DECISION

PRICE FRAME OF AVERAGE RETAIL PRICE OF ELECTRICITY FROM 2013 – 2015

THE PRIME MINISTER

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Law on Electricity dated December 03, 2004 and the Law on Supplements and Amendments to a number of articles of the Law on Electricity;

Pursuant to the Law on Price dated June 20, 2012;

At the request of the Minister of Industry and Trade

HEREBY DECIDE

Article 1. Approve price frame of average retail price from 2013 – 2015 (excluding VAT) as follows:

- Minimum average retail price of electricity is 1,437 VND/kWh.

- Maximum average retail price of electricity is 1,835 VND/kWh.

Article 2. In reliance on the average retail price as prescribed in Article 1 hereof, average retail price from 2013 – 2015 shall be revised not to be less than minimum price and not higher than maximum price in the price frame under electricity price adjustment mechanism stipulated by the Prime Minister and in accordance with electricity market development.

Article 3. In case it is necessary to adjust the price frame in order to suit changes of electricity production and business costs and requirements for allocation of expenses yet to be included in the electricity price, the Ministry of Industry and Trade shall take the initiative in cooperating with the Ministry of Finance in calculating and adjusting price frame of average retail price and making the submission to the Prime Minister for consideration and decision.

Article 4. Effect

1. This Decision takes effect since the signing date.

2. The Ministers, heads of ministerial-level agencies, heads of governmental agencies, heads of electricity supply units and other relevant organizations shall be responsible for executing this Decision./.
