DECISION

ON APPROVAL FOR “THE PROGRAM OF DEVELOPMENT OF SYSTEM OF QUALITY ASSURANCE AND ACCREDITATION FOR PEDAGOGICAL UNIVERSITIES AND COLLEGES IN PERIOD OF 2022 – 2030”

THE PRIME MINISTER

Pursuant to the Law on Government Organization dated June 19, 2015; the Law on amendments to the Law on Government Organization and the Law on Organization of Local Governments dated November 22, 2019;

Pursuant to Law on Education dated June 6, 2019;

Pursuant to Law on Higher Education dated June 18, 2012; Law on amendments to Law on Higher Education dated November 19, 2018;

Pursuant to Law on Vocation Education dated November 27, 2014;

Pursuant to the Resolution No. 50/NQ-CP dated April 17, 2020 of the Government on introducing Government’s action program on Politburo’s Resolution No. 52-NQ/TW dated September 27, 2019 on a number of guidelines and policies for active participation in fourth industrial revolution;

Pursuant to the Resolution No. 01/NQ-CP dated January 1, 2021 of the Government on primary tasks and solutions for implementation of the Plan for economic and social development and state budget estimates in 2021;

At the request of the Minister of Education and Training.

HEREBY DECIDES:

Article 1. Approval for “the Program of development of system of quality assurance and accreditation for pedagogical universities and colleges in period of 2022 – 2030” (hereinafter referred to as the Program), in specific:

I. OBJECTIVES

1. General objectives:

Develop the system of quality assurance and accreditation for pedagogical universities and colleges in Vietnam to meet the requirement pertaining to fundamental and comprehensive renovation of education and training, to meet the standards of ASEAN Quality Assurance Framework, which greatly contributes to promote autonomy of higher education and improvement of the quality of pedagogical universities and colleges.

2. Specific objectives in period of 2022 – 2025:

Internal quality assurance system of pedagogical universities and colleges (hereinafter referred to as educational institutions) is basically completed; the capacity of the system of accreditation for pedagogical universities and colleges improves, in specific:

a) 100% of educational institutions complete the internal quality assurance system with clearly determined objectives, polices, resources, tasks, plans, processes, and information system of quality assurance in conformity with the missions, objectives and actual conditions of the educational institutions from time to time based on the domestic and foreign sets of quality assessment standards; 

b) 100% of educational institutions complete self-assessment, 95% of educational institutions meet the given standards in the first periodic accreditation; 70% of educational institutions meet the given standards in the second periodic accreditation;

c) 35% of training programs meet the given standards in the first periodic accreditation; in which at least 10% of training programs meet the given foreign standards (hereinafter referred to as international accreditation), 100% of programs for training teachers of various levels meet the given standards;

d) 100% of education quality accreditation organizations meet the given standards set by the Ministry of Education and Training; 10% of education quality accreditation organizations meet the given standards set by international quality accreditation organizations;

dd) 50% of domestic education quality accreditation organizations join the network of international quality assurance organizations or reach accreditation accords;

e) At least 750 people have been granted an accreditor card; 100% of the accreditors have been trained in the work of education quality assurance and accreditation, of which 5% of the accreditors are certified and participate in international accreditation practices;

g) 90% of officials and 70% of public employees, non-public employees in regulatory agencies and educational institutions who take positions in education quality assurance and accreditation may receive intensive training in order to give counsel on formulation and implementation of policies and regulations on education quality assurance and accreditation; 20% of whom may receive training from international and regional experts.

3. Specific objectives in period of 2026 - 2030:

Develop the internal quality assurance system of pedagogical universities and colleges; foster the sustainable development of the system of education quality accreditation of the pedagogical universities and colleges:

a) 100% of educational institutions develop the internal quality assurance system in order to accomplish their strategic objectives and quality culture;

b) 100% of educational institutions meet the given standards in periodic accreditations (first periodic accreditation for educational institutions that have the first graduates or subsequent periodic accreditations for educational institutions that are accredited for the period before 2025);

c) 80% of training programs meet the given standards in the first or second periodic accreditation; in which at least 20% of training programs meet the given international accreditation standards, 100% of programs for training teachers of various levels meet the given standards;

d) 100% of domestic education quality accreditation organizations make self-assessment according to the ASEAN quality assurance framework, 20% of which meet the given standards of the international quality assurance bodies;

dd) 100% of domestic education quality accreditation organizations join the network of international quality assurance organizations or reach accreditation accords;

e) At least 1500 people have been granted an accreditor card; 100% of the accreditors receive periodic and intensive training in education quality assurance and accreditation. 7% of accreditors are certified and participate in international accreditation practices;

g) 100% of officials, public employees, non-public employees in regulatory agencies and educational institutions who take positions in education quality assurance and accreditation may receive intensive training in order to give counsel on formulation and implementation of policies and regulations on education quality assurance and accreditation; 35% of whom may receive training from international and regional experts.

II. TASKS AND SOLUTIONS

1. Further improve the system of legislative documents on education quality assurance and accreditation for pedagogical universities and colleges

a) Review, formulate and improve the policies, mechanism, standards, process, measures for development and improvement of the system of education quality assurance and accreditation for pedagogical universities and colleges, including policies on incentives and support for lecturers of higher education institutions who engage in education quality assurance and accreditation;

b) Further improve the system of legislatives documents on education quality accreditation for pedagogical universities and colleges; determine the model to organize the education quality inspection apparatus to ensure the sustainable development of the education quality accreditation system;

c) Promulgate a framework for ensuring the quality of pedagogical universities and colleges to ensure the implementation of the Vietnam National Qualifications Framework, in accordance with regional and world standards and practices.

2. Improve capacity of the internal quality assurance system of the educational institutions

a) Build and reinforce the internal quality assurance system of the educational institutions to accomplish their missions and objectives:

b) Build and develop the internal and external communications system, quality assurance database and quality management process, fulfill the responsibility concerning accountability and information disclosure as prescribed;

c) Provide intensive training and improve capacity of officials, public employees, lecturers in charge of quality assurance in the educational institutions and training programs; have incentive policies in place for the officials in charge of education quality assurance and accreditation of the educational institutions to participate in external assessment commissions of regional and international accreditation organizations.

3. Develop and build capacity of education quality accreditation organization

a) Expand the network of education quality accreditation organizations in certain specific areas of expertise, ensure effective interconnection; protect state secrets as prescribed upon performance of education quality accreditation for higher education institutions affiliated to the Ministry of Public Security, the Ministry of National Defense; make public education quality accreditation organizations comply with requirements of the Law on Higher Education;

b) Accelerate digital transformation and information technology in education quality accreditation of education quality accreditation organizations and educational institutions; establish the IT system to connect the database of education quality accreditation and input and output database of the educational institution and training program;

c) Strengthen the cooperation programs between the Vietnamese education quality accreditation organizations and foreign education quality accreditation organizations and international quality assurance organizations to improve capacity for education quality accreditation organizations; have incentive policies in place for officials in charge of education quality assurance and accreditation of education quality accreditation organizations to participate in external assessment commissions of regional and international accrediting bodies.

4. Strengthen capacity for officials to make policies on quality assurance and accreditation; improve quality and ensure the number of qualified accreditors in accordance with national standards and in proximity to international standards

a) Provide intensive training and build capacity for officials of regulatory agencies in charge of formulating policies on education quality assurance and accreditation;

b) Provide advanced training and build capacity for accreditors according to domestic and international standards, ensure they are sufficient in quantity and qualified enough to perform quality accreditation for pedagogical universities and colleges;

c) Administer periodic tests for issuance of cards of education quality accreditors to increase quantity and improve capacity of accreditors and assessors;

d) Provide domestic training courses, with presence of reputable international partners to build capacity for officials in charge of education quality assurance and accreditation of educational institutions, education quality accreditation organizations and regulatory agencies.

5. Promote the role of regulatory agencies, the involvement of related parties, promote international cooperation in the field of education quality assurance and accreditation

a) Strengthen inspection in implementation of policies on education quality assurance and accreditation of educational institutions; supervise and assess performance of education quality accreditation organizations in accordance with law;

b) Strengthen the involvement and cooperation of relevant parties in education quality assurance and accreditation; strengthen the cooperation of relevant parties in drafting and promulgating legislative documents and guiding documents on education quality assurance and accreditation;

c) Strengthen cooperation between education authorities and international education quality assurance and accreditation and regulatory agencies of other countries with a view to share experience, improve capacity to make policies and state administration in the fields related to education quality assurance and accreditation;

d) Promote communication to raise awareness and responsibilities of relevant parties in education quality assurance accreditation.

III. FUNDING

Funding for implementation of tasks and solutions of the Program is set aside from the state budget which is allocated in the annual estimate of the Ministry of Education and Training, Ministries, agencies, local governments, education and training institutions and relevant parties as per the law on state budget now in force.

IV. IMPLEMENTATION

1. The Ministry of Education and Training

a) Take charge and cooperate with relevant ministries, agencies, and local governments in planning and guiding the implementation of the Program; direct the educational institutions to implement the solutions and tasks of the Program and inspect the implementation thereafter;

b) Take charge and cooperate with relevant parties in formulating mechanism and policies on education quality accreditation for pedagogical universities and colleges and submitting them to the Government for promulgation; build the framework of education quality assurance for pedagogical universities and colleges;

c) Direct, guide, expedite, inspect the implementation of the Program; send consolidated reports on the implementation result of the Program nationwide on the annual and periodic basis to the Prime Minister.

2. The Ministry of Finance

Based on the funding proposals of the Ministries, central authorities that implement the Program, the Ministry of Finance shall send a consolidated proposal to the competent authority to provide funding for the Program set aside from the annual expenditure estimate of state budget of the Ministries and central authorities as per the law on state budget.

3. The Ministry of Planning and Investment

Take charge and cooperate with the Ministry of Education and Training and relevant Ministries and agencies in sending consolidated mid-term and annual plans for public investment to the Government and Prime Minister for implementation of programs and projects approved by the competent authorities to initiate the Program.

4. The Ministry of Labor, War Invalids and Social Affairs

Take charge and cooperate with the Ministry of Education and Training in directing and initiating the education quality accreditation for vocational education institutions with pedagogical sub-discipline.

5. Ministries and ministerial-level agencies

a) Direct affiliated educational institutions to, based on the objectives and tasks, solutions of the Program to elaborate the tasks to be performed in the programs, and plans for improvement of training quality for the economic and social development of localities and branches;

b) Cooperate with the Ministry of Education and Training in formulating policies and arrange resources, assist the education quality assurance and accreditation for affiliated educational institutions;

c) Evaluate the performance based on the objectives of the Program, and send annual reports to the Ministry of Education and Training to report to the Prime Minister.

6. The People’s Committee of provinces and central-affiliated cities

a) Direct educational institutions of localities and ministries and central authorities located in provinces and central-affiliated cities to perform education quality assurance and accreditation in an effective manner;

b) Cooperate with the Ministry of Education and Training in formulating policies and arrange resources, assist the education quality assurance and accreditation for affiliated educational institutions.

Article 2. This Decision comes into force as of from the date of signing.

Article 3. Ministries, Heads of ministerial-level agencies, Heads of Governmental agencies, Presidents of the People’s Committees of provinces and central-affiliated cities and relevant entities shall implement this Decision./.
