DECISION
ON PROMULGATING ROADMAP OF CARRYING OUT USE OF PUBLIC DIGITAL SIGNATURES IN E-CUSTOMS PROCEDURES
THE MINISTER OF FINANCE
Pursuant to the Government’s Decree No. 118/2008/ND-CP dated November 27, 2008, defining the functions, tasks, powers and organizational structure of the Ministry of Finance
Pursuant to the Government’s Decree No. 87/2012/ND-CP dated October 23, 2012, detailing a number of Articles of the Law on customs applicable to electronic customs procedures for commercial exports and imports;
Pursuant to the Circular No. 196/2012/TT-BTC dated November 15, 2012, of the Ministry of Finance, defining e-customs procedures for the commercial imports, exports;
At the proposal of the General Director of the General Department of Customs
DECIDES:
Article 1. From November 01, 2013, the customs declarers shall implement use of digital signatures registered with customs agencies when performing e-customs procedures as prescribed in Article 4 of the Government’s Decree No. 87/2012/ND-CP dated October 23, 2012, and Article 5 of the Circular No. 196/2012/TT-BTC dated November 15, 2012, of the Ministry of Finance.
Article 2. The General Department of Customs shall organize guidance for customs declarers to implement use of public digital signatures in e-customs procedures.
Article 3. The General Director of General Department of Taxation, the Chief of office of the Ministry of Finance, heads of units of the Ministry of Finance, units affiliated the Ministry of Finance, and relevant units shall implement this Decision.
