DECISION

THE PROCESS OF TESTING AND ISSUING OPERATION CERTIFICATES TO TITLES INVOLVED IN DISPATCH, OPERATION OF NATIONAL ELECTRICITY SYSTEM

DIRECTOR OF ELECTRICITY REGULATORY AUTHORITY OF VIETNAM

Pursuant to the Prime Minister’s Decision No. 153/2008/QD-TTg dated November 28, 2008 defining functions, tasks, powers and organizational structure of Electricity Regulatory Authority under the Ministry Of Industry And Trade;

Pursuant to the Minister of Industry and Trade’s Circular No. 40/2014/TT-BCT dated November 05, 2014 regulating national load dispatch process;

At the request of director of the Department of Demand - Supply Balance Supervision and Planning,

HEREBY DECIDE:

Article 1. Promulgate the process of testing and issuing operation certificates to titles involved in dispatch, operation of the national electricity system and provide instructions on the Minister of Industry and Trade’s 40/2014/TT-BCT dated November 05, 2014 regulating national load dispatch process.

Article 2. This Decision takes effect since the signing date.

Article 3. Chief officers, managers of Electricity Regulatory Authority, director of electricity market development research centers under Electricity Regulatory Authority, general director of Vietnam Electricity, directors of electricity supply units and relevant units shall be responsible for executing this Decision./.

PROCESS

TESTING AND ISSUING OPERATION CERTIFICATES TO TITLES INVOLVED IN DISPATCH AND OPERATION OF NATIONAL ELECTRICITY SYSTEM (Enclosed with Electricity Regulatory Authority’s Decision No. 45/QD-DTDL dated July 01, 2015)

Chapter I

GENERAL PROVISIONS

Article 1. Governing scope

1. This Process stipulates training, testing and issue of operation certificates to titles involved in dispatch and operation at different dispatching levels, power plants, power stations and control centers including following information:

a. Conditions for persons sent for training;

b. Contents of training at different levels and operation managing unit;

c. Process of testing and issuing operation certificates;

d. Management and use of operation certificates.

2. Contents of organization of training and management of human resources, operators at different dispatching levels, power plants, power stations and internal test organizations before recognition of titles outside the scope of this Process.

Article 2. Regulated entities

This Process applies to following organizations and individuals:

1. Vietnam Electricity

2. National load dispatch unit

3. Generating units

4. Transmission network operators

5. Electricity distribution units

6. Electricity retailing units

7. Electrical customers receiving power direct from transmission network, and electrical customers using distribution network and

 having substations of their own;

8. Electricity supply units’ operators;

Article 3. Interpretation of terms

In this Process, some terms are construed as follows:

1. Titles involved in dispatching task are titles that are directly involved in the dispatch and operation of the national electricity system at different dispatching levels, including:

a. Dispatchers at different levels;

b. Power system engineers, SCADA/EMS engineers and SCADA/DMS engineers;

2. Titles involved in operation are the titles that are directly involved in the operation of the national electricity system, including:

a. Power plant shift heads;

b. Power station captains;

3. Dispatching level with control authority means the dispatching level that has the right to direct and dispatch the power system according to the dispatching hierarchy as prescribed in the national load dispatch process stipulated by the Ministry of Industry and Trade.

4. Operation Certificate refers to the certificate issued by the Vietnam Electricity, the dispatching level with control authority or the dispatching level superior to other dispatching levels, power stations, power plants and control center directly involved in the dispatch and operation of national power system after training and examination.

5. DMS (Distribution Management System) refers to the software system automatically supporting management, monitoring and optimal control of distribution power network.

6. Dispatchers are persons who give direction and dispatch the power system within control authority, including:

a. National dispatchers;

b. Regional dispatchers;

c. Distribution dispatchers of central-affiliated provinces, cities (hereinafter referred to as ‘provincial distribution dispatchers’);

d. District, rural district-level distribution dispatchers;

7. Power system dispatching is activities of direction and control of power generation, transmission and distribution process in the national power system as per the defined procedures, technical regulations and operation modes.

8. Competent unit for examination refers to the unit that is responsible for conducting tests and issuing operation certificates to the titles involved in the dispatch and operation of the national electricity system according to dispatching hierarchy as prescribed in the national load dispatch process stipulated by the Ministry of Industry and Trade including:

a. Vietnam Electricity;

b. National dispatching level;

c. Regional dispatching level;

d. Provincial distribution dispatching level;

9. Unit sending people for examination is the unit managing people who have been sent for training and attaining operation certificates including:

a. National dispatching level;

b. Regional dispatching level;

c. Provincial distribution dispatching level;

d. Operation managing unit;

10. Generating unit is an electricity unit owning one or several power plants connected to the national power system and issued the operation license in the area of power generation.

11. Transmission network operator is an electricity unit issued the operation license in the area of power transmission and is responsible for managing the operation of national transmission power network.

12. Electricity distribution unit is an electricity unit issued the operation license in the area of power distribution and sale, including:

a. Power Corporation;

b. Power companies of provinces and cities under the management of the Power Corporation (hereafter referred to as ‘provincial power company’).

13. Power retailing unit is an electricity unit issued the operation license in the area of power distribution and retailing, bulk purchasing power from the distributing unit and retail customers.

14. Operation managing unit refers to organizations and/or individuals that manage and operate transmission lines or electrical equipment connected to the national electricity system, including:

a. Generating units;

b. Transmission network operator;

c. Electricity distribution units;

d. Electricity retailing units;

dd. Electrical customers receiving power direct from transmission network;

e. Electrical customers using distribution network and having substations of their own;

15. National load dispatch unit is the unit that directs and controls generation, transmission and distribution of power in the national electricity system, including dispatching levels:

a. National dispatching level;

b. Regional dispatching level;

16. EMS (Energy Management System) is a software system automatically managing the energy to optimize the power system.

17. Electrical customers receiving power from transmission network are customers that own substations, electrical grids connected to the transmission network.

18. Electrical customers using distribution network and having substations of their own are customers that own substations, electrical grids connected to the distribution network of medium and 110 kv voltage.

19. Power system is a system of generation facilities, electrical grids and utilities connected to each other.

20. National power system is a power system unified across the country.

21. Regional electricity systems is a power system with voltage of up to 220 kV and boundary between North, Central and South.

22. Transmission system is a power system including the transmission network and power plants connected thereto.

23. Distribution system is a power system including the distribution network and power plants connected thereto for the supply of power to electrical customers.

24. SCADA (Supervisory Control and Data Acquisition) is a data collection system serving the purposes of monitoring, controlling and operating power system.

25. Electrical grid is the system of transmission lines, stations and utilities.

26. Distribution network is part of the power network as specified in the Regulation on transmission system and the Regulation on distribution system issued by the Ministry of Industry and Trade.

27. Transmission network is part of the power network as specified in the Regulation on transmission system and the Regulation on distribution system issued by the Ministry of Industry and Trade.

28. Large power plants are power plants with total installed capacity over 30 MW.

29. Small power plants are power plants with total installed capacity from 30 MW and under.

30. Operator is a person who is directly involved in controlling the process of generation, transmission and distribution of power and works in shifts, including:

a. Dispatchers at different levels;

b. Shift heads, team captains, main staff and auxiliary staff at power plants or power plant cluster control centers;

c. Shift heads, team captains, main staff and auxiliary staff at power stations or power station cluster control centers;

d. Distribution network operators;

31. Power station includes substations, switching stations, compensation stations;

32. Control center is a center equipped with information technology infrastructure and telecommunications system in order to monitor and control remotely a group of power plants, power stations or power station groups or switchgears on electrical grids.

33. Power plan shift head is a highest-level operator of a power plant or power plant control center during his/her shift.

34. Power station captain is a highest-level operator of a power plant or power plant control center during his/her shift.

Article 4. General provisions on training and issue of operation certificates

1. Principles of training and issue of operation certificates

a. National, regional dispatching levels and operation management unit shall be responsible for organizing the training for titles involved in dispatch and operation of electricity system under management according to regulations of national load dispatch process issued by the Ministry of Industry and Trade and this Process;

b. During organization of training, dispatching levels at higher level and dispatching levels with control authority shall be responsible for participating in training and inspecting training for operators of lower levels and operation managing unit;

c. Persons sent for training shall meet requirements as prescribed hereof and other requirements as prescribed in accordance with individual positions and assignments after training;

d. The titles involved in dispatch and operation of the national electricity system shall be trained, examined and issued operation certificates as prescribed in the national load dispatch process issued by the Ministry of Industry and Trade. The operation certificate is the necessary condition to be eligible for tests and recognition of titles;

dd. Apart from meeting requirements of training as prescribed in the national load dispatch process stipulated by the Ministry of Industry and Trade, the unit sending people for examination may organize further training before tests.

2. Authority to organize tests and issue operation certificates:

a. Vietnam Electricity shall organize tests and issue operation certificates to dispatchers at national level;

b. National dispatching levels shall organize tests and issue operation certificates to regional dispatchers, dispatchers

working in power plants and power stations within control authority as prescribed;

c. Regional dispatching levels shall organize tests and issue operation certificates to provincial distribution dispatchers, dispatchers working in power plants and power stations within control authority as prescribed;

d. Provincial distribution dispatching levels shall organize tests and issue operation certificates to district-level distribution dispatchers, dispatchers working in power plants and power stations within control authority of district dispatching levels as prescribed;

dd. For power plants, power stations within control authority of several dispatching levels, organization of tests and issue of operation certificates to titles involved in operation shall be decided by dispatching levels with control authority.

Chapter II

CONDITIONS AND CONTENTS OF TRAINING FOR TITLES INVOLVED IN DISPATCH, OPERATION OF NATIONAL ELECTRICITY SYSTEM

Section 1. TRAINING FOR TITLES INVOLVED IN DISPATCH AT NATIONAL LEVEL

Article 5. Conditions for persons who are sent for training at national level;

1. Obtain university degrees in specialties appropriate for titles to be trained;

2. Résumé should be self-evident and no criminal prosecution.

3. Foreign language level shall meet requirements of national dispatching level.

4. Age from 30 and under (for persons sent for national-level training for the first time);

5. Health is excellent (for titles as dispatchers, SCADA/EMS engineers of national electricity system).

6. Other requirements as prescribed by national dispatching level for each specific title.

Article 6. Contents of training for titles as national dispatchers

National dispatching level shall organize training for national dispatchers covering following issues:

1. System of legislative documents concerning dispatch, operation of electricity system.

2. Organizational and operational structure of the national electricity system;

3. Characteristics and main parameters of load of national, regional electricity systems.

4. Classification of electricity sources of the national electricity system and operating principles thereof; main parameters and operational characteristics of power plants within control authority of national dispatching level; primary fuel, hydrographical sources serving power generation.

5. Electricity transmission system, diagrams of power stations, basic connection scheme of the national electricity system, main parameters and operational characteristics of the national electricity system.

6. Structures, operating principles of main equipment of the electricity system (turbines, generators, substations, capacitors, impedance, power lines, circuit breakers, disconnecting switches, voltage transformers, current transformers.

7. Operating principles of protective relays, automation, measurement and control on the electricity system; protection of key factors on the electricity system; schematic diagram of relays and automated protection for the equipment within control authority of national dispatching level.

8. Knowledge of electricity system operation (operation modes, frequency and voltage adjustment, reserve power, reserve energy, reliability of national, regional electricity systems).

9. Process of operation and handling of emergencies at the national electricity system;

10. Software for planning, calculating and analyzing operation mode of the power system.

11. Basic knowledge of electricity market in Vietnam.

12. Basic knowledge and applications of SCADA/EMS in the national electricity system.

13. Organizational and operational structure of telecommunications, communications system of the national electricity system;

Article 7. Contents of training for titles as national electricity system analysis and planning engineers

National dispatching level shall organize training for titles as national electricity system analysis and planning engineers covering following issues:

1. System of legislative documents concerning dispatch, operation of electricity system.

2. Organizational and operational structure of the national electricity system;

3. Characteristics and main parameters of load of national, regional electricity systems.

4. Classification of electricity sources of the national electricity system and operating principles thereof; main parameters and operational characteristics of power plants within control authority of national dispatching level; primary fuel, hydrographical sources serving power generation.

5. Electricity transmission system, diagrams of power stations, basic connection scheme of the national, regional electricity systems, main parameters and operational characteristics of the electricity system.

6. Structures, operating principles of main equipment of the electricity system (turbines, generators, substations, capacitors, impedance, power lines, circuit breakers, disconnecting switches, voltage transformers, current transformers).

7. Operating principles of protective relays, automation, measurement and control on the power system; principles of protecting key factors on the power system; schematic diagram of relays and automated protection for the equipment within control authority of national dispatching level.

8. Knowledge of power system operation (operation modes, frequency and voltage adjustment, reserve power, reserve energy, reliability of national, regional electricity systems).

9. Knowledge of economic operation of the electricity system such as optimal operation of electrical sources, mobilization of electrical sources, hydro power regulation, maintenance and repair plan.

10. Calculation and analysis of steady state, transient state, short-circuits, stability, energy balance of the national electricity system.

11. Software for planning and analyzing system operation; software for calculating and analyzing system operation modes; software for calculating protective relay adjustment and emergency analysis.

12. Basic knowledge of electricity market in Vietnam.

13. Basic knowledge and applications of SCADA/EMS of the national electricity system.

14. Organizational and operational structure of telecommunications, communications system of the national electricity system;

15. Plans for development of electrical sources, grids of the national electricity system.

Article 8. Contents of training for titles as SCADA/EMS engineers of the national electricity system

National dispatching level shall organize training for titles as SCADA/EMS engineers of the national electricity system covering following issues:

1. System of legislative documents concerning dispatch, operation of electricity system.

2. Organizational and operational structure of the national electricity system;

3. Organizational and operation structure, telecommunications and communications system model, national load dispatch and electricity market.

4. Overview of electrical sources, grids, load of the national electricity system.

5. Basic knowledge of electricity market in Vietnam.

6. Basic theory of telecommunications computer science, measurement and control such as centralized and decentralized treatment system, real-time multi-function operating system; LAN, WAN; communications equipment & system; data transmission standards and protocols; measurement and control principles;

7. Functions, structure, basic factors and operating principles of SCADA/EMS in the national electricity system; steps of installation, inspection of SCADA/EMS system and putting the system into operation; operation of SCADA/EMS system, RTU/Gateway terminal devices, control system.

Article 9. Training program for titles at national dispatching level

1. National dispatching level shall formulate and conduct a training program for titles as dispatchers, electricity system analysis and planning engineers, SCADA/EMS engineers at national dispatching level in conformity with requirements of the national load dispatch unit and requirements as prescribed in Articles 6, 7 and 8 hereof.

2. Period of training shall be instructed in the national load dispatch process issued by the Ministry of Industry and Trade.

3. In case of re-training, national dispatching level shall formulate the training program and training period in accordance with the national load dispatch process issued by the Ministry of Industry and Trade and this Process, ensuring information about electricity system and legislative documents concerning dispatch and operation of the electricity system are updated.

Section 2. TRAINING FOR TITLES INVOLVED IN DISPATCH AT REGIONAL LEVEL

Article 10. Conditions for persons who are sent for training at regional level;

1. Obtain university degrees in specialties appropriate for titles to be trained;

2. Résumé should be self-evident and no criminal prosecution.

3. Foreign language level shall meet requirements of regional dispatching level.

4. Age from 30 and under (for persons sent for regional-level training for the first time);

5. Health is excellent (for titles as dispatchers, SCADA/EMS engineers of regional electricity system).

6. Other requirements of regional dispatching level for each specific title.

Article 11. Contents of training for titles as regional dispatchers

Regional dispatching level shall organize training for regional dispatchers covering following issues:

1. System of legislative documents concerning dispatch, operation of electricity system.

2. Organizational and operational structure of national, regional electricity system;

3. Characteristics and main parameters of load of national, regional electricity systems.

4. Classification of electricity sources of the national electricity system and operating principles thereof; main parameters and operational characteristics of power plants within control authority of regional dispatching level; primary fuel, hydrographical sources serving power generation.

5. Electricity transmission system, electricity distribution system, diagrams of power stations, basic connection scheme of the regional electricity systems, main parameters and operational characteristics of the regional electricity system.

6. Structures, operating principles of main equipment of the electricity system (turbines, generators, substations, capacitors, impedance, power lines, circuit breakers, disconnecting switches, voltage transformers, current transformers).

7. Operating principles of protective relays, automation, measurement and control on the power system; protection of key factors on the power system; schematic diagram of relays and automated protection for the equipment within control authority of regional dispatching level.

8. Knowledge of electricity system operation (operation modes, frequency and voltage adjustment, reliability of electricity system, regional electricity system and electricity distribution system).

9. Process of operation and handling of emergencies at the regional electricity system;

10.Software for planning, calculating and analyzing electricity system operation.

11.Basic knowledge of electricity market in Vietnam.

12.Basic knowledge and applications of SCADA/EMS in the regional electricity system.

13.Organizational and operational structure of telecommunications, communications system of national, regional electricity system;

Article 12. Contents of training for titles as regional electricity system analysis and planning engineers

Regional dispatching level shall organize training for titles as regional electricity system analysis and planning engineers covering following issues:

1. System of legislative documents concerning dispatch, operation of electricity system.

2. Organizational and operational structure of the national electricity system;

3. Characteristics and main parameters of load of national, regional electricity systems.

4. Classification of electricity sources of the national electricity system and operating principles thereof; main parameters and operational characteristics of power plants within control authority of regional dispatching level; primary fuel, hydrographical sources serving power generation.

5. Electricity transmission system, electricity distribution system, diagrams of power stations, basic connection scheme of the regional electricity systems, main parameters and operational characteristics of the regional electricity system.

6. Structures, operating principles of main equipment of the electricity system (turbines, generators, substations, capacitors, impedance, power lines, circuit breakers, disconnecting switches, voltage transformers, current transformers). Operating principles of protective relays, automation, measurement and control on the electricity system; principles of protecting key factors on the electricity system; schematic diagram of relays and automated protection for the equipment within control authority of regional dispatching level.

7. Knowledge of electricity system operation (operation modes, frequency and voltage adjustment, electrical energy loss, reliability of electricity system, regional electricity system and electricity distribution system).

8. Knowledge of economic operation of the electricity system such as optimal operation of electrical sources; mobilization of electrical sources; hydro power regulation, maintenance and repair plan.

9. Calculation and analysis of steady state, transient state, short-circuits, stability, energy balance of the regional electricity system.

10.Software for planning system operation; software for calculating, analyzing electricity system operation, software for calculating and adjusting protective relays and emergency analysis.

11.Basic knowledge of electricity market in Vietnam.

12.Basic knowledge and applications of SCADA/EMS in the regional electricity system.

13.Organizational and operational structure of telecommunications, communications system of the regional electricity system;

14.Plans for development of electrical sources, grids of the regional electricity system.

Article 13. Contents of training for titles as SCADA/EMS engineers of the regional electricity system

Regional dispatching level shall organize training for titles as SCADA/EMS engineers of regional electricity system covering following issues:

1. System of legislative documents concerning dispatch, operation of electricity system.

2. Organizational and operational structure of national, regional electricity system;

3. Organizational and operational structure, telecommunications and communications system model, national load dispatch.

4. Overview of electrical sources, grids, load of the regional electricity system.

5. Basic theory of telecommunications computer science, measurement and control such as centralized and decentralized treatment system, real-time multi-function operating system; LAN, WAN; communications equipment & system; data transmission standards and protocols; measurement and control principles;

6. Functions, structure, basic factors and operating principles of SCADA/EMS in the national electricity system; steps of installation, inspection of SCADA/EMS system and putting the system into operation; operation of SCADA/EMS system, RTU/Gateway terminal devices, control system.

Article 14. Training program for titles at regional level

1. Regional dispatching level shall formulate and organize a training program for titles as dispatchers, electricity system analysis and planning engineers, SCADA/EMS engineers at regional dispatching level in conformity with requirements of regional dispatching level and requirements as prescribed in Articles 11, 12 and 13 hereof.

2. Period of training shall be instructed in the national load dispatch process issued by the Ministry of Industry and Trade.

3. In case of re-training, regional dispatching level shall formulate the training program and training period in accordance with the national load dispatch process issued by the Ministry of Industry and Trade and this Process, ensuring information about electricity system and legislative documents concerning dispatch and operation of the electricity system are updated.

Section 3. TRAINING FOR TITLES INVOLVED IN DISPATCH AT PROVINCIAL LEVEL

Article 15. Conditions for persons who are sent for training at regional level;

1. Obtain university degrees in specialties appropriate for titles to be trained;

2. Résumé should be self-evident and no criminal prosecution.

3. Foreign language level should meet requirements of electricity distribution units.

4. Age from 35 and under (for persons sent for provincial-level training for the first time);

5. Health is excellent (for titles as dispatchers, SCADA/EMS engineers of provincial electricity system).

6. Other requirements of electricity distribution units for each specific title.

Article 16. Contents of training for titles as provincial distribution dispatchers

Electricity distribution units shall organize training for titles as provincial distribution dispatchers covering following issues:

1. System of legislative documents concerning dispatch, operation of electricity system.

2. Organizational and operational structure of national, regional electricity system;

3. Characteristics and main parameters of load of regional electricity systems, electricity distribution system.

4. Classification of electricity sources of the electricity distribution system and operating principles thereof; main parameters and operational characteristics of power plants within control authority of provincial dispatching level; primary fuel sources serving power generation.

5. Electricity distribution system, diagrams of power stations, basic connection scheme of the electricity distribution system, main parameters and operational characteristics of the electricity distribution system.

6. Structures, operating principles of main equipment of the electricity system (turbines, generators, substations, capacitors, impedance, power lines, circuit breakers, disconnecting switches, voltage transformers, current transformers).

7. Operating principles of protective relays, automation, measurement and control on the electricity distribution system; protection of key factors on the electricity distribution system; schematic diagram of relays and automated protection for the equipment within control authority of provincial distribution dispatching level.

8. Knowledge of electricity distribution system operation (operation modes, voltage adjustment, reliability, quality of electricity supply, operation of electricity distribution system and regional electricity system).

9. Process of operation and handling of emergencies at the electricity distribution system;

10. Software for planning, calculating and analyzing electricity distribution system operation.

11. Basic knowledge and applications of SCADA/DMS in the electricity distribution system.

12. Organizational and operational structure of telecommunications, communications system of the electricity distribution system;

Article 17. Contents of training for titles as electricity distribution system analysis and planning engineers

Electricity distribution units shall organize training for titles as electricity distribution system analysis and planning engineers covering following issues:

1. System of legislative documents concerning dispatch, operation of electricity system.

2. Organizational and operational structure of the national electricity system;

3. Characteristics and main parameters of load of regional electricity systems, electricity distribution system.

4. Classification of electricity sources of the electricity distribution system and operating principles thereof; main parameters and operational characteristics of power plants within control authority of provincial dispatching level; primary fuel, hydrographical sources serving power generation.

5. Electricity distribution system, diagrams of power stations, basic connection scheme of the electricity distribution system, main parameters and operational characteristics of the electricity distribution system.

6. Structures, operating principles of main equipment of the electricity system (turbines, generators, substations, capacitors, impedance, power lines, circuit breakers, disconnecting switches, voltage transformers, current transformers).

7. Operating principles of protective relays, automation, measurement and control on the electricity distribution system; protection of key factors on the electricity distribution system; schematic diagram of relays and automated protection for the equipment within control authority of provincial distribution dispatching level.

8. Knowledge of electricity distribution system operation (operation modes, voltage adjustment, electrical energy loss, reliability, quality of electricity supply, performance of electricity distribution system and regional electricity system).

9. Knowledge of mobilization of electrical sources, hydro power regulation, maintenance and repair plan.

10. Calculation and analysis of steady state, transient state, short-circuits of the electricity distribution system.

11. Software for planning system operation; software for calculating, analyzing electricity system operation, software for calculating and adjusting protective relays and emergency analysis.

12. Basic knowledge and applications of SCADA/DMS in the electricity distribution system.

13. Organizational and operational structure of telecommunications, communications system of the electricity distribution system;

14. Plans for development of electrical sources, grids of the electricity distribution system.

Article 18. Contents of training for titles as electricity distribution system analysis and planning engineers

Electricity distribution units shall organize training for titles as SCADA/DMS engineers covering following issues:

1. System of legislative documents concerning dispatch, operation of electricity system.

2. Organizational and operational structure of the national electricity system;

3. Organizational and operational structure, telecommunications and communications system model serving dispatch, operation of regional electricity systems, electricity distribution systems;

4. Overview of electrical sources, grids, load of the electricity distribution system.

5. Basic theory of telecommunications computer science, measurement and control such as centralized and decentralized treatment system, real-time multi-function operating system; LAN, WAN; communications equipment & system; data transmission standards and protocols; measurement and control principles;

6. Functions, structure, basic factors and operating principles of SCADA/EMS in the national electricity system; steps of installation, inspection of SCADA/EMS system and putting the system into operation; operation of SCADA/EMS system, RTU/Gateway terminal devices, control system.

Article 19. Training program for titles at provincial distribution dispatching level

1. Electricity distribution units shall formulate and organize a training program for titles as dispatchers, electricity system analysis and planning engineers, SCADA/EMS engineers at regional dispatching level in conformity with requirements of regional dispatching level and requirements as prescribed in Articles 16, 17 and 18 hereof.

2. Period of training shall be instructed in the national load dispatch process issued by the Ministry of Industry and Trade.

3. In case of re-training, the electricity distribution unit shall formulate the training program and training period in accordance with the national load dispatch process issued by the Ministry of Industry and Trade and this Process, ensuring information about electricity system and legislative documents concerning dispatch and operation of the electricity system are updated.

Section 4. TRAINING FOR DISTRICT-LEVEL DISTRIBUTION DISPATCHERS

Article 20. Conditions for persons sent for training and contents of training

As instructed in the district-level distribution dispatching level establishment plan approved by Vietnam Electricity.

Article 21. Training program

1. After the district-level distribution dispatching level is established under the decision given by competent authorities, electricity distribution units shall formulate the training program for district-level distribution dispatchers on the basis of the training program for provincial distribution dispatchers and in accordance with the district-level distribution dispatching level establishment plan.

2. Period of training shall be instructed in the national load dispatch process issued by the Ministry of Industry and Trade.

3. In case of re-training, the electricity distribution unit shall formulate the training program and training period in accordance with the national load dispatch process issued by the Ministry of Industry and Trade and this Process, ensuring information about electricity system and legislative documents concerning dispatch and operation of the electricity system are updated.

Section 5. TRAINING FOR TITLES INVOLVED IN OPERATION OF POWER PLANTS, POWER STATIONS AND CONTROL CENTERS

Article 22. Conditions for persons sent for training as shift heads of power plants or control centers

Persons sent for training to obtain operation certificates before undergoing tests to be recognized as shift heads of power plants shall meet following requirements (in addition to the requirements as prescribed in the national load dispatch process):

1. Obtain university degrees in specialties appropriate for titles working in large power plants or college degrees and over for titles working in small power plants;

2. Health shall be ensured for shift work.

3. Résumé should be self-evident and no criminal prosecution.

4. Foreign language level shall meet requirements of operation managing unit.

5. Other requirements as prescribed.

Article 23. Conditions for persons sent for training as team captains of power stations or power station control centers

Persons sent for training to obtain operation certificates before undergoing tests to be recognized as team captains of power stations shall meet following requirements (in addition to the requirements as prescribed in the national load dispatch process):

1. Obtain university degrees in specialties appropriate for titles working in power stations from 200 kv and over, or college degrees and over for titles working in power stations from 110 kv and under;

2. Health is ensured for shift work.

3. Résumé should be self-evident and no criminal prosecution.

4. Foreign language level shall meet requirements of operation managing unit.

5. Other requirements as prescribed.

Article 24. Contents of training for titles as shift heads in power plants or control centers

Generating units shall organize training for titles as shift heads of power plants or control centers covering following issues:

1. System of legislative documents concerning dispatch, operation of electricity system.

2. Organizational and operational structure of the national electricity system;

3. Structures, operating principles of main equipment of the electricity system (turbines, generators, substations, capacitors, impedance, power lines, circuit breakers, disconnecting switches, voltage transformers, current transformers).

4. Classification, operating principles and production lines of power plants in the national electricity system; primary fuel, hydrographical sources serving power generation; topics of power generation technology.

5. Basic connection schemes of power plants and power stations; key characteristics, principles of operation and coordination;

6. Models, operating principles, remote control of control centers (for power plants controlled in a distance from control centers)

7. Operating principles of protective relays, automation, measurement and control on electricity system and in power plants; protection of main factors in power plants, power stations.

8. Knowledge of dispatch and operation of power plants, power stations.

9. Basic knowledge of control systems, information technology system, RUT terminal devices/Gateway in power plants, power stations and SCADA system.

10. Performance of power plants in an electricity system, frequency and voltage adjustment, reserve capacity.

11. Processes of operation and handling of emergencies in power plants, power stations.

12. Knowledge of electricity market in Vietnam for large power plants.

Article 25. Contents of training for titles as team captains in power stations or station control centers

Operation managing unit shall organize training for titles as team captains of power stations or control centers covering following issues:

1. System of legislative documents concerning dispatch, operation of electricity system.

2. Organizational and operational structure of the national electricity system;

3. Characteristics and main parameters of load of regional electricity system.

4. Structures, operating principles of main equipment of the power station (substations, capacitors, impedance, power lines, circuit breakers, disconnecting switches, voltage transformers, current transformers).

5. Basic connection schemes of power stations; key characteristics, principles of operation and coordination;

6. Operating principles of protective relays, automation, measurement and control on power station; protection of main factors in power stations.

7. Models, operating principles, remote control of control centers (for power stations controlled in a distance from control centers).

8. Performance of power stations in an electricity system, voltage adjustment.

9. Basic knowledge of control systems, information technology system, RUT terminal devices/Gateway in power stations and SCADA system.

10. Processes of operation and handling of emergencies in power stations.

11. Knowledge of dispatch and operation of power stations and equipment.

Article 26. Training program for titles involved in operation of power plants, substations and control centers

1. Operation managing unit shall formulate the training program for titles involved in operation of power plants, power stations and control centers in accordance with requirements of operation and requirements as prescribed in Articles 24 and 25 hereof.

2. Period of training (including the period of working in different positions in the production lines) for titles involved in operation of power plants, power stations and control centers shall be instructed in the national load dispatch process.

3. In case of re-training, the operation managing unit shall formulate the training program and training period in accordance with the national load dispatch process and this Process, ensuring information about electricity system and legislative documents concerning the dispatch and operation of the electricity system are updated.

Chapter III

EXAMINATION AND ISSUE OF OPERATION CERTIFICATES

Section 1. RESPONSIBILITY OF CONCERNED UNITS

Article 27. Responsibility of the competent unit for examination

1. Establish Testing Council

2. Ensure availability of human resources, testing facilities as prescribed to carry out tests with accurate and objective results.

3. Formulate training program in accordance with Article 34 hereof and applicants applying for tests (individuals who apply for tests).

4. Formulate plans and cooperate with relevant units in organizing tests according to such plans.

5. Ensure safety during tests.

6. Manage and store relevant documents during tests and test results as prescribed.

Article 28. Responsibility of the unit sending people for examination

1. Ensure that the persons sent for training are trained fully in the issues as prescribed in Chapter II hereof and meet requirements as prescribed in Article 30 hereof.

2. Manage applications for tests and test results as prescribed.

Section 2. APPLICANTS AND APPLICATIONS FOR TESTS

Article 29. Applicants

Applicants include:

1. Persons who are yet to attain operation certificates.

2. Persons whose operation certificates:

a. Expire or no longer suitable for positions held;

b. Are revoked due to violations of regulations on dispatch and operation of the national electricity system.

c. Are about to expire.

Article 30. Conditions for participation in tests

Applicants shall meet following requirements:

1. Have completed the training program in accordance with conditions and contents as prescribed in Chapter II hereof.

2. Outside disciplinary period.

3. Obtain adequate documents as prescribed in Articles 31 or 32 hereof.

Article 31. Applications for tests for issue of operation certificates

The application includes:

1. Application form submitted by the unit sending people for examination, accompanied by the list of applicants who meet the requirements as prescribed in Article 30 hereof.

2. Documents to be provided by applicants include:

a. Copy of ID cards or passports remaining effective (and accompanied by confirmations in writing from competent state agencies on eligibility for residing and working in Vietnam if applicants are foreigners);

b. Statement of experience in dispatch, operation of electricity system confirmed by the unit sending people for examination;

c. Health certificates issued within six months up to the time of submission of applications;

d. One 3x4 photo of the applicant;

Article 32. Applications for tests for replacement of certificates

The application includes:

1. Application form submitted by the unit sending people for examination, accompanied by the list of applicants who meet the requirements as prescribed in Article 30 hereof.

2. Documents to be provided by applicants include:

a. Copy of ID cards or passports remaining effective (and accompanied by confirmations in writing from competent state agencies on eligibility for residing and working in Vietnam if applicants are foreigners);

b. Statement of experience in dispatch, operation of electricity system confirmed by the unit sending people for examination;

c. Health certificates issued within six months to the time of submission of applications;

d. Copy of operation certificates remaining in effect;

 dd. One 3x4 photo of the applicant;

Article 33. Applications for re-issue of operation certificates

The application includes:

1. Application form from the operation managing unit accompanied by the list of applicants;

2. Documents to be provided by applicants:

a. Copy of ID cards or passports remaining effective (and accompanied by confirmations in writing from competent state agencies on eligibility for residing and working in Vietnam if applicants are foreigners);

b. Test results announced by the competent unit for examination or issued operation certificates;

c. One 3x4 photo of the applicant.

Section 3. CONTENTS, MANNER AND ASSESSMENT OF RESULTS OF EXAMINATIONS

Article 34. Contents

1. Contents of examination for titles involved in dispatch and operation of the national electricity system shall be conformable to the contents of training for such titles as prescribed in Chapter II hereof.

2. Contents of examination shall ensure to cover updated professional knowledge, ability to handle actual situations and practical experience.

Article 35. Manners of examination

1. Theory tests: Applicable to applicants applying for issue or replacement of operation certificates.

2. Practice or oral tests: Applicable to applicants applying for issue of operation certificates. Applicants for replacement of operation certificates shall be exempted from practice or oral tests.

Article 36. Testing Council

1. The Testing Council shall be established by the competent unit for examination and includes at least five members as follows:

a. Chairman of the Council is head of the competent unit for examination or an authorized person;

b. Leaders of Departments/Divisions of the competent unit for examination concerning contents of training for titles involved in dispatch and operation of the national electricity system.

c. Experienced professionals who are working in the Departments/Divisions of the competent unit for examination concerning contents of training for titles involved in dispatch and operation of the national electricity system;

d. Representatives of the Electricity Regulatory Authority (for titles involved in dispatch and operation of electricity systems at national, regional dispatching levels, power plants from 100 MW and over, power stations from 500 kv within control authority of the national dispatching level; titles involved in operation of control centers of a group of power plants or power stations);

dd. Secretary of the Testing Council;

2. The Council shall actual work when there are at least three members participating.

3. Responsibility of the Testing Council

a. Organize formulation of examination contents; direct examination and request completion of conditions for tests;

b. Assign and arrange examination plan;

c. Disseminate and instruct examination procedures and rules and other necessary requirements to members of the Testing Council and applicants;

d. Organize tests as prescribed;

dd. Handle violations during tests within competence and give notifications to relevant parties;

e. Compile examination results and countersign examination records;

Article 37. Assessment of examination results

1. The Testing Council shall grade theory tests.

2. Individual members of the Council shall grade practice or oral tests separately. Average score for practice or oral tests shall be calculated as the arithmetic mean of the points graded by the members of the Testing Council.

3. Examination results shall be evaluated as ‘satisfactory’ and ‘unsatisfactory’ through grading method with total maximum score for each manner of examination being 10 points.

4. Examination results shall be evaluated as ‘satisfactory’ if following requirements are met:

a. At least seven points as total score for the theory test;

b. At least seven points as average score for practice or oral tests and no 'below five’ grade is given by each member of the Council (for applicants applying for issue of operation certificates).

5. Examination results shall be evaluated as 'unsatisfactory' if no criterion as prescribed in Clause 4 of this Article is achieved.

Section 4. ORGANIZATION OF EXAMINATION AND ISSUE OF OPERATION CERTIFICATES

Article 38. Organization of examination

1. General regulations

a. Within 10 days before the date of examination, the unit sending people for examination shall submit all the applications to the competent unit for examination as prescribed in Articles 31 and 32 of this Process;

b. Within seven days before the date of examination, the competent unit for examination shall give written notification to the unit sending people for examination of following information:

· List of applicants eligible for tests;

· Evaluation criteria for examination results as prescribed in Article 37 hereof.

2. Regular organization of examination:

a. Examinations shall be organized in June and December annually.

b. Within 30 days before the date of examination, the competent unit for examination shall publish on the website the plan for organization of examination including conditions, standards, venues, rules and other relevant information;

3. Organization of examinations on request;

a. When additional personnel for the tasks of dispatching and operating the national electricity system are required, the unit sending people for examination shall submit the written request to the competent unit for examination for organization of examination as requested;

b. The unit sending people for examination on request shall submit applications to the competent unit for examination as prescribed in Clause 1 of this Article;

c. The competent unit for examination shall cooperate with the unit sending people for examination in organizing examinations on request.

Article 39. Announcement of results and issue of operation certificates

1. In case of examination for issue or replacement of operation certificates, the competent unit for examination shall:

a. Give written announcement of examination results to the unit sending people for examination within 10 days since the examination closing date;

b. Return original applications to the unit sending people for examination for management and issue operation certificates to successful applicants;

c. File examination results and copy of issued operation certificates.

2. In case of re-issue of operation certificates, the competent unit for examination shall re-issue operation certificates within 15 days since receipt of eligible applications as prescribed in Articles 33 and 49 hereof.

Chapter IV

MANAGEMENT, CLASSIFICATION AND USE OF OPERATION CERTIFICATES

Section 1. TYPES OF OPERATION CERTIFICATES

Article 40. Specimen operation certificate

1. Specimen operation certificate is stipulated in the Annex enclosed herewith.

2. The competent unit for examination shall issue operation certificates, instruct and manage use of operation certificates within competence.

Article 41. Operation certificates issued to titles involved in dispatch at national level;

1. Symbol of operation certificates issued to national dispatchers is DD.A0.01.

2. Symbol of operation certificates issued to national electricity system analysis and planning engineers is DD.A0.02.

3. Symbol of operation certificates issued to national electricity system SCADA/EMS engineers is DD.A0.03.

Article 42. Operation certificates issued to titles involved in dispatch at regional level;

1. Symbol of operation certificates issued to regional dispatchers is DD.Ax.01.

2. Symbol of operation certificates issued to regional electricity system analysis and planning engineers is DD.Ax.02.

3. Symbol of operation certificates issued to regional electricity system SCADA/EMS engineers is DD.Ax.03.

Article 43. Operation certificates issued to titles involved in distribution dispatch at provincial and district level;

1. Symbol of operation certificates issued to provincial distribution dispatchers is DD.Bx.01.

2. Symbol of operation certificates issued to electricity distribution system analysis and planning engineers is DD.Bx.02.

3. Symbol of operation certificates issued to electricity distribution system SCADA/DMS engineers is DD.Bx.03.

4. Symbol of operation certificates issued to provincial and district distribution dispatchers is DD.Cx.01.

Article 44. Operation certificates issued to titles as shift heads of power plants or control centers thereof

1. Symbol of operation certificates issued to shift heads of power plants within control authority of national dispatching level is NMD.A.0.

2. Symbol of operation certificates issued to shift heads of power plants within control authority of regional dispatching level is NMD.Ax.

3. Symbol of operation certificates issued to shift heads of power plants within control authority of provincial distribution dispatching level is NMD.B.0.

Article 45. Operation certificates issued to titles as team captains of power stations or control centers thereof

1. Symbol of operation certificates issued to team captains of power stations within control authority of national dispatching level is TBA.A0.

2. Symbol of operation certificates issued to team captains of power stations within control authority of regional dispatching level is TBA.Ax.

3. Symbol of operation certificates issued to team captains of power stations within control authority of provincial distribution dispatching level is TBA.B0.

Section 2. MANAGEMENT AND USE OF OPERATION CERTIFICATES.

Article 46. Validity period of operation certificates

1. Validity period of operation certificates renewed is 10 years since the date of issue.

2. Validity period of operation certificates re-placed is 10 years since the date of issue.

3. Validity period of operation certificates re-issued is the same as that of the previously issued one.

Article 47. Renewal of operation certificates

1. Operation certificates shall be issued to:

a. Persons who are sent for training and participating in the first inspection;

b. Operators who have not attained operation certificates but have undergone training and tests and have been certified before the effective date of this process;

c. Subjects as prescribed in Points a, b, Clause 2, Article 29 hereof.

2. Operators as prescribed in Point b, Clause 1 of this Article shall be issued the operation certificate in following cases:

a. Operators who have not attained operation certificates but underwent training and tests, and were certified as the titles involved in dispatch and operation of the national electricity system after the effective date of the Minister of Industry and Trade’s Circular No. 40/2014/TT-BCT dated November 05, 2014 stipulating national load dispatch process (hereinafter referred to as ‘the Circular No. 40/2014/TT-BCT): Training and tests are required as prescribed in Chapter II and Chapter III hereof;

b. Operators who have not attained operation certificates but underwent training and tests, and were certified as the titles involved in dispatch and operation of the national electricity system before the effective date of the Circular No. 40/2014/TT-BCT: Training is required as prescribed in the Circular No. 40/2014/TT-BCT and tests shall be taken as follows:

- Within 12 months since the effective date of this process, operation managing unit shall be responsible for presiding over and cooperating with the competent unit for examination for organizing theory tests for the issue of the operation certificate;

- Content of theory tests includes: Updates on documents concerning dispatch, operation of the power system; updates on relevant operation coordination process;

3. Unit sending people for examination shall be responsible for submitting applications to the competent unit for examination for the issue of operation certificates as prescribed in Article 31 hereof unless otherwise as regulated in Clause 4 of this Article.

4. Unit sending people for examination shall be responsible for submitting applications to the competent unit for examination for the issue of operation certificates to operators as prescribed Point b, Clause 2 of this Article. The application includes:

a. A request form accompanied by written confirmation that such titles involved in dispatch and operation of the national electricity system have been trained.

b. List of operators (accompanied by decision on recognition of individual titles involved in dispatch and operation of the national electricity system);

c. Theory test results.

Article 48. Replacement of operation certificates

1. Operation certificates shall be replaced for subjects as prescribed in Point c, Clause 2, Article 29 hereof.

2. The unit sending people for examination shall submit applications for replacement of operation certificates to the competent unit for examination as prescribed in Article 32 hereof;

Article 49. Re-issue of operation certificates

1. Operation certificates shall be re-issued in case of loss or damage. Operators whose applications meet requirements as prescribed in Article 33 hereof shall be reviewed for re-issue of operation certificates without participation in tests.

2. Operation managing unit shall submit applications for re-issue of operation certificates to the competent unit for examination as prescribed in Article 33 hereof;

Article 50. Management and use of operation certificates

1. Operators who take charge of titles involved in dispatch and operation of the national electricity system after the effective date of this Process shall undergo training and be issued operation certificates as prescribed hereof.

2. Operation certificate holders shall perform the tasks of dispatching and operating the national electricity system according to scope and areas as specified in the issued operation certificate.

3. Operation certificates shall have equal value for titles of the same dispatching level.

4. Operation managing units and operators shall be responsible for using issued operation certificates according to provisions as set out hereof.

5. Foreigners or overseas Vietnamese whose operation certificates are not issued by the competent unit for examination shall file procedures for tests for the issue of operation certificates as prescribed hereof if they wish to participate in the tasks of dispatching and operating power stations, power plants in Vietnam unless otherwise as regulated by international agreements of which Vietnam is a signatory member.

6. Operation certificates shall be revoked in following cases:

a. The competent unit for examination detects any act in violation of regulations on dispatch and operation of the national electricity system committed by certified operators;

b. Organizations, individuals declare loss of operation certificates in an dishonest way, erase or falsify information thereon or commit other deceptive acts during the process of applying for renewal or replacement of operation certificates./.
