DECISION

ON APPROVING THE SCHEME ON “REVIEWING AND ADJUSTING THE MASTER PLAN ON VIETNAM’S BORDER-GATE ECONOMIC ZONE DEVELOPMENT UP TO 2020 AND WITH A VISION TILL 2030"

THE PRIME MINISTER

Pursuant to the Law on organization of Government dated December 25, 2001;

Pursuant to the Resolution No. 470/2012/NQ-UBTVQH13 dated February 27, 2012, of the National Assembly Standing Committee, on the supervision result of implementation of policy and law on construction and development of economic zones and border-gate economic zones;

Pursuant to the Decision No. 671/QD-TTg dated June 07, 2012, of the Prime Minister, on promulgation of the plan for implementation of the Resolution No. 470/2012/NQ-UBTVQH13 dated February 27, 2012;

At the proposal of the Minister of Planning and Investment at the document No. 4195/TTr-BKHDT dated June 20, 2013 and document No. 6024/BKHDT-CLPT dated August 20, 2013,

DECIDES:

Article 1. To approve the scheme on “Reviewing and adjusting the master plan on Vietnam’s border-gate economic zone development up to 2020 and with a vision till 2030", with the following principal contents:

1. Viewpoints

a) The development of border-gate economy and border-gate economic zones are associated to construction and development of the friendship, stable and sustainable political relation between Vietnam with China, Laos and Cambodia. Strengthening international cooperation, attracting domestic and foreign investments through border-gate economic zones;

b) The development of border-gate economy and border-gate economic zones must have a long-term vision, priority orders according to each stage, conform with the national specific conditions and development orientations;

c) The economic and political efficiencies, and the national general benefits are highest requirement and important criterion for reviewing the master plan, developing the border-gate economic zones, and fully calculating the influences of market economy and international economic integration. All parties joining in economic, trading and investment activities will be enjoyed benefits from the border-gate economy and border-gate economic zones;

d) The carrying out construction in border-gate economic zones must comply with the detailed plans already approved by competent authorities, use land in accordance with the roadmap, must invest in construction according to thrift and effective directions, must avoid the dispersed and expanded investments which cause waste of resources;

dd) The development of border-gate economy must be combined closely with development of human resources, it is required to ensure that the master plan of border-gate economic zone development is synchronous with the master plan of human resources, master plan of social infrastructures (schools, medical, cultural, sport establishments, residential areas …);

e) It is required to pay attention to requirements of environmental protection and security and national defense assurance in development of the border-gate economy and border-gate economic zones.

2. Objectives

a) Overall objective

The border-gate economic zones are constructed at border areas in modern and synchronous direction, to become the motive economic areas of each border province near by China, Laos and Cambodia. By 2020, Vietnam will make zoning of 26 border-gate economic zones, in which will concentrate in prioritized investment plans by capital sources from budget to conduct construction of synchronous infrastructure and models of management organization, policy regime applicable to some border-gate economic zones which will be operated with high efficiency; ensure security and order, effectively prevent crimes of all kinds, activities breaching law involving border-gate economic zones.

b) Specific targets

- Concentrating in completion, construction and development of the existing border-gate economic zones according to the directions having focus, main point, aiming to improve the efficiency of investment.

- Accelerating development of trading, export, import, temporary import for re-export, transport of transit goods, industrial production, tourist and service provision.

- Trying to reach the export and import turnover through border-gate of USD 30 billion by 2020, the average increasing speed will be about 12.3% per annum, in which the export turnover will reach about USD 14 billion, import turnover will reach about USD 16 billion. The export and import turnover through border-gate will reach about USD 50 billion by 2030, in which the export turnover will reach about USD 22 billion; import turnover will reach about USD 28 billion.

- By 2020, number of entry and exit visitors from countries into Vietnam will be about 16.5 million arrivals and from Vietnam arriving neighboring countries through border-gate economic zones, in which visitors from Vietnam arriving neighboring countries will be about 8.5 million arrivals and visitors from other countries entering Vietnam will be about 8 million arrivals. By 2030, number of entry and exit visitors from countries into Vietnam will be about 26 million arrivals and from Vietnam arriving neighboring countries through border-gate economic zones, in which visitors from Vietnam arriving neighboring countries will be about 13.2 million arrivals and visitors from other countries entering Vietnam will be about 12.8 million arrivals.

3. Orientations:

a) During 2013-2020:

- Not supplement border-gate economic zones into the master plan and not consider establishment of new border-gate economic zones which have been included in the master plan on Vietnam’s border-gate economic zone development approved by the Prime Minister at the Decision No. 52/2008/QD-TTg dated April 25, 2008;

- Merger three (03) Ta Lung, Tra Linh and Soc Trang border-gate economic zones of Cao Bang province which have been applied mechanisms and policies under the Decision No. 83/2002/QD-TTg dated June 26, 2002, of the Prime Minister, into the Cao Bang province’s border-gate economic zone in order to facilitate in management and construction of the synchronous and modern infrastructure system which ensure conformity with criterion and condition of “including of adjacent administrative units which has no spatial separation” as prescribed in the Government’s Decree No. 29/2008/ND-CP dated March 14, 2008;

b) During 2021-2030: just consider establishment of new border-gate economic zones which have been included in the master plan on Vietnam’s border-gate economic zone development approved by the Prime Minister at the Decision No. 52/2008/QD-TTg dated April 25, 2008 when they satisfy full criteria and conditions for establishment as prescribed by law.

4. To select some border-gate economic zones for concentrating in development investment by capital sources from state budget in each stage under the 5-year plan on economic-social development:

a) During 2013-2015, invest in development of infrastructure system by capital sources covered by central budget for eight (08) border-gate economic zones which have been selected for investment concentration at document No. 2074/TTg-KTTH dated December 07, 2012, of the Prime Minister at the minimum support level of 70% of total capital sources in the annual plan of support for border-gate economic zones.

b) Period after 2015, assessing and grading border-gate economic zones according to the approved criteria and conditions for select and investment concentration.

c) For border-gate economic zones not be selected, not performed investment concentration, the Central budget will support partly to complete some essential infrastructural constructions which are being performed. Localities shall proactively mobilize capital sources and investment forms for building the infrastructure system of border-gate economic zones established in their localities.

5. To further study, revise and complete the development mechanisms and policies applicable to border-gate economic zones.

Article 2. Organization of implementation

1. To popularize the master plan: After the Prime Minister approves, announce the scheme on “reviewing and adjusting the master plan on Vietnam’s border-gate economic zone development up to 2020 and with a vision till 2030"; Ministries, sectors and localities shall elaborate plans to execute the master plan on border-gate economic zone development suitable to stages of development.

2. To assign the Ministry of Planning and Investment:

a) Assuming the prime responsibility for, and coordinating with other Ministries, sectors and relevant localities in continuing implementation of supporting fund from central budget for investment in development of infrastructure system of border-gate economic zones according to 5-year stages. The allocation and provision of investment fund for works, projects in border-gate economic zones must comply with provisions of law;

b) Assuming the prime responsibility for, and keeping focal role, in course of carrying out the Scheme, reporting to the Prime Minister about problems arising during the course of Scheme implementation.

Article 3. Provisions of implementation

This Decision takes effect on the day of its signing. Contents not regulated in this Decision will continue complying with the Decision No. 52/2008/QD-TTg dated April 25, 2008, of the Prime Minister.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of Governmental agencies, chairpersons of the provincial People’s Committees shall implement this Decision.
