DECISION
ON RULES AND TASKS OF REPORTS ON IMPLEMENTATION OF MILLENNIUM DEVELOPMENT GOALS IN VIETNAM
THE PRIME MINISTER
Pursuant to the Law on Government organization dated December 25, 2001;
Pursuant to the Law on Statistics dated June 17, 2003;
Pursuant to the Decision No. 43/2010/QD-TTg dated June 2, 2010 of the Prime Minister on issuance of National Statistical Indicator System (NSIS);
At the request of the Minister of Planning and Investment,
DECIDES:
Article 1. Rules for reports on implementation of Millennium Development Goals (hereinafter referred to as MDGs) in Vietnam as follows:
1. Collect figures and make annual reports on implementation of MDGs in Vietnam from 2013 up to 2015 in conformity with international practice and actual condition of Vietnam according to Indicators of MDGs.
2. Combine reports, observation, and evaluation together of implementation of MDGs in Vietnam in the annual and 5-year plans for socio-economic development of Vietnam, central-affiliated cities and provinces (hereinafter referred to as provinces) ; annual and 5-year plans for socio-economic development of related Ministries, agencies.
Article 2. Appendix on Indicators of MDGs in Vietnam shall be issued herewith.
Article 3. Specific tasks of Ministries, regulatory bodies, and local governments:
1. The Ministry of Planning and Investment:
a) Provide guidance on combination of reports, observation, and evaluation together of implementation of MDGs in Vietnam in the annual and 5-year plans for socio-economic development of Vietnam, provinces; annual and 5-year plans for socio-economic development of related Ministries, agencies.
b) Make reports, observation, and evaluation together of implementation of MDGs in Vietnam in the annual and 5-year plans for socio-economic development of Vietnam.
c) Take charge and cooperate with relevant Ministries, agencies and regulatory authorities of provinces in making summary reports on implementation of MDGs in Vietnam during 15 years in 2015.
d) Combine reports, observation, and evaluation together of implementation of MDGs in Vietnam during implementation and completion of Frame of observation and evaluation of implementation of annual and 5-year plans for socio-economic development.
dd) Collect figures and issue yearbooks about implementation of MDGs in Vietnam in 2014 and 2015 according to Statistical Yearbook of Vietnam and Indicators of MDGs. The funding of this task shall be provided from the annual budget estimates of the Ministry of Planning and Investment and from other legitimate sponsorships.
2. The Ministry of Finance:
Cooperate with the Ministry of Planning and Investment in calculation and supplement to annual budget estimates of the Ministry of Planning and Investment in 2014 and 2015 in order to fulfill tasks prescribed in Point dd Clause 1 Article 3 of this Decision.
3. Relevant Ministries and agencies:
a) Annually collect figures regarding to indicators which are designated; send summary reports and figures to the Ministry of Planning and Investment under guidance on the Ministry of Planning and Investment according to tasks assigned in the Appendix of Indicators of MDGs in Vietnam.
b) Combine reports, observation, and evaluation together of implementation of MDGs in Vietnam according to indicators that are assigned in annual and 5-year plans for socio-economic development of field in charge.
4. The People’s Committees of provinces shall:
a) Annually collect figures regarding to statistical indicators to provinces prescribed in Appendix of Indicators of MDGs in Vietnam; send summary reports and figures to the Ministry of Planning and Investment under guidance on the Ministry of Planning and Investment.
b) Combine reports, observation, and evaluation together of implementation of MDGs in Vietnam according to indicators that are assigned in annual and 5-year plans for socio-economic development of provinces.
Article 4. This Decision shall take effect from the day on which it is signed.
Heads of ministerial agencies; Heads of Governmental agencies; the President of the People’s Committees of provinces and Heads of relevant agencies shall be responsible for implementation of this Decision./.
