DECISION

EXPERIMENTING ON ELECTRONIC TRANSACTIONS IN PROCEDURE FOR APPLICATION FOR PARTICIPATION IN SOCIAL, HEALTH AND UNEMPLOYMENT INSURANCE AND ISSUANCE OF SOCIAL INSURANCE BOOKLET AND HEALTH INSURANCE CARD

Pursuant to the Law on Government Organization dated December 25, 2001;

Pursuant to the Law on Electronic Transaction dated November 29, 2005;

Pursuant to the Law on Information Technology dated June 29, 2006;

Pursuant to the Law on Social Insurance dated June 29, 2006;

Pursuant to the Law on Health Insurance dated November 14, 2008 and the Law on Amendment to several articles of the Law on Health Insurance dated June 13, 2014;

Pursuant to the Law on Employment dated November 16, 2013;

Pursuant to the Government's Decree No. 26/2007/NĐ-CP dated February 15, 2007 on specifying the implementation of the Law on Electronic Transaction applicable to digital signatures and the authentication of digital signatures; the Government’s Decree No. 106/2011/NĐ-CP dated November 23, 2011 on amending several articles of the Government's Decree No. 26/2007/NĐ-CP dated February 15, 2007, specifying the implementation of the Law on Electronic transaction applicable to digital signatures and the authentication of digital signatures; the Government’s Decree No. 170/2013/NĐ-CP dated November 13, 2013 on amending several articles of the Government's Decree No. 26/2007/NĐ-CP dated February 15, 2007, specifying the implementation of the Law on Electronic transaction applicable to digital signatures and the authentication of digital signatures, and the Government’s Decree No. 106/2011/NĐ-CP dated November 23, 2011 on amending several articles of the Decree No. 26/2007/NĐ-CP dated February 15, 2007;

At the request of the General Director of Vietnam Social insurance,

The Prime Minister hereby promulgates the Decision to experiment on electronic transactions in procedure for application for participation in social, health and unemployment insurance and issuance of social insurance booklet and health insurance card.

Chapter I

GENERAL PROVISIONS

Article 1. Scope of application

This Decision stipulates electronic transactions in procedure for application for participation in social, health and unemployment insurance and issuance of social insurance booklet and health insurance card (hereinafter referred to as electronic transactions in social insurance).

Article 2. Applicable entities

1. Enterprises, governmental bodies, non-business agencies and other organizations as participants in social, health and unemployment insurance under the provisions of laws (hereinafter referred to as employer) who decide on the method of electronic social insurance transaction.

2. Organizations providing electronic social insurance transaction services (hereinafter referred to as I-VAN organization).

3. Social insurance offices.

Article 3. Interpretation of terms

Terms used herein shall be construed as follows:

1. Electronic transaction in social insurance refers to the use of electronic means to complete procedure for application for participation in social, health and unemployment insurance and issuance of social insurance booklet and health insurance card.

2. Electronic transaction data message in the field of social insurance refers to information created, sent, received and stored by electronic means.

3. Electronic social insurance documentation refers to electronic transaction data messages about application for participation in social, health and unemployment insurance and issuance of social insurance booklet and health insurance card.

4. Electronic social insurance transaction account refers to the account issued by Vietnam Social insurance to employers to log in the information portal of Social insurance Vietnam or the electronic transaction portal of the I-VAN organization to serve the purpose of carrying out electronic social insurance transactions.

5. I-VAN organization refers to the organization operating in the information technology sector who has signed contract with Social insurance Vietnam to supply value-added service in terms of electronic social insurance transactions.

6. Insurance – Value Added Network (hereinafter referred to as I-VAN) refers to services such as receipt, transmission, storage and restoration of electronic transaction data messages in the field of social insurance between employers and social insurance offices through I-VAN organization after the employer has made payment for use of electronic transaction services.

7. The electronic information portal of Social Insurance Vietnam refers to the exclusive access point in the network environment used for connecting and integrating information channels, applications and Social Insurance Vietnam's services offered to users.

8. The electronic transaction portal of Social Insurance Vietnam refers to the exclusive access point in the network environment of the information technology system administrated by Social Insurance Vietnam used for receiving, transmitting and storing electronic transaction data messages in the field of social insurance in partnership with I-VAN organization.

Article 4. Principles of electronic social insurance transactions  

1. Comply with legal regulations on electronic transactions, social insurance, health insurance, unemployment insurance and relevant laws.

2. Ensure continuity, timeliness, transparency, accuracy, equity, honesty, safety, efficiency and compliance with legal regulations on information security and integrity.

3. Have valid digital certificate issued by the organization providing digital signature authentication service as stipulated by laws when participating in electronic social insurance transactions.  

Article 5. Requirement and option of employer whilst dealing with electronic social insurance transactions   

1. Article 5. Employers whilst dealing with electronic social insurance transactions must meet the following requirements:

a) Have digital signatures under the provisions of Clause 3 Article 4 hereof;

b) Have capability of accessing, using internet network; Have temporary electronic mail address registered with Social Insurance Vietnam.

2. Employers shall be entitled to choose electronic social insurance transactions directly carried out through the information portal of Social Insurance Vietnam under the provision of Article 18 hereof or the information portal of I-VAN organization under the Provision of Article 22 hereof.

Article 6. Criteria for selecting information technology organization to sign the I-VAN service provision contract

1. In terms of legal status and performance:

a) This organization must be established in accordance with the Enterprise Law and Investment Law under which they are licensed to operate in the information technology in Vietnam;

b) Have at least 3 years' experience of operation in the information technology sector; succeed in running the system on exchanging electronic data with a minimum of 10 organizations or agencies.

2. In terms of finance and work place:

a) Have financial capability to develop the electronic data exchange system, invest in technical equipment or facilities, and arrange and maintain operations so that they can match the I-VAN service provision scale;  

b) Obtain the written guarantee of credit institutions legally operating in Vietnam to deal with any potential risk and compensation for damage or loss likely to happen in the course of service provision;   

c) Have a space used for building their work place and installing their equipment which must be safe and match the type of services rendered.

3. In terms of human force:

a) Have a minimum of 05 staff members achieving the university degree in information technology, and accumulate sufficient practical experience of network administration and security for the electronic data exchange, database administration system, and have a good command of the legislation on social, health and unemployment insurance;

b) Employ technical staff who works 24 hours a day to maintain the operation of the electronic data exchange system and offer support to I-VAN service users.

4. In terms of technology:

a) Technical equipment, facilities must satisfy the following requirements:

- Provide service for employers and get connected with the electronic transaction portal of Social Insurance Vietnam during 24 hours a day and 7 days a week, regardless of days-off and holidays or others but exclusive of technical maintenance duration. Down time for maintenance of the electronic data exchange system shall be restricted to less than 3% of total service hours per year;

- Have the ability to detect, issue warning against and prevent any impermissible access or types of network attacks in order to ensure confidentiality and integrity of data exchanged between participants; 

- Set up the data backup process, online data storage and backup; have the ability to restore data within a maximum of 08 hours from the time the failure of the electronic data exchange system occurs.

b) Carry out social insurance transactions and documentation storage so that the following requirements are met:

- Store the social insurance transaction result and electronic documentation over the time when such transactions have not been completed:  

- Store the original electronic transaction data message on the electronic data exchange system and enable the online access to such message;

- Set up the plan and create standby system to deal with any unexpected circumstance, and get over breakdowns in order to maintain the electronic data exchange system to the safe and continuous working condition.

c) Requirements of electronic transaction journal:

- The electronic transaction journal must be stored for the minimum period of 10 years from the date on which such transactions are completed;

- Ensure the electronic transaction journal is monitored and data on the electronic data exchange system can be accessible during the storage period.

d) Ensure that the data connection must conform to the standard stipulated by Social Insurance Vietnam.

Chapter II

RIGHT AND OBLIGATION OF EMPLOYER, I-VAN ORGANIZATION AND SOCIAL INSURANCE OFFICE

Article 7. Right of the employer

1. Carry out electronic social insurance transactions under the provisions of the Law on Electronic Transaction, this Decision and other relevant legal regulations.

2. Decide on either of two electronic social insurance transaction portals as stipulated by Clause 2 Article 5 hereof. 

3. Have the right to request Social Insurance Vietnam or I-VAN organization to give their instructions, support and deal with any problem that may arise during the electronic transaction process.

4. Have the right to request Social Insurance Vietnam and I-VAN organization to ensure the confidentiality and integrity for electronic transaction data in accordance with laws.

Article 8. Obligation of the employer

1. Create, send and receive electronic social insurance applications directly submitted through the information portal of Social Insurance Vietnam or the electronic transaction portal of I-VAN organization.

2. Do not carry out paper-based transactions when completing registered electronic transaction procedures, except for cases stipulated by Clause 6 of this Article.

3. Manage the digital signature and ensure the accuracy of such digital signature attached to the electronic social insurance documentation; manage names and passwords of electronic social insurance transaction accounts in order to ensure the safety and security for information and data stored on the electronic data exchange system of the I-VAN system and the information technology system of Social Insurance Vietnam. 

4. Store and ensure the integrity for all of electronic social insurance documentation under the provisions of laws on electronic storage and transactions, social insurance, health insurance, unemployment insurance and relevant laws.

5. Implement regulations on guaranteeing the safety and security for the electronic data exchange system of the I-VAN system and the information technology of social insurance office.

6. Create paper-based social insurance documentation submitted to social insurance office directly managing such documentation within a maximum period of 05 working days from the deadline for filing application for social insurance if the electronic data exchange system and technical infrastructure have not recovered from breakdown by the deadline for electronically filing application for social insurance. 

7. Observe terms and conditions of the contract with I-VAN organization and pay I-VAN service charge as agreed upon in such contract.

8. Be subjected to inspection and investigation conducted by competent regulatory agencies concerning compliance with regulations on social, health and unemployment insurance as stipulated by laws.

9. Assume legal responsibility for enumerating their electronic social insurance applications under the provisions of laws on electronic transactions, social insurance, health insurance, unemployment insurance and relevant laws.

10. Fulfill other obligations in accordance with laws.

Article 9. Right of I-VAN organization

1. Get connected with the electronic transaction portal of Social Insurance Vietnam in order to render electronic social insurance transaction services.

2. Receive professional assistance from Social Insurance Vietnam with social, health and unemployment insurance in order to carry out transactions in receipt and transmittance of electronic social insurance data between the employer and Social Insurance Vietnam; be provided with standard forms or templates for rendering of I-VAN services.

3. Receive assistance from Social Insurance Vietnam in handling any professional difficulty concerning social, health and unemployment insurance which may arise during I-VAN service provision process.

4. Terminate the contract for I-VAN service provision with Social Insurance Vietnam as agreed upon in such contract in accordance with legal regulations.

5. Sign and terminate the contract with employers for provision and use of I-VAN service in accordance with laws; collect service charge from employers as agreed upon in the contract in accordance with legal regulations.

6. Refuse to provide I-VAN service if any organization is found ineligible to participate in transactions or defaults on the contract as prescribed in legal regulations.

Article 10. Obligation of I-VAN organization

1. Create the channel of connection with the electronic transaction portal of Social Insurance Vietnam in conformity with the connection standard stipulated by Social Insurance Vietnam.

2. Send a public notification of operational method and service quality on the service promotion website administrated by I-VAN organization.

3. Offer I-VAN service to employers who have signed the contract with I-VAN organization.

4. Ensure the continuity, security and integrity for connection of information about applications and necessary requirements for electronic social insurance transactions.

5. Receive, transmit, store and restore electronic transaction data messages in the field of social insurance on the basis of guaranteeing the timeliness, accuracy and integrity for electronic social insurance applications; transfer electronic social insurance applications to the electronic transaction portal of Social Insurance Vietnam within a permitted period of 02 hours from the receipt of such electronic social insurance applications from Vietnam; send a written notification of confirming submission of electronic social insurance applications to employers who use I-VAN services in accordance with legal regulations.

6. Comply with legal regulations on information technology, telecommunications and other technical or professional regulations, and information security introduced by competent regulatory agencies.

7. Store the result of electronic social insurance data receipt or transmittance; store electronic social insurance applications for the period when transactions have not been complete. 

8. Store the journal of electronic transactions on the electronic data exchange system in conformity with regulations laid down at Point c Clause 4 Article 6 hereof.

9. Send a notification via emails addresses of employers and Social Insurance Vietnam within 10 days before the electronic data exchange system is under maintenance and recommend any solution to ensuring rights and benefits of interested parties.

10. Provide sufficient information or data and send a periodic or spontaneous report on I-VAN service performance to Social Insurance Vietnam upon request.

11. Regularly keep themselves updated with new regulations of Social Insurance Vietnam on standard forms or templates concerning electronic social insurance transactions. 

12. Collaborate with Social Insurance Vietnam in offering assistance to employers while they are using their service and carry out electronic social insurance transactions. 

Article 11. Right of social insurance office

1. Request I-VAN organization to establish the connection channel in conformity with regulations on connection standards of Social Insurance Vietnam in order to ensure the continuity, security and safety, and provide I-VAN service for employers from the effective date of the service provision contract between I-VAN organization and Social Insurance Vietnam.

2. Request I-VAN organization to transfer electronic social insurance applications to the electronic transaction portal of Social Insurance Vietnam within a permitted period of 02 hours from the receipt of electronic social insurance applications submitted by employers.

3. Request I-VAN organization to render their service as agreed upon in the contract.

4. Sign and terminate the contract for electronic transactions with I-VAN organization as stipulated by laws.

Article 12. Obligation of social insurance office

1. Create, maintain and guarantee the connection and standard of connection between the electronic transaction portal of Social Insurance Vietnam and I-VAN organization in order to render electronic social insurance transaction services. Operate the system on receiving and processing electronic social insurance data in order to ensure the continuity, integrity, security and safety.

2. Receive social insurance applications and handle electronic social insurance transaction requests made by employers.

3. Assist employers in receipt, transmittance, storage and restoration of electronic transaction data messages upon request.

4. Provide I-VAN organization with professional social insurance assistance in order for them to receive, transmit, store and restore electronic transaction data messages between employers and Social Insurance Vietnam.

5. Promptly inform I-VAN organization and employers of new regulations of Social Insurance Vietnam on standard forms or templates of electronic social insurance transactions through the electronic transaction portal of Social Insurance Vietnam.

6. Collaborate with I-VAN organization in offering professional assistance to employers while they are carrying out electronic social insurance transactions upon request.

7. Assist I-VAN organization and employers in dealing with any difficulty with professional issues relating to social, health and unemployment insurance in the course of carrying out electronic social insurance transactions upon request.

8. Announce and respond with the problem-solving result in accordance with legal regulations on electronic transactions, social, health and unemployment insurance and other relevant legal regulations.

9. Publicly post the list of I-VAN service providers which employers can select on the information portal of Social Insurance Vietnam.

10. Withhold the permission for electronic transactions in social insurance applications when employers infringe regulations on the safety and security for the information technology system of Social Insurance Vietnam.  

11. Verify employer’s compliance with legal regulations on social, health and unemployment insurance.

Chapter III

ELECTRONIC SOCIAL INSURANCE APPLICATION

Article 13. Electronic social insurance application 

1. Documentation submitted to electronically apply for social insurance policies shall include electronic declarations and documents stipulated by the law on social, health and unemployment insurance.

2. Attached paper documents must be converted into electronic version and meet the following requirements:

a) Reflect the integrity of paper document contents;

b) Have particular signs confirming the conversion from paper-based documentation into electronic transaction data messages;

c) Have digital signature and full name of the person who has carried out the conversion from paper-based documentation into electronic transaction data messages.

3. If the paper-based documentation is not legitimate any more, relevant contents of electronic transaction data messages shall not be legitimate as well. 

Article 14. Requirement and legitimacy of electronic social insurance application

1. Requirements of electronic social insurance application:

a) Documentation submitted to electronically apply for social insurance policies must meet administrative requirements and conform to legal regulations on electronic transactions, social, health and unemployment insurance.  If signature affixed on this documentation is required by laws, electronic transaction data messages shall be considered legal on condition that these data is validated by digital signature;

b) Electronic social insurance application must be validated by a sufficient number of digital signatures affixed by the person charged with signing electronic transaction data messages as stipulated by laws. If this documentation is required to be stamped by competent regulatory organizations in accordance with laws, electronic transaction data messages shall be considered licit on condition that these data is validated by digital signatures of authorized persons in accordance with laws on management and use of digital stamp and signature.

2. Legitimacy of electronic social insurance application

Electronic social insurance application shall have the same legitimacy as the paper-based one if it adheres to the requirements stipulated in Clause 1, Clause 2 Article 13 and Clause 1 Article 14 hereof.

Article 15. Time of submitting electronic social insurance application

1. Those who electronically submit their social insurance documentation shall be entitled to carry out electronic transactions through the information portal of Social Insurance Vietnam or the electronic transaction portal of I-VAN organization within 24 hours a day and 7 days a week, regardless of days-off and holidays.

2. Social Insurance Vietnam or I-VAN organization shall send a written notification of confirming the receipt of electronic social insurance application to the electronic mail address of applicants not later than 15 minutes after receipt of such electronic social insurance application.

Article 16. Storage of electronic social insurance application

Time limit for storage of electronic social insurance application shall be governed by regulations laid down in the law on archives.  If the statutory valid term of storage of electronic social insurance application expires, but the integrity of current information system and electronic social insurance applications is affected, such application shall be further stored until there is a proof that the destruction of such electronic social insurance application shall not cause any impact on other electronic transactions.

Article 17. Deletion and destruction of electronic social insurance application

1. Electronic social insurance application shall be deleted only when written consent or agreement between transaction partners has obtained, and this deletion shall be required to conform to legal regulations or conclusion drawn by competent regulatory agencies. Electronic social insurance application which has been deleted must be stored in order to serve the look-up purpose of competent regulatory agencies.

2. Electronic social insurance application of which the statutory valid term of storage has expired shall be allowed to be destroyed, unless otherwise stipulated by competent regulatory agencies. The destruction of electronic social insurance documentation shall not cause any adverse impact on the integrity of other undestroyed electronic social insurance documentation and ensure the normal operation of information system.

Chapter IV

ELECTRONIC SOCIAL INSURANCE TRANSACTION CARRIED OUT THROUGH THE ELECTRONIC INFORMATION OF SOCIAL INSURANCE VIETNAM

Article 18. Registration of use of electronic transaction modality 

1. Employees shall complete the declaration of registration of use of electronic social insurance transaction modality according to the Form No. 01/ĐK-GD given in the Appendix enclosed herewith and send it through to the information portal of Social Insurance Vietnam.

2. Within a maximum period of 03 working days of receipt of such declaration from employers, if it is accepted, Social Insurance Vietnam shall send a notification enclosing the account used for electronic social insurance transactions to the electronic mail address of these employers; if it is refused, Social Insurance Vietnam shall send a notification to these employers in which reasons for such refusal must be clearly stated.

Article 19. Change or supplementation of information provided in the declaration of registration of use of electronic transaction modality

1. If there is any change or supplementation of information about digital certificate, electronic mail address, telephone number and contact person provided in the declaration of registration of use of electronic transaction modality within a maximum period of 05 working days from the date on which such change or supplementation arises, employers shall log in their electronic social insurance transaction account to create the declaration about change or supplementation of registration information of use of electronic social insurance transaction modality according to the Form No. 02/SĐ-GD enclosed in the Appendix issued together with this Decision.

2. Within a permitted period of 03 working days of receipt of the declaration about change or supplementation of registration information of use of electronic transaction modality, Social Insurance Vietnam shall send a written notification of confirming such change or supplementation to the electronic mail address of employers.

Article 20. Registration of cessation of electronic social insurance transactions 

1. Employers who wish to cease their electronic social insurance transactions must prepare the declaration about registration of cessation of use of electronic social insurance transaction modality according to the Form No. 03/NG-GD enclosed in the Appendix issued together with this Decision and send it through to the information portal of Social Insurance Vietnam.

2. Within a maximum period of 05 working days of receipt of the declaration about registration of cessation of use of electronic social insurance transaction modality from employers, Social Insurance Vietnam shall send a notification of confirming cessation of electronic social insurance transaction to the electronic mail address of these employers.

3. As from the date on which Social Insurance Vietnam send their notification of confirming cessation of electronic social insurance transactions, employers shall carry out paper-based social insurance transactions in accordance with legal regulations.  If employers wish to continue reusing the electronic social insurance transaction modality, they must complete their registration in accordance with regulations laid down in Article 18 hereof.

Article 21. Submission of electronic social insurance applications through the information portal of Social Insurance Vietnam

1. Employers shall submit their electronic social insurance application by applying either of two following methods:

a) Employers shall log in their electronic social insurance transaction account, post their online social insurance documentation on the information portal of Social Insurance Vietnam and send electronic social insurance application to Social Insurance Vietnam;   

b) Employers shall use softwares or tools for assisting electronic social insurance transactions which conform to the data format standard defined by Social Insurance Vietnam in order to create their electronic social insurance application; then log in their electronic social insurance transaction accounts to send electronic social insurance application to Social Insurance Vietnam.

2. Within a maximum period of 02 hours of receipt of electronic social insurance application from employers, Social Insurance Vietnam shall send a notification of confirming the submission of electronic social insurance application to the electronic mail address of employers.

Chapter V

ELECTRONIC SOCIAL INSURANCE TRANSACTION CARRIED OUT THROUGH I-VAN ORGANIZATION

Article 22. Registration of use of I-VAN service

1. Employers shall complete the declaration of registration of use of I-VAN service according to the Form No. 04/ĐK-IVAN given in the Appendix enclosed herewith and send it through to the electronic transaction portal of I-VAN organization. Within a permitted period of 02 hours of receipt of such declaration, I-VAN organization shall send it through to the electronic transaction portal of Social Insurance Vietnam.

2. Within a maximum period of 03 working days of receipt of such declaration from employers, if it is accepted, Social Insurance Vietnam shall send a written confirmation to I-VAN organization; if it is refused, Social Insurance Vietnam shall notify I-VAN organization of reasons for such refusal.

3. Within a maximum period of 02 hours of receipt of notification from Social Insurance Vietnam, I-VAN organization shall notify these employers.

Article 23. Change or supplementation of information provided in the declaration of registration of use of I-VAN service

1. If there is a need for any change or supplementation of information provided in the declaration of registration of use of I-VAN service, employers shall log in their electronic social insurance transaction account to create the declaration about such change or supplementation according to the Form No. 05/SĐ-IVAN enclosed in the Appendix issued together with this Decision, and then send it through to the electronic transaction portal of I-VAN organization; I-VAN organization shall transfer it to the electronic transaction portal of Social Insurance Vietnam within 02 hours from receipt of such declaration.

2. In case I-VAN organization is replaced, employers shall register their cessation of I-VAN service under the provisions of Article 24 and follow procedures for registering use of new I-VAN service under the provisions of Article 22 hereof.

Article 24. Registration of cessation of use of I-VAN service

1. Employers who wish to cease to use I-VAN service shall be required to submit the declaration about registration of cessation of use of I-VAN service according to the Form No. 06/NG-IVAN enclosed in the Appendix issued together with this Decision which shall be then sent through to the electronic transaction portal of Social Insurance Vietnam within a maximum period of 02 hours of receipt of such declaration.

2. Within a maximum period of 03 working days of receipt of the declaration about registration of cessation of use of I-VAN service from employers, Social Insurance Vietnam shall send a written notification of confirming cessation of use of I-VAN service to employers through I-VAN organization rendering such service to employers.

3. Not later than 02 hours of receipt of written notification of confirming cessation of use of I-VAN service from Social Insurance Vietnam, I-VAN organization shall notify employers of this.

4. As from the date on which the notification of confirming cessation of use of I-VAN service, employers shall carry out the registration of paper-based social insurance transactions.

Article 25. Submission of electronic social insurance application through I-VAN organization

1. Employers shall respectively carry out and submit the electronic social insurance declaration and application by employing either of two following methods:

a) Employers shall log in their electronic social insurance transaction account, post their online social insurance application on the electronic transaction portal of I-VAN organization and send such electronic social insurance application to I-VAN organization; 

b) Employers shall use softwares or tools for assisting electronic social insurance transactions which conform to the data format standard defined by Social Insurance Vietnam in order to create the electronic social insurance application; then log in their electronic social insurance transaction account to send this electronic social insurance application to I-VAN organization.

2. After obtaining the electronic social insurance application from employers, I-VAN organization shall send it through to the electronic transaction portal of Social Insurance Vietnam and send a written notification of confirming submission of electronic social insurance application to the electronic mail address of employers within a permitted period of 02 hours.

Chapter VI

IMPLEMENTATION

Article 26. Effect

This Decision shall come into force from May 1, 2015 to the effective date of the Government's Decree on stipulating process and procedure for participating in and dealing with social insurance benefits by using electronic social insurance transaction modality.

Article 27. Implementation

1. Social Insurance Vietnam shall be responsible for providing guidance on documentation, formality and process of electronic social insurance transactions under the provisions of laws on electronic transactions, social, health and unemployment insurance as well as other relevant laws with the aim of implementing this Decision.

2. Social Insurance Vietnam shall assume their responsibility for making an evaluation report on the result of experiment in electronic social insurance transactions and submit their proposal to the Prime Minister ahead of January 1, 2016 and concurrently forward it to the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Health and the Ministry of Finance./.
