DECISION
ON APPROVAL FOR PLAN FOR “COMPILATION OF NATIONAL CHEMICAL INVENTORY AND NATIONAL CHEMICAL DATABASE”
THE PRIMIE MINISTER
Pursuant to the Law on Government organization dated December 25, 2001;
Pursuant to the Law on Chemicals dated November 21, 2007;
Pursuant to the law on State Budget dated December 16, 2002;
Pursuant to the Government’s Decree No.108/2008/ND-CP dated October 07, 2008 detailing and guiding a number of Articles of the Law on Chemicals
At request by the Minister of Industry and Trade,
HEREBY DECIDES:
Article 1. To approve the plan for “Compilation of National Chemical Inventory and National Chemical Database” which has the following main contents:
1. Targets
a) General targets: To create a chemical database as a basis for preparation of chemical policies, strategies, administration and State management of chemical industry.
b) Specific targets
- Compile a National Chemical Inventory;
- Develop a National Chemical Database and carry out functions thereof;
- Provide services for the implementation of sustainable and effective State management, production, trading, use and management of chemicals;
- Strengthen the cooperation in chemical management between relevant regulatory authorities. Promote international cooperation and harmonize regulations on chemical management with that of countries all over the world and promote chemical trade with different countries and regions.
2. Primary objectives
a) Survey, investigate and carry out assessment on demand, requirements and scope of the National Chemical Inventory and National Chemical Database.
Set up data structures and information technology solutions, and design chemical data storage systems.
b) Prepare and submit the National Chemical Inventory to the Prime Minister for approval, introduce legislative documents on amendments to the National Chemical Inventory and guidance documents.
c) Construct and invest in national chemical data storage devices and facilities.
Provide training courses in chemical data management for managerial officials; facilitate the provision, access and use of chemical database by entities participating in chemical industry.
d) Provide training courses in management, use and application of the National Chemical Inventory and National Chemical Database for regulatory authorities’ officials in charge of State management.
Provide training courses in access and use of the National Chemical Inventory and National Chemical Database for chemical enterprises and scientific institutes.
dd) Pilot the involvement of private sectors in provision of chemical data
3. Solutions
a) Disseminate and raise enterprises, residents and State regulatory authorities’ awareness of the purposes, standpoints and primary objectives for the implementation of this Plan via means of mass media, seminars and conferences to ensure the synchronous action and win the support from relevant parties
b) Introduce proper mechanism and policies on revising the National Chemical Inventory, management, access and use of the National Chemical Database, and international cooperation in management of chemicals and chemical incident response.
c) Grant funding from the State budget for data storage devices, researches, surveys and training courses in implementation of the National Chemical Inventory and National Chemical Database, communication and maintenance. Mobilize foreign sources of finance and ODA for upgrade and expansion of the database system, capacity of data provision and data processing.
d) Boost international cooperation in chemical management, research and development, training and transfer of chemical specialists.
4. Funding: According to specific tasks, regulations, set forth quota and criteria, the Ministry of Industry and Trade shall submit annual cost estimation to the Ministry of Finance for capital assessment and arrangement.
Article 2. Implementation
1. Duration: From 2012 to 2015
Including:
- Stage 1 (2012 - 2014)
Survey and gather information and prepare technical solutions for the National Chemical Inventory and National Chemical Database.
Prepare and submit the National Chemical Inventory to the Prime Minister for approval.
Set up and implement the National Chemical Database.
- Stage 2 (2015)
Provide in-depth chemical information and specifications, enhance the provision of chemical information services and broaden customer segmentation;
Introduce a pilot mechanism for the involvement of private sectors in provision of chemical data services
2. Implementation organizations:
a) The Ministry of Industry and Trade shall take charge of and cooperate with the Ministry of Planning and Investment, Ministry of Finance and relevant Ministries to prepare, approve and execute the plan and projects under regulations of laws.
b) The Ministry of Planning and Investment shall take charge of and cooperate with the Ministry of Finance and Ministry of Industry and Trade to implement project components of this Plan.
c) The Ministry of Finance shall take charge of and cooperate with the Ministry of Planning and Investment and Ministry of Industry and Trade to mobilize finance for project components, and cooperate with the Ministry of Industry and Trade to introduce policies on chemical data service charges
d) The Ministry of Health, Ministry of Agriculture and Rural Development, Ministry of Public Security, Ministry of National Defense, Ministry of Science and Technology and Ministry of Environment and Natural Resources shall cooperate with the Ministry of Industry and Trade to issue policies on provision and management of relevant chemical data services.
Article 3. This Decision enters into force from the date on which it is signed.
Article 4. The Minister of Industry and Trade, Minister of Finance and Minister of Planning and Investment and Heads of relevant agencies shall be responsible for the implementation of this Decision./.
