DECISION

APPROVING THE DEVELOPMENT ORIENTATIONS FOR VIETNAMESE ARCHITECTURE TILL 2020

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of December 25, 2001;
At the proposal of the Minister of Construction (Report No. 07/TTr-BXD of February 21, 2002 and Official Dispatch No. 160/BXD-VP of July 19, 2002),

DECIDES:

Article 1.- To approve the orientations for the development of Vietnamese architecture till 2020 with the following major contents:

1. On objectives

a) Overall objectives:

To raise architectural quality, create a sustainable living environment, meet the requirements of cultural and socio-economic construction and development in the cause of national industrialization and modernization, and create a firm premise for the process of forming and developing a modernized Vietnamese architecture imbued with national identity.

b) Specific objectives:

To study and establish theoretical bases of the modernity and national characteristic of Vietnamese architecture;

To propagate so as to raise the awareness of architects and the entire population about the significance, importance, orientations and tasks of developing a modern Vietnamese architecture imbued with national identity;

To preserve and promote the cultural values of traditional architecture and the national identity of our country’s architecture in the globalization trend;

To train and build a contingent of virtuous, talented and professionally capable architects; to attach importance to and focus on the training of top architects;

To formulate suitable policies on architecture practitioning so as to help architects create many high-quality architectural works, meeting material and spiritual demands of man and society, and serving the cause of national construction and defense;

To promote the role of inhabitants and communities in the development of a modern architecture imbued with national identity and the creation of a sustainable living environment;

To enhance the State management of architecture along the orientation of developing a modern architecture imbued with national identity.

2. On viewpoints

The architecture should serve and boost socio-economic development and the cause of national industrialization and modernization. The architectural development must conform to the Party�s line on the construction and development of an advanced Vietnamese culture imbued with national identity; and to the natural conditions, contributing to protecting the environmental and preserving the ecological balance; serve the people and respect the benefits of the entire society; be carried out through the selective application of scientific advances and modern technologies, and in a sustainable manner.

3. Orientations for the development of Vietnamese architecture till 2020

a) In urban areas

To develop and form an overall urban architecture on the basis of the distribution and development of a system of urban centers in line with the orientations for the overall planning of Vietnam’s urban center development till 2020, approved by the Prime Minister in Decision No. 10/1998/QD-TTg of January 23, 1998.

The overall architecture of each region and urban center must bear its own traits, suit the economic, natural, social and population conditions, scientific and technological levels, and historical and cultural traditions of the locality, and be compatible with the construction planning schemes approved by competent State agencies.

The overall architecture of each urban center must ensure the harmonious combination between renovation and construction, improving the traditional architectural environment while retaining its own identity.

In formulating urban architecture, importance must be attached to the principle of associating separate works with the overall urban architecture, ensuring the harmonious combination between the past, the present and the future. All renovation and construction activities in urban centers must comply with the regulations on the management of urban architecture and construction planning.

b) In rural areas

The architectural development in villages and communes, which is directly related to the structure of urban centers general planning must be based on detailed construction planning, participated by inhabitants and communities, and realized with attention paid to retaining architectural and natural heritages of the villages and communes, must add functions that are not yet available in combination with modernizing infrastructure. The newly-created works must comply with the regulations on the management of urban architecture and construction planning.

To formulate the overall architecture of towns and centers of communes and commune clusters on the basis of observing construction planning regulations; to encourage the development of low-rise and pitched roof buildings, which inherit the traditional architectural form, are in harmony with natural surroundings and suitable to climatic conditions of the localities.

While developing architecture in villages and communes, attention should be paid to the preservation of specific cultural traditions, customs and practices of each locality, to its compatibility with the natural and human characteristics, the inheritance of experiences in construction as well as natural calamity prevention and combat, and to the step-by-step modernization of infrastructure and development of new architectural works of good quality.

c) The development of architecture of assorted types of works

The development of architecture of assorted types of works shall observe the guiding principles of utility, beauty, ecological and economic environment protection, and satisfaction of material and spiritual demands of people and society, ensuring the national characteristic and modernity, thoroughly grasping the principle of sustainable development, creating a fine living environment for everyone, bringing into full play economic, social and environmental factors in the designing, construction and use management of works, applying scientific and technological advances, and striving to reach the international advanced level.

The architecture of dwelling houses must meet the target of improving the quality of the living environment, satisfying diversified daily-life requirements of dwellers; to strive to achieve the basic dwelling house development targets by 2020.

The architecture of public works must fully display the elements of planning, urban landscape, art and culture, and technique, reaching the region’s advanced level. The State’s key works must reach the world’s advanced level.

In industrial architecture, importance must be attached to the application of domestic and foreign technical advances to the organization of space and production, environment and management. Large-scale industrial projects must reach the world’s advanced level.

To improve the quality of typical architectural designs; to standardize the building structures; to industrialize and commercialize the supply of products for the construction market.

The architecture of underground works must be given attention in their planning, design and construction; to thoroughly grasp the principle of combining their use in both peace and war time; and to create a system of underground public spaces in combination with the surface structures.

4. Main tasks

- To enhance the research into architectural theories and criticism;

- To continue renewing the work of construction planning and formulating the specialized urban designing sector;

- To renovate designing technology, improve the quality of architectural works, so as to meet basic use requirements of the society;

- To develop architecture in parallel with the control thereof, thus ensuring the architectural and construction order during the development process;

- To preserve and promote the values of architectural heritages in the integration process and globalization trend.

5. Major policies and solutions for materializing the orientations for Vietnamese architecture development

- To improve the efficiency of State management over construction and architecture development;

- To expand the campaign to raise the awareness thereof among population communities and mobilize their participation therein;

- To enhance the role and responsibility of professional societies and socio-political organizations;

- To reorganize and rearrange the contingent of architectural researchers, critics, consultants and designers, who are concurrently architectural practitioners;

- To protect the copyright of architectural works;

- To train and develop human resource, build a contingent of virtuous and talented architects for the cause of architectural development;

- To expand, and improve the efficiency of, international cooperation;

- To build framework programs and detailed action plans up to 2005 and 2010 for the materialization of the orientations for development of Vietnamese architecture till 2020.

Article 2.-

1. The Ministry of Construction shall have to organize the materialization of the orientations for Vietnamese architecture development till 2020, and to formulate the framework program therefor.

2. The ministries, branches, local administrations of various levels, professional societies and socio-political organizations shall, within the ambit of their respective responsibilities, functions and powers, work out detailed plans for the materialization of the orientations for Vietnamese architecture development till 2020.

Article 3.- This Decision takes effect 15 days after its signing.

The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the People’s Committees of provinces and centrally-run cities shall have to implement this Decision.
