DECISION
REGULATING MANDATE AND ORGANIZATIONAL STRUCTURE OF NORTHERN
THE MINISTER OF FISHERIES
Pursuant to Decree 43/2003/ND-CP dated May 1st 2003 of the Government regulating mandate and organizational structure of the Ministry of Fisheries;
Pursuant to Decision 09/2005/QD-BTS dated March 7th 2005 of the Minister of Fisheries regulating mandate and organizational structure of the Research Institute for Aquaculture No.1;
Upon request of the Director of Organization and Personnel;
HAS DECIDED
Article 1. Function
The northern national broodstock center (hereinafter referred to as “Center”) is the administrative unit under the RIA1 on the merge of the Cat Ba marine aquaculture research station and the Quy Kim brackish water aquaculture research station which is in charge of scientific research on fish fry and marine aquaculture in the northern areas; preservation, breeding and supply of fish fry, experimentation of fish fry and other aquaculture-dedicated products for the northern provinces and other areas.
The Center shall has its own stamp and account at State Treasure and State Bank of .
English name for transaction: for mariculture species in northern – NACMAN for short.
Its location is in Xuan Dan commune, Cat Hai district, city.
Article 2. Mandate
The Center shall have mandate as follows:
1. Study the technology process on production of fish fry and breeding of marine and brackish water species and specialties.
2. Manage, research and store the national fish fry. Produce the fish fry origins and provide the fry for national hatchery system and fish fry production center in .
3. Research and test to improve the genetic quality of the marine and brackish water species to produce the new fry with outstanding characteristics.
4. Study and propose the disease prevention methods for mariculture species, study the interactive impact of the mariculture and aquatic environment and propose the measures to deal with the sustainable environment protection.
6. Carry out tasks relating to environmental monitoring and fish disease prevention as assigned by the Director.
6. Transfer, receive the domestic and external scientific advanced technology, consult the design of construction of fish fry production and mariculture. Provide training for technicians and fisheries extension staff in .
7. Cooperate with domestic and external research institutes and other national hatchery for information exchange, approach to new technology, take part in exchange of genetic materials with other countries in accordance with assignment of the Ministry and regulations of the State.
8. Test the new fish fry, exotic species and other aquaculture-dedicated products.
9. Take full use of infrastructure, techniques and labors of the Center for development of production and create more operational fund for Center and Institute.
10. Manage and use the facilities, capital and labor of the Center in the right purposes and in effective manner and in accordance with legislation.
Article 3. Organizational structure
The Center shall include 1 Director, 1-2 Vice Directors. The Director of the Center shall be appointed by the Minister of Fisheries according to proposals made by the Director of RIA 1. Vice Directors shall be appointed by the Director of RIA1 upon proposal made by Director of the Center.
The organizational structure of the Center shall include:
A1. dministrative bureau
2. Marine fish fry technology and scientific research bureau
3. Marine specicies technology and scientific research bureau
4 Environmental monitoring and fish disease bureau
5. Brackish species testing research station
The employment and salary of the Center shall be derived from the employment and salary of the RIA1. In addition, the Center shall have the right to recruit employees in accordance with working demand. The salary and other rights of the contracted labors shall be paid by the Center in accordance with Labor Code.
Article 4. Entry into force
This Decision shall be effective 15 days since it is being posted on the Official Gazette. The provisions that are contrary to this Decision shall be abolished.
Article 5. Executive duties
The Head of Ministry’s Cabinet, heads of relevant departments and units, Inspection, Directors of Fisheries Departments, Agriculture and Rural Development Departments in charge of fisheries field, Director of RIA1, head of NACMAN shall be responsible for implementation of this Decision.
