DECISION

APPROVING THE MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF LAI CHAU PROVINCE TILL 2020

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Government’s Decree No. 92/2006/ND-CP dated September 07, 2006, on formulation, approval and management of master plans on socio-economic development, and the Government’s Decree No. 04/2008/ ND-CP dated January 11, 2008, amending and supplementing a number of articles of the Decree No. 92/2006/ND- CP;

At the proposal of the Lai Chau province People’s Committee,

DECIDES:

Article 1. To approve the master plan on socio­economic development of Lai Chau province till 2020 with the following principal contents:

I. DEVELOPMENT VIEWPOINTS

1. To exploit to the utmost the internal resources, in combination with support from the central level and the whole country, to accelerate the economic growth and develop with sustainable orientation, raise growth quality and gradually narrow the development level gap between Lai Chau and other provinces in the region and the whole country in conformity with the process of international economic integration.

2. To concentrate all resources on building socio-economic infrastructure; to restructure the economy for commodity production development; to promote to the utmost border-gate economic advantages; to regard hydropower, forest economy, natural resources, minerals and industrial tree products (rubber latex and tea) as key and lasting commodity products.

3. To well organize the relocation and resettlement of people for hydropower projects in the province. To closely combine economic development with eco-environmental protection. To push up the planting, tending and protection of watershed forests in the Da river basin with the aim to protect water sources for national big hydropower works. To associate economic development with conservation and promotion of traditional cultural identities as well as material and immaterial cultural values of different ethnic groups in the province.

4. To concentrate resources on building a new countryside in association with the master plans on socio-economic development and the orientations for urban system development; to build a new countryside to be modern and civilized while still preserving cultural identities and customs and habits of ethnic groups and stabilizing life of residents.

5. Economic development in harmonious combination with social development, combining economic growth with settling burning social issues such as job creation, sustainable poverty reduction, dealing with social evils, sedentarization, raising people’s intellectual levels, training human resources, especially staffs at grassroots, staffs being ethnic minority person and female staffs, to meet development requirements in the new period. To well implement policies on ethnic minorities, assist ethnic minority people and stabilize the material and spiritual lives for people. To gradually narrow the gap in living standards between people of Lai Chau and other provinces and the average level of the northern midland and mountainous region.

6. To closely combine economic, cultural and social development with assurance of defense and security, firmly consolidate domestic security, build the great unity block of various ethnic groups in the province, protect national sovereignty and territorial integrity in association with building a border of stable and lasting peace, friendship and cooperation.

II. DEVELOPMENT OBJECTIVES

1. General objectives

To accelerate economic growth; to markedly improve the system of socio-economic infrastructure; to promote advantages of border gate, natural resources of minerals, hydropower and land so as to develop economic industries; to concentrate all resources for fast and sustainable poverty reduction and for basically completing sedentarization; to conserve and promote cultural identities of different ethnic groups and raise the material and spiritual lives of people; to combine economic development with ensuring defense, security, political stability and firmly protecting national border sovereignty.

In 2011-2015 period, to accelerate economic growth and narrow the gap between Lai Chau and other provinces in the region and the country; to bring Lai Chau basically out of the underdevelopment status. Till 2020, reaching the average development level of the region.

2. Specific objectives

a) Economic development:

- The average GDP growth rate will be about 16 - 17%/year in 2011 -2015 period; of which the agriculture - forestry - aquaculture sector growth will be about 6.5%/year, the industry- construction sector will be about 23.5%/year and the service sector will be about 17.5%/year. In 2016-2020 period, the average economic growth rate will be 16.1 %/year.

- To strongly restructure the economy so that by 2015 the proportions of agriculture- forestry - aquaculture, industry - construction and service sector will be about 23.8%, 41% and 35.2%, respectively. By 2020, these rates will be 20%, 44% and 36%, respectively.

- By 2015, the export value of local products will be USD 10 million, with an average increase of 17%/year; by 2020, it will be USD 17 million with an average increase of 11.2%/year.

- To increase state budget revenues in the province with the aim to raise proportion, ensure the province’s expenditure tasks and gradually reducing central budget supports; to strive for budget revenue of over VND 500 billion by 2015 and over VND 1 trillion by 2020.

- In 2011-2012 period, the total social investment capital will be about VND 53 trillion, in 2016-2020 period will be about VND 90 trillion.

- The average per-capita GDP will be about VND 19 million by 2015 and about VND 46.7 million by 2020.

b) Social development:

- The average natural population growth rate will be 2.28%/year in 2011-2015 period and about 2.2%/year in 2016-2020 period.

- The urban population rate will rise from 14.6% in 2010 to 19.1% by 2015 and about 21.2% by 2020.

- To enhance the quality of education and training so that the rate of trained laborers will be over 40% by 2015 and over 50% by 2020. In 2011-2015 period, to create 6 thousand new jobs per year on average; in 2011-2015 period, to create over 7,000 new jobs per year.

- By 2015, to strive to reach norms: there will be 8 medical doctors and 37 patient beds per 10 thousand people, 75.5% of commune health stations will reach national health standards. By 2020, these norms will be 15 medical doctors and 38 patient beds per 10 thousand people and 100% of commune health stations reaching national health standards; to reduce the child malnutrition rate to below 23% by 2015 and below 20% by 2020.

- To reduce the average poverty household rate at 4-5% per year in 2011-2015 period.

c) Environmental protection:

- By 2015, the forest coverage will be over 50% and by 2020, this coverage will be 58%. By 2015, over 95% of urban population will access to clean water and 90% of rural population will access to hygienic water; by 2020, both norms will be 100%.

- To conserve and rationally use natural resources, protect biodiversity, especially in areas of primeval forests and watershed forests ensuring for regulating water sources to protect big hydropower works, prevent and control flood for Lai Chau and adjacent provinces.

III. DEVELOPMENT ORIENTATIONS OF SECTORS, FIELDS

1. Economic sector

a) Agriculture, forestry and aquaculture:

To push up the internal restructuring of agriculture, toward the increase of animal husbandry proportion and promote to the utmost climate and pedology advantages so as to concentrate on development of commodity production zones associated with processing industry.

- Cultivation: To strive to assure food security in the province and gradually build a commodity and food production zone. By 2015, the total food output will reach 170 thousand tons; by 2020, to maintain the average per-capita food ration at over 400 kg/year. To focus on development of large-scale specialized production zones for trees with high economic value such as rubber, tea, vegetables and fruits, flowers and bonsai, etc. To ensure proactive supply 100% demand for good seeds and seedlings in the province. Perennial industrial trees: The rubber trees area will reach 20,000 ha by 2015 and 30,000 ha by 2020; the tea planting area will reach 3,200 ha by 2015 and kept stably by 2020; and cardamom area will reach 4,700 ha by 2015 and kept stably by 2020. To develop short-term industrial trees and some advantageous trees such as temperate zone fruit and flower trees and medicinal plants in some areas with suitable conditions such as Sin Ho upland region.

- Animal husbandry: To develop farm-based animal husbandry and centralized semi-industrial animal husbandry associated with development of animal feed processing and reservation and grass growing to ensure epidemic safety and environmental protection to meet market demand. In 2011-2015 period, the annual growth rate of the cattle herd and poultry flock will be 6.5% and 5-7% respectively, by 2020, to form some centralized commodity husbandry zones, actively contributing to agricultural restructuring.

- Fisheries: To develop fisheries through well exploiting the existing water surface areas and effectively exploiting aquatic resources in hydropower reservoirs (upon forming reservoirs for Son La, Ban Chat, Huoi Quang and Lai Chau hydropower plants) such as protecting aquatic resources and fish farming with cages or rafts, etc; to develop the coldwater fish farming (salmon and sturgeon, etc) in areas with favorable conditions. By 2015, the tentative water surface area for aquaculture is about 1,300 ha, husbandry output of 2,600 tons; by 2020, to form areas for commercial fish and coldwater fish (salmon and sturgeon) farming.

- Forestry: To effectively manage and use the existing forests and socialize the protection and development of forest resources, improve forest quality and gradually form forestry industry and forest economy development. To encourage all economic sectors to invest in forest development, especially economic forests, in association with building processing plants. Area for planted-newly forests in 2011-2015 period will be 20 thousand ha (15 thousand ha of economic forests and 5 thousand ha of protection forests); in 2015-2020 period will be 20 thousand ha (17,500 ha of economic forests and 2,500 ha of protection forests).

- To invest in construction of establishments producing plant seeds and seedlings to proactively supply high- quality seeds and seedlings for the province. To continue the planting newly and protection of watershed protection forests.

b) Industries:

To focus on investment in development of advantageous industries such as agricultural and forest product processing; mineral exploitation and processing; hydropower; cement; animal feed processing, and construction materials so as to become key industries.

- Agricultural and forest product processing industry:

To renew technologies and improve the technological qualification of establishments processing agricultural and forest products, especially tea, cardamom and materia medica, in association with development of raw-material areas with a view to creating jobs and increasing incomes for rural areas. To gradually reduce preliminary processing industry and invest in intensive processing industry to create commodity products with high economic value with the aim to rapidly increase the added value of agricultural products and the value of commodity production for export of the province.

- Mineral exploitation and processing industry: To focus on development of the mineral exploitation and intensive processing and organize bidding for the mineral mining right in areas where conditions permit. To build a database for each kind of mineral serving management work and information provision, to facilitate for enterprises seeking investment opportunities in mineral exploration, exploitation and processing.

- Construction material production industry: To promote investment in projects producing construction materials such as non-baked bricks (in Sin Ho, Phong Tho, Than Uyen, Muong Te and Tam Duong) with a capacity of 40 million bricks/year; pre-cast concrete and roofing sheets. To maintain and renew technologies for producing tunnel bricks (in Phong Tho, Than Uyen and Tam Duong) with a capacity of 45 million bricks/year. To push up producing and exploiting sand, gravel and construction stones, etc, so as to meet the increasingly raised demand of construction material provision for hydropower, public and civil works.

- Consumer goods and traditional handicraft industries: To restore and revive traditional craft villages, conserve and develop handicraft and traditional industries (bamboo and rattan, brocade, food and foodstuff) oriented to serve for local consumption demands, tourist and toward export.

- Electricity production industry: To accelerate the construction progress of medium- and small-sized hydropower works. To invest in construction of high- and medium- voltage power grid system to serve connection and transmission for hydropower works in the province.

- Other industries: To invest in construction of some medium- scale mechanical workshops with advanced equipment so as to meet some works such as overhauling and maintaining machines and technological equipment to serve the demands of plants in the province such as plants of timber processing and paving stones, etc. To develop small mechanical workshops combined with forging workshops, mechanical workshops to repair and manufacture tools for agricultural and civil use.

- Planning of industrial zones and complexes: tentative planning by 2020, the province will have 2 industrial zones and 4 industrial complexes. To focus on investment in construction of infrastructure and attract investment in approved industrial zones and complexes in association with construction of the waste treatment facilities, plant trees and ensure a green, clean and beautiful environment.

c) Trade and tourism:

- Trade: To develop synchronously system of trade centers and supermarkets in towns, townships and townlets, system of marketplaces in centers of commune clusters, communes and hamlets; first of all to give priority to build some border and wholesale marketplaces. To ensure supply of essential commodities for people in highland areas and market price stabilization.

- Tourism: To develop types of convalescence tourism and thermal-water and disease treatment tourism in Sin Ho and Phong Tho areas through investment in construction of eco-convalescence tourist zone in upland area of Sin Ho district.

To develop cultural, sightseeing and festival tours to explore the cultures of ethnic minority groups in the northwestern region, mainly in Lai Chau town and Tam Duong district; to build a number of typical culture hamlets in Lai Chau town and invest in construction of some big recreation places, in near future, it will be performed in Lai Chau town.

To develop trade tourism and fair in Ma Lu Thang border-gate economic zone through investment in construction of an international conference and fair zone in Lai Chau town and Ma Lu Thang border gate.

To develop ecological tourism, grotto sightseeing in association with festivals (Tien Son-Tam Duong grotto; Thien Son - Lai Chau town, etc); to invest in the grotto eco-tourist zone in Tien Son and the service tourist zone in Lai Chau town.

To have adventure sports tourism in Muong Te primeval forest, at Hoang Lien Son pass peak and Tam Duong district.

To invest in embellishing and building a tourist complex at the stele of Le Loi King and Van Long Pass relic in association with eco-tourism in the reservoirs of Son La and Lai Chau hydropower plants and the culture identity of ethnic groups.

- Transport services: To strongly develop transport services, diversify, and improve the quality of road transport modes, build car terminals in the centers of towns, townships and townlets; to expand intra- and inter-provincial transport routes, toward international transport routes when conditions permit. To operate waterway routes upon forming hydropower reservoirs.

To invest in construction of goods transshipment and warehousing centers in locations such as Son Binh commune (Tam Duong), Phuc Than commune (Than Uyen), Tan Uyen industrial complex (Tan Uyen) and a general depot in Phong Tho township, Tam Duong.

2. Socio-cultural sectors

a) Population and labor

- To well implement the population and family planning program. The average population growth rate will be about 2.93% in 2011-2015 period and about 2.84% in 2016-2020 period. The tentative population of Lai Chau province is about 441 thousand persons by 2015 and about 508 thousand by 2020.

- To train quality human resources to meet development requirements and demands of society. To restructure the workforce through increasing proportion of industrial - construction laborers and reducing agricultural laborers.

b) Education and training:

- To consolidate and maintain the results of primary education universalization - illiteracy eradication; to universalize primary education proper with prescribed age and universalize early childhood education for 5-year old children by 2015. By 2015, 92%, 98% and 85% of children in preschool age will go to nursery schools, primary schools and lower secondary schools, respectively. By 2020, to strive so that these figures will be 95%, 99.5% and 92%, respectively.

- To orient to expand scale of boarding schools for ethnic minority pupils; to consolidate and develop types of people-funded boarding schools and classes and community learning centers. To accelerate the implementation progress of the program on solidification of schools and classrooms; to expand and build new lower and upper secondary schools to meet requirement on maintaining lower secondary education universalization. By 2015, to strive to have over 82.5% of the permanent or semi-permanent built classrooms; by 2020, all classrooms will be permanent.

To increase equipment for teaching and learning under the program on renovation of general education. To invest in construction of physical foundations and equipment for system of schools at all levels which are required to reach national standards. By 2015, the rates of early childhood schools, primary schools, lower secondary schools and upper secondary schools meeting national standards will be 17.1%, 26.57%, 14.5% and 5%, respectively. By 2020, these targets will be 27.2%, 37.2%, 25.7% and 44%, respectively.

- To focus on investment to improve physical foundations for the province’s Community College to be eligible for upgrading to a university by 2015; to further invest to improve the province’s Political School with a scope of 500 learners; to invest in building more workshops, multi­purpose halls and equipment for the province’s Vocational Secondary School to be eligible for upgrading to a vocational college by 2015. To invest in construction of appropriate vocational infrastructure and equipment meeting standards of district vocational training centers. To build Lai Chau medical secondary school in 2015-2017 period.

c) Health, community health caring and protection

- To assure all people’s access to basic health services; to attach importance to health care of policy beneficiaries, the poor, the elderly, women, disabled persons and children.

- To control the HIV/AIDS prevalence in the community. By 2015, the mortality rate of under-1 infants will down to 2.8%; 93% of under-1 year old infants will be injected 8 vaccines. By 2020, these figures will be 24% and 93.5%.

- To fully and timely provide and ensure quality of medicines and medical supplies and equipment for health establishments. To consolidate the health system so that by the end of 2020, all communes will reach commune - health national standards. To train, retrain and improve the professional qualifications and medical ethics of health workers.

- To orient, invest in construction of physical foundations and procurement of equipment for health establishments according to regulation on national standards; to assign autonomy and accountability for task performance, encourage public health establishments to expand services and promote joint and cooperation activities.

- To invest in construction of provincial- and district-level specialized hospitals (obstetrics - pediatrics hospitals, traditional medicine hospitals, psychiatrics hospitals, convalescence hospitals, and general hospitals in districts); to build and upgrade local general clinics and commune health stations toward meeting national standards.

d) Culture, physical training and sports:

- Culture: To build cultural institution system of villages, hamlets suitable to cultural traditions of each ethnic group. By 2015, the rates of culture families, culture hamlets or street quarters and culture agencies will be 80%, 60% and 92%, respectively. By 2020, these figures will be 90%, 85% and 95%, respectively.

- Physical training and sports: To widely develop mass physical training and sports activities, paying attention to traditional ethnic sports. By 2020, to strive to 20% of the population will regularly do physical exercises and sports and there will be over 300 grassroots physical training and sports clubs. To gradually build and promote high - achievement sports and to strive to win medals at regional and national ethnic sports festivals.

To orient to build sport gyms and sport competition facilities in the provincial center and district townships; all communes and wards will have land areas and places for physical training and sport activities. By 2015, each town, district will have a youth cultural palace; there will be a central library, a cultural house and a museum as well as sport center, stadium up to standard in the province’s center.

e) Radio and television broadcasting, communication and press:

- To continue increasing the time volume of relaying and broadcasting programs of Vietnam Television and Voice of Vietnam; to increase the time volume of local radio and television programs and the local press, especially time volume of programs in ethnic minority languages.

- To invest in and upgrade radio and television stations in the province and districts; to further invest and supply signal generators, wireless audio-video transmitters for stations in commune centers and clusters.

3. Infrastructure development

a) Transport:

- For centrally managed transport works situated in the province: The province shall coordinate with the Ministry of Transport in gradually carrying out under the plans to build, renovate and upgrade the following roads:

+ To road linking the Hanoi - Lao Cai - Lai Chau town expressway with Ma Lu Thang border gate; to upgrade national highways 32, 279, 4D and 12.

+ To invest in construction of Lai Chau airport in Tan Uyen district.

+ To study construction of the Van Ban - Than Uyen - Lai Chau town railway for improving transport conditions between local and central levels.

- For locally managed works: To invest in construction, renovation and upgrading of roads, waterways and some major bridges and ports below:

+ System of transversal roads and a bridge crossing Da river to the west of Muong Te district. To attach importance to early build a system of border belt roads and border patrol roads. To build new connected roads and upgrade provincial and district roads to grade-IV and -V to link with national highways. To renovate and upgrade rural roads to commune centers (to concrete roads and sufficient water drainage and security systems), ensuring travel in all seasons of year.

+ To develop the waterway transport system (after forming Son La and Lai Chau hydropower reservoirs), survey and build some waterway ports on Da river, build 6 new wharves (Pac Ma, Nam Hang, Po Lech and Nam Khao ports in Muong Te district; Chan Nua and Pa Ha in Sin Ho district), of 0.1-0.2 ha / port; to upgrade existing waterway wharves.

b) Irrigation and daily-life water supply:

- To concentrate resources, invest in upgrading, renovating and solidifying canals so that by 2015, 90% of canals will be solidified, ensuring the proactively irrigating for 75% of areas under winter-spring crops and 85% of areas under season crops. By 2020, 100% of canals will be solidified ensuring the proactively irrigating for over 90% of areas under winter-spring crops and 100% of areas under season crops

- To invest, upgrade and build clean water supply systems for towns and townships. To further invest in clean water facilities for rural areas, giving priority to areas with difficulties on daily-life water. By 2015, strive to have 95% of urban population and 90% of rural population to be accessed to clean water and hygienic water, respectively; by 2020, to strive to reach 100% for these figures.

c) Power grid development

- To build high-voltage power grids connecting hydropower plants with the national power grid and sub-loading networks in the province: 500 kV dual-circuit power line from Nam Hang (Lai Chau hydropower plant) to Muong La (Son La hydropower plant); 110kV power line: Lai Chau town - Phong Tho - Sin Ho - Nam Hang; 110 kV circuit power-2 line: Binh Lu -Than Uyen - Ban Chat hydropower plant; and 110 kV circuit-2 power line: Xeo Chung Ho - Lao Cai.

- To build and upgrade medium- and low- voltage networks in communes and hamlets, especially those have not yet had the national power grid. To invest sufficient low-voltage power lines, substations and electric meters to sub-loading areas.

4. Space organization orientations

a) Orientations of urban development, population re­arrangement and new-countryside building:

- Orientations of urban development:

+ To develop Lai Chau town to reach standard of a grade-III urban center by 2013 and adjust its administrative boundaries for conformity.

+ To develop Phong Tho township (expanded area to Huoi Luong) and Than Uyen township (expanded area to Hua Na) into a grade-IV urban area with a construction area of 250-300 ha.

+ To form and develop 4 new grade-V urban areas, including Ma Lu Thang, Muong So and Nam Cum townlets; and Nam Tam and Nam Nhun townships.

- Orientations for population re-arrangement and new-country side building:

+ To plan a centralized agricultural commodity production zone.

+ To arrange residential points so that people can enjoy infrastructure of residential areas, and the agricultural commodity production region can be expanded.

+ To prioritize to save land areas for resettlement to accelerate the relocation and resettlement of people for the construction of Huoi Quang, Ban Chat and Lai Chau hydropower works; to associate resettlement with population allocation, rearrangement and new-countryside building.

b) Orientations for developing economic centers and economic development driving axes and routes:

- The driving-force economic area along national highways 32 and 4D (including Lai Chau town, and Phong Tho, Tam Duong, Than Uyen and Tan Uyen districts): To focus on developing trade, services, border-gate economy, industrial trees, afforestation, agricultural and forest product processing industry, and key commodities as tea, rice, cardamom, buffalo meat, beef, rare earth, industrial timber, rubber latex, construction materials, ecological tourism and community tourism.

- The Da river forest-agricultural ecological economic area (including Muong Te district and lowland communes in Sin Ho district): the main developing direction is zoning off for protection of existing natural forests, protection forests, planting rubber trees in combination with building processing facilities. To exploit the advantages of transport by waterways, national highway 12 and provincial road 127 for developing transport and tourist services. To effectively use water surface area of hydropower reservoirs for aquaculture development. Key products are electricity, rubber latex, and eco-tourism and community tourism.

- The eco-tourist, ethnic culture and high- quality agricultural economic zone (Sin Ho highland): To develop this region into an ecological, community and convalescence tourism zone and develop medicinal plants, flowers and temperate fruit trees.

c) Space organization orientations for tourism development:

- To develop a general recreation and entertainment tourist zone in Lai Chau town in association with Ban Hon cultural tourism.

- To develop a Sin Ho highland convalescence eco-tourist zone.

- To develop a reservoir eco-tourist zone of Ban Chat hydropower plant in association with in association ethnic groups in Than Uyen district.

- To develop a Vang Po hot spring convalescence tourist zone in association with Muong So tourist destination and Ma Lu Thang border-gate economic zone.

- To develop Hoang Lien pass tours in association with Tien Son grotto eco-tours and Ho Thau, Ban Hon and Na Tam cultural identity tours.

- To develop Ta Tong eco-tourist zone in association with Nam Hang lake eco-tourist and Le Loi King historical relic and Da river tourist.

d) Adjustment of administrative boundaries:

- To establish Nam Nhun district on the basis of the area and population of some communes of Muong Te and Sin Ho districts.

- To establish Nam Tam district on the basis of adjusting the area and population of lowland communes in Sin Ho district.

IV. IMPLEMENTATION SOLUTIONS

1. Regarding development investment capital mobilization

The demand for development investment capital in the province during the period is VND 143 trillion (the 2010 price), of which about VND 53 trillion for 2011-2015 period, which is very high in comparison to the province’s resources and balancing capacity as well as central support. The province should, base on its annual budget balancing capacity, central target assistance funds, funds for the relocation and resettlement of people for the construction of hydropower projects, have plan to mobilize capital for each period, arrange, select priority projects and adopt specific and rational mechanisms with the aim to attract investment capital to ensure implementation of the set objectives.

To improve the investment environment to be open and favorable for attracting external capital and make the fullest use of the province’s investment capital under socio-economic infrastructure and rural development projects.

2. Development of human resources

- To formulate and implement a human resource development strategy; to attach importance to training and vocational teaching for laborers.

- To adopt policies to support the training, attract good officials and experts, skilled workers and artisans to work in the province with the aim to build and develop economy.

- To expand cooperation with prestigious training institutions inside and outside the province for training skilled technical workers. To encourage enterprises to contribute funds and equip means for enhancing the quality of training or conduct association in training at enterprises.

- To build and expand schools and training institutions to meet the demands of expanding new disciplines.

3. Science-technology development and environmental protection

- To encourage enterprises in the province to invest in renovating production technologies and synchronizing technologies.

- To invest in science and technology development, create breakthroughs in productivity and quality of products and goods; to basically settle matters related to plant varieties and animal breeds with high productivity and quality.

- To closely combine technology renewal and environmental protection. To have a general plan on industrial waste and daily-life garbage treatment systems.

- To combine the exploitation of natural resources with protection and preservation of the eco-environment; to attach importance to protecting and developing existing forests. To strengthen the use of science and technology applications for preventing soil erosion, rehabilitating and protecting land resource.

- To study, propose and implement programs to prevent and respond to flash floods, landslide, stone avalanche and other natural catastrophes so as to mitigate disadvantage impacts on the natural environment and community life.

- To strengthen control of cross-border environmental matters and environmental observation and supervision systems for hydropower reservoirs and environmental matters in localities where the mining activities are happening.

4. Strengthening state management effect and effectiveness

- Raising the state management effectiveness: To raise the effectiveness of political theoretical education; to renew contents and methods of propaganda toward democratization and relating closely with facilities, creating a high consensus in the society; to renew the planning, employment and management of personnel, attaching importance to the evaluation and supplementation and planning of personnel; to raise the quality and effectiveness of the training and retraining of cadres and civil servants; to attach special importance to training ethnic minority and grassroots-level staffs.

- Strengthening administrative reforms: To continue implementing the resolutions of Party Central Committee and the Government on administrative reforms; to implement the “one- stop” model in administrative agencies at all levels and provincial-level departments and functional sectors; implement decentralization and assignment of powers to levels, grassroots, strengthen inspection and promote democracy at the grassroots level; to raise the effectiveness and effect of political system at all levels.

- Strengthening in directing and administering the implementation of master plans and plans: To coordinate in the direction and administration of the implementation of master plans and plans; to coordinate in building and providing information for forecast and training and supply of human resources serving economic development requirements; to coordinate in promoting investment and attracting investment for development; to coordinate in promulgating, implementing and managing incentive mechanisms and policies to attract investment; to continue administrative reforms for raising the operation efficiency of state agencies.

5. Concentrating on directing tasks of hunger elimination and poverty reduction

- To further implement policies and measures to support economic development and provide social services for the poor; to encourage the credit-saving model for responding to risks and assure for process of escaping from poor to be sustainable.

- To develop vocational networks for laborers and increase the rate of trained labor.

- To further push up, well implement social policies such as taking care of people with meritorious services to the country, social protection, and preventing and fighting social evils, accidents, etc.

6. Combining economic development with security and defense assurance

To closely combine socio-economic development with increasing defense and security potential, to build all-people defense posture in association with people’s security posture. To combine economic with defense and security affairs in implementing master plans and plans. When building economic-cultural-social works, it is necessary to take into account plans for protecting and maintaining activities to change orientation in serve for defense in case of happening war. To attach importance to economic development in association with serving and timely increasing defense potential in the fields of infrastructure construction, post and telecommunications, industries and cottage industries, agriculture and forestry.

V. KEY PROGRAMS AND PROJECTS PRIORITIZED FOR INVESTMENT

1. Key programs

(1) The program on socio-economic infrastructure development; (2) The program on rubber development; (3) The program on improving the quality of human resources; (4) The program on building a new countryside; and (5) The project on investment in socio­-economic development of Muong Te district.

2. Projects prioritized for investment (the attached Annex).

VI. IMPLEMENTATION ORGANIZATION AND SUPERVISION OF THE IMPLEMENTATION OF THE MASTER PLAN

1. After reviewing, adjusting the master plan on Lai Chau province socio-economic development till 2020 approved by the Prime Minister, the province should publicize and disseminate it to Party Committees and administrations at all levels, sectors, mass organizations, enterprises and people in the province, and concurrently, formulate specific action program for implementation of the master plan.

2. To concretize the master plan’s objectives and tasks into the 5-year and annual plans so as to effectively implement the master plan. To annually assess the implementation of the master plan as a basis for reviewing and proposing under the province’s competence for adjustments and supplementations to the master plan to suit the province’s socio-­economic development conditions in each subsequent period.

3. All levels, sectors, socio-political organizations and people shall examine and supervise the review and adjustment of the master plan.

Article 2. The review and adjustment of the master plan on Lai Chau province socio-economic development till 2020 serves as a basis for the formulation, approval and implementation of specialized master plans (construction master plan; land use master plan and plans and other specialized master plans), district-level socio­-economic development master plans and investment projects in Lai Chau province.

Article 3. Based on the review and adjustment of the approved master plan, assigning the People’s Committee of Lai Chau province to assume the prime responsibility for, and coordinate with related ministries and sectors in directing the formulation, submission for approval and implementation in accordance with regulation for the following contents:

1. Master plans on the development of key sectors, fields and products; master plans on the development of urban system and residential areas; construction master plan; master plan and plans on land use, and other specialized master plans; master plans on socio-economic development of districts, towns in Lai Chau province to ensure synchronous and comprehensive development.

2. Formulating the 5-year and annual plans; key programs on economic, cultural and social development; and specific projects for implementing the master plan.

3. Studying to formulate, promulgating or submitting to competent state agencies for promulgation some mechanisms and policies suitable to the province’s development requirements in each period aiming to attract and mobilize resources for implementing the master plan.

Article 4. Relevant Ministries and sectors shall, within the scope of their functions, tasks and powers:

1. Guide and assist the People’s Committee of Lai Chau province during process of implementing the master plan.

2. Coordinate with Lai Chau province in reviewing, adjusting and supplementing sectoral mater plans to ensure the synchronicity and consistency of the master plan; consider, support the province in mobilizing domestic and foreign investment capital sources for implementing the master plan; accelerate investment in regional works and projects which are important to the province’s development and decided for investment.

Article 5. This Decision takes effect on the date of its signing; to annul the Decision No. 87/2006/QD-TTg dated April 20, 2006, of Prime Minister, approving the master plan on socio­economic development of Lai Chau province in 2016-2020 period.

Article 6. The chairperson of the Lai Chau province People’s Committee, ministers, heads of Ministerial-level agencies and heads of Government-attached agencies shall implement this Decision.
