DECISION

APPROVING THE PLAN FOR EXECUTION OF THE NATIONAL STRATEGY FOR GENDER EQUALITY IN THE PERIOD OF 2022 - 2030

MINISTER, CHAIRPERSON OF THE COMMITTEE FOR ETHNIC AFFAIRS

Pursuant to Decree No. 13/2017/ND-CP dated February 10, 2017 of Government on functions, tasks, powers, and organizational structure of Committee for Ethnic Affairs;

Pursuant to Resolution No. 28/NQ-CP dated March 3, 2021 of the Government on National strategy for gender equality in the period of 2021 - 2030;

At request of the Director of Department of Ethnic Minorities.

HEREBY DECIDES:

Article 1. The “Plan for execution of the National strategy for gender equality in the period of 2022 - 2030" is attached hereto.

Article 2. This Decision comes into effect from the day of signing.

Article 3. Chief Office of the Committee, Director of Department of Ethnic Minorities, and heads of relevant entities are responsible for implementation of this Decision./.

PLAN

“FOR IMPLEMENTATION OF NATIONAL STRATEGY FOR GENDER EQUALITY IN ETHNIC MINORITIES AND MOUNTAINOUS REGIONS” FOR THE PERIOD OF 2022 - 2030
(Attached to Decision No. 64/QD-UBDT January 28, 2022 of the Minister, Chairperson of the Committee for Ethnic Affairs)

Pursuant to Resolution No. 28/NQ-CP dated March 3, 2021 of the Government on National strategy for gender equality in the period of 2021 - 2030, the Committee for Ethnic Affairs promulgates the Plan for implementation of the National strategy for gender equality in ethnic minorities in the period of 2021 - 2030:

I. OBJECTIVES

1. General objectives

Continue to narrow the gender gap, enable ethnic minority men and women to engage in and benefit from equality across various aspects of social life and contribute to sustainable development of the country.

2. Specific objectives

a) Objective 1: In politic

Criterion: Reasonable percentage of officials who are ethnic minorities; prioritize female leaders. Central to local ethnic affair authorities have 50% by 2025 and 60% by 2030 of female key leaders.

b) Objective 2: In economy and employment

- Criterion 1: Increase the percentage of employed ethnic minority women to 40% by 2025 and 50% by 2030[1].

- Criterion 2: Reduce the percentage of ethnic minority female employees working in agro-forestry-fishery sector to 50% by 2025 and below 30% by 2030[2].

- Criterion 3: Percentage of ethnic minority women holding director/head positions of enterprises and cooperatives reaches 5% by 2025 and 10% by 2030[3].

c) Criterion 3: In family life and prevention of gender-based violence

- Criterion 1: Reduce the percentage of ethnic minority women who are “unpaid family workers” to 40% by 2025 and 30% by 2030[4].

- Criterion 2: At least 60% of number of gender-based violence cases which take place in ethnic minorities are discovered and assisted or approached by any basic services.

- Criterion 3: From 2025, 100% of ethnic minorities who were victims of human trafficking and whose support demand is discovered receive auxiliary and rehabilitation services.

d) Objective 4: In health sector

- Criterion 1: Increase women’s access to medical services covered by health insurance card to 60% by 2025 and 80% by 2030[5].

- Criteria 3: Increase the percentage of ethnic minority women from 15 to 49 years old who use contraceptives to 70% by 2025 and 80% by 2030[6].

dd) In education and training

- Criterion 1: Gender and gender equality contents are introduced to teaching program in 100% of boarding ethnic schools from 2025.

- Criterion 2: Percentage of ethnic minority boys and girls in school age completing primary education reaches 90% by 2025 and 99% by 2030, completing lower-secondary education reaches approximately 85% by 2025 and 90% by 2030.

e) Objective 6: In information and technology

- From 2025, 80-100% of households which are ethnic minorities and residing in mountainous regions can access regulations and law on gender equality.

- 100% of officials engaging in ethnic affairs and gender equality-related affairs receive training in gender equality.

- 100% of village elders, chiefs, reputable persons in communes with ethnic minorities and mountainous regions are aware of regulations and law on gender equality and receive training in dissemination of regulations and law on gender equality.

II. PRIMARY TASKS AND MEASURES

1. Direct affiliated entities to raise awareness regarding gender equality, especially the leader's role in implementing regulations on gender equality; local ethnic affair authorities shall consult the Communist Party agencies, the governments, and closely cooperate with departments and local governments in gender equality.

2. Promote information, communication, and application of information technology in implementation of gender equality for ethnic minorities and inhabitants of mountainous regions with contents, methods, and format suitable with group age and customs of each area.

3. Utilize the role of village chiefs, elders, and reputable persons in publicizing, educating, and mobilizing ethnic minorities and mountainous region residents to implement regulations and law on gender equality and enact fine customs, traditions in order to implement objectives regarding gender equality.

4. Integrate gender equality in the development and implementation of regulations, policies, programs, strategies, and plans for socio-economic development of ethnic minority regions and mountainous regions. Effectively implement the National target program for socio-economic development in ethnic minority regions and mountainous regions for the period of 2030, especially projects and sub-projects relating to ethnic minority women, children, and gender equality.

5. Provide training and improve capacity regarding gender equality, the ability to integrate gender in teams engaging in ethnic affair and affairs relating to gender equality in central and local level.

6. On an annual basis, implement the Action month for gender equality and gender-based violence prevention from November 15 to December 15.

7. Develop and duplicate models regarding gender equality in ethnic minority regions and mountainous regions.

8. Mobilize resources from community, domestic and foreign international organizations to engage in gender equality activities in ethnic minority regions.

9. Organize inspection, supervision, and assessment of gender equality and implementation of tasks relating to gender equality.

III. EXPENDITURE ON IMPLEMENTATION

1. Funding for plan execution shall be allocated within the annual state budget expenditure estimates of Committee for Ethnic Affairs and People’s Committees of provinces. Management and use of funding from state budget shall conform to the Law on State Budget and guiding documents.

2. Integrate from funding sources for implementation of the National target program for socio-economic development of ethnic minority regions and mountainous regions and relevant tasks approved by competent authorities.

3. Aids, international support, and mobilization from society and community.

4. Other legal sources.

IV. ORGANIZATION FOR IMPLEMENTATION

1. Departments and entities affiliated to the Committee for Ethnic Affairs

- Department of Ethnic Affairs: Takes charge and cooperates with ministries and relevant departments, entities in organizing implementation of the Plan; acts as contact point to cooperate with relevant entities in advising, directing implementation, expediting, receiving information, assessing results, consolidating, and reporting to heads of the Committee and relevant entities.

- Committee for Advancement of Women: Takes charge developing Plan for implementation of action plan for advancement of women and gender equality in Committee for Ethnic Affairs; Guides organization and implementation of documents organizing implementation and supervises implementation of affairs for advancement of women and gender equality of entities.

- Department of Planning - Finance: Takes charge and cooperate with relevant entities in guiding the preparation of annual plans and estimates, and implementation of activities of the Plan.

- Entities affiliated to Committee for Ethnic Affairs: Within their functions and tasks, enhance cooperate in implementation and integration of gender equality contents in assigned programs, policies, and schemes.

2. Ethnic affair authorities of provinces

- Advise the People’s Committees of provinces and central-affiliated cities about implementing the Plan.

- Develop plans and implementation expenditure suitable with practical situations of the provinces and submit to the People’s Committees of provinces and cities.

- Organize integration of gender equality tasks for ethnic minority regions and mountainous regions in the National target programs, local target programs, and programs for cooperation with departments and local governments.

- On an annual basis, submit reports on plan execution to the Committee for Ethnic Affairs and People’s Committees of provinces and cities as per the law./.
