DECISION

APPROVING THE COMPREHENSIVE MASTERPLAN OF FISHERIES SECTOR BY 2010 AND ITS ORIENTATION BY 2020

THE PRIME MINISTER

Pursuant to Law on Organization of the Government dated December 25th 2001;
Determining request of MOFI at its submission paper 903/TTr-BTS dated 26 April 2005 and submission paper 2814/TTr-BTS dated 29 November 2005, and appraisal comments of MPI at official letter 5319/BKH-TD&GSDT dated 9 August 2005,

HAS DECIDED:

Article 1. Approve the comprehensive masterplan of fisheries sector development by 2010 and its orientation by 2020 with the major contents as follows:

I. DEVELOPMENT VIEWPOINT

1. Develop the fisheries sector to be a big commodities production sector with high productivity, quality and competitiveness, diversified product structures, meeting the daily increasingly consumption demand in country; at the same time, boost the export, maintaining the highly value export revenue sector with significant GDP proportion in the agriculture, forestry and fisheries in the coming years.

2. Develop the fisheries sector rapidly and sustainably on the basis of good use and exploitation of land, water bodies potentials, foster the industrialization and modernization; apply the production science and technological advancement; continuously transfer the production and production occupation structures with rational structure between capture fisheries and aquaculture in relation to processing, consuming of productions and eco-environmental protection.

II. ORIENTATION BY 2020

1. Continuously promote the potential advantages on the basis of industrialization, modernization and development of concentrated production areas in relation to the development of processing industry and fisheries services, establish the major fisheries centers in focal coastal areas and southern delta.

2. Diversify the processed fish products, at the same time, develop the production of major product types that bear the characteristics of Vietnamese fish products, with high value and competitiveness to dominate the exporting markets, maintain to be high export value sector.

3. In parallel with the rational offshore fishing and stable coastal fishing development, strongly development of aquaculture, diversify the aquaculture approaches and farmed species especially in marine aquaculture in order to exploit the huge potential, create jobs for coastal rural workers with stable income, making contribution to the fisheries resources protection and sustainable coastal eco-environment protection, at the same time, provide major materials for export.

III. OBJECTIVE BY 2010

1. Overall objective

Establish the fisheries sector to be a big commodities production sector with high competitiveness and high export revenue, be capable of self-investment and development, contribute significantly to the socio-economic development of the country, especially in the coastal and island areas.

2. Specific objectives:

a. Growth targets during the period of 2006-2010:

- Increased productivity with the average speed of 3.8%/year.

- Increased fisheries export revenue value with the average speed of 10.63%/year.

- Fish workers with the average increase of 3%/year.

b. Total fisheries productivity by 2010 reaches 3.5-4 millions tons, including:

- Aquaculture productivity: 2 millions tons

- Capture fisheyes productivity: 1.5-1.8 millions tons

 - Inland capture fisheries productivity: 0.2 million tons

c. Export revenue value by 2010 reaches $ 4 billions.

d. Fish workers by 2010 reaches 4.7 millions workers.

IV. MAJOR DUTIES

1. Fishing operations

a. The fishing productivity by 2010 will be 1.5 – 1.8 millions tons (Tonkin Gulf: 0.27 million ton, central coastal areas: 0.37 million ton, southeastern areas: 0.71 million ton, southwestern areas: 0.2 million ton, the central East Sea, ocean pelagic and fishing cooperation in international water: 0.25 million ton).

b. Number of fishing vessels by 2010 will be 50,000 vessels, including:

- Fishing vessels with horsepower capacity of more than 75 CV: 6,000 vessels

- Fishing vessels with horsepower capacity of 46-75CV: 14,000 vessels

- Fishing vessels with horsepower capacity of 21-45CV: 20,000 vessels

- Fishing vessels with horsepower capacity of less than 20 CV: 10,000 vessels

c. Fish workers will reach the stable number of 0.5 million people.

2. Aquaculture

a. The aquaculture productivity by 2010 will reach 2 millions tons. Including: fresh aquaculture: 0.98 million ton, brackish and marine aquaculture: 1.02 million ton (marine aquaculture reaches 0.2 million ton).

b. Quota of areas for aquaculture will be 1.1- 1.4. million ha. Including: fresh aquaculture areas: 0.5 – 0.6 million ha, brackish and marine aquaculture areas: 0.6-0.8 million ha.

3. Fish processing and export

a. Integrated upgrade the infrastructure, renew the technology and facilities of current fish processing units, the refrigerating capacity is improved to reach 3,500 – 4,000 tons/day by 2010.

b. By 2010, the fish processing units (applied industrial methods) will meet the sector standard requirements in terms of fish hygiene and safety and veterinary conditions; promote to apply the quality control system in harmonization with international standards in the qualified enterprises.

c. Diversify the processed fish products, increase the export proportion of value-added and fresh products. By 2010, processed fish products for export will reach 891,000 tons with the export revenue value of $ 4 billions.

4. Development according to economic – ecological areas

a. The Red River delta: the fresh and brackish aquaculture will be focally developed. Especially in the low rice fields, channels, bays with the main species such as tilapia, shrimps at any kinds, grouper, grouper family species, sea perch, blue mussels, pearl oyster…; rapidly transfer the occupation structure in rational manner for more effective exploitation of focal fishing grounds and common fishing zone according to the Agreement on Fisheries cooperation in Tonkin Gulf; improve the current processing plants; establish coastal fisheries logistic service centers.

b. In central northern areas and coastal central areas: brackish and marine aquaculture will be developed, especially promote the marine aquaculture potential, focus on farming of species such as shrimps at any kinds, blood cockle, abalone, pearl oyster, grouper, red snapper…; establish the concentrated hatcheries; strengthen the investment for offshore fishing development; improve the current fish processing plants and develop some more plants; establish the coastal fisheries logistic service centers.

c. Southeastern areas: fresh farming reservoirs and marine aquaculture will be developed, some main species such as grouper, tilapia, shrimps at any kinds; invest in development of offshore fishing fleets; improve the current processing plants; establish the coastal fisheries logistic service centers.

d. Mekong delta: aquaculture in all waters will be developed, especially the farming of shrimp, catfish, blood cockle, Venus, and some marine fish species; improve and upgrade the current offshore fishing fleets; improve the current processing plants and develop some more plants; establish the coastal and inland fisheries logistic service centers.

e. Northern plains areas and Central Highlands: fresh aquaculture and especially the fish reservoirs will be developed, VAC (garden-pond-stables model of Vietnam) will be developed with the main species such tilapia, giant prawn, grass carp to serve the on-the-spot consumption demand.

V. MAIN SOLUTIONS

1. Policy to mobilize capital and promote the economic sectors to take part in production.

- The State shall issue policies to promote all economic sectors to take part in the capital investment and technology for trading and production development in all areas of the sector; policies on the preferential loan given to needy areas such as sandy beach, archipelagoes, northern plains and Central Highlands; give preferential treatment for the enterprises to invest in the infrastructure and fisheries services in the archipelagoes in order to attract the investment capital to promote the local potentials, develop the fisheries services and trading and production.

- In line with giving loans to the enterprises as regulated, promote the trade banks – by proper methods - to directly invest in the establishment of fisheries development infrastructure according to the masterplan.

- Continuously boost the establishment and accomplishment of the production relation in the fisheries sector in the orientation of multi-sector economic development, including: promote the development of farm economic models, cooperatives, fishing, aquaculture, processing and logistic service groups in order to gather the capital, create the big commodities and services, improve the competitiveness; improve some State-run enterprises to play a key role in the services and new technology; develop the private capital economies in all fisheries areas; facilitate the establishment of foreign-invested enterprises to attract the capital, high technology and expand the consumption markets.

2. Focus on establishment and accomplishment of fisheries infrastructure

- Gather the capital for investment of big fisheries centers in some coastal and southern plains where there is an advantage geographical conditions, fisheries communities; at the same time, develop the fisheries places with proper scale in the coastal, delta and mountainous areas and Central Highlands.

- Continuously invest in the establishment of infrastructure, especially the accomplishment of the water supply and drainage system served the aquaculture purposes, creating the focal production areas to apply the advanced technology, creating the huge and stable commodities and protecting the eco-environment.

3. Continuously transfer the occupation structures in relation to production re-structure

- In terms of capture fisheries: the coastal fishing structure is rapidly transferred to the more stable fishing activities, fisheries resources protection, transfer from coastal to offshore fishing, aquaculture or services, tourism activities. Strictly control the building of new vessels and granting of fishing license to gradually reduce the small scale coastal fishing vessels; at the same time, maintain and improve the large offshore fishing vessels. Develop the collective economic organization models in the capture fisheries, organize the fishing fleets according to the fishery activities more effectively and help each other in the production and consumption of products.

- In terms of aquaculture: strongly develop aquaculture in all waters, focusing on the marine aquaculture in the coastal areas in relation to the community-based management models; establish the collective economic organization models, ensure to create jobs for fishers who have just transferred their job and protect the fisheries resources. Establish the concentrated industrial aquaculture areas with huge commodities, apply advanced technology, improve the productivity, ensure the food hygiene and safety, environmental protection and provide main materials for export.

- In terms of services and processing: establish the big fisheries center in relation to the establishment of high techno processing industrial parks to attract  huge fish materials, in order to create the high quality products, improve the value for all kinds of products, gradually set up the trade mark for the Vietnamese fish products.

4. Trade and marketing development

- Expand local market: via the diversification of quality products with reasonable price, good taste and focus on development of markets for fish production consumption in the northern mountainous and Central Highlands areas.

- In terms of export market development: promote the advantage of coastal State with the competitiveness advantage of specific products in order to produce the typical products. Strengthen the trade promotion, provide training for efficient staff working in the trade field, improve the communication capacities and market forecast in order to maintain the traditional markets, develop new markets and expand to China, Africa, Arab, and South America.

- The provinces, enterprises, VASEP will actively boost the marketing in local and external markets, establish the trademark and advertise the trademark; at the same time, apply strict measures to maintain and improve the prestige of the trademark.

- Science –technology, fisheries extension and international cooperation

- Continuously boost the research in science and technology, select and introduce the advanced technology from abroad to create a landmark for fast, effective development in line with the Vietnam’s fisheries conditions in the areas of seed production, marine aquaculture technology, effective offshore fishing, value-added processing technology; preservation of post-harvest fish materials; research on marine living resources.

- Strengthen the training for scientists, especially leading scientists to ensure the strong expertise staff who are capable of international cooperation in the science field during the integration process.

- Continuously develop the fisheries extension model, duplicate the good models in the production; implement well the policies to promote the scientist within and outside the sector to transfer the research outcome into the real production; contribute to the productive, quality and effective production.

- Take full use of the technical and financial support of international and regional organizations via the special programmes and projects, suitable with the development objective of the fisheries sector; implement well the fisheries cooperation agreements and active in international economic integration. The provinces will actively find the counterparts to attract the investment and external technology to create the resources for development. Actively search and cooperation with external countries to export the fish workers and carry out fisheries cooperation in all areas.

6. Human resources development

- Provide human resources training in all fisheries areas, establish the high expertise staff. Strengthen the short-term training methods suitable with the capacity and practices of fish workers, target all the fish workers to be trained and be able to meet the requirements of the industrialization and modernization and labor export markets.

- Continuously provide training and re-training to supplement and improve the managers, ensure that they are able to manage the sector in the development process.

VI. IMPLEMENTATION

1. MOFI shall have duties as follows:

- Direct the establishment and presence to the competent authorities to approve the materplan on fisheries development in all economic-ecological areas; chair and coordinate with Ministry of Agriculture and Rural Development and local authorities to formulate the water supply and drainage system served the aquaculture to present to the competent authorities for approval.

- Formulate and carry out the focal investment projects and programmes.

- Direct and provide guidance for the local authorities to undertake the masterplan on fisheries development throughout the country.

2. MPI, Ministry of Finance and other related sectors and Ministries shall have duties as follows:

- MPI and Ministry of Finance shall, based on the masteplan and approved investment programmes and projects, arrange the investment capital and ensure the financial policies for best implementation of masterplan.

- Related Ministries and sectors shall, based on their functions and duties, take part in and facilitate the development of fisheries.

3. People’s Committees of city’s and province under central control shall have duties as follows:

- Review and supplement the local fisheries masterplan; provide guidance for the district’s, downtown’s, cities under province’s control to formulate the specific masterplan; implement the masterplan within the local jurisdiction.

- Establish the specific investment projects and programmes and its implementation; direct the establishment and summing-up of the effective trading production models for duplication.

Article 2. This Decision shall come into force 15 days after being posted on the Official Gazette.

Article 3. Ministers, heads of ministerial-level agencies, heads of governmental agencies, chairmen of People’s Committees of cities and province’s under central control shall be responsible for implementation of this Decision.
