DECISION

APPROVING THE STRATEGY FOR VIETNAM'S STATISTICAL DEVELOPMENT IN THE 2011-2020 PERIOD AND A VISION TOWARD 2030

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the June 26, 2003 Statistics Law;

Pursuant to the Government's Decree No. 40/2004/ND-CP of February 13, 2004, detailing and guiding a number of articles of the Statistics Law;

At the proposal of the Minister of Planning and Investment.

DECIDES:

Article 1. To approve the strategy for Vietnam's statistical development in the 2011-2020 period and a vision toward 2030, with the following principal contents:

1. Development viewpoints

a/ To well perform the functions, tasks and powers of Vietnam's statistical sector, that is to produce and disseminate truthful, objective, accurate, adequate, timely and transparent statistical information to serve Party and State agencies and leaders in assessing and forecasting the situation, formulating strategies and policies and drawing up socio-economic development plans and meeting the statistical information needs of other organizations and individuals under Vietnamese law and international practices: primarily serve the supervision and assessment of the implementation of the national socioeconomic development strategy and sectoral, regional and local development strategies in the 2011-2020 period.

b/ To strictly and fully observe the basic principles of statistical activities defined in the Statistics Law promulgated on June 26, 2003, and other laws; at the same time to observe the fundamental principles of official statistics established by the United Nations Statistical Commission in April 1994, which have been effectively applied by national statistical offices.

c/ To renew and improve statistical work toward modernity, quality and efficiency of the entire statistical system, including the centralized statistical system; statistical offices of ministries, ministerial-level agencies, government-attached agencies, the Supreme People's Court, the Supreme People's Procuracy (referred collectively to as ministerial/sectoral statistics); statistical offices of provincial-level departments, local sectors; statistical offices of communes, wards and townships; statistical offices of enterprises, non-business units, and other statistical agencies and organizations. To synchronize, standardize and computerize all processes and steps: information collection, processing, synthesis, analysis and forecast; transmission, storage and dissemination of statistical information, in conformity with Vietnamese reality and international standards and practices.

d/ To develop statistics in a fast and sustainable manner according to rational roadmap; to closely and harmoniously combine immediate requirements with long-term objectives, fast development with sustainable development, creating prerequisites for further development to a new level with a vision toward 2030.

e/ To create adequate conditions in terms of legal grounds, organizational apparatus, human resources, funds, physical and technical foundations and other resources to ensure feasibility.

2. Objectives

a/ General objectives

To develop Vietnamese statistics on a fast and sustainable manner on the basis of perfecting the organizational system, ensuring adequate quantity and higher quality of human resources and synchronously applying advanced statistical methods and modern technology; to form a centralized, unified, smooth and effective national statistical information system with increasing quantity and quality of information to serve the formulation of socio-economic development strategies, policies and plans and the leadership, direction and administration of Party and State agencies and leaders, Party committees and administrations at all levels and statistical information needs of other organizations and individuals at home and abroad; to strive for the target that Vietnam's statistical sector will reach a relatively high level and an advanced level by regional standard by 2020 and 2030, respectively.

b/ Specific objectives

- To establish and complete the systems of statistical indicators of ministries and sectors compatible with the national system of statistical indicators (promulgated together with the Prime Minister's Decision No. 43/2010/QD-TTg of June 2, 2010) and the systems of statistical indicators of provincial, district and commune levels (promulgated together with the Ministry of Planning and Investment's Circular No. 02/ 2011/TT-BKHDT of January 10, 2011), ensuring that all indicators in the national statistical indicator system, ministerial statistical indicator systems and provincial, district, commune-level statistical indicator systems be collected, synthesized and disseminated according to prescribed contents and periods; that produced and disseminated statistical information meet quality criteria currently applied by almost all national statistical offices and international organizations, namely conformity, accuracy, timeliness, accessibility, interpretability and coherence as well as international comparability.

- To form a centralized, synchronous and unified national statistical system with close and regular information coordination, exchange, sharing and connection between domestic statistical agencies and organizations, fulfilling all commitments to the provision and sharing of information with international organizations and statistical officies of other countries in accordance with law. To complete the establishment of a micro statistical database, macro statistical database, statistical database on the system of classifications and systems of concepts, information sources and methods of calculating statistical indicators, and eventually complete the establishment of socio-economic statistical data stores by 2020 accessible to all information users.

- To raise Vietnam's general statistical capacity indicator according to the World Bank's evaluation criteria from 61 points (on a scale of 0-100) in 2010 to 71 points in 2015,80 points in 2020 and 95 points in 2030, with the statistical methodology indicator to increase from 30 points to 55 points, 75 and 90 points in the respective years. To raise the level of implementation of the system of national accounts of Vietnam's statistics according to the Evaluation Framework of the United Nations Statistical Commission from 2/6 in 2008 to 3/6 in 2015,4/6 in 2020 and 6/6 in 2030. By 2010, to fully implement the General Data Dissemination System (GDDS) and by 2020 to fully observe the Special Data Dissemination Standard (SDDS) of the International Monetary Fund.

3. Solutions

a/ Solutions regarding completion of the legal framework and coordination mechanism

- To amend and supplement the Statistics Law and relevant legal documents. To consolidate and improve the statistical inspection system to ensuring that statistical activities be carried out in accordance with law; to periodically assess the results of implementation of the Statistics Law and relevant legal documents.

- To elaborate and promulgate documents providing for mechanisms for coordination, exchange, sharing and connection of statistical information, contributing to the establishment of a centralized, unified, smooth and effective national statistical information system.

- To formulate and promulgate policies on statistical information dissemination, aiming to establish close and effective relations between statistical information producers and users. To study, elaborate and promulgate documents creating legal grounds for the provision of a number of statistical services conformable to Vietnamese reality and international practices.

b/ Professional solutions

- To raise scientific research capacity toward forming a research system involving the entire statistical system. To step up the research into and application of advanced and modern statistical methodology and statistical processes.

To intensify the compilation and dissemination of statistical methodology manuals. To study, establish and standardize statistical processes based on information technology. To study and improve territory-based statistical methods with a view to reducing and eventually ending socio­economic data discrepancies between central and local statistics offices. To complete the sector-based sampling survey method and establish and update statistical survey forms. To apply and publicize important balances such as energy balance, food balance, inter-sectoral balance, international payment balance, etc. To complete the statistical lists and classifications and toward standardization, ensuring conformity with international standard classifications while satisfying Vietnam's practical requirements. To expand the application of the system of national accounts according to the methodology of the United Nations Statistical Division.

- To renew and raise the quality of statistical information collection. To closely and effectively combine three forms of statistical information collection: statistical report; statistical survey and exploitation of administrative registration files. In addition to increasing the volume and quality of statistical information collected through statistical reports and statistical surveys, to attach importance to the exploitation of information available in accounting documents, financial settlement reports, tax documents, customs documents, business registration and investment licensing documents, and civil status registration, household registration and land registration files, aiming to ensure consistency of input information sources and cut statistical information collection costs. To attach importance to the collection of input statistical information for the synthesis of quality and effectiveness indicators and general social indicators; at the same time to update statistical information that reflects in time socio­economic developments, climate change, natural disasters and environment.

- To renew and improve the processing, synthesis and dissemination of statistical information; to vigorously shift from largely disseminating collected and synthesized information to enquiring into and fully grasping users' needs regarding the amount and quality of statistical information in order to collect and disseminate appropriate and relevant statistical information and raise the effectiveness of statistical activities. To apply modern information-collecting and data-uploading methods; to standardize the processing and synthesis of information in all statistical fields. To develop and apply statistical information dissemination standards up to international standards. To periodically assess the users' satisfaction with statistical information and identify their needs in order to prepare suitable information provision plans; at the same time to guide them how to access, exploit and use statistical information.

- To step up statistical analysis and forecasting. To enhance the analyzing and forecasting capacity of statistical offices under the centralized statistical system and statistical offices of ministries and sectors. To develop a coordination mechanism and a financial mechanism for statistical analysis and forecasting activities, aiming to diversify products and share statistical analysis and forecasting results. To concentrate on short-term statistical analyses and forecasts while enhancing and raising the quality of analyses of results of statistical surveys and censuses and analyses of the socio­economic situation in three-year, five-year and ten-year periods.

c/ Solutions regarding information and communication technology application and development

To step up the development of information and communication technology, contributing to increasing the effectiveness of statistical activities and forming a computerized national statistical information system. To invest in synchronous information technology infrastructure, meeting the statistical development requirements of the centralized statistical system and ministerial, sectoral and local statistical offices. To use the electronic statistical survey method for collecting and transmitting statistical information via websites of statistical offices. On the basis of standardization and synchronization of statistical products, classifications and reporting and survey forms, to create and develop application software to automate the statistical information processing, synthesis, analysis and forecasting. To build the central national statistical information database and store at the Ministry of Planning and Investment (the General Statistics Office) and statistical information databases and stores of ministries, sectors and localities. To develop Internet-based e-government applications of the official statistics system.

d/ Solutions regarding organization and personnel

- To renew the organizational structure of the centralized statistical system toward specialization of statistical activities (statistical information collection, processing, synthesis, analysis, forecast, transmission, storage and dissemination). To consolidate and perfect the statistical organizations of ministries and sectors under the Statistics Law and the Government's Decree No. 03/2010/ND-CP of January 13, 2010, defining the tasks, powers and organization of statistical offices of ministries, ministerial-level agencies and government-attached agencies. To arrange sufficient statistical staffs, and raise the quality and guarantee the professional independence of statistical staffs of statistical offices of provincial-level departments, local sectors, communes, wards, townships, enterprises, non-business units and other agencies and organizations. To complete the building of a contingent of statistical collaborators.

- To supplement and finalize criteria for titles of statistical civil servants and public employees and determine the quantity and structure of statistical civil servants and public employees in each agency of the official statistical system. To renew the training, recruitment, management and employment of statisticians toward raising their professionalism and professional attachment. To expand the scope and raise the quality of statistical training at universities, colleges and professional secondary schools managed by the Ministry of Education and Training, other ministries or sectors; to consolidate the system of training establishments under the Ministry of Planning and Investment (the General Statistics Office) in order to train and re-train statistical staffs from the central to grassroots level and update professional knowledge and management and international integration skills for them. To attach importance to graduate and post-graduate training in statistics while intensifying short-term statistical course training and grant of training certificates for trainees.

e/ Other solutions

- To increase investment in scientific research to serve statistical activities, especially research into statistical methodology and the application and development of information and communication technology in statistical activities. To perfect the mechanism for allocation, management and use of state budget funds in concretizing the general provisions of the State Budget Law to better suit the peculiarities of statistical activities. To experimentally apply a number of statistical services, collect charges for the collection and provision of specialized and thematic statistical information and statistical consultancy in response to requests of organizations and individuals to serve their production, business and other profitable activities according to international practices and Vietnam's practical requirements.

- To formulate programs on international cooperation in the statistical sector along the line of expanding and raising the effectiveness of bilateral and multilateral cooperation with a view to quickly approaching advanced statistical methods, modern technologies, success experiences and international statistical standards. To fulfill all commitments to cooperation with statistical offices of other countries and international organizations; to seek technical and financial assistance from the international community. To build a system of statistical information indicators and issue regulations on the provision of Vietnamese statistical information overseas; to step up the collection, compilation and dissemination of foreign statistical information to domestic users, and vigorously perform the operation of international comparative statistics.

- To formulate and implement a communication program on the role of statistics in the formulation, supervision and assessment of socio-economic development strategies and plans of the whole country, ministries, sectors, localities, enterprises, organizations and individuals. To draw up and implement a program on dissemination of the Statistics Law and relevant legal documents. To raise community awareness about the responsibility to supply timely, accurate and truthful information to statistical offices under the Statistics Law and other legal documents. To compile statistical handbooks for agencies, organizations, individuals and communities.

- To plan, guide, urge, inspect, monitor and evaluate the implementation of the strategy in order to ensure that all objectives, solutions and action programs mapped out in the strategy are properly realized by relevant agencies, organizations and individuals with high and practical results. To incorporate strategy implementation activities in working programs and emulation and commendation activities. To annually review the implementation of the strategy; to organize a preliminary review in 2015 and final review in 2020 of the implementation of the strategy.

4. Action programs

a/ Program on completion of institutions and legal framework on and mechanism for coordination of statistical activities

- Objective: To enhance the legal environment for statistical work.

-Major activities:

+Amending and supplementing the Statistics Law and sub-law documents;

+ Strengthening, perfecting and renewing statistical organizations;

+ Formulating a mechanism for coordination, exchange, sharing and connection of information between the centralized statistical system and ministries, sectors and localities;

b/ Program on intensified research into and application of advanced statistical methodology and development and standardization of statistical processes according to international standards

- Objective: To create breakthroughs in research into and application of statistical methodology, fully integrating Vietnam's statistics into international statistics.

- Major activities:

+ Intensifying the research into and application of statistical methodology according to international standards;

+ Determining and researching into methods of measuring new socio-economic phenomena in order to promptly and fully reflect the process of national renewal and international integration;

+ Researching into the application of international standard classifications;

+ Stepping up the compilation, translation and dissemination of statistical methodology manuals;

+ Formulating and applying the processes and tools for quality control of statistical activities;

+ Participating in joint statistical research with countries in the region and the world;

+ Building statistical research capacity.

c/ Program on renewal, improvement and raising the quality of statistical information-collecting activities

- Objective: To increase the amount and raise the quality and effectiveness of input statistical information.

- Major activities:

+ Formulating and finalizing synchronous statistical indicator systems;

+ Intensifying the exploitation of data from administrative files for statistical purpose;

+ Scrutinizing and updating lists of statistical surveys;

+ Scrutinizing and finalizing statistical reporting regimes.

d/ Program on renewing, perfecting and raising the quality of statistical information processing, synthesis and dissemination

- Objective: To raise the quality and effectiveness of the synthesis and provision of output statistical information, better meeting statistical information needs of information users.

- Major activities:

+ Establishing and standardizing the processes of transmission, processing and synthesis of general statistical reports applicable to provincial-level Statistics Offices and general statistical reports applicable to ministries and sectors;

+ Establishing and standardizing the processes of transmission, processing, synthesis and dissemination of results of statistical surveys and censuses;

+ Establishing and standardizing the processes of processing, synthesis and dissemination of information with respect to indicators in the promulgated statistical indicator systems;

+ Establishing and standardizing the processes of compilation of GDP indicators and relevant indicators;

+ Establishing and standardizing the processes of transmission, processing, synthesis, compilation and dissemination of monthly socio­economic reports and annual national statistical books;

+ Establishing a system of indicators and processes of processing, synthesis and dissemination of Vietnam's socio-economic statistical information overseas;

+ Making and standardizing a list of statistical products;

+ Formulating and promulgating policies on dissemination of statistical information;

+ Renewing and upgrading the contents and presentation of the statistical website of the General Statistics Office;

+ Assessing the satisfaction and needs of statistical information users;

+ Drawing up and implementing a plan on publicity of statistical work within the community.

e/ Program on intensified statistical analysis and forecast

- Objective: To bring into play the superiority and effectiveness of collected and synthesized statistical information for comprehensively developing statistical work.

- Major activities:

+ Building statistical analysis and forecast units and networks;

+ Carrying out statistical analysis and forecast activities;

+ Creating mechanisms for coordination and sharing of statistical analysis and forecast results;

+ Increasing resources for statistical analysis and forecast activities.

f/ Program on application and development of information and communication technology in statistical activities

- Objective: To intensify the use of modern technologies and computerize statistical activities.

- Major activities:

+ Upgrading and expanding the information and communication technology infrastructure of the Official Statistics System;

+ Building a national statistical database and Statistics Office;

+ Developing software applicable in statistical information collection, processing, synthesis, analysis, forecast, transmission, storage and dissemination;

+ Managing, supervising and assessing results of information and communication technology activities in statistical work.

g/ Program on development of human resources in the statistics sector

- Objective: To build a contingent of staff adequate in quantity, good in quality and rational in qualification structure in the statistics sector.

- Major activities:

+ Standardizing the titles of civil servants and public employees in the statistics sector and determining the quantity and structure of civil servants and public employees according to grades of the Official Statistics System;

+ Consolidating and increasing statisticians of provincial-level departments and local sectors, communes, wards, townships, enterprises and non-business units;

+ Expanding the scale and raising the quality of training of human resources for the statistics sector;

+ Renewing the recruitment, management and employment of statisticians.

h/ Program on expanding and raising the effectiveness of international cooperation in the statistics sector

- Objective: To fully integrate Vietnamese statistics into the regional and world statistical

- Major activities:

+ Expanding and raising the effectiveness of bilateral and multilateral cooperation;

+ Improving and raising the quality of overseas statistical activities, fulfilling all international statistical commitments;

+ Stepping up the promotion of the image and raising the status of Vietnamese statistics among the regional and world statistical community.

i/ Program on improvement of physical foundations and mobilization of financial resources for statistical activities

- Objective: To create conditions for the effective implementation of the strategy.

-Major activities:

+ Ensuring funds for implementation of the action programs of the strategy;

+ Formulating and implementing a scheme on investment in the construction of offices of statistical offices in the centralized statistical system;

+ Formulating and implementing a scheme on investment in equipment and working facilities of the central statistical system and ministerial, sectoral and local statistics systems;

+ Mobilizing other lawful funding sources for statistical activities.

(Major activities of the action programs shall be carried out according to the contents, schedules and responsibilities defined in the enclosed appendix, not printed herein).

Article 2. Organization of implementation

1. The Ministry of Planning and Investment (the General Department of Statistics) shall assume the prime responsibility for, and coordinate with other ministries, ministerial-level agencies, government-attached agencies, the Supreme People's Court, the Supreme People's Procuracy and provincial-level People's Committee in, performing the following major tasks:

- To act as the focal point in the implementation of the strategy; to formulate, promulgate and direct the implementation of plans for realization of the action programs.

- In 2012, to formulate and promulgate legal documents defining the mechanism for statistical information coordination, exchange, sharing and connection; to formulate and promulgate policies on disclosure of statistical information.

- In 2013, to complete the assessment, amendment and supplementation of the Statistics Law and sub-law documents for submission by the Government to the National Assembly for inclusion in its legislative program.

- To perfect the apparatus of statistical organizations from the central to grassroots level toward consolidating and promoting the core role of the centralized statistical system; to raise the role, responsibility and capacity of statistical offices of ministries and sectors at the central level and statistical offices of local departments and sectors.

- To finalize regimes and policies applicable to statistics personnel, adopting policies to encourage statistics workers to constantly raise their professional qualifications and attachment.

- To mobilize funds at home and abroad for implementation of the strategy.

- To guide, urge, inspect, monitor and assess the implementation of the strategy; to annually report to the Prime Minister on implementation results; to organize a preliminary review in 2015 and the final review in 2020 of the implementation of the strategy.

2. Other ministries and sectors shall detail the strategy for implementation in their respective sectors with a view to effectively carrying out activities assigned to them in the action programs, especially focusing on building and improving their respective statistical work in terms of organizational apparatus, payrolls and professional methods. Besides, a number of ministries and sectors shall perform the following tasks:

- The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment in, allocating annual state budget funds for implementation of the strategy; and guide the management and use of funds according to the State Budget Law.

- The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment in, formulating and implementing plans for communication on the mass media on the position and role of statistics and responsibility of the community for statistical work.

- The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and concerned ministries and localities in, consolidating the specialized statistical training system, meeting the increasing demands for quality statistics staff of the entire statistical system from the central to grassroots level.

3. Provincial-level People's Committees shall base on their state management functions and tasks to organize the implementation of the strategy in their respective localities according to activities assigned in the action programs and guiding documents of the Ministry of Planning and Investment; at the same time assign provincial-level Departments and sectors to coordinate and create conditions for statistics offices of the centralized statistical system in their localities to perform the strategy's tasks assigned by the Ministry of Planning and Investment (the General Statistics Office).

Article 3. This Decision takes effect after its signing.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People's Committees, and heads of related agencies shall implement this Decision.-
