DECISION
REGARDING THE ESTABLISHMENT OF THE NATIONAL FISHERIES QUALITY ASSURANCE AND VETERINARY DIRECTORATE - BRANCH 1
THE MINISTER OF FISHERIES
Pursuant to Decree
43/2003/ND-CP dated 2 May 2003 of the Government regulating the mandate and
organizational structure of Ministry of Fisheries;
Pursuant to Decision No.07/2003/QD-BTS dated 5 August 2003 of the Minister of
Fisheries regarding the mandate and organizational structure of The National
Fisheries Quality Assurance and Veterinary Directorate;
Upon requests by Director of The National Fisheries Quality Assurance and
Veterinary Directorate and Director of Personnel Department;
HAS DECIDED
Article 1. The National Fisheries Quality Assurance and Veterinary Directorate- Branch 1 (hereinafter referred to as NAFIQAVED-branch 1) shall be established on the basis of the work assignment and the change of title of Fish quality inspection and hygiene of Hai Phong- Branch 1.
The National Fisheries Quality Assurance and Veterinary Directorate- Branch 1 shall be the international transaction title and hereinafter referred to as NAFIQAVED-Branch 1. It is located at 39A Le Lai, Hai Phong city and has its accounts at bank and Treasury. It has Vietnamese stamp and English title for transaction.
Article 2. The NAFIQAVED -Branch 1 shall be responsible for assisting the Director of NAFIQAVED to perform his management task in fish quality and hygiene in from Ha Tinh northward.
The specific mandate, relation and the organizational structure of the NAFIQAVED -Branch 1 shall be decided by the Minister of Fisheries in accordance with the proposals of Director of NAFIQAVED.
Article 3. The NAFIQAVED -Branch 1 shall have its one (1) Director and two (2) Deputy Directors at most. The Director of NAFIQAVED - Branch 1 shall be appointed by the Minister of Fisheries upon the proposals of the Director of NAFIQAVED. The Deputy Directors of NAFIQAVED - Branch 1 shall be appointed by the Director of NAFIQAVED in accordance with the proposals of the Director of NAFIQAVED - Branch 1 in the agreement with the Ministry of Fisheries.
In addition to the salary regime granted by the State budget, the NAFIQAVED - Branch 1 may recruit additional contracted employees who will get salary from the collection of fees and charges and technical services as provided for by law. The employee norms and contracted ones shall be allocated by the Director of NAFIQAVED in agreement with the Ministry of Fisheries.
Article 4. This Decision shall come into force 15 days after being posted on Official Gazette. It shall replace the Decision No. 615/QD/TCCB-LD dated 1 August 1995 of the Minister of Fisheries.
Article 5. The Heads of Cabinet, Departments, Directorates, Chief-Inspector of the Ministry of Fisheries, the Director of NAFIQAVED and Director of NAFIQAVED - Branch 1 shall be in charge of implementation of this Decision.
