DECISION

APPROVING THE MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF CON DAO DISTRICT, BA RIA-VUNG TAU PROVINCE, UP TO 2020, WITH A VISION TOWARD 2030

THE MINISTER OF PLANNING AND INVESTMENT

Pursuant to the Government's Decree No.116/2008/ND-CP of November 14, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Planning and Investment;

Pursuant to the Government's Decree No. 92/2006/ND-CP of September 7, 2006, on elaboration, approval and management of socio-economic development master plans;

Pursuant to the Government's Decree No. 04/2008/ND-CP of January 11, 2008, amending and supplementing a number of articles of the Government's Decree No. 92/ 2006/ND-CP on elaboration, approval and management of socio-economic development master plans;

Pursuant to the Government Office's Document No. 532/VPCP-DP of January 25, 2011, on the socio-economic development master plan of Con Dao district;

At the proposal of the People's Committee of BaRia-Vung Tau province in Report No. 109/TTr-UBND of September 12, 2011, proposing approval of the master plan on socio-economic development of Con Dao district, Ba Ria-Vung Tau province, up to 2020, with a vision toward 2030,

DECIDES:

Article 1. To approve the master plan on socio-economic development of Con Dao district, Ba Ria-Vung Tau province, up to 2020 with a vision toward 2030, with the following major contents:

1. Development viewpoints:

- To develop Con Dao into a high-quality tourist and service economic zone with a breakthrough in the planning and spatial arrangement of industries, with a long-term vision toward modernity and mechanisms for a special territory;

- To conserve, embellish, and promote historical values and values of the sea and forests of Con Dao national park and historical relic to turn them into original and attractive tourist products;

- To prioritize development of eco-tourism, luxury resort tourism and cultural and historical tourism. To develop other manufacture and service industries just enough to serve tourism development;

- To build Con Dao to match its outpost position, making active contributions to the country's opening up and international economic integration, maintaining defense and security, and in close association with the development of the southern region, the whole country and the world.

2. Development objectives to 2020:

* General objectives:

To basically complete the construction of infrastructure and embellishment of historical and cultural relics to turn Con Dao into a national and international urban center for marine and cultural tourism, assuring defense and security in the southeastern sea of the country.

a/ To restructure the island economy from manufacture to development of high-quality service tourism

To develop infrastructure and tourist sites to meet the needs of tourists to Con Dao with the number of arrivals to reach around 64,000/ year by 2015 and 150,000/year by 2020.

The domestic income will grow at around 18-22% on annual average during 2011-2020, with tourism and service growing at 27% annually.

b/ To arrange and restructure the population and labor among industries in conformity with orientations for development of a high-quality tourism-service zone

To reach a population of around 15,000-20,000 by 2020, with the urban population accounting for 70%. To develop human resources so that the rate of trained labor will reach 80% by 2015 and 98-100% by 2020.

To assure social safety and consolidate defense and security as the basis for stability and economic development.

c/ To protect biodiversity, reasonably exploit and use natural resources and raise the value of the national park, and preserve and embellish historical relics

The coverage of forests and perennial trees will reach over 85%; 90-100% of solid waste and wastewater will be treated by 2020.

3. Orientations up to 2030: In the next 20 years, Con Dao is set to become:

A sustainable developed urban center with a population of around 30,000, including about 10,000 tourists equivalent, economic activities developing in harmony with conservation of historical and cultural relics, protection of the forest-marine ecosystem and maintenance of security and defense.

A national and international tourist urban center attractive to domestic and foreign tourists. It is expected to receive around 250,000-300,000 tourist arrivals by 2030, with foreign tourists accounting for around 15-20%.

An urban garden with 85% of its land area slated for natural eco-zones and only 15% for urban development and an eco-island with multiple central points, each having a natural forest ecosystem and sea areas.

To record fast and sustainable economic growth. During 2012-2030, the production value will annually grow at 8.5-9% on average. By 2030, the production value will increase by 2.4-2.6 times the 2020 level and the average income per capita will reach USD 12,000-13,000 (at the actual price of 2030).

4. Orientations for development of key industries:

4.1. Orientations for tourism development:

To develop sea and island tourism, eco-tourism and cultural and historical tourism. To change thinking about tourism from exploitation to conservation of the nature and development of high-quality tourism up to international standards. Tourism activities should adhere to a number of principles:

a/ Tourism activities outside Con Dao national park:

- To invest in and build lodging establishments (luxury hotels, motels and resorts) and leisure and recreational services for visitors in Dam Tre, Suoi Ot, An Hai and Lo Voi beaches and most of Ben Dam area;

- To develop tourist tours and destinations on the way leading to Dam Tre beach; the prison relic, other historical relics and residential areas.

b/ Tourism activities inside Con Dao national park:

- To organize sight-seeing tours and picnics in Dam Tre and Ong Dung bays, Con Dao national park area around Ben Dam; the entire area of the bay south east of Ben Dam, and Con Son, Hon Tai and Hon Trac bays; the road leading to Ong Dung bay of the land area outside Dam Tre; most of the area of Bay Canh, Cau and Ba islets. Not to build large and permanent tourist lodging establishments but only some tourist stops;

- Tourism activities inside the national park should strictly meet requirements on biodiversity protection, especially in such sensitive areas as Dam Tre and Ong Dung bays, Con Dao national park area round Ben Dam and Thanh Gia mountain; Bay Canh and Cau islets; the sea and coastal areas of Troc, Tre and small Tre islands, etc.

4.2. Orientations for development of other industries'.

To build supermarkets and expand retail services; to form a modern trade center in combination with sight-seeing and shopping walks in Co Ong area and the Center; banking services, including payment for trading transactions and money exchange for tourists, etc. To develop telecommunications infrastructure facilities in the three post offices (the Center, Ben Dam and Co Ong). To develop healthcare services to meet the needs of locals, business people and tourists. During 2016-2020, to consider and build in Con Dao an international standard hospital providing high-quality healthcare services for tourists and locals. To develop general education and gradually introduce a Vietnamese-English bilingual teaching program up to international standards. To consolidate schools and classrooms up to national standards. To provide distance training and vocational training.

5. Orientations for infrastructure development:

- To upgrade and build trans-island roads and roads within in the Center, Ben Dam and Co Ong and roads linking tourist zones and sites. To repair, maintain and upgrade roads; to build belt roads on major islands; to build eco-tourism roads in the national park, the main island and other islands, forming different eco-tourism routes to areas and points with peculiar terrains to create special tourist products. Studies should be conducted to adapt technical infrastructure projects in Con Dao to climate change and sea level rise;

- To upgrade Ben Dam into a general port, to build some tourist ports in Con Son and Ong Dung bays. To develop high-quality passenger ships on Con Dao-Vung Tau and Con Dao-Bac Lieu routes and routes linking other provinces for development of Con Dao's tourism;

- To completely build mooring and storm shelter areas for fishing ships and the regional search, rescue and salvage center to ensure safety for fishermen and vessels;

- To continue upgrading Con Son airport up to ICAO's (International Civil Aviation Organization) 3C standards and resume flights from Vung Tau to Con Dao. To increase flights from Ho Chi Minh City to Con Dao and vice versa. During 2021-2030, to expand and upgrade Con Son airport up to ICAO's 4C standards with a special and impressive design;

- To complete existing freshwater reservoirs and build reservoirs in the Center (An Hai reservoir and Quang Trung reservoirs 1 and 2); and Co Ong area (Co Ong reservoirs 1 and 2, Suoi Ot reservoir). To build water pipelines for the development of the port cluster, Ben Dam area, Co Ong airport area and tourist spots;

- To renovate the water drainage system in the Center and build water drainage systems for Ben Dam and Co Ong areas. To improve the water drainage system in Con Dao township and concurrently build rainwater and wastewater drainage systems;

- Initially, to upgrade the diesel-operated power plant, to soon build solar and wind mills and possibly generate tidal power. To increasingly develop solar power sources. To develop electricity supply networks, starting from the Center to Ben Dam and Co Ong areas; to link electricity networks along the tourist route on the island;

- To build systems to collect, and plants to treat, daily-life waste and plants to treat daily-life wastewater and medical waste; to collect, sort and transport 100% of solid waste. To build an environmental observation station for Con Dao area;

- To select a number of typical relics for conservation, to use other relics for economic development. To regularly repair and upgrade relics;

- By 2020, to basically build and repair primary and lower secondary schools in Con Dao, ensuring 100% of schools reaching national education standards;

- To upgrade the military-civil health center and Co Ong health station and build Ben Dam health station. During 2016-2020, to consider building a 100-bed quality hospital;

- To build cultural houses in residential areas; to build tourist information and cable television centers; to build a public square and an environmental observation, rescue and salvage center;

- To permanently conserve Con Dao historical relic-evidence in a complete space, restoring the past living space of the island and using most construction works for tourism;

- To properly manage and protect Con Dao national park and build a marine reserve in the sea area of the island;

- To develop markets in Con Dao township and Ben Dam and Co Ong areas. To build zones for reserve of food, food stuffs, petrol and other essential commodities in Ben Dam area, and filling stations;

- To implement e-government. To develop diversified forms of telecommunications and wireless Internet in urban centers, resorts and urban parks;

- To closely combine economic development with maintenance of security and defense. To build, upgrade and consolidate infrastructure works for defense and security, meeting requirements for control and protection of the southeastern sea and continental shelf of the country.

6. Spatial organization of the territory of Con Dao:

- The Center: Administrative agencies, relics, tourist-service zones, greeneries and parks and residential areas;

- Co Ong area: Airport services, commercial aviation services, finance and banking services; Co Ong tourist center; residential areas; parks and a public square;

- Ben Dam, Hon Ba and Hon Trac areas: Tourist services, port, maritime, rescue, mooring and storm shelter services; public greeneries and urban centers; security and defense zones;

- Dam Tre area and other satellite islands: Luxury tourist, service and leisure and recreational zones, to keep small islands in natural conditions to minimize tourism activities' impacts on the environment;

- To arrange monuments in Hang Duong cemetery relic and Thanh Gia mountain peak and the Flame of Liberty in Con Son bay. To build in Ben Dam area a symbol in memory of fallen heroes escaping from the island. To study a plan to build an eternal torch on an island and a monument at pier 914 in front of Con Son bay.

7. A list of prioritized investment projects is enclosed.

8. Preferential and special mechanisms and policies are adopted under the Prime Minister's separate decision.

Article 2. To assign the People's Committee of Ba Ria-Vung Tau province to proactively coordinate with related ministries and sectors in:

- Making public this master plan after its approval;

- Directing the elaboration, modification, supplementation and approval of the land use master plan and plan and other master plans related to Con Dao district;

- Studying and considering adjusting and supplementing the socio-economic development master plan, land use master plan and plan, construction master plan and master plans of sectors, industries and key products of Ba Ria-Vung Tau province to ensure their uniformity and consistency and balance and harmony between socio-economic development and defense and security and submitting them to competent authorities for approval;

- Formulating long-, medium- and short-term plans, key socio-economic development programs and specific projects to concentrate investment and prioritize funding sources rationally. Accelerating investment in and implementing programs and projects of important size and nature in the sector-based priority order to boost socio-economic development of Con Dao district;

- Assuming the prime responsibility for organizing investment promotion and dissemination activities to attract domestic and overseas investors and economic sectors to participate in the master plan implementation; supervising and examining the implementation of development investment projects in the locality according to its assigned and decentralized functions; and reporting to the Prime Minister and the Ministry of Planning and Investment;

- Adopting specific, reasonable and feasible solutions and plans to raise funds for investment; reducing funds raised from the state budget (central and local) suitable to its capital balancing capacity, and mechanisms and policies to raise appropriate resources to ensure the master plan's feasibility;

- Studying and promulgating or submitting to competent state agencies for promulgation (for issues beyond its competence) specific mechanisms and policies to effectively raise and use resources, and mechanisms and policies on investment incentives to attract investment in order to fulfill socio-economic development objectives, tasks and orientations of Con Dao district.

Article 3. Related ministries and sectors shall, within their functions and tasks, perform the state management in Ba Ria-Vung Tau province in general and Con Dao district in particular; coordinate with and assist the People's Committee of Ba Ria-Vung Tau province in elaborating and supplementing regulations, plans and master plans mentioned in Article 2 of this Decision; and in studying, formulating and submitting to competent state agencies for promulgation specific mechanisms and policies applicable to Con Dao district; boost investment in and implementation of works and projects important to the development of Con Dao district, investment in which has been decided; and study and consider adjusting and supplementing sectoral development master plans and plans on investment in related works and projects to be invested in Con Dao district.

Article 4. This Decision takes effect on the date of its signing.

Article 5. The chief of the Ministry Office, the chairperson of the People's Committee of Ba Ria-Vung Tau province, and heads of related agencies, units and organizations shall implement this Decision.-
