DECISION
ON THE DECENTRALIZATION OF ISSUING AUTHORITY OVER RADIATION SAFETY REGISTRATIONS AND LICENSES
THE MINISTER OF SCIENCE AND TECHNOLOGY
Pursuant to the Decree No. 54/2003/NĐ-CP dated on 19 May
2003 of the Government on regulating functions, tasks, rights and personnel
mechanism of the Ministry of Science and Technology and the Decree No. 28/2004/NĐ-CP
of the Government on amending and supplementing some articles of the Decree No.
54/2003/NĐ-CP dated on 19 May 2003;
Pursuant to Decree No. 50/1998/NĐ-CP dated on 16 July 1998 of the Government on
detailing the Implementation of the Ordinance on Radiation Safety and Control;
Pursuant to Decision No. 12/2004/QĐ-BKHCN dated on 13 May 2004 of the Minister
of Science and Technology on the issuance of Regulations on the organization
and operation of the Vietnam Agency for Radiation and Nuclear Safety and
Control (VARANSAC);
At the proposal of the Director General of VARANSAC and the Director of the
Department of Organization and Personnel,
DECIDES
Article 1: To assign VARANSAC to the issuance authority of radiation safety registrations and licenses listed in the attachment.
Article 2: The Director General of VARANSAC organizes the issuance of radiation safety registrations and licenses as stipulated by the laws.
Article 3: This Decision takes effect from the date of its signature.
The Director General of VARANSAC, the Director of the Department of Organization and Personnel and Heads of the related units are responsible for the implementation of this Decision.

OF RADIATION SAFETY REGISTRATIONS
AND LICENCES ISSUE BY THE VIETNAM AGENCY FOR RADIATION AND NUCLEAR SAFETY AND
CONTROL UNDER THE DECENTRALIZATION
(in the attachment of the Decision No. 2314 /QĐ-BKHCN dated on 06 September
2005 of the Minister of Science and Technology)
1. Registrations of radioactive sources, radioactive waste storage.
2. Operation Licenses of radiation facilities (excluding those involving the use of nuclear reactors, accelerators, semi-industrial and industrial irradiation centers).
3. Licenses for conducting radiation work including:
a). Import, export, temporary import and re-export, temporary export and re-import of radioactive sources;
b). Transfer of radioactive sources;
c). Storage of radioactive sources and temporary storage of radioactive waste;
d). Production of consumer goods containing radioactive materials;
e). Use of radioactive sources;
f). Transportation and transit of radioactive sources or radioactive waste;
g). Service for radiation safety.
Licenses for conducting radiation work stated at items a, b, c, d, e, f, g, h shall not include the work performed with nuclear reactors, accelerators, semi-industrial and industrial irradiation devices, teletherapy devices; radioactive sources installed in semi-industrial and industrial irradiation devices, teletherapy devices.
4. License for practitioners of specialized radiation work (excluding those installing, operating, repairing, providing remedy for accidents in nuclear reactors).
5. License for upgrading and widening the scope and operation purposes of radiation facilities and for upgrading radiation devices (excluding radiation facilities involve the use of the use of nuclear reactors, accelerators, semi-industrial and industrial irradiation centers, teletherapy devices)
