, cough, or shortness of breath.

- Wear a mask, keep a minimum distance of 1 meter when queuing at the entrance, checkout counters, etc.

- Wash hands with hand sanitizer when entering, eating at, and leaving the food and beverage establishment and when necessary.

- Limit talking loudly, shaking hands, avoiding unnecessary communication with strangers; limit contact with restaurant tools and equipment if not required.

- Promptly notify the management unit, service provider when you have fever, cough, or shortness of breath.

- Install and turn on the tracking application or health declaration application if using a smart mobile device.

- Do not spit or litter trash or masks; cover mouth and nose when coughing and sneezing.

2. Responsibilities of service staff, salespersons

- Do not shake hands, limit contact with customers (if possible), keep a minimum distance of 1 meter when in direct contact with customers.

- Promptly notify the supervisor, service provider when you have/anybody has been found having fever, cough, shortness of breath.

3. Responsibilities of the management unit, owner

- Encourage the temperature measurement for customers, service staff, and salespersons when entering food and beverage establishments.

- Require service staff, salespersons to wear masks

- Arrange seats at least 1 meter far apart or facing away from each other, limit sitting face-to-face; encourage installation of partitions at dining tables, checkout counters, etc.

- Offer incentives and favorable conditions when using the service and fast payment to customers who have installed and turned on the tracking application of tracing and medical declaration.

- Clean and disinfect dining tables, partitions after each use; for seats, doorknobs, stairway railings, handrails, elevator buttons, objects, floors, toilets, etc. clean and disinfect at least 2 times/day or when necessary.  There are enough separate eating utensils for each customer and these utensils are cleaned and disinfected before and after use if reused.
