DECISION
ON PROMULGATION OF REGULATION ON VISA-FREE ENTRY FOR DENMARK, NORWAY, FINLAND, AND SWITZELAND CITIZENS
THE MINISTER OF FOREIGN AFFAIRS
Pursuant to Ordinance on entry, exit, and residence of foreigners in Vietnam dated April 28, 2000;
Pursuant to the Government's Decree No. 21/2003/ND-CP dated March 10, 2003 defining functions, tasks, powers and organizational apparatus of the Ministry of Foreign Affairs;
Pursuant to the authorization of the Prime Minister in Official Dispatch No. 187/VPCP-QHQT dated March 24, 2005 of Office of the Government.
HEREBY DECIDES
Article 1. Regulation on visa-free entry for Denmark, Norway, Finland, and Switzerland citizens is issued herewith.
Article 2. This Decision comes into force from May 1, 2005.
Article 3. Heads of relevant entities of the Ministry of Foreign Affairs shall implement this Decision./.

REGULATION
ON VISA-FREE ENTRY FOR DENMARK, NORWAY, FINLAND, AND SWITZELAND CITIZENS
(Issued together with Decision No. 808/2005/QD-BNG dated April 13, 2005 of the Minister of Foreign Affairs)
Chapter 1:
GENERAL PROVISIONS
Article 1. Any Denmark, Norway, Finland, and Switzerland citizen, regardless of obtaining any type of passports and having any purposes of entry, is eligible for visa-free entry to or exit from Vietnam for a period of stay of up to 15 days in Vietnam from the date of entry, if he/she meets the following conditions:
a) He/she has a valid passport issued by a competent authority in the country of which he/she is a citizen and such passport remains valid for at least 3 months from the date of entry;
b) He/she has a round trip ticket or a ticket to another country;
c) He/she is not an entity not allowed to enter into Vietnam as prescribed in Sections (b), (c), (d), and (dd) Clause 1 Article 8 of Ordinance on entry, exit, and residence of foreigners in Vietnam dated April 28, 2000.
Article 2. Any citizen mentioned in Article 1 wishing a period of stay more than 15 days may be, if he/she has justifiable causes and has any agency, organization, or individual in Vietnam make a request to Immigration Administration affiliated to the Ministry of Public Security (if procedures at the Ministry of Public Security is required) or Department of Consular, Directorate of Protocol, of Ho Chi Minh City affiliated to the Ministry of Foreign Affairs (if procedures at the Ministry of Foreign Affairs is required), issued with a visa and an extension of temporary residence in conformity with his/her purpose of stay.
Article 3. If a citizen fails to meet any one of the conditions prescribed in Article 1 of this Regulation, his/her application for entry to Vietnam shall be refused or his/her duration of stay in Vietnam shall be shorten.
Chapter 2:
IMPLEMENTATION
Article 4. A Denmark, Norway, Finland, and Switzerland citizen that has received a visa for Vietnam before May 1, 2005 regardless of his/her eligibility for visa-free entry prescribed in Article 1 hereof shall follow the general procedures for entry to or exit from Vietnam in accordance with such visa’s validity period and be not entitled to any refund of the visa fee.
Article 5. Director of Department of Consular shall give notices, under foreign affair procedures, to Denmark, Norway, Finland, and Switzerland of their citizens’ visa-free entry prescribed in this Regulation and Vietnam’s Government reserves the right to annul this Regulation whenever necessary./.
