DECISION

APPROVAL FOR PLANNING OF WATER DRAINAGE AND WASTE WATER TREATMENT SYSTEM FOR RESIDENTIAL AREAS AND INDUSTRIAL PARKS WITHIN CAU RIVER BY 2030

THE PRIME MINISTER

Pursuant to the Law on organization of the Government dated December 25, 2001;

Pursuant to Decree No. 88/2007/ND-CP dated May 28, 2007 of the Government on water drainage for urban areas and industrial parks;

Pursuant to Decision No. 174/2006/QD-TTg dated July 28, 2006 of the Prime Minister approving the Overall Scheme of protection and sustainable development of ecological environment and landscape of Cau river basin;

At the proposal of Minister of Construction;

DECIDES:

Article 1. Approving the Planning of water drainage and waste water treatment system for residential areas and industrial parks within Cau river basin by 2030 with the following main contents:

1. Scope of planning

The whole area of ​​Cau river basin (approximately 6,030 km2) in the administrative boundaries of provinces of Bac Kan, Thai Nguyen, Bac Giang, Bac Ninh, Vinh Phuc, Hai Duong and a part of Hanoi city (Me Linh, Soc Son and Dong Anh district).

2. Planning viewpoint

Being consistent with the master plan of socio-economic development, land use planning, construction planning of provinces of Cau river basin; the Overall Scheme of protection and sustainable development of ecological environment and landscape of Cau river basin that have been approved by the Prime Minister under the decision No. 174/2006/QD-TTg dated July 28, 2006 of the Prime Minister; orienting the development of water drainage of urban areas and industrial parks in Vietnam by 2025 and vision to 2050 under the Decision No. 1930/QD-TTg dated November 20, 2009 of the Prime Minister; the water drainage planning of 3 key economic regions in the North, Central and South by 2020 under the Decision No. 1336/QD-TTg dated September 22, 2008 of the Prime Minister and the other specialized planning that have been approved by the competent authorities .

The planning of water drainage and waste water treatment system for residential areas and industrial parks ensures the stable and sustainable development on the basis of synchronous construction of system of rainwater drainage and wastewater from collection and move for treatment for each basin and in accordance with the conditions for social and economic development;

Using technology and wastewater treatment equipment must meet the requirements, standards and technical regulations for wastewater treatment in accordance with the specific conditions of each locality; priority is given to the application of modern and energy-saving technology and equipment taking into account the possible upgrade in the future.

Encouraging domestic economic sectors to participate in construction investment and management of water drainage system;

3. Planning objective

Concretizing the Overall Scheme of protection and sustainable development of ecological environment and landscape of Cau river basin which has been approved by the Prime Minister under the Decision No. 174/2006/QD-TTg dated July 28, 2006;

Forecasting demand for water drainage and wastewater treatment; identifying the drainage areas, drainage and wastewater treatment plans and investment demand in each period.

Meeting the state management requirements on drainage and wastewater treatment. Being the grounds for formulation and implementation of construction investment projects of drainage and wastewater treatment system within Cau river basin;

4. Planning content

a) Area drainage planning

- Calculation indicators:

+ Drainage indicators for special urban areas and concentrated industrial parks: 15 ÷ 20 l/s.ha.

+ Drainage indicators for urban areas (from type V to I): 12 ÷15 l/s.ha.

+ Drainage indicators for urban residential areas: 8 ÷10 l/s.ha.

- Area drainage planning:

+ Cau river basin is divided into 15 drainage areas, including:

. 04 mountainous self-flowing areas include: Thuong Thac Huong, Thuong Nu Coc, Thuong Song Thuong and Luc Nam river;

. 11 drainage areas combining self-drainage and dynamic drainage for a number of regions with topography lower than the river level during flood season;

+ Solution to water drainage for areas is to store water by the regulating lake or landscape lake system in the basin, enhancing mode of self-flowing drainage, reducing costs of investment and management of head works of dynamic drainage, improving ecological environment and building up urban landscape;

+ The permeable natural surface is controlled in the beginning; limiting the conversion of existing water surface to other purposes of use. Minimize the flooding in the urbanization process, under the impact of climate change, the minimum area of water surface F ≥ 5% of the area of basin to be drained;

b) Rainwater drainage planning

- Urban area:

+ The urban areas are divided into water drainage basins to ensure rapid and thorough drainage of rainwater;

+ Building new reservoirs, drainage pumping station and upgrading main drainage axis.

+ Old urban areas: Improving and upgrading the existing drainage system for rainwater drainage (combining the solution to construction of culvert and separating well to move the wastewater to the treatment plant);

New urban areas: Built with separate drainage system. Rain water is discharged into rivers, canals without treatment;

+ The head works for drainage of surface water for urban areas within Cau river basin as follows:

- Rural area:

+ Selection of water drainage system in accordance with the irrigation drainage system and local conditions.

+ For rivers and streams flowing through residential areas, it is necessary to improve, reinforce their banks and control erosion;

+ For residential areas located on the mountain or hill flanking, the ditches must be designed to catch the flow direction on top of the mountain or hill down not flowing through residential areas.

- Industrial park:

The industrial parks must have separate water drainage system. The rainwater is discharged directly into rivers, canals and ditches;

c) Planning of wastewater drainage and wastewater treatment for urban areas, industrial parks and rural areas;

- Calculation indicators:

The calculation indicators are based on current technical standards and regulations;

+ Wastewater drainage standard: ≥ 80% of water supply standard;

- Planning of wastewater drainage for urban areas and industrial parks

The solutions to drainage and wastewater treatment must be in accordance with the drainage orientation in general construction planning and drainage planning of localities;

+ For urban areas:

The urban areas of type III or more with their general drainage network shall be built with system of culvert and separating well to move wastewater to treatment plant;

The new urban areas or urban areas of type IV and V must have their concentrated separate wastewater drainage, collection and treatment systems satisfying the technical standards and regulations before discharged into river system in the area;

+ For industrial parks:

The industrial parks must have their concentrated separate wastewater drainage, collection and treatment systems satisfying regulations before discharged into river system in the area;

+ Building wastewater treatment plants in the urban areas in accordance with their size and nature. The design capacity of wastewater treatment plant must be calculated on the basis of access to drainage services of people and each development stage;

+ It is expected to build wastewater treatment plants for the urban areas within Cau river basin as follows:

- Planning of wastewater drainage for rural areas:

+ The residential areas concentrated in clusters: Due to little wastewater, the biological lake shall be arranged for wastewater treatment depending on the topography of these areas;

+ The residential areas concentrated in line: The wastewater is treated by each family household or group of family household (such as septic tanks, biogas holders..) and discharged into drainage ditches and sewers;

+ Control of quality of water in areas where the pesticide and chemical fertilizer in agriculture are used;

d) Selection of wastewater treatment technology;

Based on the specific conditions, the localities may choose appropriate technology and wastewater treatment equipment; priority is given to high-quality, energy-saving and environmental protection equipment; the equipment domestically manufactured is encouraged for use;

5. Estimated investment cost

a) Demand for investment capital:

The estimated investment capital for construction of drainage system (including rainwater and wastewater drainage system and wastewater treatment station) within Cau river basin by 2020 and 2030 is:

- By 2020: 30,100 billion dong approximately.

- By 2030: 43,700 billion dong approximately;

b) Investment capital:

- Capital from state budget;

- ODA and foreign funding;

- Investment credit capital;

- Capital from foreign and domestic investors;

- Capital mobilized from other economic sectors;

6. Proposal for projects to be built with priority during 2013-2020

aBuilding drainage systems

Bac Kan province:

- Projects to improve and newly build the surface water drainage system of Bac Kan town and other towns (type V or more)

- Project to build cluster of irrigation of Cho Moi, Bach Thong and Ban Long lake;

- Project to build a new reservoir of Nam Cat for flood control in Bac Kan town;

- Project to dredge Cau river (section passing urban area);

Thai Nguyen province:

- Project to improve and newly build the surface water drainage system for Cau river town and other towns (type V or more);

- Continuing to invest in implementation of Van Lang reservoir project;

- Construction project to control flood for right bank of Cau river;

- Project to improve and upgrade the Coc mountain irrigation system of Thai Nguyen province;

- Project to improve and upgrade the Huong waterfall irrigation system;

- Project to improve and upgrade the reservoir system of Vo Nhai district, Dai Tu reservoir cluster (Thai Nguyen province);

Vinh Phuc province:

- Project to improve and newly build the surface water drainage system for towns (type V or more);

- Project to improve Phan river, building 02 drainage axes and 02 reservoirs flowing to Hong river to reduce load for Ca Lo river before joining Cau river, limiting the flow of water from Cau river to flow back to Ca Lo river at the time of the great flood on the rivers;

- Project to improve and upgrade the Lien Son – Bach Hac irrigation system;

- Project to improve the irrigation canal system of Dao Lai lake, Ben Tre drainage canal of Vinh Phu urban area;

Bac Giang province:

- Project to improve and newly build the surface water drainage system of towns (type V or more);

- Project to build Quynh lake, dyke of Soi river, Suoi Mo lake and cluster of irrigation works of Luc Ngan district;

- Project to improve the Northwest drainage line of Bac Giang city (ditch of Ha Bac nitrogenous fertilizer plant);

- Project to build the drainage line along National way 1A (from Ung Bo lake to Chau Xuyen pumping station);

- Project to improve Cong Bun canal (passing Southwest urban area);

Bac Ninh province:

- Project to improve and newly build the surface water drainage system of towns (type V or more);

- Project to upgrade Kenh Vang II drainage pumping station;

Hanoi city:

- The project to upgrade the dike height of Ca Lo river (10 km in short of height shall be increased by about 0.5m to ensure flood control).

- Formulation of projects for drainage, adaptation to climate change (with the increase in precipitation by 5%) and minimizing the urban flooding;

Hai Duong province:

- Project to improve and newly build the surface water drainage system for towns (type V or more);

- Project to build the mountainous flood drainage canal in Chi Linh district;

- Project to dredge all main rivers and level-2 river of Northern Hung Hai system;

- Project to build embankment of Sat river, Hai Duong city;

b) Building drainage and wastewater treatment system

Hanoi city:

- The drainage and wastewater treatment system and Bac Thang Long wastewater treatment station with capacity of 84,000 m3/day;

- The drainage and wastewater treatment system and Soc Son wastewater treatment station with capacity of 21,000 m3/day;

Thai Nguyen province:

- The drainage system and wastewater treatment station to the South of Thai Nguyen city ( located at Huong Son ward) with capacity of 30,000 m3/ day;

The drainage system and wastewater treatment station of concentrated industrial parks: Song Cong II with capacity of 3,000 m3/ day; Nam Pho Yen with capacity of 2,000 m3/ day; Tay Pho Yen with capacity of 2,000 m3/ day; Quyet Thang with capacity of 2,000 m3/ day and Diem Thuy with capacity of 3,000 m3/ day;

Vinh Phuc province:

- The drainage system and wastewater treatment station of Binh Xuyen II industrial parks with capacity of 4,000 m3/ day;

Bac Ninh province:

- The drainage system and wastewater treatment station of urban areas, industrial parks, handicraft village industrial cluster and rural concentrated residential area along Ngu Huyen Khe river such as Cho urban area (Yen Phong district), Yen Phong industrial park,…

- The drainage system and wastewater treatment station of Bac Ninh city and Pho Moi urban area (Que Vo district) and Que Vo industrial park.

Bac Giang province:

- The drainage system and wastewater treatment station of concentrated industrial parks: Song Khe Noi Hoang with capacity of 2,000 m3/day, Quang Chau with capacity of 4,000 m3/day, Van Trung with capacity of 3,000 m3/day and Viet Han with capacity of 2,000 m3/day;

Bac Kan province:

- The drainage system and wastewater treatment station of Southern Bac Kan town (Xuat Hoa area) with capacity of 3,000 m3/day;

Hai Duong province:

- The drainage system and wastewater treatment station of concentrated industrial parks: Cam Dien – Luong Dien with capacity of 2,000 m3/day and Cong Hoa with capacity of 3,000 m3/day;

- The drainage system and wastewater treatment station of urban areas which are expected to upgrade to type III and IV urban area such as Chi Linh city, Kinh Mon town and towns: Phu Thai, Nam Sach, Ke Sat, Lai Cach, Gia Loc and Ninh Giang;

7. Evaluation of strategic environment

a) Positive impact on environment:

- Ensuring the water environment of Cau river basin is not polluted due to production activities and human living;

- Creating a clean environment of urban areas, industrial parks and handicraft village and favorable environment to attract investors;

- Contributing to the sustainable development of urban areas and industrial parks in the river basin;

- Protecting people’s health;

b) Foreseeing the impact on environment upon implementation of planning:

During the building of drainage network of wastewater treatment works, the surrounding environment and the health of people living around the construction area shall be affected such as air pollution, surface water source pollution…; the phase of trial operation and acceptance of works may not ensure the environmental quality standards leading to affect water quality of receiving sources (rivers and lakes) and waste matter during treatment of wastewater causing environment pollution;

c) Solution to minimizing impact on environment:

- Design solution and rational technology ensure the wastewater treatment under the regulations on environment;

- Development of rational performance measures to reduce air pollution and noise of means of transportation and mechanical construction vehicles on the site.

- Development and implementation of regulations on collection, transport and treatment of waste mud from drainage system (drainage network and wastewater treatment plant);

- Development of solutions to limitation of environmental pollution upon occurrence of incident on the system of collection and transport of wastewater to treatment plant;

- Development of plan for supervision and examination of wastewater quality after treatment and discharge into environment as prescribed;

- Improvement of management and operation capacity of drainage and wastewater treatment system;

- Other supporting measures;

Article 2. Implementation organization

1. The Ministry of Construction shall:

- Announce the planning of drainage and wastewater treatment system for residential areas and industrial park within Cau river basin by 2030 approved by the Prime Minister under appropriate forms and hand over the planning dossiers to localities under the current regulations;

- Guide the localities to review and adjust the planning of construction and specialized drainage in the provincial area in accordance with the Planning of water drainage and waste water treatment system for residential areas and industrial parks by 2030 approved by the Prime Minister;

2. The ministries and sectors concerned shall:

Coordinate under their functions and duties with the Ministry of Construction and People’s Committees of provinces and centrally-affiliated cities in the regions of Cau river basin to implement the planning as prescribed;

3. People’s Committees of provinces and centrally-affiliated cities in the regions of Cau river basin shall:

- Review and adjust the planning of construction and specialized drainage in the provincial area in accordance with the Planning of water drainage and waste water treatment system for residential areas and industrial parks within Cau river basin by 2030 approved by the Prime Minister;

- Develop the financial planning in line with the development and investment plan for drainage system for each period; develop mechanisms and policies to mobilize funding for implementing this planning;

- Review and make the land use plan for drainage works, from collection and transport to the treatment plant;

- Direct and organize the synchronous implementation of construction projects of collection and transport network with the construction projects of treatment plant;

- Organize programs to improve the awareness of community on environmental sanitation, protection of drainage system and role of drainage system for the environment;

Article 3. This decision takes effect from the date of its signature;

Ministers of Construction, Planning and Investment, Finance, Industry and Trade, Natural Resources and Environment, Agriculture and Rural Development, People’s Committee of Hanoi City, People's Committees of the provinces: Bac Kan, Thai Nguyen, Bac Giang, Bac Ninh, Vinh Phuc, Hai Duong and heads of agencies concerned are liable to execute this Decision. /.
