DECISION

APPROVING THE ADJUSTMENT OF THE MASTER PLAN ON CAT BI INTERNATIONAL AIRPORT IN HAI PHONG CITY, IN PERIOD TILL 2015, AND ORIENTATIONS TOWARD 2025

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government, of December 25, 2001;

Pursuant to the Government's Decree No. 08/2005/ND-CP of January 24, 2005, on construction planning;

Pursuant to the Decision No. 911/1997/QD-TTg of October 24, 1997, of the Prime Minister, approving the master plan on the national airport system development;

Pursuant to the Decision No. 21/QD-TTg of January 08, 2009, of the Prime Minister, approving the master plan on development of air transport, in period till 2020, with orientations toward 2030;

Pursuant to the Decision No. 35/2009/QD-TTg of March 30, 2009, of the Prime Minister, approving the adjustments to the transport development strategy up to 2020 with a vision toward 2030;

Pursuant to the Decision No. 1857/QD-TTg of December 28, 2007, of the Prime Minister, on  approving the master plan on Cat Bi international airport, in period till 2015, with orientations toward 2025;

At the proposal of the Minister of Transport in the Report No. 1389/BGTVT-KHDT of March 02, 2012, on adjustments to the master plan on Cat Bi international airport in period till 2015 and orientations toward 2025,

DECIDES:

Article 1. To approve the adjustments of the master plan on Cat Bi international airport in Hai Phong city in period till 2015, and orientations toward 2025, with the following principal contents:

1. Name of the project: The adjustments of master plan on Cat Bi international airport in Hai Phong city in period till 2015, and orientations toward 2025.

2. Location: Cat Bi international airport, Hai Phong city.

3. Content of adjustments to the master plan:

a/ Airport level: 4E (according to the standard codes of the International Civil Aviation Organization - ICAO) and level-I military airport.

b/ Position and functions in the national civil airport network: being an international airport and serves as a reserve for Noi Bai international airport.

c/ Use nature: an airport generally used for both of civil and military purposes.

d/ The overall option: Option 1 in the planning dossier is selected.

dd/ Planning of airfield:

- Runways: By 2015, new runway 2 will be built in parallel with and at a distance of 200 m to the south from the existing runway, of a size of 3,050 m x 45 m, and used for limited-weight B747, B777-300, B777-200 and A321 airplanes. At the same time, the existing runway will be upgraded for use while waiting the completion of runway 2 and putting into use.

- The hangar bays: period till 2015, two hangar bays will be built at terminals 07 and 25, ensure for waiting and self-operation of at least one B747 airplane.

- Parallel taxiways: After putting runway 2 into operation, runway 1 will be renovated into a parallel taxiway sized 3,050 m x 23 m in a synchronously-connected taxiway system for use till 2025.

- Aircraft Parking: period till 2015, the aircraft parking will be expanded to have 8 parking positions. In period till 2025, the aircraft parking will be expanded to have 16 parking positions.

e/ Civil aviation zone planning:

- Passenger terminals: By 2015, a two-storied passenger terminal will be built to serve 4-5 million passengers a year and having land reserved for expansion of terminals to serve 7-8 million passengers a year when there is demand. After the commissioning of the new terminal, the existing terminal will be turned into low-cost carrier or freight terminal or for other purposes.

- Freight terminal: period till 2015, based on the practical demand, the freight chain in the new passenger terminal or part of the old passenger terminal will be used. Period till 2025, with increase of demand for freight, a freight terminal of a capacity of between 100,000 and 250,000 tons/year together with system of aircraft parking, warehouses containing goods will be researched for construction ensuring synchronism in exploitation.

- Airport control building: in period till 2015, located alongside the main access road to the airport, with an area of around 4,000 m2.

- Trade and service area: in the land lot having been reserved for airport development. In period till 2015, a trade and service area with scale of around 4,000 m2 will be built. In period till 2025, depend on practical demand, this area will be expanded to 12,000 m2.

g/ Technical service zone planning:

- Meteorological area: In period till 2015, building a new meteorological station, a synchronous meteorological agency, which meeting demand through 2025.

- Outfield technical vehicle station: Through 2015, an outfield technical vehicle station will be built on an area of around 1,500 m2; which will be expanded to 5,000 m2 by 2025.

- Fire-fighting station: of level 9 under ICAO's regulations.

- Fuel supply area: Based on the fueling demand, a synchronous fuel supply area will be built in Cat Bi international airport. The method of filling fuel for airplanes: through fuel filling cocks for airplanes at the Aircraft parking.

- The ration processing area: Based on the demand, a ration processing area will be built on an area of around 6,000 m2.

- Airplane maintenance hangar: being located at the south of the runway and capable of serving 2 code-E airplanes or equivalent aircraft. The parking area in front of the hangar will ensure to have 4-5 parking positions.

- The surface water drainage system: a surface water drainage system will consist of open ditches and underground sewers leading to Lach Tray and Cam rivers.

- The sewage drainage system: Sewage shall be processed for partial cleaning and then discharge it through the surface water drainage system.

- Water supply system: Water will be taken from the clean water source of Hai Phong city in order to supply to the airport.

- Electricity supply system: using electricity source from the electricity grid of Hai Phong city to supply to the airport through substations.

- Waste storage and treatment area: Garbage will be collected and transported to the local dump area.

h/ Flight management zone planning:

- Air traffic control tower: period till 2015, a new air traffic control tower will be built at the west of the passenger terminal.

- VSAT station and ILS system: These works will have a synchronous investment together with the air traffic control tower and the runway.

- Other supporting devices will be synchronously equipped.

- Landing approach method: attaining CAT II for runway heading 07 and making simplicity for runway heading 25.

i/ Transport planning:

- The main access road of airport: period till 2015, the main access road of airport will be expanded to have 4 motor lanes.

- A flyover to the second floor will be built together with the passenger terminal.

- System of other internal roads will be invested to complete in conformity with the schedule of building functional zones of the airport.

- Car park: period till 2015, the car park will be expanded to 20,000 m2, satisfying for around 300 cars, concurrently, there is a land area reserved for expansion when necessary.

k/ Land use planning:

- The existing total land area of the airport is 439.6 hectares, including 3 hectares managed by the civil aviation authority.

- The total land area of the airport by 2025 will be around 501.02 hectares, including:

+ Land managed by the civil aviation authority: 175.70 hectares;

+ Land managed by the military force: 206.22 hectares;

+ Land for common use and managed by the civil aviation authority: 119.10 hectares.

4. Investment phasing and capital sources:

a/ Period till 2015:

- For the flight zone: Investing for construction of runway No. 2, three bypass taxiways, two connecting taxiways and a aircraft parking, repair the old runway into a parallel runway, and equipment for flight operation and management.

- For the civil aviation zone: Investing for construction of the passenger terminals, freight terminals and car park; the administration area, technical service area, auxiliary works and other facilities ensuring for operation.

b/ Capital sources: Investment by capital source of the airport enterprise, capital gained from the land fund, and budget of Hai Phong city and other lawful capital sources. The People's Committee of Hai Phong city shall direct the organization of land use right auctions in accordance with regulations. While waiting the land auction, the Ministry of Finance shall advance state budget funds for investment in construction of Cat Bi international airport, in Hai Phong.

c/ Orientations toward 2025: Based on the operation demand and schedule for investment and construction of Hai Phong international airport, to decide the scale and investment capital source for this period.

5. Targets attained of the master plan:

a/ Period till 2015:

- The airport will be a 4E-level international airport according to ICAO's regulations.

- Number of passengers to be transported: 2 million passengers per year, equivalent to 800 passengers per peak hour.

- Output of freight transport: 20,000 tons of freight per year.

- Total parking positions: 08.

- Types of airplanes to be operated: Reduced-weight B747, B777, A321 and equivalents.

- Landing approach method: attaining CAT II for runway heading 07 and making simply for runway heading 25.

b / Period till 2025:

- The airport will be a 4E-level international airport according to ICAO's regulations.

- Number of passengers to be transported: 8 million passengers per year, equivalent to 2,800 passengers per peak hour.

- Output of freight transport: 250,000 tons of freight per year.

- Total parking positions: 16.

- Types of airplanes to be operated in the airport: Reduced-weight B747, B777, A321 and equivalents.

- Landing approach method: attaining CAT II for runway heading 07 and making simply for runway heading 25.

Article 2. This Decision takes effect on the date of its signing and supersedes the Decision No. 1857/QD-TTg of December 28, 2007, of the Prime Minister, on approving the master plan on Cat Bi international airport in period till 2015, and orientations toward 2025. The Ministry of Transport shall assume the prime responsibility for, and coordinate with the relevant ministries and sectors and the People's Committee of Hai Phong city in, implementing this master plan in accordance with the regulations on investment and construction management.

Article 3. The Ministers of Transport; National Defense; Public Security; Construction; Planning and Investment; Finance; Agriculture and Rural Development; and Natural Resources and Environment; the chairperson of the People's Committee of Hai Phong city and heads of relevant units shall implement this Decision.-
