DECISION

APPROVING STRATEGY FOR DEVELOPMENT OF E-GOVERNMENT TOWARDS DIGITAL GOVERNMENT FOR 2021 - 2025 WITH ORIENTATIONS TOWARDS 2030

THE PRIME MINISTER

Pursuant to the Law on Government Organization dated June 19, 2015 and Law on Amendments to the Law on Government Organization and Law on Local Government Organization dated November 22, 2019;

Pursuant to the Politburo’s Resolution No. 52-NQ/TW dated September 27, 2019 on a number of guidelines and policies for active participation in the fourth industrial revolution;

Pursuant to the Government’s Resolution No. 50/NQ-CP dated April 17, 2020 introducing Government’s action program on Politburo’s Resolution No. 52-NQ/TW dated September 27, 2019 on a number of guidelines and policies for active participation in the fourth industrial revolution;

I. VIEWPOINTS

1. Develop a digital Government that operates completely and safety in the digital environment with a redesigned operational model based on digital technology and data to provide finer services, make decisions faster, promulgate policies more efficiently, optimize resources better, promote development, lead the national digital transformation and address major issues in socio-economic management and development more effectively.

2. Develop the digital Government in a comprehensive manner, utilize achievements, gather resources, mobilize the whole political system and produce breakthrough and distinct solutions and methods to achieve e-Government development targets in 2021 and establish the digital Government in 2025.

3. Provide open orientations for citizens, enterprises and other organizations to suitably participate in operations of state agencies and interact with state agencies with the aim of increasing transparency, improving service quality, resolving issues and creating value for the society together.

4. Data is the new resource. State agencies shall release open data and provide open data for development of the digital Government, digital economy and digital society. State agencies shall connect and share data so that people would provide data for state agencies and providers of essential public services only once.

5. Platforms are the breakthrough solutions. Combine centralized and dispersed deployment models, and comply with the Vietnamese, ministerial-level and provincial E-Government Architectures. Develop platforms in a manner that ensures consistent, uninterrupted and ubiquitous service provision across administrative levels. National platforms, applications and services must be prioritized and properly launched in a centralized manner.

6. The domestic market shall foster and develop “Make in Vietnam” digital technology products, which will be brought to other countries in the region and around the world. The Government shall proactively direct, plan for and launch activities that orient and create a market to aim for the dual targets of digital Government development and Vietnamese digital technology enterprise development. Diversify the size, strive to master and develop core technologies and open platforms supporting the digital Government and create an ecosystem of “Make in Vietnam” applications and services.

II. VISION BY 2030

Vietnam ranks high on the global e-Government and digital Government development indexes and places in the top 30 countries according to the United Nations’ rankings.

The digital Government introduces changes to organizational structure, operations, working environment and working tools to enable officials and public employees to give their best performance.

III. TARGETS TOWARDS 2025

1. Provide quality services for the society

State agencies restructure, simplify and standardize administrative procedures nationwide.

State agencies provide new, quality and affordable services that help increase productivity in a proactive manner, promptly meeting society’s demand.

People and enterprises can use digital services according to individual demand, throughout their life, where needed, in a convenient, online or offline, easy, simple, fast and paperless manner and without being present physically unless otherwise required by law.

Some basic targets include:

a) 100% administrative procedures eligible as per the law are provided via level-4 online public services.

b) 100% of online public services are designed or redesigned to optimize user experience and automatically fill in data previously provided by users under an agreement and in compliance with service quality standards.

d) At least 80% of administrative procedure documents are processed completely online and people are required to input data only once.

dd) At least 90% of people and enterprises are satisfied with administrative procedure handling.

e) At least 20% of administrative procedures of state agencies are reduced from current number.

2. Encourage the society to participate

People, enterprises and other organizations can easily give their opinions on operations of state agencies, report on social issues around them to state agencies and receive feedback on their participation and results thereof.

Enterprises can provide public services or develop new innovative services, enabling the society to access public services of state agencies.

The State, people, enterprises and other organizations jointly participate in raising awareness about use of public services in particular and digital transformation in general.

Some basic targets include:

a) 100% of ministerial-level and provincial state agencies release open data and provide open data for development of the digital Government, digital economy and digital society.

c) 100% of ministerial-level and provincial public service portals servicing people and enterprises are user-friendly, are connected with state agencies via the Internet for state management operations and provide services based on digital technology platforms.

3. Optimize operations of state agencies

State agencies design their organizational models and operations based on digital technology and data and create working environment and tools that enable officials and public employees to give their best performance, connect and cooperate more easily, make decisions more promptly, promulgate policies better and optimize resources further.

Officials and public employees join training and refresher courses on data use and analysis and digital technology, and are capable of leading the digital transformation and development in each sector and locality.

Some basic targets include:

a) a) 100% of state agencies provide services 24/7 and are ready to provide online services at any time. 100% of officials have digital identities for work.

b) 100% of internal management and direction of state agencies are carried out on unified general management platforms.

c) 100% of documents exchanged between state agencies are electronic documents and signed by specialized digital signatures, excluding confidential documents per the law.

d) 90% of ministerial- and provincial-level work dossiers; 80% of district-level work dossiers and 60% of commune-level work dossiers can be processed online (excluding work dossiers concerning state secrets).

e) 100% of documents are created, stored and shared by electronic means according to regulations.

g) 100% of ministerial-level and provincial state agencies have centralized general data processing and analytics platforms and apply artificial intelligence to optimize operations.

h) At least 50% of inspections by regulatory bodies are carried out via digital means and information systems of regulatory bodies.

i) At least 70% of training programs, examinations for application and examinations for promotion concerning official, principal official and senior official or equivalent positions take place online.

k) 100% of officials and public employees participate in training and refresher courses on basic digital skills; 50% of officials and public employees participate in training and refresher courses on data use and analysis and digital technology.

4. Address major issues in socio-economic development effectively

State agencies are capable of resolving major issues in socio-economic development across all sectors effectively.

Some basic issues include:

a) Each citizen has a digital identity and QR code, striving so that all citizens have smartphones. Each household has a digital address and broadband fiber optic Internet access.

c) Every person has a digital personal health record. Each commune-level medical station manages its operations by digital means. Each healthcare facility provides medical advice remotely according to actual demand. Each public medical center and hospital employs electronic medical records, cashless fee payment and electronic prescriptions. Medicine, medical equipment and medical service prices are published.

d) Every student has a personal study record. All training institutions manage teaching and learning activities digitally. Cashless tuition payment and digital educational resources are employed. Digital universities are small-scale digital nations; teaching and learning models are reformed to optimize operations of undergraduate institutions, optimize learner experience and encourage new training models.

dd) All farmers can access and utilize digital agricultural data platforms and origin tracing platforms to reduce dependence on intermediary stages between production and distribution to consumers.

e) All working-age persons have job opportunities. All citizens can join massive open online courses (MOOC) individualized for each person and available for the whole society, including basic courses, to improve digital skills of the society and eradicate digital technology illiteracy in remote and isolated areas.

g) All expressways have smart traffic management systems. All tollbooths across the country employ electronic toll collection. Each automobile uses an electronic fee collection account to pay for road traffic services. Delivery - storage service fees are reduced and there are delivery - storage supply chains owned by Vietnamese enterprises.

h) People enter and exit Vietnam in a convenient and time-efficient manner and carry out necessary procedures quickly thanks to automated processes, which rank in the top 03 countries in South East Asia.

i) Imports, exports and vehicles entering and exiting Vietnam are completely managed using digital technology platforms, which saves time and accelerates customs procedures, ranking in the top 03 countries in South East Asia.

k) Household businesses and small and medium enterprises can easily experience digital technology platforms supporting business operation.

l) All individuals, household businesses and enterprises can easily send and receive electronic invoices to/from each other and to/from tax authorities via digital technology platforms.

5. Bring about breakthrough changes to Vietnam's rankings

There are breakthrough changes to Vietnam’s e-Government and digital Government rankings according to the United Nations’ assessment.

Some basic targets include:

a) Vietnam is ranked in the top 50 on the general index.

b) Vietnam is ranked in the top 50 on the e-participation index.

c) Vietnam is ranked in the top 50 on the open data index.

IV. NATIONAL KEY TASKS

1. Legal environment completion

a) Research on and propose amendments to the Law on E-Transactions and guiding documents thereof to resolve law-related difficulties and facilitate digital Government development in the new period.

c) Research and formulate a law on digital Government and guiding documents to facilitate digital Government development.

d) Promulgate a Government’s Decree superseding the Government’s Decree No. 43/2011/ND-CP on provision of online information and public services on websites or web portals of state agencies to have suitable regulations, provide diverse digital services more conveniently, increase interactions between people and enterprises and evaluate service quality based on user’s satisfaction.

dd) Promulgate a Government’s Decree on electronic identification and authentication, and complete legal parameters to popularize digital identity.

e) Promulgate a Government’s Decree superseding the Government’s Decree No. 64/2007/ND-CP dated April 10, 2007 on information technology application in state agencies' operations as appropriate to digital Government development trends and digital transformation orientations of Vietnam.

g) Formulate and propose regulation on management and operation of the national information and reporting system and information and direction center of the Government and Prime Minister to the Prime Minister for promulgation.

h) Ensure a legal environment that allows for experiments and accepts innovations as well as changes. Establish a space for pilot digital service provision and a legal framework that enables experimentation of unregulated digital services. The space for pilot digital service provision shall be a digital space that allows for pilot deployment of all innovative digital products and services which are not yet regulated by legislative documents and the scope, size and operating models of which are under strict technology-based supervision. Such products and services shall undergo assessment when pilot deployment has reached a certain scale to establish necessary legal parameters.

i) Formulate technical guidelines, standards and regulations in relation to the digital Government as appropriate to technological development to ensure consistent growth of digital Government models, cyber security as well as connection and sharing of technical infrastructure and data between information systems.

k) Maintain and update Vietnamese, ministerial-level and provincial E-Government Architectures according to requirements of the digital Government and e-Government to deploy the digital Government in a consistent manner throughout the country, ensuring connection and preventing investment overlapping.

l) Ensure the legal environment for all people and enterprises to participate in digital transformation equally, have their private data and information protected and use an electronic code together with QR code conveniently.

a) Network infrastructure

- Develop and operate stable, safe and uninterrupted specialized network infrastructure that connects 04 administrative levels from central to commune level based on specialized data transmission networks of entities affiliated to the Communist Party and the State, wide area networks of ministries and local governments and broadband Internet to serve the digital Government;

- Deploy technical systems that ensure capacity and information safety of specialized data transmission networks of entities affiliated to the Communist Party and the State to provide basic transmission infrastructure in connecting information systems and sharing data, which serves the digital Government.

b) Government cloud computing platforms

- Cloud ecosystem servicing the digital Government comprises Central Government Cloud (CGC), clouds of state agencies at ministries and local governments (AGC) and clouds of enterprises meeting professional requirements and technical regulations and standards for servicing the digital Government (EGC);

- Build Central Government Cloud (CGC) in a synchronized manner based on planning and connection with clouds of state agencies at ministries and local governments (AGC) to create an environment for storage and sharing of resources as well as development of shared services for the digital Government in a nationwide, flexible, efficient and timely manner; connect and utilize enterprise clouds (EGC) to provide cloud computing infrastructure for the digital government.

3. Development of national systems and digital platforms

a) Develop National Data Exchange Platform (NDXP) to connect, integrate and share data between information systems and databases of ministries and local governments across the country by connecting with Local Government Sharing Platforms (LGSP).

b) Develop the national electronic authentication and identity exchange platform (NIXA), strive for the federated identity model and utilize all existing electronic authentication methods to save time and costs.

d) Develop a platform for mobile applications to enable digital identification and use of all services and utilities in the digital Government, digital economy and digital society anytime and anywhere for people and enterprises.

dd) Build a system for inspection of functions and performance of products and solutions servicing the digital Government.

e) Develop a system for supervision and measurement of digital Government services provision and use.

g) Provide a system for supervision of digital platforms supporting state management.

h) Build Vietnam’s open technology portal (GovTech) to provide information on open technology platforms and solutions that state agencies are using or Vietnamese enterprises are developing in a transparent manner; concurrently, actively participate in development of international open source communities and open standards.

i) Develop a national digital map to provide the platform for development of digital services supporting socio - economic development.

k) Provide a QR code platform that connects identity codes of all people and organizations.

l) Develop platforms for provision of essential and basic services nationwide, e-commerce and delivery - storage to support digital economy development and achieve poverty eradication targets, and platforms for digital transformation in prioritized sectors according to the program for national digital transformation by 2025 with orientations towards 2030 in the Prime Minister’s Decision No. 749/QD-TTg dated June 03, 2020 and constituent schemes.

4. Development of national digital data

b) Prioritize development of national databases that support basic and essential services for people, enterprises and state agencies. Data on population, land and enterprises are core data that must be completed and put into use soon to ensure that data in state agencies of all sectors are consistent.

c) Develop national data supporting socio - economic development, prioritizing data of important sectors such as geospatial infrastructure; insurance, healthcare, social security; finance; identity cards; civil status; education; training; officials, public employees; agriculture; labor, employment; transport vehicles, construction, import and export.

5. Development of national services and applications

a) Complete the national public service portal so that people and enterprises can use online public services of ministries and local governments via a single web address, and integrate level-3 and level-4 online public services of ministries and local governments into the portal following a suitable roadmap according to the Prime Minister’s Decision No. 274/QD-TTg dated March 12, 2019 approving scheme for national public service portal.

b) Develop the national data portal as the integrated point for online provision of open data of state agencies to ensure transparency, increase data sharing, promote innovation and development of digital economy and digital society, and protect the safety of information of organizations and individuals as per the law.

c) Build the digital Vietnamese knowledge system to encourage all regulatory bodies, organizations, citizens and enterprises to contribute to and use digital knowledge resources actively.

d) Build an online meeting platform and digital working and cooperation platform based on CGC and virtual assistant platform based on existing information systems at ministries and local governments.

dd) Develop Vietnam Data Exchange Platform to support direction and management operations of the Government and Prime Minister.

e) Complete the information and reporting system of the Government to collect, integrate and share data and reports of state administrative agencies and consolidate and analyze data for the purpose of supporting direction and management operations of the Government and Prime Minister.

h) Complete a system for management of databases used to monitor tasks assigned by the Government and Prime Minister to monitor, measure and evaluate performance of ministries and local governments.

i) Build a digital state accounting and budget information system using modern technology that is capable of providing multidimensional reports and information and accessible to people, enterprises and regulatory bodies to increase transparency and effectively support state budget - finance management.

k) Upgrade and connect Vietnam National E-Procurement System with the digital state accounting and budget information system to enable online public property procurement, manage procurement information and database in a consistent manner nationwide and improve management of state budget expenditure.

l) Develop other national services and applications to deploy the digital Government and lead digital transformation in prioritized sectors according to the program for national digital transformation by 2025 with orientations towards 2030 in the Prime Minister’s Decision No. 749/QD-TTg dated June 03, 2020 and constituent schemes.

6. National cyber security assurance

a) Build a cyber security monitoring system servicing the e-Government.

b) Build a cyber range system to enable training, drills and assessment of information safety in support of the e-Government.

c) Develop an information safety inspection and assessment system.

d) Develop a big data processing and analytics system to protect national cyber information security.

e) Develop systems for cyber security assessment, cyber security condition assessment, cyber security supervision and response to cyber security incidents for important information systems related to national security according to regulations of the Cyber Security Law.

g) Inspect cyber information security at regulatory bodies, network service providers and enterprises providing services for the digital Government.

h) Inspect protection of cyber security and state secrets at regulatory bodies, network service providers and enterprises providing services for the digital Government.

i) Complete the specialized digital signature authentication system of the Government.

k) Build a system for inspection and assessment of cryptographic products used by the digital Government.

V. KEY TASKS OF MINISTRIES AND LOCAL GOVERNMENTS

Ministries, ministerial-level agencies, Governmental agencies and governments of provinces and central-affiliated cities (hereinafter referred to as “provincial governments”) shall perform the following tasks in areas under their management:

1. Regulation completion

a) Review, amend and formulate technical regulations, standards, regulatory requirements, internal regulations and architectures within their competence concerning establishment, development and operation of information systems servicing the digital Government and digital governments at all levels according to the orientations of this Strategy.

c) Review and promulgate policies and regulations encouraging people and enterprises to use digital Government services.

2. Digital infrastructure development

a) Develop network infrastructure in accordance with the need for digital Government deployment at ministries and local governments, prioritizing service hiring as well as connection and utilization of specialized data transmission networks of bodies of the Communist Party and the State.

b) Deploy data centers servicing the digital Government at ministries and local governments by applying cloud computing, prioritizing hiring of professional services and connecting with CGC using the model provided for by the Ministry of Information and Communications.

c) Develop Internet of Things (IoT) infrastructure to support professional and specialized applications in digital Government deployment in connection with smart city development at ministries and local governments, prioritizing hiring of professional services, ensuring efficiency, preventing overlapping and utilizing infrastructure already invested in by organizations and individuals.

3. Platform and system development

a) Develop and connect Local Government Sharing Platforms (LGSP) with internal information systems and databases of ministries and local governments and with National Data Exchange Platform (NDXP) according to Vietnam’s E-Government Architecture to exchange and share data with external bodies.

b) Develop and connect systems of security operations centers (SOC) for information systems of ministries and local governments with the national cyber security monitoring system and national cyber security system supporting the digital Government. For ministries and provincial governments, their systems of security operations centers (SOC) may be a part of their integrated operations centers (IOC) to prevent overlapping and wastefulness.

c) Build internal platforms and systems to save time and costs and enable data connection and sharing.

a) Develop internal specialized databases supporting digital Government applications and services without overlapping, update, connect and share with national databases upon request and via NDXP; share and integrate specialized data of ministries with local governments; open data of state agencies as prescribed by law; store most master data in computer-readable formats and share data via Application Programming Interfaces (API).

b) Build data warehouses of citizens and organizations when they make online transactions with state agencies; assist citizens and organizations with managing, storing and sharing their electronic data with state agencies, reducing physical documents and repeated information provision.

c) Build ministerial-level and provincial-level general data processing and analytics platforms to store, consolidate, analyze and process data on socio - economic development from different sources, providing the basis for new information and new data services supporting the digital Government and aiming for establishment of shared data warehouses at ministerial and provincial levels.

5. Development of digital services and applications

a) Develop a public service portal integrating system and electronic single-window information system with specialized processing systems to provide digital services, connect these systems with the system for monitoring and measurement of provision and use of digital Government services and other necessary national systems; apply digital technology to individualize interfaces, improve user experience of public service users, and obtain feedback from people and enterprises when developing and employing online public services.

b) Develop online public services based on people’s needs and life events, which require people to provide information only once, utilize technology to develop new digital services and remove some unnecessary services. Robustly apply artificial intelligence in provision of services such as virtual assistants and automatic replies. Encourage people to use online public services, starting by reducing costs of and time for online administrative procedures.

c) Provide online interacting channels for people to participate in and monitor formulation and implementation of policies and laws as well as decision-making processes by state agencies.

d) Develop information and reporting systems; gradually automate statistics production and reporting to support direction and management operations promptly and decision-making processes based on data of state agencies at all levels and connect with the information and reporting system of the Government and information and direction center of the Government and Prime Minister.

dd) Deploy remote working systems by hiring services to diversify working methods as appropriate to different workers and circumstances, ensuring learning from and connection with available information systems at national, ministerial and local levels.

g) Develop specialized services and applications for internal use and connect and share data with internal and external information systems where necessary.

h) Ministries shall develop selected national services and applications as appropriate to their sectors from central to local level to reduce deployment costs and time. Data created from shared applications and services may be shared where necessary.

i) Vigorously and efficiently apply new digital technologies such as cloud computing, big data, mobility, Internet of Things, artificial intelligence, blockchains, social networks, etc. in development and deployment of digital Government services and applications at ministries and local governments to reduce time and costs for development and operation of information systems and automation, intelligentization and optimization of operating procedures.

6. Cyber security assurance

a) Protect cyber information security by using the 4 layer model together with strengthening of local forces; hire professional security and surveillance staff; perform inspections and assessments regularly; connect and share information with National Cyber Security Center, which is affiliated to Authority of Information Security, Ministry of Information and Communications.

b) Participate in cyber information security campaigns launched by the Ministry of Information and Communications.

c) Participate in the national network for response to cyber information security incidents managed by the Ministry of Information and Communications.

b) Strengthen organizational structure and apparatus, establish networks of units in charge and supporting personnel from central to local government with the core being units in charge of information technology of ministries, ministerial-level agencies, Governmental agencies, Departments of Information and Communications, Ho Chi Minh Communist Youth Unions at all levels and representatives of post, telecommunications and information technology enterprises in each locality.

2. Training and refresher training in digital skills

a) Incorporate content on digital skills and cyber security based on open platforms and open-source software into educational programs from primary school level to form skills necessary for digital citizens early on. 

b) Revise frameworks of reference and standards for information technology skills and digital skills applicable to officials and public employees. Add content on digital skills to state management training programs for officials, principal officials and senior officials or equivalent. Organize transparent and quality online training, assessment, examinations for application and examinations for promotion.

c) Organize refresher training about the digital Government, e-Government/digital Government Architecture and Architecture Framework and cyber security assurance for officials in leadership positions, officials and public employees of state agencies at all levels.

d) Organize refresher training and training for digital Government experts to build the core workforce and spread knowledge and skills concerning development of the digital Government at ministries and local governments. Digital Government experts must first grasp new technology trends, experience, regulatory requirements, technical regulations and models in relation to the digital Government. Establish a network of digital Government experts to share knowledge and cooperate in resolving large issues.

dd) Organize refresher training in digital skills and knowledge as well as data processing and analysis skills for officials and public employees on an annual basis to prepare them for the digital working environment.

3. Raising awareness

a) Raise the awareness of citizens and the whole society about the e-Government, digital Government and digital transformation.

c) On an annual basis, honor public services with the highest quality, public services with the highest number of users, state agencies with the most optimized operations, socio - economic development issues with the most breakthrough results and state agencies with the best digital Government development.

4. Cooperation between state agencies and enterprises

a) Digital technology enterprises shall research on and invest in development of products and services for digital Government development, starting by adopting policies and mechanisms for service hiring and public-private partnership, using their funds for scientific and technological development, participating in investment funds and developing innovation centers.

b) The State plays an important role in regulating, planning for and promoting efficient development of the market for provision of digital Government products and services of key enterprises. The Government shall carry out some activities that orient and create the market by doing first, permitting trial use or providing basic services.

c) State agencies shall cooperate with enterprises in providing public services via public postal services and applications of enterprises.

d) Utilize public postal services to enable people's access to digital Government services, especially for remote and isolated areas and vulnerable groups.

5. Core technology research, development and mastering

a) Promote research on as well as development and application of open platforms and open sources servicing the digital Government.

b) Open national platforms, aiming to form an ecosystem that enables digital technology enterprises to participate in development of digital economy and digital society services.

d) Facilitate development of digital technology enterprises to master core technologies in the digital Government, starting with cloud computing, cyber security, data integrating and sharing platforms and platforms for development of specialized applications.

dd) Research on, develop and pilot the use of virtual currency based on blockchain technology.

e) Formulate programs on artificial intelligence research and application to develop unique Vietnamese products and services, create competitive advantage and provide the foundation for national digital transformation. Prioritize pilot deployment of these products and services in state agencies, which serves as the basis for assessment, completion and establishment of platforms supporting the digital economy and digital society.

g) Promulgate regulations on use of evaluated and inspected products and solutions in digital Government deployment. Prioritize use of products, solutions and technologies designed and produced by Vietnamese organizations and enterprises in digital Government systems.

6. Business process standardization and restructuring

a) Closely connect administrative procedure reform with digital Government development.

b) Review and simplify or revise administrative procedures and business processes in state agencies to support efficient application of digital technology.

c) Review and remove some administrative procedures and business processes when applying digital technology.

b) Support some countries in digital Government development to strengthen international cooperation and promote and create the market for digital Government products and services of Vietnamese enterprises.

8. Funding securing

a) Prioritize use of funding from state budget and mobilize other fund sources as per the law for digital Government development; increase hiring of information technology services.

b) People’s Committees of provinces or central-affiliated cities shall formulate funding securing plans and strive to ensure that expenditure on digital transformation and e-Government/digital Government development in total state budget expenditure is higher than world average.

c) Prioritize public investment capital for projects on development of infrastructure, data centers, national databases, national platforms and national services and applications funded by public investment capital from central government budget.

9. Measurement, supervision and assessment of deployment

a) Measure and supervise each system and service supporting the digital Government in an automated manner.

b) Supervise, assess and measure efficiency of on-going investment projects based on data.

c) On a monthly and annual basis, publish assessment results, which are the basis for e-Government/digital Government monitoring, expedition and ranking; publish main indicators for e-Government/digital Government development online.

a) Enhance the roles of National e-Government Committee and Steering Committees for e-Government/digital government development of ministries, ministerial-level agencies, Governmental agencies and People’s Committees of provinces and central-affiliated cities in directing development of the e-Government towards the digital Government.

b) Ministers, heads of ministerial-level agencies, heads of Governmental agencies, and Chairpersons of People’s Committees of provinces and central-affiliated cities shall give directions directly and take responsibility before the Government and Prime Minister for results of development of the digital Government and digital governments at their ministries and governments.

c) Enhance the roles of the Ministry of Information and Communications and units in charge of information technology of ministries, ministerial-level agencies, Governmental agencies and Departments of Information and Communications in organizing and directing digital Government development and digital transformation at all levels.

d) Deploy the digital Government by gradually centralizing, developing digital Government applications and services based on cloud computing and prioritizing service hiring.

Article 2. Implementation

1. Ministry of Information and Communications shall:

a) Take charge of implementing the Strategy; and submit reports on such implementation to the Prime Minister on an annual basis.

b) In 2030, carry out preliminary summary of Strategy implementation, propose targets and revise tasks and solutions (if necessary) and summarize and evaluate Strategy implementation results in 2025.

b) Cooperate with the Ministry of Information and Communications in expediting and inspecting Strategy implementation.

3. Ministry of Home Affairs shall:

a) Take charge and cooperate with Office of the Government and Ministry of Information and Communications in providing ministries and local governments with guidance on administrative reform.

b) Take charge and cooperate with the Ministry of Information and Communications in revising administrative reform indicators by closely connecting digital Government development with administrative reform, with the digital Government as an effective tool for promoting state administrative reform.

4. Ministry of Planning and Investment shall:

Take charge of adopting the solutions mentioned in Clause 8 Section VI Article 1 of this Decision for capital for investment in development; take charge of consolidating capital for investment in development on an annual basis based on proposals from ministries and local governments according to rules, criteria and norm for public investment capital distribution of each period approved by the competent authority, and report to the Prime Minister for consideration and decision as per regulations of the Law on Public Investment, Law on State Budget and relevant guiding documents to implement the Strategy.

5. Ministry of Finance shall:

Take charge of adopting the solutions mentioned in Clause 8 Section VI Article 1 of this Decision for capital for recurrent expenditure; take charge of consolidating and allocating annual capital for recurrent expenditure according to regulations of the Law on State Budget and relevant guiding documents to implement this Strategy.

6. Ministry of Information and Communications, Ministry of Public Security, Ministry of National Defense and Government Cipher Commission shall ensure information safety and cyber security to support the e-Government and digital Government within their competence and facilitate fast and sustainable digital Government deployment, assign responsibilities in detail, cooperate closely and share information promptly.

a) Formulate and launch 2021 - 2025 plans and annual plans for development of the digital Government and digital governments according to guidelines from the Ministry of Information and Communications to implement the Strategy; and ensure that these plans are consistent with socio - economic development plans and strategies of their ministries and provinces.

b) Perform the tasks mentioned in Section V Article 1 according to actual need, situation and developmental orientations of their ministries and provinces.

c) Carry out the tasks and solutions assigned in the Appendix enclosed therewith.

d) Restructure their organizational structures and business processes to apply digital technology effectively in all operations of state agencies, aiming to digitalize all operations of regulatory bodies.

dd) Ensure funding (for development investment expenditure and recurrent expenditure) to perform digital Government projects and tasks according to solutions in Clause 8 Section VI Article 1.

e) Protect cyber security by using multi-layer models and following guidelines of units in charge of cyber security, technical regulations and standards and regulations of law.

g) Strengthen units in charge of information technology into units in charge of digital transformation to advise on, carry out and lead digital transformation in their sectors and provinces.

h) Inspect, evaluate and report on Strategy implementation on an annual and ad hoc basis according to guidelines of the Ministry of Information and Communications, which will submit consolidated reports to the Prime Minister.

8. Vietnam Television, Voice of Vietnam, Vietnam News Agency and press agencies shall take charge and cooperate with the Ministry of Information and Communications, ministries and local governments in formulating and approving plans for disseminating the Strategy as well as Vietnamese and international experience and success stories among regulatory bodies, governments at all levels and citizens on a regular, daily and weekly basis.

10. Ho Chi Minh Communist Youth Union shall direct their affiliated entities at all levels to second personnel to the commune level and join digital transformation support networks managed by the Ministry of Information and Communications; proactively launch movements where their members and the youth provide people with digital skills and assistance in using digital Government services.

11. Professional associations shall proactively and actively advise on and critique policies and regulatory requirements; encourage their members to proactively master technologies and provide quality products and services; cooperate with the Ministry of Information and Communications in raising awareness about, conducting surveys on and assessing digital transformation and digital Government development in Vietnam.

12. Viettel Group, VNPT Group, MobiFone, Vietnam Post Corporation and technically and financially capable technology enterprises shall:

a) Assign persons to cooperate with the Ministry of Information and Communications in researching, formulating and critiquing policies; direct local member units to assign persons to digital transformation support networks managed by the Ministry of Information and Communications.

b) Prioritize resources for development of digital infrastructure, digital platforms, national systems, national digital data, national applications and national services as well as research on and development and mastering of core digital technologies supporting the digital Government.

c) Enhance the leading role in adoption of solutions supporting the digital Government, encourage enterprises, especially small and medium digital technology enterprises, to build an ecosystem for products and services supporting digital Government development.

Article 3. This Decision takes effect from the date on which it is signed.

Article 4. Ministers, heads of ministerial agencies, heads of Governmental agencies and Chairpersons of provincial People’s Committees shall implement this Decision./.
