DECISION

ON THE APPROVAL OF THE PROJECT ON ADJUSTMENT OF THE MASTER PLAN OF CAN THO CITY TILL 2030 AND WITH A VISION TO 2050

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Urban Planning dated June 17, 2009;

Pursuant to Decree No.37/2010/ND-CP dated April 07, 2010 of the Government on the formulation, appraisal, approval and management of the urban planning;

At the proposal of Chairman of the People’s Committee of Can Tho City and the Appraisal Report of the Ministry of Construction,

DECIDES:

Article 1. To approve the project on adjustment of the Master plan of the Can Tho City till 2030 and with a vision to 2050 with main contents as follows:

1. Scope of planning adjustment:

Scope of planning adjustment includes the entire administrative boundaries of Can Tho city with a land area of about 1,409 km2 (140,895 ha).

2. Features:

- Being 1st-grade urban centers directly under the Central Government; centers of industry, trade, services, science - technology, healthcare, education- training, culture-sports-tourism of Mekong Delta.

- Being an important international trade hub of the Mekong Delta and the country and the gateway of the Mekong River Basin.

- Being an important strategic location in national security of the Mekong River Delta and the country.

3. Objectives:

- Develop Can Tho city as a national city, which is civilized, modern and a dynamic urban center of the Mekong River Delta and a gateway urban city of the Mekong River Basin; contribute to the boost in economic-socio development of the Mekong River Delta and has certain influence in Southeast Asia region.

- Develop the city space towards a comprehensive development, balance and sustainability, assurance of national defense and security; Develop in harmony with the natural landscape, the promotion of identities of waterfront urban city and typical ecological urban center of the Mekong River Delta.

4. Population size:

- To 2020, the population of the Can Tho city will have about 1.5 million to 1.6 million people, of which the urban population will be about 1.1 million to 1.2 million. The rate of urbanization is about 70% to 75%.

- To 2030, the population of the Can Tho city will have about 1.9 million to 2.0 million people, of which the urban population will be about 1.5 million to 1.6 million. The rate of urbanization is about 75% to 80%.

5. The land size:

- The actual status of land for urban construction (including industrial land and other than the urban land) is approximately 14,500 ha, accounting for 10.29% of the natural area of Can Tho city.

- Till 2020: Land for urban construction is approximately 19,000 ha, of which civil land is about 9,000 ha.

- Till 2030: Land for urban construction is approximately 28,000 ha, in which civil land is about 14,500 ha.

6. Development model of urban space:

Chain development model of concentrated, multicentre urban areas in the inner city and satellite urban areas in the district centre. Develop green and water urban areas, having centralized urban spaces inserting with water surface and strips of green landscapes.

7. Space development orientation:

a) Development zoning:

- Industrial-urban development zone in inner city: Have an area of 26,250 ha, including:

+ Centre urban zone: The Ninh Kieu-Binh Thuy traditional urban zone with an area of 8,100 ha; the Tra Noc industrial-urban zone with an area of 2,850 ha; the Cai Rang industrial-urban zone with an area of 4,800 ha; the Phong Dien ecological urban zone with an area of 1,500 ha;

+ The O Mon new urban area with an area of 4,700 ha;

+ The Thot Not industrial-urban area with an area of 4,300 ha.

- Zone for urban-industrial development in suburban areas: Having an area of 750 ha, including urban areas under districts of: Co Do Town with an area of 425 ha; Thoi Lai Town with an area of 500 ha; Vinh Thanh town with an area of 550 ha and Thanh An Town with an area of 275 ha with a function as satellite urban areas to support the inner city areas.

- Zone for agricultural and rural development: Has an area of 100,500 ha, including:

+ The centralized rural population zones have an area of ​​about 2,113 ha;

+ Land for agricultural production has an area of about 73,000 ha, including zones for development of high-tech agriculture with an area of about 15,000 ha at the East of the new highway, adjacent to urban areas, in the Hau River Park;

+ Land for conservation of trees (fruit trees) has an area of ​​about 25,395 ha.

- Green zones of landscapes, specialized theme parks and open spaces: Covering an area of about 10,100 ha in the area of industrial-urban development and agricultural and rural areas, including:

+ The Hau River Park: Being a regional specialized park and high-tech agricultural park;

+ Linear park: Being distributed along "urban backbone" to create green corridors and open space for urban areas;

+ Strip of isles along the Hau River is the focus of eco-tourism and sport entertainment, golf course services.

b) Orientation for development of urban space:

- Centre urban areas:

+ Ninh Kieu-Binh Thuy traditional urban area:

Being traditional-historical centre area, administrative-political centre of the city; logistics centre for road, waterway and airway; city-level and regional-level sports centre; regional and national education and training center; city-level and provincial level general and specialty medical centers; city-level and provincial-level financial, trade and service centre. Complex residential areas, embellished residential areas, and centralized residential areas.

Size of population and land: It is forecasted that till 2020 the population size will be about 420,000 people; the size of land for construction of urban areas is about 5,710 ha. It is forecasted that till 2030 the population size will be about 500,000 people; the size of land for construction of urban areas will be about 8,100 ha.

Forming three new public service centres in the area of the Can Tho International Airport, Nguyen Van Cu Street and Vo Van Kiet Street. Developing regional and international education- training centres, municipal and regional health general and specialty medical centres. Hau River, Can Tho River, Cai Khe canal, Binh Thuy River, new parks, fruit gardens adjacent to Phong Dien, Khuong dune eco-tourism area, forming main system of landscapes in urban areas.

+ Cai Rang industrial-urban area:

Being an industrial and port service center, a transport hub for roads, waterways, railroads, logistics centre in port services and logistics-warehousing (logistics) of regional level. Municipal and regional commercial-service Centre, regional-level cultural centre, centralized residential areas and ecological-garden residential areas.

Size of population and land: It is forecasted that till 2020 the population size will be about 220,000 people; the size of land for construction of urban areas is about 3,520 ha. It is forecasted that till 2030 the population size will be about 300,000 people; the size of land for construction of urban areas is about 4,850 ha.

Development of urban areas, new centralized and embellished residential areas and garden residential areas. Arrangement of offices and commercial business areas along main roads; big-scale service commercial centres associated with the new railway station. In addition, there will be public service areas for urban areas, universities and hospitals. Exploiting space of Can Tho River as the main landscape axis of the urban area. Development of Cai Cui international seaport, industrial zones and logistics services.

+ Tra Noc industrial-urban area:

Being a specialized industrial center, a regional power industry; regional integrated port- waterway transport hub; municipal-level commercial and service centre, compressed-centralized residential areas and low-density residential areas.

Size of population and land: It is forecasted that till 2020 the population size will be about 110,000 people; the size of land for construction of urban areas is about 1,760 ha. It is forecasted that till 2030 the population size will be about 180,000 people; the size of land for construction of urban areas is about 2,850 ha.

Development of industrial and urban space arranged along the Hau River and the national road 91. Landscape space includes ecological parks with semi-flooded areas and lakes along the national road 91, the high-tech agricultural zone in the North. Public service space of commercial and urban areas, developing complexes arranged along the national road 91 and the national road 91B. Embellished residential areas, centralized residential areas, garden residential areas arranged in the South of the national road 91 and adjacent to Can Tho International Airport.

+ Phong Dien ecological urban area:

Being administrative and political centre of Phong Dien district in future. Ecological-cultural-tourism centre, landscape preservation centre of fruit gardens.

Size of population and land: It is forecasted that till 2020 the population size will be about 50,000 people; the size of land for construction of urban areas is about 1,000 ha. It is forecasted that till 2030 the population size will be about 90,000 people; the size of land for construction of urban areas is about 1,500 ha.

Development of ecological space associated with natural rivers, canals, fruit gardens, green lung areas, typical landscapes of the Can Tho city. District-level administrative centres and public service of urban areas, tourism service are arranged along the provincial road 923 (Lo Vong Cung) and intersection between Can Tho river and Xa No canal. The ecological residential areas with gardens located along Provincial Road 923. Lo Vong Cung cultural-historic-vestige area, local cutural tourism such as Phong Dien floating market, eco-tourism on rivers, canals and orchards.

- O Mon new urban area:

Being the new urban area of Can Tho city, transport hub of roads, waterway, railway, international transaction centre, center for research of science and technology, national-level and international-level education and training. National-level financial, commercial and service centre. Centre for industries and high technologies, specialized park for high-tech agriculture of Hau river. Centre for culture-exhibition-fair of regional and national level. Centre for landscaping and ecological tourism of regional level. Centralized residential areas, residential areas with garden ecology.

Size of population and land: It is forecasted that until 2020, the size of population will be about 100,000 people and the scale of land for construction of urban areas will be about 2,100 ha. It is forecasted that until 2030, the size of population will be about 160,000 people and the scale of land for construction of urban areas will be about 4,100 ha.

Space development along main traffic routes associated with conditioning lakes in the North of urban areas and O Mon River connected to the current district administrative centre. Compressed and centralized residential areas and residential areas with gardens located two sides of urban traffic system, centre for industry and high technology located in the South of urban areas and adjacent to highway system. Landscaping space includes parks, lakes, Hau river park, agricultural areas with high technology located around and interwoven with part of urban development.

- Thot Not industrial-urban area:

Being an industrial centre for processing of agricultural products, marine products and for auxiliary industry, regional logistics center, commercial-service centre of regional-level and city-level, eco-tourism center for landscapes on the Hau river and centralized residential areas and ecological residential areas.

Size of population and land: It is forecasted that until 2020, the size of population will be about 210,000 people; the scale of land for construction of urban areas will be about 3,000 ha. It is forecasted that until 2030, the size of population will be about 290,000 people; the scale of land for construction of urban areas will be about 4,850 ha.

Developing space associated with the axis of the road and waterway transport, including the Ho Chi Minh road - Vam Cong bridge, Highway 80 and the urban backbone, channel of Hau river and Cai San canal, the urban area is oriented for development of port and multiple-branch industrial park, associated with Highway 80 and the Ho Chi Minh road. Connecting with Vam Cong centralized industrial zones of An Giang province to create a big centralized industrial zone of the Mekong River delta. Developing ecological residential zone with gardens located in the West of the urban area. Linear parks associated with lakes, rivers and canals creating an overall of landscapes and open spaces.

- Suburb area:

+ Co Do Town:

Being an administrative-political centre, a centre for trade-culture-science-technology of Co Do rural district and of the Western area of the Can Tho city.

Size of population and land: It is forecasted that until 2020, the size of population will be about 17,000 people; the scale of land for construction of urban areas will be about 306 ha. It is forecasted that until 2030, the size of population will be about 20,000 people; the scale of land for construction of urban areas will be about 425 ha.

Developing space according to centralized and centripetal model, including the functional area of the urban area such as: A centre for administration-politics, culture, public services; commercial-service centre; a cluster of industries-handicrafts; embellished and centralized residential areas; residential spaces with gardens located along transport routes of waterways and roads. Landscape space including canals, belt parks and agricultural greenery interwoven with urban belt.

+ Thoi Lai Town:

Being the centre for administration-politics, trade-culture, science and technology of Thoi Lai rural district.

Size of population and land: It is forecasted that until 2020, the size of population will be about 20,000 people; land for construction of urban areas will be about 360 ha. It is forecasted that until 2030, the size of population will be about 22,000 people; land for construction of urban areas will be about 500 ha.

Developing space according to centripetal and centralized model, including an administrative centre, public service, commercial centres; a cluster of industries-handicraft located along transport axes of roads and waterways; green parks with landscapes located in association with orchards. Embellished and renovated residential areas, new residential areas under forms of ecological gardening houses located along belt roads.

+ Vinh Thanh Town:

Being the centre for administration-politics, trade-culture, science and technology of Vinh Thanh rural district.

Size of population and land: It is forecasted that until 2020, the size of population will be about 22,000 people; land for construction of urban areas will be about 396 ha. It is forecasted that until 2030, the size of population will be about 25,000 people; land for construction of urban areas will be about 550 ha.

Developing space centrally and following routes, administrative, public service centre, centralized, embellished areas and handicraft areas, located along Highway 80, Cai San canal and the Provincial road 919. In future, these can connect with Ho Chi Minh road and Soc Trang-Chau Doc highway, near Thot Not centralized industrial parks.

+ Thanh An Town:

Being a commercial centre in the West of Vinh Thanh rural district.

Size of population and land: It is forecasted that until 2020, the size of population will be about 11,000 people; land for construction of urban areas will be about 198 ha. It is forecasted that until 2030, the population size will be about 13,000 people; the land size for construction of urban areas will be about 275 ha.

Developing space according to routes, located along the Cai San canal and the national road 80. The public service centres are located along inter-region transport axes and the national road 80. The cluster of industrial handicraft shall be located along the national 80 and Cai San canal. In addition, embellished and centralized residential spaces shall be located along the national road 80 and Cai San canal in connection with the cluster of industrial handicraft and public service centres. Residential areas with gardens are located along the national road 80 and Cai San canal.

Space development orientation for a system of specialized centres.

+ Administrative and public service centre with an area of about 1,491 ha, including:

. The administrative-political centre of the city shall be completed with priorities towards focusing at appropriate locations to serve current and future needs.

. Centralized administrative-political centres of urban districts and rural districts: Centres of Ninh Kieu, Binh Thuy, Phong Dien, O Mon and Thot Not districts shall still be located at old locations and embellished, renovated towards the centralization. The centre of Cai Rang district and centres of rural districts shall continue investing in construction towards the centralization.

Public service areas of the city level shall be located at the Ninh Kieu, Binh Thuy traditional urban areas, Cai Rang industrial and urban area and O Mon new urban area. Current centres for culture, sports-fitness, entertainment and resorts of the city shall be renovated and upgraded.

Public service areas of urban districts, rural districts shall be located at centres of urban areas and satellite urban areas.

. Commercial and service centres of urban areas shall be located at the centres of urban areas and suburb areas.

. Public service centres of rural residential areas shall be located at centres of communes and rural residential areas.

+ Medical centre with a total area of about 92 ha, including:

. Regional, national and international medical centres such as general medical centres, specialized medical centres, international centres for research of pharmaceutical materials located in Ninh Kieu-Binh Thuy urban area, at the urban backbone.

. General medical centres and specialized medical centres of the city level are located in Ninh Kieu district and Cai Rang district.

. General, specialized and preventive medical centres of urban districts and districts shall be located in urban areas with appropriate serving radius.

+ Centre for education-training, science research and technology transfer shall have an area of about 660 ha, including:

. Regional, national and international education and training centres: located and built in O Mon urban area.

. Establishments of universities, vocational training and science research institutes: located in traditional urban areas scattered in other urban areas.

+ Centres for culture, sports and fitness with a total area of about 220 ha, including:

. Current centres for culture, sports-fitness, entertainment and resorts of the city shall be renovated, upgraded and modernized. The centre for culture, sports and fitness of the city shall be located at the traditional urban area.

. Building new regional sports and fitness complex, international fair zones and sports and fitness centre in the O Mon new urban area.

. Centres for culture, sports, fitness and entertainment of regional and national levels are located along linear parks and specialized parks of Hau river; centres for culture, sports, fitness and entertainments of urban districts and rural districts are located in urban areas.

+ Centre for mixed commerce, finance and office service shall have a total area of about 440 ha, including:

. The mixed financial, commercial and office service centre of national and international levels: shall be located in a concentrated manner at Ninh Kieu-Binh Thuy urban area, O Mon new urban area and Cai Rang industrial urban area.

. The mixed financial, commercial and office service centre of national and international levels will be located in Ninh Kieu, Binh Thuy, O Mon and Thot Not districts.

+ Tourism service centre:

Mixed tourism service will be located in Ninh Kieu-Binh Thuy urban area, Cai Rang industrial urban area, O Mon new urban and Thot Not industrial urban area.

Tourism service, traditional culture, river tourism, eco-tourism associated with orchards and agriculture: concentrated in Phong Dien eco-tourism urban area, Khuong dune, Au dune, dunes on Hau river, high-tech agricultural park of the Hau river, areas along the Hau river, the specialized agricultural area in the West of the city and green space interwoven in urban areas.

Space orientation of urban residential areas:

+ Urban residential areas of embellishment and mixed development: Mainly located in Ninh Kieu and Binh Thuy districts, partly located in current urban areas of O Mon, Thot Not districts and residential areas in centres of suburb areas such as Phong Dien, Thoi Lai, Vinh Thanh and Co Do.

+ High-density centralized urban residential areas: Mainly located in 03 urban areas: O Mon new urban area, Ninh Kieu-Binh Thuy urban area and Cai Rang industrial-urban area, accounting for about 38% of the total residential areas of the entire city.

+ Low-density garden urban residential areas: Located in outskirts of centres of urban areas, including 04 urban areas of Thot Not, O Mon, Phong Dien, Cai Rang and suburb urban areas accounted for about 42% of the total residential areas of the entire city.

+ Gradually bring industrial and cottage industry establishments, warehouses inserted in residential areas causing environmental pollution to centralized industrial zones and clusters in order to move these land areas to function of development of new residential areas, social and technical infrastructures. Encouraging current industrial establishments located along the Hau river, rivers and canals to convert to new functions for serving the urban development.

- Space orientation of rural residential areas:

+ The centralized rural residential area has an area of about 2,113 ha, including traditional vocational villages renovated and embellished, new vocational villages expanded and associated with traffic axes of waterways and roads, residential areas with gardens associated with high-tech agricultural production areas, orchards associated with eco-tourism.

+ Linkage between urban and rural areas: Residential areas in the centres of rural communes of Can Tho city shall be necessarily constructed, renovated to meet requirements of high-density residential centralization, with technological infrastructure which is modern, synchronized and keep pace with urban areas. Creating motivation for economic-social development in the locality.

- Orientation for space of industrial parks and hub of technical infrastructure:

Area for industrial development shall have an area of about 3,088 ha located in associated with infrastructures of roads and waterways.

+ Centralized industrial zones have a total area of about 2,929 ha, including: Tra Noc industrial zone has an area of 689 ha; Cai Rang industrial zone has an area of about 240 ha; O Mon high-tech zone has an area of 470 ha; Thot Not industrial zone has an area of 1,530 ha.

+ Locating industrial handicraft clusters in appropriate locations in districts and urban areas of the rural districts.

+ Technical infrastructure hub:

Airport: Developing the current Can Tho international airport, researching the planning of international airport of the region after 2030 located in Co Do rural district.

Railway station: The main railway station of Ho Chi Minh-Can Tho shall be located in Cai Rang district; the main railway station of Can Tho-Chau Doc shall be located in O Mon new urban area.

The system of general ports and tourism ports: Located in Thot Not district and Binh Thuy district. The Cai Cui international seaport shall be located in Cai Rang district.

Factories supplying water-power, zones treating wastes, waste water and cemeteries: Synchronously located and modern in compliance with serving radius of urban areas.

- Space orientation of rural areas:

Developing rural areas of the Can Tho city according to new rural model. Rural residential areas are centralized in centres of communes, associated with high-tech agricultural production, supplying clean agricultural products to centre areas. Rural residential areas with smaller size shall be associated with eco-tourism activities, tourism service and maintain their traditional villages.

Area for agricultural production (including residential land) has an area of about 73,000 ha, of which high-tech agricultural land will be about 15,000 ha in the East of the new highway, adjacent to urban areas in the park of the Hau river.

Land reserving trees (orchards) and specialized parks have a total area of about 25,395 ha. Agricultural areas along the Hau river with medium-sized terrain (not high enough for urbanization) having potentiality of river landscape shall be an additional factor in the green network, creating an open and extensive landscape interwoven with urban centres along the Hau river.

Space orientation for the green landscape, the specialized parks and open spaces will be about 10,100 ha, including:

+ The Hau river's park is a regional specialized park, including scientific research, high-tech agriculture, water areas, sports, fitness and entertainment for the entire region of Mekong River Delta with a total area of about 3,700 ha.

+ Linear parks along the urban backbone creating marks for main landscapes of urban areas are spaces linking areas for urban development and open landscapes with an area of about 4,000 ha.

+ A strip of isles along the Hau river will be about 2,400 ha, being location centralized activities of service, tourism, entertainment, golf courses, etc.

+ Areas of orchards in Phong Dien, O Mon and Thot Not are linked with urban parks and the park of the Hau river.

8. Orientation of urban design:

a) Overall urban design framework:

- The main urban axis is the South-North direction: From the Cai Rang industrial-urban area to the Thot Not industrial-urban area. Control of public space and highlight projects, control of space section through urban areas, control of high floors, building density, setbacks and architectural forms.

- Main axes of urban areas: Are decisive traffic axes in urban areas.

- Particular space, landscape space of urban areas, areas with cultural, historical and social values.

b) Contents of the control: Control of space morphology of landscape and architecture, prominent works, iconic works, control of building density, coefficient of land use, ratio of green area, trees, public space, public service works and major traffic routes.

c) Orientation of urban design:

- Density of construction: Urban centres, existing residential areas, mixed development zones with high density of construction; administrative area, specialized centres, industrial parks, newly-developed residential land outside centres of urban areas with medium density of construction; development areas of tourism, garden houses, ecological parks, green parks, sports and fitness with low density of construction

- high storeys of buildings and coefficient of land use: The urban centres shall be located with high-rise works and have high (average) coefficient of land use, located with high-rise works to create prominent points; areas for tourism, ecology, green parks shall be located with high-rise works and have low (medium) coefficient of land use.

- Control, conservation, development of typical landscape of areas of theme parks, open spaces, public spaces, history, culture, sports, tourism and areas for conservation of green areas (orchards), spaces for agricultural landscapes, rivers, canals, lakes, the areas of central squares in urban areas, dunes on the Hau river and the areas allowed to be waterlogged and adaptable to climate change.

9. Orientation for development of technical infrastructure system

a) Traffic:

- External traffic:

+ Roads:

Construction and completion of a system of highways, including: The Ho Chi Minh city- Can Tho route; the Chau Doc-Can Tho-Soc Trang route; The Can Tho-Ca Mau route; The Ho Chi Minh road route (the distance crossing the Can Tho city from the new bridge over the Hau river).

Renovation and upgrading of national routes: 1A, 80, 91B and the South of the Hau river.

Renovation and upgrading of provincial roads connecting the inner city with suburb areas, between suburb towns and other urban centres in the region.

Construction of new bridge over the Hau river in Thot Not district. In the long-term orientation, construction of new bridges across the Hau river in O Mon District.

Renovation and new construction according to grade of roads for other bridges on the system of external traffic.

+ Waterways:

Enhancing rehabilitation and dredging of canals of national waterway routes: Hau river, Cai San canal, Can Tho river, Xa No canal, O Mon river, Thi Doi canal and Thot Not canal.

Improvement and upgrading of capacity of the cluster of Can Tho port, including the Cai Cui waterfront area, Hoang Dieu - Binh Thuy, Tra Noc - Mon, of which Cai Cui is the main wharf, the national general port and the regional hub.

New construction and upgrading of wharfs, harbours for national waterway routes serving the transport of goods and passengers, currently with new construction of additional wharfs for new urban areas in order to enhance the capacity of waterway transport of the city.

+ Railways: Construction of Ho Chi Minh City - Can Tho high-speed railway route and turning routes to Long Xuyen and Ca Mau.

+ Air-ways: Upgrading of the Can Tho international airport to receive types of big aircrafts with the 4E grade airport according to ICAO standards and II-grade military airfield, the passenger capacity of 4-5 million / year and 400,000-500,000 tons of cargo / year.

- Urban traffic:

+ Roads:

Districts of the inner city: New construction, renovation and improvement of urban arterial roads synchronized with traffic junctions, ensuring the connection between the external routes with main network of roads of the city. The existing urban axes include: National road 91 (Cach Mang Thang Tam road), national road 91B, national road of the South of Hau river, Mau Than road, Vo Van Kiet road, 30 April road, Hoa Binh boulevard, Tran Phu road, Hung Vuong road, Tran Hung Dao road and Nguyen Van Cu road.

Renovation, upgrading and new construction of regional routes according to the planning orientation of urban areas. Management of boundary lines of routes according to the planning to ensure convenience for upgrading and expansion in the future.

Towns: Development of road networks are based on a combination of upgrading existing roads with new, modern and comprehensive construction, consistent with typical natural ecologic conditions of towns, ensuring quick communications with urban centres and other urban centres.

+ Stable traffic:

Upgrading of existing bus stations on national road 91B, bus stations of O Mon, Lo Te junction and other bus stations of suburb towns.

New construction of main bus stations in Cai Rang district with an estimated area of about 15-20 ha, bus stations connecting with traffic systems of railways, airways and waterways.

The existing bus stations in inner city shall be converted to stations for buses and public transport means.

Location of vehicle parking at public central areas of the urban areas.

+ Intersections: At intersections between the external axes of roads, highways, railways and main axes of roads of the city, it is necessary to build the other intersections in order to guarantee speed and traffic safety.

+ Bridges: Renovation, upgrading and construction of new bridges in the city to meet the increasing demand for transport. Bridges will be built according to grade level, width and loading of roads, at the same time ensuring navigational clearance according to the categories of rivers and canals.

+ Public traffic: Organization of public transport in the city by bus system connecting the urban areas with high traffic demands under the main axes of roads. It is expected to build the tram lines linking the urban areas of the city.

- Waterways:

Strengthening of the dredging and development of landscapes on inland waterways managed by the city.

During the construction of works crossing over the rivers, it is required to ensure the navigational clearance and no encroachment on the river bank affecting the ability of the traffic flow of means.

Arrangement of the main passenger wharfs, tourism wharfs in the areas of traditional urban centres.

Renovation and construction of new cargo docks and piers for passengers on main river routes of the city.

b) Technical preparation:

- Levelling:

+ The construction height for urban areas:

Ninh Kieu-Binh Thuy traditional urban area:

. For centre areas (politics, culture, service, etc) industrial zones, warehouses: The construction height > 2.50 m.

. For centralized built residential areas, construction height of road network > 2.40 m.

. For green parks, low-concentrated construction sites, low-rise buildings, the allowed construction height will be > 2.30 m.

Thot Not industrial-urban area: The construction height > 3.10 m;

O Mon new urban area: The construction height > 2.70 m;

Thoi Lai town: The construction height > 2.70 m;

Co Do town: The construction height > 2.70m;

Vinh Thanh town: The construction height > 2.70 m;

Thanh An town: The construction height > 2.50 m.

+ Height planning:

For existing urban areas: Due to the high construction density, local levelling is conducted to prevent floods and to create drainage direction while construction, renovation and embellishment of urban areas. Especially for the central area of city (Ninh Kieu District, Binh Thuy district) because the centralized building density is too large, it should organize construction of embankments to prevent flood for areas of which background height is low, affected.

For new urban areas: Levelling and raising the ground to the limit level, fully take advantage of the natural terrain, maintain existing rivers and enhance creating pools, canals for drainage work, enhance the urban landscape and the earthwork balance.

- Rainwater drainage:

For newly-developed areas, rainwater drainage system is constructed separately, in underground sewers and ditches with caps, rain water is collected, transported and discharged directly into rivers and canals.

For existing urban areas, the existing drainage systems should be improved; it will be gradually built with separate rainwater drainage systems and domestic wastewater drainage system to be taken to treatment stations before discharging into the environment.

Taking most advantages of the existing river systems and canals for rainwater drainage, development of river landscapes and enhancement of the dredging for drainage.

In the green parks, it is required to build new big lakes, creating landscapes in combination with lakes for water drainage during floods and earthwork balance.

c) Water supply:

Norm of water supply:

+ The total demand for urban fresh water and production until 2020 is about 266,400 m3/ day; until 2030 it is about 448,600 m3/ day.

+ The total demand for rural fresh water until 2020 is about 23,200 m3/ day; until 2030 it will be about 36,800 m3/ day.

- Key projects:

Rational exploitation and use of water resources, prioritizing surface water of Hau River and tributaries: Can Tho river, O Mon river, Cai San river, Thot Not canal, etc. Underground water shall be used with a limited quantity for suburb residential areas where are away from water source of the city.

New construction and expansion of 16 water supply plants for the city with a total capacity of approximately 306,220 m3/ day until 2020; until 2030 is about 427,500 m3 / day and 01 regional water plant is Song Hau 1 water plant with the capacity of 500,000 m3/ day, supplying 50,000 m3 / day to Can Tho city.

- Pipe network for water supply:

Building regional water supply pipeline of Ø1000 from the Hau 1 river water plant to Rach Gia.

Building main pipeline network of water supply connecting with water plants, pipelines for transmission and distribution of water supply to residential areas and industrial areas which will be suitable with each stage of development.

d) Power supply:

Power source: The existing Tra Noc power plant has the capacity of 183 MW. O Mon Power Centre has the capacity of 3,660 MW (until 2020).

- Power grid:

The high voltage power grid passing by the Can Tho city includes 3 voltage levels 500 kV, 220 kV and 110 kV. In particular, the power grids of the 220 ​​kV and the 110 kV are designed with loops, each substation will be powered by two lines ensured power supply reliability, power quality under normal working mode and the single incident under the current regulations.

The power grids of the 220 ​​kV and the 110 kV are designed with many loops, prioritized in using multi-loops poles to reduce corridors of power transmission lines.

Substations are designed to fully configure a minimum of two transformers. Operational capacity must ensure the normal operation mode.

The power grids of 220 kV and 110 kV must ensure the standby for development.

- Urban lighting:

Development of urban lighting associated with urban development, improvement combined with new construction, synchronized with system of urban infrastructure, enhancing the use and exploitation of new energy sources, re-generated in urban lighting works to save and improve the use efficiency of electricity, energy and the environmental protection.

Ensuring 100% of the traffic projects, public spaces and urban advertising (including new construction, renovation and upgrading) for using lighting products with high performance, saving powers, in which it is targeted to have 30% to 50% of projects using standard solar lamps. Complete putting underground the entire lighting power lines in urban areas.

dd) Sewage drainage:

The total volume of wastewater in urban residential areas: Until 2020: Q = 106,500 m3/ day; until 2030: Q= 146,000 m3/ day.

The total volume of wastewater of residential areas in towns in suburb: Until 2020: Q = 5,800 m3/ day; until 2030: Q= 6,400 m3/ day.

The total amount of waste water of industrial parks: Until 2020: Q = 40,000 m3/ day; until 2030: Q= 65,000 m3/ day.

Arrange a separate sewage disposal system with the rainwater drainage system.

Wastewater from the civil works must be handled by a septic tank before escaping to wastewater collection sewers and to the wastewater treatment plant of the city. Waste water after being treated must satisfy the prescribed standards, before being discharged into the river.

Wastewater from industrial parks must be treated locally at production place in compliance with the standard set by the management board before collecting to the general treatment station. Industrial waste water after being treated must satisfy the prescribed standards, before being discharged into the river.

Wastewater from health facilities must be treated in accordance with the standards of the Ministry of Health before being discharged into the wastewater collection system of the city.

e) Management of solid wastes and cemeteries:

- Management of solid wastes:

+ The total amount of daily-life waste in urban areas by 2020 will approximately be 1,000-1,200 tonnes and until 2030 will be about 1,500 - 2,000 tons.

+ Construction of 04 treatment areas:

. In O Mon district, the area is about 47 ha.

. In Thoi Lai district, the area is about 72.5 ha, in long-term the extension will be 120 ha.

. In the North of the city, the area is about 14.5 ha; a standby area is about 10 ha.

. In Vinh Thanh rural district, the area is about 6.5 ha.

+ Construction of 2 treatment areas for rice husk in O Mon and Thot Not, the areas are 02 ha and 10 ha accordingly.

+ For rural residential areas: Collection and handling on site by using methods of burning and burying.

+ Arrangement of 06 waste transfer stations according to the planning for management of solid wastes of the city to collect and transport garbage to landfills.

+ Limit the solution of handling garbage by burying, enhance the application of advanced technology in processing, recycling of solid waste.

- Cemeteries:

+ Planning for construction of 03 municipal cemeteries:

. The cemetery at Thuong Thanh ward of Cai Rang district will have an area of about 50 ha;

. The cemetery at Thoi Thanh commune of Thoi Lai rural district will have an area of about 150 ha;

. The cemetery in the North of the city will have an area of about 50 ha.

+ Building crematories with advanced technology in the cemeteries.

+ Limiting the burial and having plans for relocation of cemeteries located in the inner city.

g) Contact information:

Improving the quality, diversifying communications services, maintaining the growth rate of basic postal services and value-added postal services and developing new types of services. Building regional and central post office in Can Tho to become one of the exploiting and sorting centres with modern equipments. Upgrading postal offices of urban districts and rural districts; reinforcing and completing the priority model of communal-level culture post-office.

Building and developing telecommunications infrastructure with modern technology, having wide coverage and large capacity and providing multi-service with good quality and efficiencies. Increasing the capacity of the operators, raising the number of Internet subscribers/ 100 people to 7 - 8 subscribers by 2015, about 13-15 subscribers by 2020 and 20-30 subscribers in 2030. Putting telecommunications and Internet become a spearhead economic sector, contributing to economic growth and creating more jobs for the society.

10. Prioritized programs and projects:

Technical infrastructure:

- Building Trung Luong-Can Tho highway, Soc Trang-Can Tho-Chau Doc highway.

- Upgrading and extension of a system of national roads (91, 91B, 80, the South of Hau river). Forming the urban backbone between traditional urban areas of Can Tho and O Mon on the basis of highway 91 and Highway 91B routes.

- Building and upgrading a system of provincial roads.

- Upgrading, extending a system of ports, logistics, regional distribution centre.

- Building bridges for Hau river, bridge system crossing Can Tho river, bridges crossing isles and dunes on the Hau river.

- Upgrading the waterway transportation system serving development of the city.

- Developing clean-water supply systems and water supply plants (Can Tho 2, O Mon 2, Thot Not, etc); a system of collection and treatment of waste water (the Can Tho wastewater treatment plant of stage 2, Thot Not, etc) and solid waste treatment areas.

- New construction and renovation of the power lines of 500 kV, 220 kV, 110 kV and 22 kV and transformer stations serving the Can Tho city and neighbouring provinces.

- Building cemeteries as planned.

- Building communication systems, telecommunications and controlling the frequency.

b) Social infrastructure:

- Focusing on the construction of general and specialized hospitals of city and regional level (children's hospitals, oncology, tuberculosis and lung disease, etc).

- Training and research projects (universities, vocational schools and research institutes)

- Key commercial and service projects (seafood wholesale market, the system of regional distribution centres, etc.)

- Forming the Can Tho park which is the new public space of the city and to prevent urbanization in unsuitable areas.

- Eco-tourism destinations such as Au dune, Son dune, Tan Loc isle and Phong Dien orchards.

- Programs for development of housing and social infrastructure.

- Program for upgrading urban areas.

- Program for control and protection of environment landscapes and water resources.

- Construction investment programs for tourism development, exploitation of eco-tourism routes, ecology, culture and history.

- Development programs for industrial parks: Accelerating process of the planning and the deployment of construction and investment, gradually completing infrastructure, attracting investment into industrial zones in Cai Rang, Thot Not and O Mon. Developing Thot Not industrial park in consistent with the planning of Ho Chi Minh road, following the industrial model associated with mixed development urban areas based on the traffic of waterways and roads.

- Planning and deploying the implementation of information technology zones to focus on research, development, production, business and human resource training in the information technology industry.

Article 2. Assignment of the People's Committee of Can Tho city in deploying the implementation of following tasks:

1. Promulgating the Regulation on management under the scheme on adjustment to the master plan of the city of Can Tho in 2030 and with vision to 2050 approved.

2. Coordinating with the Ministry of Construction, organize the public notification of adjustment of the master plan of the Can Tho city until 2030 and with a vision to 2050 approved.

3. Organizing the set-up and the review of the planning on changing technical infrastructure, regional, rural-district construction planning, rural communal construction planning, zoning planning, detailed planning, urban design in accordance with the scheme on adjustment to the master plan of the city of Can Tho in 2030 and vision to 2050 approved. Build and promulgate the Regulation on management of the planning and the urban architecture.

4. Planning to invest in the construction of infrastructure projects and management of investment and construction under scheme on the adjustment to the master plan of the city of Can Tho in 2030 and vision to 2050 approved.

5. Developing mechanisms, policies to mobilize financial resources, land for the framework technical infrastructure projects of the Can Tho city.

Article 3. This Decision shall come into effect from the signing date of promulgation and replaces Decision No. 207/2006/QD-TTg dated September 07, 2006 of the Prime Minister.

Chairman of the People’s Committee of Can Tho city, Minister of Construction and Heads of relevant state agencies shall be responsible for implementing this Decision./.
