DECISION

RATIFYING THE ORIENTATION FOR VIETNAM STATISTICS DEVELOPMENT TILL 2010

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of December 25, 2001;
Pursuant to Directive No.28/CT-TTg of August 19, 1998 on enhancing and modernizing the statistical work;
At the proposal of the General Department of Statistics in its Report No.428/TCTK-VP of July 3, 2002,

DECIDES:

Article 1.- To ratify the orientation for Vietnam statistics development till 2010 with the following principal contents:

1. Objectives:

To renovate Vietnam statistics in both content and form with a view to promptly supplying socio-economic information with full contents, all-sided coverage and reliable quality in the best service of the Party’s and State’s requirements in the cause of national construction and development, meeting to a fuller extent and in a more convenient manner other subjects demand for information; taking Vietnam statistics to the advanced level of the regional countries in conformity with international practices, actively contributing to the implementation of the country’s international economic integration roadmap.

2. Development viewpoints and principles:

a/ The State statistical data constitute statistical information of the highest legal value in the national information system, reflecting the national socio-economic situation, promptly and fully meeting the Party’s and State’s requirements, as well as the information demand of all subjects in the society.

b/ Vietnam statistics is guaranteed by law. Statistical information must ensure its objectivity, authenticity, publicity, transparency, practicality and efficiency. The information sources, methods of gathering and processing information, system of criteria, and reporting and surveying regimes must ensure professional principles and be based on scientific grounds. The main criteria must be of high stability, meeting the requirements for spatial and temporal comparison, domestically and internationally. The national statistical database system must be built on the basis of applying modern information technology.

c/ The statistical methods, classification tables and lists must be elaborated and promulgated on the basis of international statistical standards and practices, and at the same time conform with Vietnam’s realities.

d/ The State ensures sufficient resources necessary for the statistical branch to acquire adequate and accurate data in timely service of the Party’s and State’s socio-economic management requirements.

e/ The State statistical system shall be organized after the model of statistical branch-managed system of concentrated statistics combined with statistics of the ministries and branches.

3. Orientation for Vietnam statistics development till 2010:

a/ To perfect and standardize statistical products in terms of time, content, form and compilation process, including: socio-economic statistical reports; statistical directories; products publicizing the results of statistical general censuses and surveys; products providing statistical data for many years (5 years, 10 years, 15 years...); products of statistical analysis and forecast; statistical journals and bulletins.

- To enhance the work of statistical information popularization so as to better meet the demands of the Party, the State and other users. To formulate a clear and transparent mechanism for statistical information popularization, and work out measures to raise every user�s capability of popularizing statistical information.

Periodical socio-economic statistical reports and monthly reports on the implementation of socio-economic plans must meet the Government’s direction and management requirements and become official documents used at the Government’s meetings.

b/ To improve and perfect statistical methods along the direction of applying the modern ones, compatible with international statistical standards and practices as well as Vietnam’s realities, with the following contents:

Formulating and institutionalizing a synchronous system of national criteria, which reflects the users basic requirements on statistical information and is sufficient for comparison with the ones of the regional countries and the world, paying attention to general economic and social criteria.

Expanding the application of national account system by the methodology of the United Nations Statistical Organization. Reorganizing the specialized statistics to make them compatible with the requirements of the compilation of the national account system.

Standardizing the system of classification tables and lists along the direction of ensuring their compatibility with the international standard ones and adapting them to Vietnam’s realities and requirements.

c/ To perfect the statistical data-gathering system

To formulate a system for registration of basic information on enterprises and grassroots units as well as for civil status, household and land registration; organize timely updating of information on the most important and fundamental socio-economic factors to be provided for the managerial work, especially general information for sample surveys of the production and business of enterprises, the economic and living conditions of households, and agricultural production.

To improve the enterprise statistical report regime along the direction of reducing the number of periodical reports, intensifying the gathering of information through organization of surveys suited to each type of enterprises, ensuring that the information of statistical reports truly and fully reflects the real situation of enterprises and is sufficient for the calculation and determination of criteria on production and business results of different national economic branches, thus meeting the requirements for general information on enterprises. To improve the reporting regime applicable to grassroots units, apply the administrative recording regime to different branches and domains, first of all, to customs, education, health, culture, public security, justice, finance, banking, taxation and business registration, etc., ensuring the general information requirements of the State statistical system and the management requirements of each ministry and branch; improve the reporting regime applicable to ministries and branches that have the administrative recording systems, ensuring the full and timely reflection of their assigned management and control activities, and at the same time meeting the requirements of supplying and ensuring initially-recorded administrative information between the directly-managing ministries as well as branches and the General Department of Statistics, in service of requirements of the State statistical work.

Based on the information requirements of the Government, the ministries, the ministerial-level agencies and the agencies attached to the Government, the General Department of Statistics shall assume the prime responsibility for:

Organizing general surveys on population and dwelling houses once every 10 years, and on rural areas, agriculture, aquatic resources as well as economic, administrative and non-business establishments once every 5 years.

Organizing surveys (periodical and annual) on the basis of planning and reasonably arranging surveys throughout the country, between the General Department and ministries as well as branches.

Intensifying the use of available data sources for the statistical work such as accounting documents, documents of the tax and customs systems, documents on business registration, investment and construction licensing... so as to raise the quality of statistical data, contribute to saving the State’s resources.

4. Implementation solutions:

a/ Perfecting the legal environment for statistics

To promulgate in a timely and synchronous manner legal documents guiding the Law on Statistics; deploy the popularization of and education on statistical legislation, conduct regular statistical supervision and inspection so as to ensure that the statistical legislation strictly be complied with.

b/ Applying information and communication technologies to statistical development

To strengthen the infrastructure system of information technology, proceed to computerize the statistical work in the statistics sector as well as the ministries, branches and localities.

On the basis of standardizing the statistical products, classification tables, lists, report and survey forms... to formulate and develop applied software used exclusively for each specialized statistical branch with a view to automating the stages of statistical processing, calculation and analysis.

To build up a national database system on socio-economic statistics, including: micro-databases, macro-databases and databases on the system of classification tables, lists, system of statistical criteria and calculation methods.

The national database system shall be arranged on the principle of concentration at the General Department of Statistics, the ministries and branches. A database gathered by one branch shall be built up and managed by that branch.

The access to the national database system for the exploitation thereof in service of the State management work must be convenient. The General Department of Statistics is allowed to exploit the initial databases managed by statistical organizations of the ministries and branches in service of the management requirements according to its assigned tasks, but must strictly observe the principle on confidentiality.

To perfect and develop the statistics website for Internet connection. To build and consolidate the system of central and regional statistical calculation centers under the General Department of Statistics along the direction of modernization.

c/ Consolidating the system of statistical organizations and training statisticians

To consolidate the concentrated statistical organizations according to territorial regions after the model of statistical branch-managed system, which is composed of the General Department of Statistics, the provincial/municipal Departments of Statistics and Statistics Offices of rural districts, urban districts, provincial towns and cities, and build up a contingent of collaborators to perform the task of surveying and gathering data in key areas.

To consolidate statistical organizations of the ministries and branches along the direction that each ministry or branch will have its own statistical organization with full capability and material foundations to perform the task of gathering, processing, summing up, keeping and supplying information for the concentrated statistical system and to meet the management requirements of the concerned ministry or branch.

To raise the training quality of intermediate vocational schools of statistics under the General Department of Statistics and upgrade them into statistical colleges. To build up a continuous training system, improve the contents of statistical textbooks in economic universities and organize the retraining of statisticians, meeting the society�s demand for statistical professional operations.

d/ Funding and material, technical foundations for statistical work

The State shall ensure funding for regular statistical activities, periodical general surveys and conditions in terms of material bases, means and information technology equipment for the General Department of Statistics to set up national databases in service of the Party�s and State’s leadership, meeting the requirements of the State management work of the ministries, branches and localities.

The General Department of Statistics is allowed to apply the mechanism of statistical services and collect charges when supplying statistical information and products to subjects that wish to use them for purposes of production, business or other profit-making activities.

e/ Enhancing international cooperation in the field of statistics

To take initiative in cooperating with United Nations organizations, international statistical organizations and other nations for the purpose of quickly approaching the advanced and modern technologies and professional operations as well as international standards, exchanging experiences and taking advantage of technical and financial supports. To boost exchanges in the exploitation of international statistical information so as to gather international statistical data in service of the research and management requirements in the country, ensuring the supply of data for international statistical products.

Article 2.- Organization of implementation

1. On the basis of the objectives, basic contents and development orientations of Vietnam statistics, the General Department of Statistics shall assume the prime responsibility and coordinate with the ministries, the ministerial-level agencies, the agencies attached to the Government and the People’s Committees of the provinces and centrally-run cities in organizing the implementation of this Decision.

2. The ministries, the ministerial-level agencies, the agencies attached to the Government and the People’s Committees of the provinces and centrally-run cities shall, according to their functions, tasks and powers, have to coordinate with the General Department of Statistics in implementing this Decision, ensuring uniformity and synchronism in service of the implementation of the socio-economic development plans of their respective branches and localities.

Article 3.- This Decision takes effect 15 days after its signing.

Article 4.- The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the People’s Committees of the provinces and centrally-run cities shall have to implement this Decision.
