DECISION

REGARDING THE ESTABLISHMENT OF NATIONAL HATCHERY OF MARINE SPECIES OF CENTRAL AREAS

MINISTER OF FISHERIES

Pursuant to Decree 43/2003/ND-CP of May 2nd 2003 of the Government regulating the mandates and organizational structure of the Ministry of Fisheries;
Considering the submission letter No. 48/TTr-TT3 dated March 15th of the Center for fisheries research no.III;
Upon the proposal made by the Director of Personnel and Organization Department;

HAS DECIDED:

Article 1. The national hatchery of marine species of central areas shall be established which is under the Center for fisheries research No. III.

The national hatchery of marine species of central areas (hereinafter referred to as “center”) is an administrative unit with its own stamp and account. The headquarter is located at Xuan Dong ward, Van Hung distinct, Van Ninh district, Khanh Hoa province.

Article 2. The center shall have the mandate as follows:

A. Function

It shall carry out the study and research on technological science on fish fry and breeding methods of central areas.

B. Duties

The center shall have the following duties:

1. It shall research and carry out experiment on the enhancement of genetic quality of the species living in marine and brackish waters in order to produce the high quality and disease-free fry.

2. It shall study and set up the technological process on preservation of genetics, the technology on fry production and farming methods of the marine and brackish fry; shall formulate the technical standards for preservation of original broodstocks aimed at ensuring their quality including the local fry, localized or nationalized ones.

3. It shall ensure the supply of marine fish fry and farming technology for the fisheries centers of central provinces, hatcheries level I and all economic sector involved in the fry production. It shall study the development of marine aquaculture.

4. It shall conduct experiment on new fish fry, feed, bioproducts, chemicals and fish veterinary drugs served the aquaculture purposes.

5. It shall coordinate with national fisheries extension center, the units within and outside the fisheries sector but are in charge of fisheries extension to transfer the advanced technology, it shall take part in organization of training courses, refresher courses for technicians and fisheries extension workers of the central areas.

6. It shall exchange information of technology and science, economics and management in the fields of aquaculture and marine fish fry production research.

7. It shall take part in activities of international cooperation, exchange of marine genetic materials with other countries as assigned by the Ministry.

8. It shall manage and use in the right purposes and effective manner of the infrastructure, capital and labour force of the center as provided for by law and of the Ministry.

9. It shall perform other duties as assigned by the Ministry via center for fisheries research No. III.

Article 3. The center shall be headed by one director, one or two vice directors. The director of the center shall be appointed by the Minister of Fisheries following the proposal of the Director of center for fisheries research No. III. The vice director (s) of the center shall be appointed by the Director of center for fisheries research No. III as proposed by the Director of the center.

The center shall include 4 sections:

a. General section (including the information, administrative, accounting, general divisions etc)

b. Research section of technology and science of the fry

c. Research section of technology and science of marine aquaculutre

d. Center for development research of marine aquaculture in Lo river (Nha Trang city).

The employment and salary fund of the center shall be from those of center for fisheries research No. III. In addition, the contracted ones shall be hired upon the demand of work. The salary and other rights of the contracted persons shall be paid by the center as laid down by Labor Code.

Article 4. This Decision shall be come into force 15 days after being posted on Official Gazette.

The heads of Cabinet, units, departments, inspection, Fisheries Departments, Department of Agriculture and Rural Development , center of fisheries research No. III, national hatchery of marine fry of center areas shall implement this Decision.
