DECISION

APPROVING THE SCHEME FOR "STIMULATING LIFELONG LEARNING ACTIVITIES OF WORKERS IN ENTERPRISES TO 2020"

THE PRIME MINISTER

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Law on Trade Union dated June 20, 2012;

Pursuant to the Law on Education dated June 14, 2005; Law on amendments to the Law on Education dated November 25, 2009;

Pursuant to the Law on Enterprise dated November 26, 2014;

Pursuant to the Prime Minister’s Decision No. 89 / QD-TTg dated January 9, 2013 approving the Scheme on "Building a learning society in the period of 2012 -2020";

At the request of the President of Vietnam General Confederation of Labour,

HEREBY DECIDES

Article 1. To approve the Scheme for "Stimulating lifelong learning activities of workers in enterprises to 2020" (hereinafter referred to as the Scheme) with the following contents:

I. OBJECTIVES

1. Overall objectives

Propagating, supporting, and facilitate workers in enterprises, especially workers in industrial zones, processing and exporting zones, economic zones to strive for lifelong learning in order to improve their legal knowledge, education, professional skills, sense of observance of labor discipline, industrial style, contribute to building a learning society.

2. Specific objectives to 2020

a) In education:

Encouraging, facilitating 70% of workers in enterprises in general, 80% of workers in enterprises in industrial zones, processing and exporting zones, economic zones to participate in learning to reach the High School degree.

b) In professional skills:

- Encourage, facilitate 80% of workers in enterprises in general, 90% of workers in enterprises in industrial zones, processing and exporting zones, economic zones to have opportunities for vocational training (training in schools or training in enterprises); 50% of workers to be retrained, 40% of workers to be good-skilled;

- Encouraging, facilitating 50% of workers in enterprises in general, 60% of workers in enterprises in industrial zones, processing and exporting zones, economic zones to participate in learning foreign languages and informatics.

c) In knowledge of politics, law:

Striving for 70% of workers who have opportunities to study and learn the basic political knowledge; have opportunities to be disseminated the communist Party's guidelines and policies of State relating to workers. Providing courses of primary, intermediate programs or higher of political theory in accordance with practical conditions.

d) In life skills:

- Striving for 70% of workers who have opportunities to learn the basic knowledge of getting information, community integration skill, health care skill, family life organizational skill, prevention of crime, drugs and social evils;

- Strive for 70% of female workers in enterprises in industrial zones, processing and exporting zones, economic zones that have opportunities to learn the basic knowledge about reproductive health, marriage and family.

II. TASKS AND SOLUTIONS

1.  Accelerate the dissemination of information

a) Study the reality, conduct surveys on the situation and learning needs of workers to have ways, measures to disseminate appropriately and effectively in 05 provinces and cities where industrial zones, processing and exporting zones, economic zones are concentrated.

b) Compile documents and provide training courses of propagating, encouraging employers, workers to participate in lifelong learning activities so that union representatives propagate, especially for union representatives at the lever higher than local level and local union representatives.

c) Organize propaganda ways to raise awareness and responsibility of all levels and departments, employers, encourage workers to study, improve their knowledge of politics, professional knowledge, professional skills through the mass media, conferences, seminars, and training courses; develop the movement of continuation education and the movement of learning theory, practicing skill, the annual competition for skilled workers for workers in enterprises.

d) Set up "learning bookcases" in enterprises to serve workers, give priority to enterprises in industrial zones, processing and exporting zones, economic zones associated with building cultural life of workers.

dd) Organize activities of consulting, communications, forums on family, parenting, health protection, prevention of social evils for female workers, especially female workers in industrial zones, processing and exporting zones, economic zones.

2. Strengthen the coordination among levels and departments, educational institutions, organizations, and enterprises in order to support and create conditions for workers to participate in learning.

a) Strengthen the coordination among agencies, organizations, educational and training institutions, vocational education institutions with enterprises in organizing classes of literacy, continuation education, training political awareness, law knowledge, foreign languages, informatics, professional skills, coaching skill, practicing skill, skilled worker competition, examination for increasing wage annually; formulate incentive policy for workers to study and improve their occupational knowledge and skills.

b) Organize meetings with employers in order to put the task of improving knowledge, skills for workers in the collective bargaining agreements, under which enterprises create specific conditions of time, funding, facilities; encourage workers to participate in studying to improve their professional knowledge and skills; mobilize enterprises to develop the Encouragement Fund of learning to improve the skill of workers to support, encourage, give scholarships, give commendations and rewards to workers working hard and gaining significant achievement in learning to improve professional knowledge and skills.

c) Select and give scholarship (full, partial) for workers attending long-term training classes to improve their knowledge, skills with high achievement.

3. d) Set up the model of "Point of learning, cultural activities" to serve workers associated with building a cultural life of workers in industrial zones, processing and exporting zones, economic zones.

a) On the basis of statistics, review and survey of activities of points of cultural activities of workers in industrial zones, processing and exporting zones, economic zones, invest in additional equipment, books, newspapers, computers connected to the Internet for points of cultural activities to build "Point of learning, cultural activities" serving workers in industrial zones and processing and exporting zones.

b) Encourage industrial zones, processing and exporting zones, economic zones to give priority to arranging area of ​​ "Point of learning, cultural activities" in accordance with the size of workers and assign trade Union of industrial zones to manage in order to serve workers in learning, cultural activities.

c) Sum up partially and summarize the implementation of the Scheme and assess the model of "Point of learning, cultural activities"; Give commendations and rewards to collectives and individuals that gain outstanding achievements in implementing the Scheme and to workers who gain outstanding achievements in learning to improve their knowledge and skill.

4. Strengthen international cooperation

a) Strengthen the cooperation with international organizations, trade unions in countries to exchange and share experiences in the propaganda, advocacy, support, facilitating workers to learn to improve their knowledge and skills, legal knowledge, industrial style.

b) Take advantage of resources from schemes and projects, funding, support from individuals, foreign organizations to implement these tasks, solutions, activities related to the Scheme.

III. FUNDING AND FINANCIAL MECHANISM OF THE SCHEME

1. Funding to implement the Scheme:

a) The State budget includes central budget and local budget in accordance with the provisions on decentralization of the Law on State Budget;

b) Other sources include: Finance for Trade Union; funding contributed by enterprises and other legal financial sources.

2. Based on the assigned tasks, annually Trade Union at levels shall estimate the funding for the implementation of the Scheme and send to financial agency of the same level to distribute funding for implementation of the Scheme.

IV. IMPLEMENTATION

1. Vietnam General Confederation of Labour

Take charge and cooperate with relevant Ministries, departments, agencies, organizations to provide direction and guidance on the implementation of the Scheme.

b) Direct Trade Union at all levels to implement the Scheme, in association with the implementation of tasks of politics, economy and society of departments, localities, and units.

c) Annually inspect, urge, sum up partially, summarize, assess the results of implementation of the Scheme and report to the Prime Minister.

2. The Ministry of Education and Training

Take charge and cooperate with Vietnam General Confederation of Labour to provide classes of continuation education in enterprises, organize literacy classes and provide universal primary education for workers who are ethnics, poor workers in enterprises.

b) Take charge and cooperate with Vietnam General Confederation of Labour and Ministries, departments to study, formulate, and issue mechanisms to encourage, support and create conditions for workers to participate in learning under various forms.

c) Direct Services of Education and Training to cooperate with Confederation of Labor of provinces and cities to implement the Scheme.

3. State management agencies on vocational education in central level

a) Facilitate expanding forms of vocational training to meet the needs of vocational training for workers in enterprises.

b) Cooperate to inspect, and urge enterprises in formulating plans, training to improve knowledge and skills for employees; Train workers before their transfer to other occupations.

c) Cooperate with Vietnam General Confederation of Labour to provide guidance and direct the organizing classes of theory, practicing skill, skilled worker competitions, contests for wage increase annually in enterprises.

4. The Ministry of Information and Communications

Direct the press agencies at the central and local level to cooperate with Trade Union at all levels to propagate the purpose, meaning and importance of lifelong learning for workers and situation, results of implementation of the scheme

5. The Ministry of Planning and Investment, the Ministry of Finance

a) Distribute investment capital and funding annually to implement the Scheme in accordance with the law.

b) Take charge and cooperate with Vietnam General Confederation of Labour and relevant Ministries, departments to provide guidance on mechanisms of financial management, investment for the operation of the Scheme; cooperate to inspect the implementation of the Scheme.

6. Vietnam Chamber of Commerce and Industry

Take charge and cooperate with Vietnam General Confederation of Labour and relevant Ministries, departments to propagate and encourage employers to formulate annual plans and spend money on training workers working for them; training workers prior to their transfer to other occupations.

7. People’s Committee of central-affiliated cities and provinces

Cooperate with Trade union organization to implement the Scheme; distribute the budget to support the operation of the Scheme in the locality.

b) Direct press agencies in the locality to propagate purpose, meaning, importance, situation and result of the implementation of the Scheme.

c) Cooperate to monitor, urge, and inspect the implementation of the Scheme in the locality

Article 2. This Decision takes effect from the date of signing.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of Governmental agencies, the President of the People’s Committee in central-affiliated cities and provinces, Heads of related organizations, agencies and individuals shall be responsible for the implementation of this Decision./
