DECISION

ON PROMULGATION OF THE PROCEDURE FOR PLANNING THE MAINTENANCE AND REPAIR OF ELECTRICAL EQUIPMENT OF ELECTRICITY TRANSMISSION SYSTEM

DIRECTOR OF ELECTRICITY REGULATORY AUTHORITY

Pursuant to the Government's Decree No. 95/2012/NĐ-CP dated November 12, 2012, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Prime Minister’s Decision No. 153/2008/QĐ-TTg dated November 28, 2008 defining the functions, tasks, powers and organizational structure of Electricity Regulatory Authority, which is affiliated to the Ministry of Industry and Trade;

Pursuant to the Circular No. 12/2010/TT-BCT dated April 15, 2010 of the Ministry of Industry and Trade on electricity transmission system

At the request of the Manager of the Department of Demand - Supply Balance Supervision and Planning,

DECIDES:

Article 1. Promulgating together with this Decision the Procedure for planning the maintenance and repair of electrical equipment of electricity transmission system, providing guidance on the implementation of the Circular No. 12/2010/TT-BCT dated April 15, 2010 of the Ministry of Industry and Trade on electricity transmission system.

Article 2. This Decision takes effect from the day on which it is signed.

Article 3. The Chief of the Office, managers of departments of Electricity Regulatory Authority, the Director of EVN, Directors of electricity supply units and relevant units are responsible for the implementation of this Decision./.

PROCEDURE

PLANNING THE MAINTENANCE AND REPAIR OF ELECTRICAL EQUIPMENT IN THE ELECTRICITY TRANSMISSION SYSTEM
(Promulgated together with the Decision No.
08/QĐ-ĐTĐL dated March 14, 2013 of the Director of Electricity Regulatory Authority)

Chapter I

GENERAL PROVISIONS

Article 1. Scope of regulation

This Procedure deals with the procedure for planning the maintenance and repair of electrical equipment of the electrical grids and power plants in the electricity transmission system.

Article 2. Subjects of application

1.  Transmission network operator (National Power Transmission Corporation).

2.  Electricity system and market operator (National Load Dispatch Center).

3.  Electricity distributors (Power Corporations).

4.  Generating units.

5.  Clients using electricity directly from the transmission grid (hereinafter referred to as direct users).

6.  EVN.

Article 3. Interpretation of terms

1.     Maintenance and repair are major, medium and minor maintenance and repairs of equipment, including industrial cleaning, periodic testing of equipment, etc. where power supply to the workpiece must be cut completely, partly, or not at all (live-line working)

2.     Competent load dispatch center (CLDC) is the load dispatch center that is authorized to control and dispatch the electricity systems under their management, including the national electricity system, regional electricity systems, and distribution systems.

3.     Assessment of system security means assessment of the stability and safety of electricity supply according to the balance of available energy and capacity of the system and the estimated load of the system, with due account taken of the requirements of electricity system and compulsory spare capacity for a certain period of time.

4.     Short-term assessment of system security means assessment of electricity system security that is carried out every day for every hour of the next 14 days from the assessment date.

5.     Midterm assessment of system security includes annual assessment of electricity system security for the next 02 years, quarterly assessment of electricity system security for the next 12 months, and weekly assessment of electricity system security for the next 08 weeks from the assessment date.

6.     Registration of maintenance or repair means the request of maintenance or repair of the equipment made by a generating unit, transmission network operator, electricity distributor, or direct user, which is sent to a CLDC.

7.     Generating units are electricity supply units that own power plants connected to the transmission grid or power plants the installed capacity of which are above 30 MW and connected to the distribution grid.

8.     Year Y is the current year.

9.     Day D is the current day.

10.  Registration sheet is the sheet used for registration of removal of equipment for maintenance or repair made by a generating unit, transmission network operator, electricity distributor, or direct user, which is sent to a CLDC.

11.  Month M is the current month.

12.  Week W is the current week.

Article 4. General regulations on making maintenance and repair plans

1.  The plans for maintenance and repair of components of electrical grids and power plants are made for the next 02 years, the next 12 months, 01 next month, 01 week, and 01 next day.

2.  The plans for maintenance or repair of equipment of electrical grids and power plants is based on the schedules for operation and the plans for maintenance and repair of equipment of electrical grids and power plants of the transmission network operators, generating units, electricity distributors, and direct users, and must be balanced in the whole the national electricity system as follows:

a) Ensure the safe, stable, reliable, and economic operation of the whole system;

b) Balance the generating capacity and load, maintain sufficient spare capacity, energy, and ancillary services necessary for assurance of security of electricity supply of the whole system;

c) Optimize the combination of maintenance and repair of electrical equipment and fulfillment of requirements for irrigation, flood prevention, and supply of primary fuel for generation;

d) Short-term plans for maintenance and repair must be made based on a long-term plan for maintenance and repair;

dd) Spare capacity and energy must be as high as possible during peak hours. Maintenance and repair should be scheduled for the days with low load profiles or off-peak hours;

e) Avoid suspension and reduction of electricity supply of the electricity system; avoid carrying out maintenance and repair during special political or cultural events.

3.  Article 4. General regulations on maintenance and repair planning

a) Electricity system and market operator (ESMO) shall make plans for maintenance and repair of equipment of the electrical grids and power plants in the electricity transmission system, including plans for maintenance and repair the transmission grid and the power plants connected to the transmission grid, the power plants the installed capacity of which is over 30 MW that are connected to the distribution grid in order to serve the planning of electricity transmission system operation in accordance with Appendix 10 of this Procedure.

b) The transmission network operator, generating units, electricity distributors, and direct users must comply with the guidance and the plans for maintenance and repair of equipment of electrical grids and power plants made by ESMO.

b) ESMO must assess the impact of the plans for maintenance and repair of equipment of electrical grids and power plants registered by the transmission network operator, generating units, electricity distributors, and direct users on the security of electricity supply in accordance with the Procedure for assessment of midterm and short-term assessments of electricity system security.

Article 5. Order of removing equipment for maintenance and repair

When considering removing equipment to maintain or repair, CLDC must follow the following order:

1. Remove the equipment of the power plant that has higher priority.

2. Remove the equipment of the power plants in order to minimize the expenditure on electricity purchase of the whole system.

3. If more than one request for removal of equipment for maintenance or repair are made, which have the same effect on the generating prices incurred by end users, the request that is made first will be favored.

Article 6. Refusal of request for removal of equipment for maintenance and repair

1.  While making the plan for maintenance and repair of equipment of electrical grids and power plants, CLDC is entitled to refuse any request for removal of equipment for maintenance and repair that leads to a violation of the requirements for security electricity supply, and shall provide explanation for such refusal.

2.  Before refusing the request for removal of equipment, CLDC must follow the order of priority for removing equipment for maintenance and repair as prescribed in Article 5 of this Procedure.

3.  Pursuant to the order of priority mentioned in Article 5 of this Procedure, CLDC is entitled to refuse any request for removal of equipment for maintenance and repair until the security of electricity supply is ensured.

Article 7. Cases in which the plans for maintenance and repair are changed

1. Plans for maintenance and repair shall be changed at the request of the transmission network operator, generating units, electricity distributors, and direct users in the following cases:

a)  The maintenance or repair of equipment of the electrical grid and power plants may threaten the safety of the equipment operation or violates the technical standards of related equipment.

b)  An accident happens to the electricity system that makes the planned maintenance or repair impossible. In this case, the maintenance or repair of damaged equipment may be combined with the approved plan for maintenance or repair;

c)   Unexpected events occur and affect the operation plan (unexpected hydrographical developments, accidents, or changes to the plan for maintenance and repair of fuel supply systems, etc.);

d)  The plan for maintenance and repair of equipment of electrical grids and power plants is not possible due to force majeure events.

2. Article 7. Cases in which the plans for maintenance and repair are changed at the request of CLDC to ensure the electricity system security when:

a)  There are the risk of deficiency in electricity supply security;

b)  The removal of equipment for maintenance or repair violates the regulations on electricity supply security.

Article 8. Procedure for adjusting maintenance and repair plans

1. Adjusting maintenance and repair plans in the cases mentioned in Clause 1 Article 7 of this Procedure:

a) The transmission network operator, generating units, electricity distributors, and direct users must provide explanation for the adjustments and apply for another registration of the maintenance and repair plan with CLDC;

b) CLDC shall consider the accountability of units and adjust the maintenance and repair plan to the new registration;

c) If the explanation for the adjustments is not satisfactory, CLDC is entitled to request the units to implement the approved plan.

2. Adjusting maintenance and repair plans in the cases mentioned in Clause 2 Article 7 of this Procedure:

a) According to the assessment of electricity system security, CLDC shall notify and explain the refusal of the maintenance and repair plan;

b) The units affected by such refusal are entitled to suggest adjustments to the maintenance and repair plan to CLDC within 07 days;

c) The units affected shall apply for another registration of the maintenance and repair plan with CLDC at least 48 hours before the removal of equipment, including planned and unplanned repairs;

b) When requirements for system security are satisfied, CLDC must cooperate with units to approve the adjusted maintenance and repair plan.

Article 9. Registration of removal of equipment for maintenance and repair

1. Before equipment is removed for maintenance and repair, the transmission network operator, generating units, electricity distributors and direct users must submit the application for registration of maintenance and repair plan and the registration sheet to CLDC.

2. The removal of equipment for maintenance and repair is classified as follows:

a) Registration of planned maintenance and repair is registration of removal of equipment for maintenance or repair according to a maintenance and repair plan made by ESMO;

b) Registration of unplanned maintenance and repair is registration of removal of equipment for maintenance or repair without following a maintenance and repair plan made by ESMO;

c) Registration of unscheduled maintenance and repair is registration of removal of operating equipment that is likely to breakdown for maintenance or repair.

3. The registration sheet provided in Appendix 9 of this Procedure must contain the following information:

a)  Names of the equipment being removed for maintenance and repair;

b)  Reasons for such removal;

c)  Primary tasks;

d)  Intended beginning and finishing time of the maintenance or repair;

dd) Intended time of removal and reinstallation of equipment;

e)  Other necessary information.

Chapter II

PROCEDURE FOR PLANNING MAINTENANCE AND REPAIR OF POWER PLANTS

SECTION 1. ANNUAL PLANS FOR MAINTENANCE AND REPAIR OF POWER PLANTS

Article 10. Contents of registration of annual plans for maintenance and repair of power plants

The registration of the annual plan for maintenance and repair of power plants provided in Appendix 1 to this Procedure must contain the information below:

1.  Names of the generating stations that need maintaining or repairing.

2.  Reasons for maintenance or repair.

3.  Primary tasks.

4.  Intended beginning and finishing time of the maintenance or repair;

5.  Other requirements related to the maintenance or repair.

Article 11. Procedure registering annual plans for maintenance and repair of power plants

1.  Every year by July 15 (year Y), the generating units shall send a registration of maintenance and repair of power plant for the next 02 years (years Y+1 and Y+2) and orientation of maintenance and repair for the next 03 years (Y + 3, Y + 4 and Y + 5) to CLDC.

2.  After the annual plan for maintenance and repair of power plants is sent, the generating unit shall contact CLDC to confirm the registration.

Article 12. Procedure for settlement and announcement of annual plans for maintenance and repair of power plants of the whole system

1.  After the registration of the annual plan for maintenance and repair of power plants made by the generating unit is received, CLDC shall prepare a database for midterm assessment of electricity system security.

2.  If the maintenance or repair of any generating station affects the system security, CLDC must cooperate with the generating unit that has such generating station in making necessary adjustments under the regulations mentioned in Articles 4 to 8 of this Procedure.

3.  Every year by August 05, based on the result of midterm assessment of electricity system security, CLDC shall make an annual plan for maintenance and repair of power plants of the whole system in accordance with Article 4 of this Procedure in order to minimize the impact on electricity supply security of the whole system, then submit it to EVN for approval.

4.  Every year by August 15, EVN shall approve the annual plan for maintenance and repair of power plants of the whole system.

5.  Every year by August 20, CLDC shall send the annual plan for maintenance and repair of power plants, which has been approved, to the generating units (the form in Appendix 2 of this Procedure).

SECTION 2. MONTHLY PLANS FOR MAINTENANCE AND REPAIR OF POWER PLANTS

Article 13. Contents of registration of monthly plans for maintenance and repair of power plants

The registration of the plan for maintenance and repair of power plants for the next month and intended adjustments to the maintenance and repair plan (if any) for the remaining months of the year provided in Appendix 3 to this Procedure must contain the information below:

1.  Names of the generating stations that need maintaining or repairing.

2.  Reasons for maintenance or repair.

3.  Primary tasks.

4.  Intended beginning and finishing time of the maintenance or repair;

5.  Other requirements related to the maintenance or repair.

Article 14. Registration of monthly plans for maintenance and repair of power plants

1. By the 15th every month, based on the annual plan for maintenance and repair of power plants that has been approved, the requirements for maintenance and repair, and necessary adjustments, the generating units shall send CLDC:

a) A registration of the plan for maintenance and repair of power plants for the next month and intended adjustments to the maintenance and repair plan (if any) for the remaining months of the year (the form in Appendix 3 to this Procedure);

b) A registration sheet for the next month (Appendix 9 to this Procedure).

2. The generating unit shall contact CLDC to confirm the registration.

Article 15. Procedure for settlement and announcement of monthly plans for maintenance and repair of power plants

1.  After the registration of the monthly plan for maintenance and repair of power plants made by the generating unit is received, CLDC shall prepare a database for midterm assessment of electricity system security.

2.  If the maintenance or repair of any generating station affect the system security, CLDC must cooperate with the generating unit in making necessary adjustments under the regulations mentioned in Articles 4 to 8 of this Procedure.

3.  According to the result of midterm assessment of electricity system security, CLDC shall make a monthly plan for maintenance and repair of power plants of the whole system in accordance with Article 4 of this Procedure in order to minimize the impact on electricity supply security of the whole system.

4.  Before 07 last working days of the month, CLDC must send the generating units:

a) The plan for maintenance and repair of power plants for the next month and intended adjustments to the maintenance and repair plan (if any) for the remaining months of the year that has been settled (the form in Appendix 4 to this Procedure);

b) The registration sheet for the next month that has been settled (the form in Appendix 9 to this Procedure).

5.  Generating units are responsible for implementing the monthly plan for maintenance and repair of power plants according to the registration sheet settled by CLDC. Where the plan cannot be implemented, the generating unit must notify CLDC within 02 working days after receiving the registration sheet approved by CLDC.

SECTION 3. WEEKLY AND DAILY PLANS FOR MAINTENANCE AND REPAIR OF POWER PLANTS

Article 16. Planned maintenance and repair

If the plan for maintenance and repair of power plants made by the generating unit for the next two week is not changed, the generating unit shall carry out the maintenance and repair according to the approved plan without submitting a registration of maintenance and repair plan and registration sheet to CLDC.

Article 17. Procedure for adjusting the maintenance and repair plan at the request of the generating unit

Where the plan for maintenance and repair of power plants made by the generating unit for the next two week is changed in comparison to the approved plan:

1. By 3.00 pm of Tuesday of week W, the generating unit shall send the registration sheet for the next 02 weeks (weeks W+1 and W+2) to CLDC using the form in Appendix 9 of this procedure, which provides explanation for the adjustments.

After the registration sheet is sent, the generating unit shall contact CLDC to confirm the registration and reach an agreement on the adjustments to the maintenance and repair plan.

If the explanation for the adjustments is not satisfactory, CLDC is entitled to request the implementation of the approved plan.

2. After receiving the registration sheet from the generating unit, CLDC shall prepare a database and carry out a short-term assessment of electricity system security.

3. According to the short-term assessment of electricity system security, CLDC shall consider the requests for adjustments to the maintenance and repair plan made by generating units in accordance with Articles from 4 to 8 of this Procedure in order to minimize the impact on electricity supply security of the whole system.

4. By 3.00 pm of Thursday of week W, CLDC shall send the adjusted registration sheet for the next 02 weeks that has been settled to the generating unit (the form in Appendix 9 to this Procedure).

Article 18. Procedure for adjusting the maintenance and repair plan at the request of CLDC

Based on the result of the short-term assessment of electricity system security, if the maintenance and repair of power plants cannot be carried out according to the approved plan as prescribed in Article 4 of this Procedure due to the occurrence of threats to electricity system security, then:

1.  CLDC shall notify the generating unit of the reasons for adjustments and the suggested adjustments to the maintenance and repair plan (using the form in Appendix 5 of this Procedure) within 07 working days according the regulations in Articles from 4 to 8 of this Procedure.

2.  After reaching a consensus on the adjustments to the maintenance and repair plan as prescribed in Article 7 and Article 8 of this Procedure, the generating unit shall send the registration sheet that is adjusted to the new maintenance and repair plan to CLDC (the form in Appendix 9 to this Procedure), and contact CLDC to confirm the registration.

3.  By 3.00 pm of Thursday of week W, CLDC shall send the adjusted registration sheet for the next 02 weeks (W+1 and W+2) that has been settled to the generating unit (the form in Appendix 9 to this Procedure), then send a report to EVN and Electricity Regulatory Authority on the reasons for such adjustments.

Article 19. Unscheduled maintenance and repair

If the registration of unscheduled maintenance and repair cannot be applied on schedule as prescribed in Clause 1 Article 17 of this Procedure, the generating unit shall directly contact CLDC to schedule the maintenance and repair for suitable time.

Article 20. Change of finishing time of maintenance and repair

1. Where the maintenance and repair can be finished sooner than the approved plan, the generating unit shall send a written notification of such change to CLDC right after the intended finishing time of the maintenance and repair is determined, then contact CLDC to confirm the notification.

2. Where the maintenance and repair is likely to be finished later than the approved plan:

a) The generating unit shall send a registration sheet (the form in Appendix 9 to this Procedure) right after the intended finishing time of the maintenance and repair, then contact CLDC to confirm the registration and reach an agreement on the change to the maintenance and repair plan.

b) The time to notify changes:

- 48 hours before the maintenance and repair is finished if the registered period is longer than 06 days;

- 24 hours before the maintenance and repair is finished if the registered period is from 04 to 06 days;

- 10 hours before the maintenance and repair is finisued if the registered period is shorter than 04 days;

- Right after the occurrence of the causes for the extension if the maintenance and repair is intended to be done within the day.

Chapter III

PROCEDURE FOR PLANNING MAINTENANCE AND REPAIR OF ELECTRICAL GRIDS

Article 21. Responsibilities of units

1. The transmission network operator, generating units, electricity distributors, and direct users shall register the plans for maintenance and repair of the electrical grids under their management with CLDC.

2. CLDC shall make plans for maintenance and repair plan of the electrical grid of the whole system based on the plans for maintenance and repair of electrical grids registered by the transmission network operator, generating units, electricity distributors, and direct users, the submit such plan to EVN for approval.

Article 22. Contents of registration of plan for maintenance and repair of equipment of electrical grids

The registration of the annual, monthly and weekly plans for maintenance and repair of electrical grids provided in Appendix 6 to this Procedure must contain the information below:

1.  Names of the equipment to be maintained or repaired.

2.  Reasons for maintenance or repair.

3.  Primary tasks.

4.  Intended beginning and finishing time of the maintenance or repair;

5.  Other requirements related to the maintenance or repair.

SECTION 1. ANNUAL PLANS FOR MAINTENANCE AND REPAIR OF ELECTRICAL GRIDS

Article 23. Registration of annual plans for maintenance and repair of electrical grids

1. By the 15th of July of year Y, the transmission network operator, generating units, electricity distributors, and direct users shall register the plans for maintenance and repair of the electrical grids under their management in the next year (Y+1) and the orientation of the succeeding year (Y+2) with corresponding CLDCs.

2. After the registration of maintenance and repair plan is sent, the transmission network operator, generating units, electricity distributors, and direct users shall contact CLDC to confirm the registration.

Article 24. Procedure for settlement and announcement of annual plans for maintenance and repair of electrical grids of the whole system

1. After receiving the registrations of annual plan for maintenance and repair of electrical grids sent by the transmission network operators, generating units, electricity distributors, and direct users, CLDC shall prepare a database to serve midterm assessment of system security.

2. Where a registration of maintenance and repair of electrical grids is likely to cause a deficiency in electricity system security, CLDC must cooperate with the transmission network operator, generating units, electricity distributors, and direct users in making necessary adjustments under the regulations mentioned in Articles 4 to 8 of this Procedure.

3. Every year by August 05, based on the result of midterm assessment of electricity system security, ESMO shall make an annual plan for maintenance and repair of electrical grids of the whole system in accordance with Article 4 of this Procedure in order to minimize the impact on electricity supply security of the whole system, then submit it to EVN.

4. Every year by August 15, EVN shall approve the annual plan for maintenance and repair of electrical grids of the whole system.

5. Every year by August 20, CLDC shall send the plan for maintenance and repair of electrical grids in the next year (Y+1) and orientation of the succeeding year (Y+2), which has been approved, to the transmission network operator, generating units, electricity distributors, and direct users (the form in Appendix 7 to this Procedure).

SECTION 2. MONTHLY PLANS FOR MAINTENANCE AND REPAIR OF ELECTRICAL GRIDS

Article 25. Registration of monthly plans for maintenance and repair of electrical grids

1. By the 15th every month (month M), based on the annual plan for maintenance and repair of electrical grids that has been approved, the transmission network operator, generating units, electricity distributors, and direct users shall send CLDC:

a) A registration of the plan for maintenance and repair of electrical grids in the next month (month M+1) and intended adjustments to the maintenance and repair plan (if any) for the remaining months of the year (the form in Appendix 6 to this Procedure);

b) A registration sheet for the next month (M+1) under the form in Appendix 9 to this Procedure.

2. The transmission network operator, generating units, electricity distributors, and direct users shall contact CLDC to confirm the registration.

Article 26. Procedure for settlement and announcement of monthly plans for maintenance and repair of electrical grids

1. After receiving the registrations of annual plan for maintenance and repair of electrical grids sent by the transmission network operator, generating units, electricity distributors, and direct users, CLDCs shall prepare a database to serve midterm assessment of system security.

2. Where a registration of maintenance and repair of electrical grids affects the electricity system security, CLDC must cooperate with the transmission network operator, generating units, electricity distributors, and direct users in making necessary adjustments under the regulations mentioned in Articles 4 to 8 of this Procedure.

3. According to the result of midterm assessment of electricity system security, CLDC shall make a monthly plan for maintenance and repair of electrical grids of the whole system in accordance with Article 4 of this Procedure in order to minimize the impact on electricity supply security of the whole system.

4. Before the last 07 working days of the month, CLDC shall send the transmission network operator, generating units, electricity distributors, and direct users:

a) The plan for maintenance and repair of electrical grids in the next monthand intended adjustments to the maintenance and repair plan (if any) for the remaining months of the year (the form in Appendix 7 to this Procedure);

b) The registration sheet for the next month that has been approved (the form in Appendix 9 to this Procedure).

SECTION 3. WEEKLY AND DAILY PLANS FOR MAINTENANCE AND REPAIR OF ELECTRICAL GRIDS

Article 27. Planned maintenance and repair

Where the plan for maintenance and repair of electrical grids for the next 02 weeks made by the transmission network operator, generating unit, electricity distributor, or direct user is not changed in comparison to the approved plan, the transmission network operator, generating unit, electricity distributors or direct user shall implement the approved maintenance and repair plan without being required to send a registration of maintenance and repair plan and a registration sheet to CLDC.

Article 28. Adjustments to maintenance and repair plans changed at the request of the transmission network operator, generating units, electricity distributors, and direct users

Where the plan for maintenance and repair of electrical grids for the next 02 weeks made by the transmission network operator, generating unit, electricity distributor, or direct user is changed in comparison to the approved plan:

1. By 3.00 pm of Tuesday of week W, the transmission network operator, generating unit, electricity distributor, or direct user shall send registration sheet for the next 02 weeks (W+1 and W+2) to CLDC and provide explanation for the adjustments (the form in Appendix 9 to this Procedure).

After the registration sheet is sent, the transmission network operator, generating unit, electricity distributor, or direct user shall contact CLDC to confirm the registration and reach an agreement on the adjustments to the maintenance and repair plan.

If the explanation for the adjustment is not satisfactory, CLDC is entitled to request implementation of the approved plan.

2. After receiving the registration sheet from the transmission network operator, generating unit, electricity distributor, or direct user, CLDC shall prepare the database and carry out a short-termassessment of system security.

3. According to result of short-term assessment of system security, CLDC shall consider the adjustments to the maintenance and repair plan requested by the transmission network operator, generating unit, electricity distributor, or direct user in accordance with Articles from 4 to 8 of this Procedure in order to minimize the impact on electricity supply security of the whole system.

4. By 3.00 pm of Thursday of week W, CLDC shall send the adjusted registration sheet for the next 02 weeks that has been settled to the transmission network operator, generating unit, electricity distributor, or direct user (the form in Appendix 9 to this Procedure).

Article 29. Adjustments to maintenance and repair plans at the request of CLDC

Based on the result of the short-term assessment of electricity system security, if the maintenance and repair of electrical grids cannot be carried out according to the approved plan as prescribed in Article 4 of this Procedure due to the occurrence of threats to electricity system security, then:

1. CLDC shall notify the transmission network operator, generating unit, electricity distributor, or direct user of the reasons for adjustments and the suggested adjustments to the maintenance and repair plan (using the form in Appendix 8 of this Procedure) within 05 working days according the regulations in Articles from 4 to 8 of this Procedure.

2. After reaching a consensus on the adjusments to the maintenance and repair plan as prescribed in Article 7 and Article 8 of this Procedure, the transmission network operator, generating unit, electricity distributor or direct user shall send the registration sheet for electrical grid operation according to the adjusted maintenance and repair plan to CLDC (the form in Appendix 9 to this Procedure), then contact CLDC to confirm the registration.

3. By 3.00 pm of Thursday of week W, CLDC shall send the adjusted registration sheet for the next 02 weeks (W+1 and W+2) that has been settled to the transmission network operator, generating unit, electricity distributor, or direct user (the form in Appendix 9 to this Procedure), then send a report to EVN and Electricity Regulatory Authority on the reasons for adjustments.

Article 30. Unscheduled maintenance and repair

If the registration of maintenance and repair cannot be applied on schedule as prescribed in Clause 1 Article 29 of this Procedure, the transmission network operator, generating unit, electricity distributor, or direct user shall directly contact CLDC to schedule the maintenance and repair for suitable time.

Article 31. Change of finishing time of maintenance and repair

1. Where the maintenance and repair can be finished sooner than the approved plan, the transmission network operator, generating unit, electricity distributor, or direct user shall send a written notification of such change to CLDC right after the intended finishing time of the maintenance and repair is determined, then contact CLDC to confirm the notification.

2. Where the maintenance and repair is likely to be finished later than the approved schedule:

a) The transmission network operator, generating unit, electricity distributor, and direct user shall send the adjusted registration sheet to CLDC (the form in Appendix 9 to this Procedure) right after the intended time to finish the maintenance and repair is determined, then contact CLDC to confirm the registration and reach an agreement on the maintenance and repair plan.

b) The time to send the registration sheet:

- 48 hours before the maintenance and repair is finished if the registered period is longer than 06 days;

- 24 hours before the maintenance and repair is finished if the registered period is from 04 to 06 days;

- 10 hours before the maintenance and repair is finished if the registered period is from 02 to 03 days;

- Right after the occurence of the causes for the extension if the maintenance and repair is intended to be done within the day./.
