ON PROMULGATION OF VIETNAM’S STANDARDS
MINISTER OF SCIENCE AND TECHNOLOGY
Pursuant to the Government's Decree No. 22/CP dated May 22, 1993 on tasks, entitlements and organizational structure of the Ministry of Science, Technology and Environment (nor the Ministry of Science and Technology);
Pursuant to the Ordinance on goods quality dated December 24, 1999;

HAZARDOUS CHEMICALS - CODE OF PRACTICE FOR SAFETY IN PRODUCTION, COMMERCE, USE, HANDING AND TRANSPORTATION
1. Scope of application
This Standard is applicable to the establishments that produce, trade, use, preserve, and transport hazardous chemicals, including agricultural pesticides.
This Standard is not applicable to explosives and radioactive substances.

3. Interpretation of terms
The following terms are construed as follows:
3.1. Hazardous chemicals
Are the chemical that are used during the production, traded, used, preserved, transported, and discharged that could cause fire, explosion, corrosive, or are hard to decompose, poison humans, plants animals, and cause environmental pollution.
3.1.1. Explosive or flammable chemicals
Are the chemicals that can burn or explode by themselves, or can be combined with other substances to form a flammable or explosive mixture in certain temperature, humidity, and pressure.
Notes: Explosive or flammable chemicals in this Standards are classified by flash point and explosive limit in Appendix B and Appendix C.
3.1.2. Corrosive chemicals
Are the chemicals able to gradually destroy other materials such as structures, machinery, equipment, and pipelines; injure skin, cause burns to human and animals.
3.1.3. Toxic chemicals
Are the chemicals that are toxic, have negative effects on humans and organisms, directly or indirectly. Toxic chemicals can infect the body through the skin, the digestive tract, the respiratory tract, causes acute or chronic poisoning, systemic or local poisoning, cause cancer or impairment, etc.
3.2. Event of chemical hazards
Are unusual events related to explosive or flammable chemicals, toxic chemicals, corrosive chemicals, or environmental pollution.
3.3. Hazardous waste
Are the waste that contain elements or compounds that have one of the harmful effects (flammable, explosive, poisoning, corrosive, likely to cause environmental pollution, and other harmful effects), or when combined with other substances can harm the environment, animals, plants, and human health.
4. Public funds
4.1. General requirements
4.1.1. The establishments that produce, trade, use, and transport hazardous chemicals (hereinafter referred to as establishments having hazardous chemicals) must comply with this Standards and relevant regulations. The list of common hazardous chemicals is provided in Appendix A.
4.1.2. The establishment having hazardous chemicals must understand the dangerous characteristics, methods of preventing and responding to accidents caused by the chemicals; provide information about the chemicals to competent authorities in charge of management of occupational safety, direct users and the entities involved.
4.1.3. Instructions board about safety procedure must be noticeably placed at every workshop and warehouse where activities related to hazardous chemicals take place.
4.1.4. The persons working with hazardous chemicals must be trained and issued with occupational safety cards as prescribed by law. The establishment having hazardous chemicals must provide their workers with periodic training in occupational safety, occupational hygiene, and response to chemical accidents.
4.1.6. The establishment having hazardous chemicals must provide their workers with personal safety equipment that suits their works and toxicity of each type of chemicals. Workers must be provided with guidance on using and preserving such equipment. It is prohibited to use personal safety equipment that is damaged.
4.1.7 The establishment having hazardous chemicals must comply with legislation on environment protection and ensure environmental hygiene.
4.1.8. Every event of occupational accidents and chemical hazards must be promptly responded to, investigated, and reported to competent authorities as prescribed.
4.1.9. In an event of a chemical accident (fire, explosion, destruction, etc.) the person in charge of goods or the head of the establishment where the accident occurs must immediately report it to a competent authority.
Guards shall be posted and signs shall be placed to isolate the site (where chemicals leak or spill)
4.1.10. Only the person that thoroughly understand the dangers of chemicals, the response method, and is provided with adequate personal safety equipment may handle the accident.
4.1.11. When a chemical accident that is likely to have very harmful effects on the community and the environment occurs at an establishment having hazardous chemicals, an emergency response plan shall be made and implemented.
4.2. Requirements of warehouses and workshops
4.2.1. The warehouses of establishments having hazardous chemicals must be built or repaired in accordance with TCVN 2622:1995, TCVN 4604:1988 and a safe distance from the residential areas and water sources must be maintained.
The warehouse or workshop must not be situated upwind. If the establishment is built underground, adequate measures for occupational safety and occupational hygiene must be taken.
The ventilation systems in warehouses must comply with TCVN 3288:1979.
4.2.2. The warehouses and workshops where hazardous chemicals are stored must be dry and waterproof. A lighting protection system must be installed and periodically inspected as prescribed.
4.2.3. The safety and measures for ensuring safety of warehouses of hazardous chemicals must be annually checked before the rainy seasons.
4.2.4. Dangerous chemicals have to be stored in the warehouse. Dangerous chemicals in the warehouse must be arranged by their properties. Chemicals that can react to each other or the fire caused by which must be extinguished using different methods must not be stored in the same warehouse.
4.2.5. The signs bearing bold, red text “Inflammable”, “No smoking”, and a sign bearing the symbol of the extinguishant must be put up outside the warehouse or workshop. Such signs must be clear and placed at noticeable positions.
4.2.6. Chemicals must be so arranged in the warehouse that safety of workers and goods are ensured. In particular:
- Packaged goods must be placed on shelves or pedestals that are at least 0.5 m from the wall. Moisture-sensitive chemicals must be placed at least 0.3 m from the ground.
- Liquid chemicals in barrels, cans, and gaseous chemicals in pressure bottles must be arranged properly;
- Goods must not be placed too close to the ceiling, and the stacks must not be taller than 2 m;
- The minimum width of the primary aisle in the warehouse is 1.5 m;
- Weights of the stacks must not exceed the bearing capacity of the warehouse ground;
- Used packages and flammable materials must not be stored in the warehouse;
- The stacks, ventilation, and moisture release must be checked regularly to ensure that the chemicals at the bottom are not damaged by heavy weight.
4.3. Equipment
4.3.1.The equipment used for producing, transporting, and working with hazardous chemicals must comply with TCVN 2290: 1978.
4.3.2. When adding replacing the components such as separate instruments, pipelines, valves, locks, etc. that are used to work with households and individuals, the mechanical strength, chemical resistance, fire resistance, thermotolerance, and tightness of such components must be conformable.
4.3.3. Warning signs must be sent out before conveyors and lifts start to operate.
4.3.4. Hot surfaces of equipment and pipes that might burn workers must be covered.
4.3.5. During the operation, pressurized equipment must be conformable with Vietnam’s Standards on pressurized equipment.
4.3.6. The system for measuring and controlling equipment during the production of hazardous chemicals must undergo periodic inspection and calibration to ensure their stable operation.
4.4. Packages
4.4.1. The materials, categories, structures, and inspection of packages must be conformable with TCVN 6406: 1998.
4.4.2. The containers and packages must be tight and sturdy. Used packages must be stored separately. Used packages must be cleaned before being reused to ensure that they do not affect new chemicals or cause danger.
Covers must be marked to distinguish one chemical from the others.
4.4.3. Containers and packages of hazardous chemicals must bear labels showing adequate information as prescribed in the Regulation on goods labeling. Safety symbols are specified in Appendix E.
4.4.4. Chemical labels must be clear, legible, and not torn. If the label is lost and the chemical is not identified, an analysis shall be carried out to identify the name and primary contents of the chemical. A new label shall be put on before the chemical is sold or used.
4.5. Management
4.5.1. The establishment having hazardous chemicals in the list of goods restricted from sale must comply with current laws apart from the regulations in this Standard.
4.5.2. The establishment having hazardous chemicals must have a tight management mechanism. Only qualified persons that are appointed to manage hazardous chemicals can deliver and receive chemicals. The movement of goods must be monitored. Excess, insufficiency, or improper chemicals must be immediately reported to superior officers.
4.5.3. When delivering or receiving hazardous chemicals, the document must bear the date, full name, and signature of the deliverer, the recipient, and a certification of the establishment. Only goods with intact packages and labels that contain adequate information shall be delivered.
4.5.4. Expired or degraded chemicals must be treated. Current regulations of the Government must be strictly complied with when chemicals are destroyed.
5. Safety requirements during the production, trade, and use of hazardous chemicals
5.1. Flammable and explosive chemicals
5.1.1. The establishment having hazardous chemicals, especially flammable and explosive chemicals, must follow the technical procedure to ensure that the mixture of the air and the gas, vapor or dust of such chemicals is always beyond the flammability limits specified in Appendix B and Appendix C. Explosive or flammable chemicals must be preserved in accordance with Appendix D.
5.1.2. The establishment having explosive or flammable chemicals must apply for a registration with a local competent authorities, make and implement plan for prevention of fire, explosion, and environment protection as prescribed.
5.1.3. Regulations on safe distance, fire resistance level of the construction must be complied with when building warehouses for storing explosive or flammable chemicals. The traffic of humans and vehicles must comply with the regulations in TCVN 2622:1995.
5.1.4. The places where explosive or flammable chemicals are produced or used must have emergency exits or spare rooms. Such spare rooms must be separated from the main room by the components that can resist fire for at least 1.5 hours.
5.1.5. Apart from suitable means of fire fighting and extinguishants, suitable personal safety equipment against poisoning must also be available at the establishment having explosive or flammable chemicals.
5.1.6. Regulations on the use of fire shall be imposed where explosive or flammable chemicals are produced, used or stored. Khi cần thiết sửa chữa cơ khí, hàn điện hay hàn hơi phải có quy trình làm việc làm việc an toàn phòng cháy, nổ, có xác nhận bảo đảm của cán bộ an toàn lao động.
5.1.7. The electricity system where explosive or flammable chemicals are stored must satisfy the following requirements:
- The power tools and electrical equipment must satisfy fire safety requirement, the explosion-proof level of which must be conformable with the environment of explosive gas;
- Electric cables must not be placed in the same trench where the pipeline carrying flammable gas is placed. Such pipelines must not be used as grounding conductors;
- Circuit breakers, fuses, and outlets must be positioned outside the place where explosive or flammable chemicals are stored. Any power line must have a fuse or an equivalent protecting equipment;
- The lighting system must be able to prevent explosion and intrusion of flammable gases or dusts into the lighting devices;
- When electrical equipment on a power line is repaired or replaced, the power supply to that line must be cut and a sign saying “Do not close circuit” must be put up. Only the persons trained in electricity can do such jobs.
5.1.8. Every machinery and equipment in the area where explosive or flammable chemicals are stored must satisfy fire safety requirements. Their designs, manufacture, and operation must comply with TCVN 3255:1986.
The tools for working in the area where explosive or flammable chemicals are stored must ensure not spark is produced from friction or impact.
5.1.9. Fire safety procedures must always be followed before a flammable or explosive substance is inserted in a pipeline or equipment, or before or after a repair:
- Test the tightness and pressure (if necessary);
- Use a suitable solvent or inert gases to clean;
- Determine the maximum amount of oxygen or flammable/explosive substance that a flammable/explosive mixture cannot be created
5.1.10. The amount of flammable/explosive liquids contained in the equipment or packages must be kept below permissible limits depending on the physical and chemical properties of such liquids. Large equipment must have one-way valve and flame failure device. The flame failure device must be made of fireproof materials. The tip of the pipe that contains explosive or flammable chemicals must be placed against the opening or the bottom of the equipment. Pressurized equipment must have safety valves. Such equipment must be checked regularly.
5.1.11. Explosive or flammable chemicals must not be stored together with substances that sustain fire (such as oxygen or oxygen-release substances). The pipes that contain explosive or flammable chemicals must not be positioned together with the pipes that contain oxygen or compressed air.
5.1.12. Do not use compressed air that contains oxygen to propel explosive or flammable chemicals from one device to another. When pouring explosive or flammable chemicals from one bottle to another, both bottles must be grounded.
5.1.13. It is prohibited to place the equipment or pipes that contain explosive or flammable chemicals near heat sources. Measures for reducing heat must be taken if they are under direct sunlight (coating reflective paint or spraying water)
5.1.14. Do not heat flammable liquids over a naked flame. Only open the cover when the liquid has cooled down enough.
5.1.15. A solvent and a liquid chemical in open equipment must be mixed at a distance of at least 10 m from the fire. Only mix a solvent with a liquid chemical when the temperature of the liquid chemical is lower than the boiling point of the solvent.
5.1.16. Do not use a naked flame to produce light when finding the leaks of pipes or equipment in which explosive or flammable chemicals are contained. Use soapy water or other substances that do not cause a fire or explosion when combined with the chemicals contained in the pipe or equipment instead.
5.1.17. The use of additional substances during the production or use of explosive or flammable chemicals must satisfy the following requirements:
- The technology process is followed;
- The impact of the additional substance on the thermotolerance or flammability of the explosive or flammable chemicals is known;
- No impurities are present in the additional substances (additional substances are not contaminated).
5.1.18. All covers and duct flanges must be opened to release all industrial design when welding the equipment or pipes that used to contain explosive or flammable chemicals. It must be confirmed no flammable/explosive mixture will be created before welding.
5.1.19. When spraying paint, especially in a closed space, it is required to ensure that the mixture of paint and the air must be beyond the explosive limit and to avoid static electricity that can cause fire or explosion.
5.1.20. Occupational safety and hygiene requirements must be satisfied during the production and use of explosive or flammable chemicals. Water must be drained to avoid accumulation of explosive or flammable chemicals.
5.1.21. Natural or mechanical ventilation must be set up in places where explosive or flammable chemicals are stored. Ventilation equipment must be suitable for the space and density of flammable gases to prevent accumulation of such gases.
5.1.22. When a fire occurs in the area where a ventilator is operating, the ventilator must be stopped to avoid spreading the fire, the take appropriate extinguishing measures.
5.1.23. When a fire of explosion occurs, every person that is present must use their personal safety equipment to participate in rescue and fire fighting. The persons without personal safety equipment must not participate in fire fighting. The person that calls the fire department and ambulance services must provide specific address and directly lead the way.
5.2. Corrosive chemicals
5.2.1. The establishments having corrosive chemicals must take measures for preventing the corrosion and protecting the construction. Systems for draining, collecting and treating corrosive substances must be set up.
5.2.2. Materials of the equipment and pipes that contain corrosive substances must be suitable and ensure tightness. The valves and hatches must be safe for the operators’ movements. Pressurized equipment that contains corrosive substances must be checked periodically.
5.2.3. The path above the equipment that contains corrosive chemicals must be sturdily fenced and have railings. The wall of equipment or reservoir must be at least 0.9 m higher than the position of the operator. No pedestal or any item that reduces such height shall be placed.
5.2.4. Corrosive chemicals must not be carried by hand. Specialized equipment shall be used when lifting, pouring, or moving corrosive chemicals.
5.2.5. The equipment and pipes that contain corrosive chemicals shall be cleaned and repaired under a safe working plan and the supervision of qualified persons who know how to deal with the accidents that might occur during the process.
5.2.6. A medicine box, tap, neutralizing chemicals (such as NaHCO3 0.3 %, CH3COOH 0.3 %) must be available where corrosive chemicals are stored in case of accidents.
5.2.7. Machinery and equipment must be checked before being discarded.
5.3. Toxic chemicals
5.3.1. Depending on the concentration, properties and amount of toxic chemicals, the establishments that manufacture, trade, use, or store toxic chemicals (hereinafter referred to as establishments having toxic chemicals) must apply for registration as prescribed.
5.3.2. Strict regulations on management of chemicals shall be imposed. The amount of toxic chemicals in storage must be accurately recorded. Toxic chemicals in storage shall be checked every month and every quarter.
5.3.3. Natural ventilation must be set up where noxious gases are present. Mechanical ventilation shall also be used to ensure that the concentration of toxic substances in the working environment does not exceed permissible concentrations).
5.3.4. Establishments having toxic chemicals must comply with legislation on environment protection. Sewage and exhaust must be treated in accordance with TCVN 5945:1995, TCVN 5939:1995 and TCVN 5940:1995.
Other harmful wastes discharged during the process of manufacture, sale, or use must be collected and treated. Such harmful wastes must be buried or burned properly, and must not be placed together with ordinary wastes.
5.3.5. Establishments having toxic chemicals must periodically test the concentration of harmful substances in the working environment. Technical and medical equipment must be provided to promptly respond to occupational accidents and chemical accidents.

5.3.6. Gas masks shall be used when working with toxic chemicals as follows:
- Gas masks must be suitable for the toxic chemicals;
- Gas mask size must suit the user;
- The duration of detoxifying chemicals must be sufficient;
- Do not use inoperative gas masks.
Gas masks shall be stored where noxious gases are little, and shall be periodically tested.
5.3.7. Airtight clothes made of thick cotton fabric with facemasks or dust-proof clothes shall be used when being in contact with toxic dust. The neck, limbs, and chest must be tightly covered when being in touch with liquids. Impermeable clothes and airtight masks shall be worn when working with soluble organic solvents.
Personal safety equipment must be placed in an airtight cabinet and must not be taken home to avoid poisoning.
5.3.8. Machinery, equipment, and pipes that contain toxic chemicals must be durable and tight. Air pipes must be so designed that the number of connections is minimum.
5.3.10. The danger of machinery, equipment, and special stages of manufacture must be warned using the signs saying “NO..." such as “NO STEAM DISCHARGE”, “NO OPENING” or “NO CLOSING”.
5.3.11. Pressure regulators shall be used when tanking samples under high pressure during the manufacture of toxic chemicals. Chemical-measuring devices must be attached on the equipment for manufacturing liquid chemicals.
5.3.12. Do not suck toxic chemicals by mouth. Only the tools provided for shall be used when sampling liquid from equipment. Do not come into direct contact with toxic chemicals. The instruments for measuring toxic chemicals must be carefully cleaned after use.
5.3.13. Before a person starts working in a tight place with toxic chemicals, the air in that place must be tested or animals (pigeons, rabbits) shall be used to test. Appropriate measures for detoxification shall be taken to ensure that the residual amount of poisons is below limit before people are allowed to work in the place. Two or more people shall work at the same time. One person will be watching while the other works to provide timely assistance where necessary.
5.3.14. The containers of toxic chemicals that are likely to vaporize or produce dust must be very tight, and should not be placed together with other instruments that do not contain toxic chemicals unless required by the manufacture process.
6. Safety requirements during preservation of hazardous chemicals
6.1. Preservation of flammable and explosive chemicals
6.1.1. Chemicals shall be classified into groups and stored in separate areas or warehouses to be safely preserved in accordance with Appendix D.
6.1.2. The warehouse where explosive or flammable chemicals are stored must be separate from flame and heat sources. The following regulations must be complied with:
- It is prohibited to bring the items that can set fire to the warehouse or to generate light with a flame. Only generate light with fireproof or explosion-proof lamps. Welding and the works that emit electric sparks are prohibited within the radius of 20 m around the warehouse;
- Do not wear spike shoes in the warehouse. When moving metal containers, it is prohibited to throw or drag them on hard surfaces, or use the instruments that can produce sparks.
- Do not leave the dirty cloth stained with oil in the warehouse;
- The engines of battery-powered vehicles, electricity-powered lifts or claws must satisfy fire safety requirements.
6.1.3. The warehouse must be dry, airy, and ventilated, whether naturally or mechanically. The humidity and temperature of the chemicals that are likely to be oxidized, to vaporize or combust at low temperature must be regularly monitored.
6.1.4. Materials of packages of explosive or flammable chemicals must be able to block light. Glass windows of the warehouse must be covered with light-blocking paint, or frosted glass shall be used.
6.1.5. Flammable and vaporizable liquids must be kept in leak-proof containers and placed underground or in an airy warehouse. Do not keep them together with oxidants in the same warehouse.
6.1.6. When pouring flammable liquids to a metal container, the container must be grounded with a piece of copper or aluminum. Black metal must not be used as grounding conductor.
6.1.7. The use of electricity in the warehouse must comply with 5.1.7 of this Standard.
6.2. Preservation of corrosive chemicals
6.2.1. The warehouse where corrosive chemicals are stored must be made of materials that are not harmed by such corrosive chemicals. The floor of the warehouse must be flat. Surrounded by an edge protruding at least 0.1 m from the ground, or a layer of sand that is 0.2 - 0.3 m thick.
6.2.2. Organic substances (straw, shavings, sawdust, paper), oxidants, explosive or flammable chemicals must not be stored in the same warehouse with corrosive chemicals. Corrosive chemicals shall be stored in separate areas depending on their properties. Acidic inorganic corrosive chemicals, alkaline corrosive chemicals, and other corrosive chemicals shall be stored in separate areas or warehouses.
6.2.3. Each kind of acid must be placed in a separate area in the warehouse. Acid bottles must be placed in groups and wear tags to monitor. The minimum width of the aisle is 1 m. Corrosive chemicals must be placed in the correct direction.
6.2.4. The materials of packages of corrosive chemicals must be tight and not be damaged by such chemicals; the amount of liquid corrosive chemicals in a package must not exceed permissible limits.
6.2.5. Workers in the warehouse must regularly check the tightness of the packages and containers of corrosive chemicals, periodically test the quality of chemicals and promptly take appropriate measures. Personal safety equipment must be used when coming into contact with such chemicals.
6.3. Preservation of toxic chemicals
6.3.1. Toxic chemicals must be preserved in warehouses that have watertight walls and floor, are not affected by flooding, at safe distances from residential areas, and firmly locked.
6.3.2. Chemicals must be transferred or repackaged in an airy, hygienic, safe place, or a place that has a system that can to remove noxious gases, not in the warehouse.
6.3.3. Toxic chemicals must not be leaked, or spilled or spread while being measured.
6.3.4. Doors shall be open to make the warehouse airy before putting toxic chemicals in the warehouse. Personal safety equipment must be worn when entering the warehouse.
7. Safety requirements during transport of hazardous chemicals
7.1. General requirements.
7.1.1. Regulations in TCVN 4512:1988, this Standard and current regulations shall be complied with when transporting hazardous chemicals.
7.1.1. When transporting hazardous chemicals, the consignee must attach the prescribed papers, notify the recipient and the unloading party.
7.1.3. The deliverer or escort must understand the physical and chemical properties of chemicals, the precautionary measures and responses when transporting hazardous chemicals. The escort or deliverer must have personal safety equipment when transporting hazardous chemicals.
7.1.4. Requirements of hazardous chemical containers:
- The materials of the container must not react with or damaged by the chemicals contained therein;
- Durable materials must be lined inside wooden containers to prevent chemicals from permeating or leaking out;
- If containers made of glass of porcelain must be sturdy and tight without being cracked. Such bottles shall be placed in baskets, boxes, or cages that are choked with soft materials;
- Metal containers must have tight covers and even lead seals if necessary;
- Containers of liquid and viscous chemicals must be tight enough to prevent chemicals from leaking out. The stacks must be tidy and sturdy to facility arrangement;
- Containers must be able to withstand pressure and shock.
7.1.5. Both the inside and outside of empty bags that were used for storing hazardous chemicals must be carefully cleaned to be considered ordinary goods. Otherwise they are still considered dangerous goods.
7.1.6. Before arriving at the station or port, the deliverer must notify the recipient so that they can plan the receipt in a timely manner.
7.2. Requirements during loading and unloading.
7.2.1. Before loading and unloading, the loader must check the packages, labels, and directly provide guidance on work safety.
7.2.2. Do not load chemicals that can react to each other or are extinguished using different methods onto the same vehicle, carriage, a barge, or a boat. The stacks must be close together and choked to avoid collapse and movement.
7.2.3. TCVN 3147:1990 shall be complied with when loading and unloading goods.
If goods are unloaded en route, the goods that remain on the vehicle must be choked to ensure they cannot move or collapse before carrying on the transit.
7.2.4. Do not drag, throw, or damage goods while loading or unloading. Do not move hazardous chemicals by hand. Packages must be placed in correct direction.
7.2.5. The safety of lifting and moving instruments must be checked before loading or unloading.
7.3. Safety requirements during transport
7.3.1. Before hazardous chemicals are loaded onto the vehicle, the owner and the vehicle operator must check the safety of the vehicle.
7.3.2. TCVN 6304:1997 shall be complied with when moving bottles of compressed air and liquefied gases.
7.3.3. Oxygen bottles must not be transported together with bottles of flammable gases or other flammable substances.
7.3.4. Specialized vehicles used for transporting flammable liquids must be grounded and bear the text “Flammable”. Appropriate fire extinguishers must be available on the vehicles.
A license to transport explosive or flammable goods issued by a competent authority must be obtained when transporting explosive or flammable chemicals.
7.3.5. The vehicle must be roofed or covered when transporting hazardous chemicals.
7.3.6. Hazardous chemicals must not be transported together with humans, animals, or other goods.
7.3.7. The vehicle operator must not stop or park the vehicle in crowded areas (markets, schools, hospitals, etc.). Do not stop or park near heat sources or park too long under sunlight when transporting reactive hazardous chemicals.
8. Occupational safety, occupational hygiene, and environment protection
8.1. Clean air or filtered air shall be used for ventilating the workshop or the warehouse.
8.2. Workers in the environments having hazardous chemicals must have sufficient health.
Unauthorized persons must not enter the places where hazardous chemicals are stored. Do not eat, smoke, rest, or gather in the places where hazardous chemicals are stored.
8.3. Establishments having hazardous chemicals must provide periodic health check-ups for their workers and monitor chemical contamination level to detect occupational diseases in a timely manner and provide medical treatment.
8.4. Where microorganisms, animals, trees or fruits that found contaminated in the places where hazardous chemicals are stored shall be destroyed properly. Such destruction must be recorded in writing. It is strictly prohibited to sell them as foods.
8.5 The establishments having hazardous chemicals must set up systems to collect gases, vapor and dust of hazardous chemicals to make sure the working environment does not exceed permissible limits in current regulations. The exhaust discharged into the environment must meet the standards in TCVN 5939:1995.
8.6. A system must be set up to collect rainwater in the workshops and warehouses where hazardous chemicals are stored. Sewage from the workshops and warehouses where hazardous chemicals are stored must be treated before being discharged into the common system in order to meet the standards in 5945:1995.
8.7. The wastes such as expired chemicals, degraded chemicals, spilled chemicals, disposed packages, etc. must be gathered and treated properly to avoid causing environmental pollution or environmental emergencies.
8.8. The yard where wastes from the manufacture process must be located outside the manufacture area, away from residential areas and water sources. The waste filter system must be located away from the residences of workers and residential areas at a safe distance.
8.9. The establishments having hazardous chemicals must have plans to prevent and deal with chemical accidents.
- Clean production technologies must shall be preferred. Hazardous chemicals should be replaced with non-toxic chemicals or less hazardous chemicals.
- Plans for emergency response, internal response, and external support in response to chemical accidents shall be made.
