DECISION

PROMULGATING THE LIST OF NATIONAL TARGET PROGRAMS IN 2011

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the National Assembly's Resolution No. 52/2010/QH12 of November 10, 2010 on the 2011 state budget estimate;
Pursuant to the Prime Minister's Decision No. 135/2009/QD-TTg of November 4, 2009', promulgating the Regulation on management and administration of the implementation of national target programs;
At the proposal of the Minister of Planning and Investment,

DECIDES:

Article 1. To promulgate the list of 2011 national target programs and to assign the management and organization of the implementation of the programs to agencies as follows:

1. The national target program on employment

a/ Objectives:

- To raise the vocational training quality and effectiveness with a view to creating jobs and increasing incomes for rural labor; to contribute to labor and economic restructuring for the cause of agricultural and rural industrialization and modernization;

- To support the job creation and develop the labor market, especially in rural areas and non- formal sectors.

b/ Component projects:

- Project 1: Renovation and development of vocational training;

- Project 2: Vocational training for rural laborers;

- Project 3: Job creation loans from the National Employment Fund;

- Project 4: Support for sending laborers to work overseas under contracts;

- Project 5: Support for labor market development;

- Project 6: Capacity building, communication and program monitoring and evaluation.

c/ Assignment of program management and implementation

The Ministry of Labor, War Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in, managing and organizing the program implementation.

2. The poverty reduction national target program

a/ Objectives:

To create development opportunities for the poor and poor households to stabilize and diversify their livelihood, increase their incomes, overcome poverty and advance to be better-off and rich; to increase and improve essential infrastructure facilities for socio­economic development, improving the quality of life of people in poverty-stricken areas; to minimize the widening gap in incomes and living standards between regions and population groups.

b/ Component projects:

- Project 1: Support for development of essential infrastructure facilities in communes meeting with exceptional difficulties in coastal areas and islands;

- Project 2: Expansion of poverty reduction models;

- Project 3: Support for poverty capacity building, communication and program implementation monitoring and evaluation.

c/ Assignment of program management and implementation:

The Ministry of Labor, War Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in, managing and organizing the program implementation.

3. The rural clean water and environmental sanitation national target program

a/ Objectives:

To materialize the national strategy on rural water supply and environmental sanitation towards 2020; to raise the quality of life for rural inhabitants through improving the conditions for clean water supply and sanitation, raising awareness and change behaviors related to hygiene and minimizing environmental pollution.

b/ Component projects:

- Project 1: Rural daily-life water supply;

- Project 2: Rural sanitation;

- Project 3: Improvement of rural environment;

- Project 4: Awareness raising, capacity and institutional enhancement and development of rural water supply and hygiene technology.

c/ Assignment of program management and implementation:

- The Ministry of Agriculture and Rural Development shall manage, administer and review the program implementation; assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in. managing and organizing the implementation of Projects 1, 3 and 4.

- The Ministry of Health shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development, concerned ministries and localities in, managing and organizing the implementation of Project 2.

4. The health national target program

a/ Objectives;

To proactively prevent and combat a number of social diseases and dangerous epidemics. To reduce morbidity and mortality rates of social diseases and dangerous epidemics, contributing to the achievement of social equity in health care and life quality improvement.

b/ Component projects;

- Project 1: Control of contagious diseases (tuberculosis, leprosy, malaria and petechial fever);

- Project 2: Control of non-contagious diseases (cancer, high blood pressure, diabetes, community mental health protection, lung choke and chronic diseases);

- Project 3: Expanded vaccination;

- Project 4: Reproductive health care and child nutrition improvement;

- Project 5: Combined military and civilian health care;

- Project 6: School health;

- Project 7: Blood transfusion safety.

c/ Assignment of program management and implementation:

The Ministry of Health shall assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in, managing and organizing the program implementation.

5. The population and family planning national target program

a/ Objectives:

- To proactively maintain a reasonably low birth rate in order to early stabilize the population of around 115- 120 million people by mid-21st century;

- To raise the population quality physically, intellectually and mentally, meeting the requirements of national industrialization and modernization;

- To prevent gender imbalance upon birth,

b/ Component projects:

- Project 1: Communication for behavior change;

- Project 2: Assurance of family planning logistics and provision of family planning services;

- Project 3: Raising of race quality;

- Project 4: Building of program implementation organization capacity.

- The scheme on population control in sea, island and coastal areas.

c/ Assignment of program management and implementation:

The Ministry of Health shall assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in, managing and organizing the program implementation.

6. The food hygiene and safety national target program

a/ Objectives:

To build capacity for the system of food hygiene and safety state management organizations from the central to local level, which are capable of managing and administering activities to ensue food hygiene and safety, satisfying the international and regional economic integration demands.

b/ Component projects:

- Project 1: Building of capacity for food hygiene and safety quality management;

- Project 2: Information, education and communication to ensure food hygiene and safety;

- Project 3: Enhancement of capacity for the food hygiene and safety quality examination system;

- Project 4: Prevention and combat of food poisoning and food-borne diseases:

- Project 5: Assurance of food hygiene and safety in agriculture, forestry and fisheries;.

- Project 6: Assurance of food hygiene and safety in food production and trading in the industry and trade sector.

c/ Assignment of program management and implementation:

- The Ministry of Health shall manage, administer and review the program implementation; assume the prime responsibility for. and coordinate with concerned ministries, sectors and localities in, managing and organizing the implementation of Projects 1, 2, 3 and 4.

- The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with the Ministry of Health and concerned ministries, sectors and localities in, managing and organizing the implementation of Project 5.

- The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in, managing and organizing the implementation of Project 6.

7. The national target program on culture a/ Objectives:

- To raise the awareness of the entire population, authorities and sectors, mobilize the strength of the entire society for participation in and contribution to the cause of cultural development so that culture will be truly the spiritual foundation, a driving force and a factor contributing to the acceleration of national industrialization and modernization;

- To preserve cultural heritages in close association with and proper service of the performance of important political tasks of the Party and the State; to prevent the danger of degradation of historical relics and the decline of intangible culture;

- To eliminate uncultured spots and build bright cultured spots in all aspects and fields of the spiritual life.

b/ Component projects:

- Project 1: Anti-degradation, repair and embellishment of relics;

- Project 2: Collection, conservation and promotion of the value of intangible cultural heritages of nationalities;

- Project 3: Conservation of a number of typical villages or hamlets and special traditional festivals of ethnic minority groups;

- Project 4: Increased investment in building and developing the systems of cultural and sport institutions in mountainous, deep-lying, remote, border and island districts;

- Project 5: Supply of cultural equipment and products to ethnic minority areas, border regions and islands;

- Project 6: Support for cinematographic development.

c/ Assignment of program management and implementation:

The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in, managing and organizing the program implementation.

8. The national target program on education and training

a/ Objectives:

- To universalize preschool education for five-year children, to maintain the results of universalization of primary education for eligible children, to universalize lower secondary education for eligible children;

- To provide schooling conditions for ethnic minority pupils and pupils in difficulty-hit areas;

- To raise educational quality at all education levels and grades through the training and retraining of teachers and the improvement of education curricula and materials;

- To intensify foreign language teaching and learning in the national educational system;

- To consolidate and increase physical foundations for schools.

b/ Component projects:

- Project 1: Support for the universalization of preschool education for five-year children, eradicate illiteracy and prevent relapse into illiteracy, maintain the results of primary education universalization, universalize lower secondary education for eligible children and support the universalization of upper secondary education;

- Project 2: Training of information technology human resources and application of information technology in education;

- Project 3: Intensification of foreign language teaching and learning in the national educational system;

- Project 4: Support for education in mountainous, ethnic minority and difficulty-hit regions;

- Project 5: Enhancement of training capacity for educational institutions.

c/ Assignment of program management and implementation:

The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in. managing and organizing the program implementation.

9. The national target program on drug prevention and combat

a/ Objectives:

To fight to reduce drug-related crimes and drug supply sources; to control and reduce the number of drug addicts.

b/ Component schemes:

- Scheme 1: Enhancement of capacity to prevent and combat drug-related crimes;

- Scheme 2: Improvement of drug intoxication work and post-intoxication management, and study, appraisal, application and assessment of medicines and medical methods used in the treatment and functional rehabilitation for drug addicts:

- Scheme 3: Prevention and combat of drugs in schools;

- Scheme 4: Enhancement of management and control of pre-substances;

- Scheme 5: Building of drug addict-free communes, wards, townships and residential quarters;

- Scheme 6: Eradication of the cultivation and re-cultivation of narcotic plants;

- Scheme 7: Collection and management of data and processing of information on the drug situation in drug prevention and combat activities;

- Scheme 8: Information and propagation on drug prevention and combat; to enhance international cooperation; to manage, inspect and monitor the program implementation.

c/ Assignment of program management and implementation:

The Ministry of Public Security shall assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in, managing and organizing the program implementation.

10. The national target program on crime prevention and combat

a/ Objectives:

To maintain rule of law, to raise the sense of law observance and respect in communities, schools, families and the entire society; to raise public awareness about crime prevention and combat, building a healthy living environment, law-abiding living and working styles; to strongly improve social prevention and professional prevention activities; to proactively suppress crimes in key and complicated areas; to control and curb crime rise and development, proceeding to reduce crimes in general and substantially reduce serious crimes in particular.

b/ Component schemes:

- Scheme 1: Information and propaganda work for all people to participate in preventing, detecting and denouncing crimes; conversion and education of criminals in families and communities;

- Scheme 2: Prevention and combat of organized crimes, dangerous crimes and international crimes;

- Scheme 3: Prevention and combat of crimes of infringement upon children and crimes among juveniles;

- Scheme 4: Prevention and combat of crimes employing high technologies;

- Scheme 5: Building of a crime information center;

- Scheme 6: Enhancement of capacity for program management agencies and investigating agencies at all levels in investigating and detecting economic and social-order related crimes:

- Scheme 7: Building of capacity for the environment-related crime police force.

c/ Assignment of program management and implementation:

The Ministry of Public Security shall assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in, managing and organizing the program implementation.

11. The national target program on energy efficiency and conservation

a/ Objectives:

To strive to save 5% to 3% of the total consumed energy amount as compared lo the current forecasts about energy development and socio-economic development under the normal development plan on the basis of forming and efficiently commissioning energy efficiency and conservation management models; to widely use high-efficiency equipment for gradual replacement of low-efficiency equipment and proceed to remove backward technologies; to tap to the utmost the capacity of means and equipment, minimize fuel consumption in transport, experiment models of using substitute fuels and limit emissions of means of transport and protect, the environment.

b/ Component projects:

- Project 1: Intensified education, propaganda and dissemination of information to raise public awareness and promotion of energy efficiency and conservation and environmental protection;

- Project 2: Development and dissemination of energy-saving and high-efficiency equipment, incremental removal of low-efficiency equipment;

- Project 3: Energy efficiency and conservation in industrial enterprises;

- Project 4 Energy efficiency and conservation in buildings;

- Project 5: Promotion of energy conservation in the transport sector.

c/ Assignment of program management and implementation:

The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in, managing and organizing the program implementation.

12. The national target program on response to climate change

a/ Objectives:

The strategic objectives of the program are to assess climate change impacts on all domains, sectors and localities in each period and formulate feasible short-term and long-term action plans on response to climate change with a view to ensuring sustainable national development, seizing opportunities to develop a low-carbon economy and join the international community in mitigating climate change and protect the global climate system.

b/ Component projects:

- Project 1: Assessment of climate change levels, formulation of scenarios for climate change and sea level rise;

- Project 2: Formulation and implementation of the climate change science and technology program;

- Project 3: Enhancement of capacity for inter-sector activities related to climate change;

- Project 4: Awareness raising and human resource training;

- Project 5: Formulation and implementation of action plans on response to climate change.

c/ Assignment of program management and implementation:

The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in, managing and organizing the program implementation.

13. The national target program on building of a new countryside

a/ Objectives:

To build a new countryside with incrementally modern socio-economic infrastructure; the rational economic structure and forms of production organization, closely linking agriculture to the fast development of industries and services; rural development associated with urban centers under planning; to build a democratic and stable society deeply imbued with national cultural identity, protected ecological environment, firmly maintained security and order, constantly improved people's material and spiritual life under the socialist orientation.

c/ Component projects and assignment of program management and implementation:

The Ministry of Agriculture and Rural Development shall select a number of contents of the national target program on building of a new countryside recently approved under the Prime Minister's Decision No.800/QD-TTg of June 4, 2010, for implementation in 2011 on the basis of the results of implementation of the program on experimental building of a new countryside model in 2009-2010.

14. The national target program on HIV/AIDS prevention and control

a/ Objectives:

To further realize the objectives of the national strategy for HIV/ATDS prevention and control, controlling the HIV/AIDS infection rate among the population to below 0.3%; reducing HIV/AIDS harms to socio-economic development.

b/ Component projects:

- Project 1: Information, education and communication for change of HIV/AIDS prevention behaviors;

- Project 2: Surveillance of HIV/AIDS epidemics and HIV infection harm reduction intervention;

- Project 3: Support for HIV/AIDS treatment and prevention of mother-to-child HIV transmission;

- Project 4: Enhancement of capacity for HIV/AIDS prevention and control centers.

c/ Assignment of program management and implementation:

The Ministry of Health shall assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in, managing and organizing the program implementation.

15. The national target program on introduction of information (o mountainous, deep-lying, remote, border and island regions

a/ Objectives:

The grassroots information network building and development program aims to narrow the gap in information and propaganda benefits between regions; to intensify the propagation of the Party's line and policies and the State's laws, contributing to boosting socio-economic development, raising the people's cultural and spiritual life, and maintaining security and defense in mountainous, deep-lying, remote, border, island and ethnic minority regions.

b/ Component projects:

- Project 1: Enhancement of capacity for grassroots information and communication cadres;

- Project 2: Increase of physical foundations for the grassroots information and communication system;

- Project 3: Increase of information and communication on mountainous, deep-lying, remote, border and island regions.

c/ Assignment of program management and implementation:

The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with concerned ministries, sectors and localities in, managing and organizing the program implementation.

Article 2. Organization of implementation

1. The Ministry of Planning and Investment:

- To notify the 2011 investment fund of each national target program before December 22, 2010, to program management agencies for specific allocation;

- To assume the prime responsibility for, and coordinate with the Ministry of Finance in, examining the spending contents and summarizing fund allocation criteria, quotas and plans for the 2011 national target programs, and submit them to the Prime Minister for reporting to the National Assembly Standing Committee;

- After obtaining comments of the National Assembly Standing Committee, to notify the 2011 objectives, basic tasks and fund of each national target program (including development investment and non-business funds) to ministries, sectors and localities before January 31.2011;

- To assume the prime responsibility for, and coordinate with the Ministry of Finance, concerned ministries, sectors and localities in. organizing in 2011 comprehensive reviews of the national target programs in the 2006-2010 period and propose a list of national target programs in the 2011-2015 period to the Government for reporting to the National Assembly for consideration and decision.

2. The Ministry of Finance:

- To notify the 2011 non-business fund of each national target program before December 22, 2010, to program management agencies for specific allocation:

- To coordinate with the Ministry of Planning and Investment in examining the contents, criteria, quotas and plans for allocation of funds of the 2011 national target programs;

- After obtaining comments of the National Assembly Standing Committee, to notify the spending estimates of the 2011 national target programs to ministries, sectors and localities before January 31, 2011.

3. National target program management agencies:

- To assume the prime responsibility for formulating contents, criteria, quotas and plans for allocation of funds of the 2011 national target programs (including both investment and non-business funds) and send them to the Ministry of Planning and Investment and the Ministry of Finance before December 27, 2010, for reporting to the Prime Minister;

- To provide professional guidance on the implementation of program activities in 2011 for ministries, sectors, central agencies and provincial-level People's Committees;

- To assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Finance and "other ministries and localities in. organizing in 2011 final reviews of the national target programs under their management in the 2006-2010 period and propose national target programs in the 2011-2015 period to the Ministry of Planning and Investment and the Ministry of Finance before June 2011 for reporting to the Prime Minister.

4. Central and local national target program-implementing agencies;

a/ Ministries, ministerial-level agencies and central agencies that implement national target programs:

- To allocate and assign spending estimates of the 2011 national target programs to their attached state budget-using units before February 28. 2011;

- To coordinate with the national target programs management agencies in organizing in 2011 final reviews of the implementation of the national target programs in the 2006-2010 period and propose national target programs in the 2011-2015 period.

b/ Chairpersons of provincial-level People's Committees:

- To formulate plans on allocation of spending estimates of the 2011 national target programs and report them to the Standing Bodies of the People's Councils of the same level before February 28, 2011. for opinion and to the People's Councils at their nearest sessions before implementation;

- To direct and organize the inspection and supervision of the implementation of the national target programs in their localities according to regulations:

- To direct final reviews in 2011 of the implementation of the 2006-2010 national target programs in their respective localities and report them to the Ministry of Planning and Investment, the Ministry of Finance and the National Target Programs Management Agency before April 2011.

Article 3. This Decision takes effect on the date of its signing.

Article 4. Ministers, heads of ministerial-level agencies, heads of Government-attached agencies, heads of other central agencies and chairpersons of provincial-level People's Committees shall implement this Decision. -
