DECISION
ON THE ESTABLISHMENT OF THE VIETNAM OIL CORPORATION
THE PRIME MINISTER
Pursuant to the Law on
Organization of the Government on the 30th of September 1992;
Pursuant to the Regulations on the establishment and dissolution of State
enterprises issued together with Decree No.388-HDBT on the 20th of November
1991 of the Council of Ministers (now the Government);
At the proposal of the Minister-Chairman of the State Planning Committee and
the Minister of Trade concerning the implementation of Decision No.90-TTg on
the 7th of March 1994 of the Prime Minister,
DECIDES :
Article 1.- To set up the Vietnam Oil Corporation on the basis of the merger of the Oil Corporation and the Petroleum Company under the Ministry of Trade. The list of the member units of the Vietnam Oil Corporation is contained in the Appendix attached to this Decision.
Article 2.- The Vietnam Oil Corporation is composed of :
1. The main office installed at Number 1 Kham Thien Street, Dong Da district, Hanoi City.
2. Its business lines :
+ Export, import and trade in petrol and oil, petrochemical products, materials and equipment in service of the oil industry and other branches.
+ Conducting business in oil transportation and oil storages and ports.
+ Conducting surveys, designing and building and assembling oil and civilian projects.
+ Conducting hotel and tourist services.
3. Budget allocation and self-procured capital registered in the application for enterprise establishment : 1,432,775 million Vietnam Dong.
Article 3.- The Minister of Trade shall base himself on the model Statute on the corporations set up under Decision No.90-TTg on the 7th of March 1994 of the Prime Minister and consult with the Minister-Chairman of the State Planning Committee to ratify the Statute of the Vietnam Oil Corporation.
Article 4.- The Vietnam Oil Corporation shall have to register its business, and to conduct its operations in conformity with the Statute of corporations and other regulations of the State, and to take responsibility before the State and law for its activities.
Article 5.- This Decision takes effect from the date of its signing.
The Minister of Trade and the other Ministers, the Heads of the ministerial-level agencies, the Heads of the agencies attached to the Government, the Presidents of the People's Committees in the provinces and cities directly under the Central Government, and the General Director of the Vietnam Oil Corporation shall have to implement this Decision.
