DECISION

ESTABLISHMENT OF THE CENTRAL STEERING COMMITTEE OF THE NATIONAL TARGET PROGRAM ON BUILDING A NEW COUNTRYSIDE DURING 2010-2020

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Decision No.800/QD-TTg dated 04 June 2010 of the Prime Minister on approval of the national target program on building a new countryside for period 2010 – 2020;
At the proposal of the Minister of Agriculture and Rural Development,

DECIDES:

Article 1. Establishment of the Central Steering Committee of the National Targeted Program on new rural development for period 2010 – 2020 (Central Steering Committee), including:

1. Chairman: The Permanent Deputy Prime Minister Nguyen Sinh Hung

2. Vice Chairmen:

- Minister for Agriculture and Rural Development Cao Duc Phat, Permanent Vice Chairman;

- Vice Minister for Agriculture and Rural Development Ho Xuan Hung;

- Deputy Chief of the Government Office Van Trong Ly.

3. Other members include leaders from Ministries and Organizations:

- Ministry of Planning and Investment;

- Ministry of Finance;

- Ministry of Labour – Invalid and Social Affairs;

- Ministry of Interior;

- Ministry of Public Health;

- Ministry of Education and Training;

- Ministry of Natural Resources and Environment;

- Ministry of Constructions;

- Ministry of Transportation;

- Ministry of Trade and Industries;

- Ministry of Culture, Sports and Tourism;

- Ministry Information and Communications;

- Ministry of Public Security;

- Committee on Ethnic Minorities;

- The State Bank of Vietnam;

- Central Committee of the Vietnam Fatherland Front;

- Central Committee of the Vietnam Farmers’ Union;

- Central Committee of Vietnam Veteran Association;

- Central Committee of Vietnam Women Union;

- Central Committee of Ho Chi Minh Communist Youth Union.

Article 2. The Central Steering Committee have following tasks:

1. Preparing 5-Year Plans and Annual Plans on targets, tasks, solutions and funds for implementing the National Targeted Program to submit to the Prime Minister for approval;

2. Steering Ministries and Government’s Organizations to release, amend and provide guidelines on related policies and mechanism on new rural development;

3. Supervising Ministries and Government’s Organizations, People Committees at provincial level to implement all contents of the national targeted program on new rural development;

4. Creating coordinating mechanism between Ministries, government’s organizations with committee and organizations of the Communist Party, Fatherland Front and other mass organizations to mobilize all the political system to undertake tasks of new rural development. At the same time, mobilize assistance from individuals and organizations both domestic and international for undertaking the national targeted program on new rural development.

Article 3.

1. The Chairman will issue operation regulation of the Committee, assign responsibilities for all members of the Steering Committee in detail.

2. Minister for Agriculture and Rural Development decides on establishment of the Program Coordinating Office for the National Targeted Program on New Rural Development for period 2010 – 2020.

Article 4. Operating costs of the Central Steering Committee of the National Targeted Program on New Rural Development will be covered by the state budget.

Article 5. This Decision takes effect on the date of its signing.

Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People's Committees and all members stipulated in Article 1 shall implement this Decision./.
