DECISION

ISSUING ACTION PLAN TO RESPOND TO CLIMATE CHANGE OF THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT, PERIOD OF 2011 – 2015

MINISTER OF NATURAL RESOURCES AND ENVIRONMENT

Pursuant to the Decree No.25/2008/ND-CP dated March 04, 2008 of the Government defining the functions, tasks, powers and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to the Decision No.158/2008/QD-TTg dated December 02, 2008 of the Prime Minister approving the national target program on response to climate change;

At the proposal of Director of Department of Hydro- Meteorology and Climate Change,

DECIDES:

Article 1. Issue the Action Plan to respond to climate change of the Ministry of Natural Resources and Environmental, period of 2011 - 2015 (hereinafter referred to as the Action Plan) with the following main contents:

I. OBJECTIVES

1. Establish the scientific basis for responding to climate change in Vietnam: the climate change scenario, elevation numerical model with high accuracy, databases on climate change to be as orientation for the ministries, branches, and localities to implement activities responding to climate change.

2. Set up mechanisms and policies for managing, administering, and guiding the implementation of national target programs on response to climate change (referred to as the national target program) on a national scale and improve capacity of state management on climate change of the branch of natural resources and environment.

3. Assess the impact level of climate change and sea level rise on a national scale for the fields of: land resources, water resources, mineral resources, environment, hydro-meteorology, measure and maps, sea and islands; to propose feasible and effective solutions to respond to climate change.

4. Improve ability to respond to climate change in each field in the sector of environmental resources, particularly capacity to predict hydro-meteorology for disaster prevention of which is increasing and increasing due to climate change.

II. FOCUS MISSION

1. Assessment of the climate happening, building, updating of databases and scenarios of climate change

- Assess the various range and trend of the climatic factors change and the extreme climate phenomena.

- Develop and update the scenarios of climate change and sea level rise in detail for the areas in Vietnam until 2100.

- Develop and update the database on climate change, the impacts of climate change and sea level rise.

2. Implementation of research on climate change

- Study the phenomena, the nature of science, the problems that are unknown of climate change.

- Study the scientific basis and methodology for assessing the impacts of climate change, vulnerability due to climate change and adaptation measures to climate change.

- Study and propose mechanisms and policies, technology-orientation for mitigation of greenhouse gas emissions; take advantage of opportunities to grow towards the economy of low carbon.

- Study the scientific basis of integration of climate change issues into strategies, plans, planning and development program of the sector of natural resources and environment.

3. Development of Institution and policy on climate change

- Formulate mechanisms and policies for management, administration, guiding of the implementation of national target program.

- Establish a system of monitoring, supervising, and evaluating the implementation of national target program.

- Make documents, directives, and resolutions of the Party, National Assembly, and the Government on climate change.

- Improve the function and tasks of state management on climate change of the natural resources and environment sector.

4. Raising of public awareness and training of human resources of climate change

- Develop and implement communication activities to raise awareness for the selected object groups in the Party system, the managerial apparatus at all levels, the political- social organizations, and community on the climate change.

- Organize the competition on study of climate change; spread models and initiatives to respond effectively to climate change.

- Develop and implement the training program of human resources, especially high-quality human resources on climate change for the natural resources and environment sector.

5. Assessment of the impact of climate change and sea level rise on the fields of natural resources and environment

- The Land sector: Prioritize the assessment of impacts of climate change, particularly sea level rise on the fluctuations of the area and structure of ​​land use on the whole territory of Vietnam.

- The sector of water natural resources: focus on investigation, assessment of water natural resource and set up model of general management of water resources in Vietnam in the condition of climate change and sea level rise.

- The sector of the sea and islands: focus on evaluating the impact of climate change and sea level rise on the potential of social - economic development of the seas, islands, archipelago, and bank.

- The sector of environment: focus on evaluating risk, the impact level of climate change and sea level rise on biodiversity and ecosystems in Vietnam; assessing emissions level of methane and the other greenhouse gases from waste landfills.

- The sector of hydro-meteorology: focus on evaluating the need for enhancing observation networks, technology forecasting hydro-meteorology for disaster prevention, social - economic sustainable development in the conditions of climate change.

- The sector of geology and minerals: focus on evaluating the impact of climate change and sea level rise on the exploitation potential of mineral resources which reserves have been identified and the coastal geological heritage of Vietnam.

6. Identification of solutions to respond to climate change and sea level rise for the natural resources and environment sectors

- The Land sector: prioritize to identify solutions to respond to climate change, and sea level rise in land-use planning in Vietnam.

- The sector of water resources: prioritize to identify solutions for collective management of water resources and protect and restore water resources.

- The sector of the sea and islands: prioritize to identify the solutions in the exploitation of the advantage from the sea, islands, archipelago, and bank for economic - social development.

- The sector of environment: prioritize to identify the solutions in the conservation of biological diversity, effective control of methane and other greenhouse gases from waste landfills.

- The sector of hydro-meteorology: strengthen the capacity of hydro-meteorological forecasts; identify management solutions and efficient use of buildings, equipment of hydro-meteorological observations.

- The sector of geology and minerals: prioritize to identify the solutions in the management and exploitation of mineral resources; protect, conserve and use sustainably coastal geological heritage of Vietnam.

7. Integration of climate change issues into strategies, programs, planning, plan of the sectors of resource and environment

- Develop and propose the ways to integrate climate change issues in the strategies, programs, planning and plans of the sectors of resource and environment.

- Review contents of strategies, programs, planning and plans of each sector to carry out the integration of climate change issues.

8. Promotion of international cooperation

- Strengthen international aid campaign for activities responding to climate change.

- Manage and use efficiently international aid sources, including finance, new technology transfer through the channels of bilateral, regional, and multilateral cooperation.

- Actively, enthusiastically participate in international cooperation on climate change.

9. Implementation of some urgent tasks

- Develop an elevation numerical model with high accuracy.

- Develop systems monitoring climate change and sea level rise.

- Strengthen capacity and technology of hydro-meteorological forecasts.

- Develop plan for the Mekong Delta in the framework of a strategic cooperation Agreement on climate change and water resources management between both Governments of Vietnam and the Netherlands.

The list of tasks to carry out action plan and estimated budget in Appendix attached herewith.

III. FINANCIAL RESOURCES

Financial resources to implement the action plan include:

- The state budget allocated annually to the national target program.

- International funding to implement activities on climate change.

- Integration with other programs and other related projects.

Article 2. Organization of implementation

1. The Department of Planning

- Presides over and coordinates with the related units to develop annual capital plan of the national target program submitting to the Ministry of the Ministry of Planning and Investment, Ministry of Finance in accordance with provisions of the Budget Law.

- Presides over and coordinates with the related units to appraise the lists, outlines of tasks to implement the action Plan under approval authority of the Minister.

- Presides over and coordinates with the Department of Finance, Department of Hydro-meteorology, and Climate Change in allocation of funds to make the action Plan.

- Presides over and coordinates with the Institute for Strategy, Policy of natural resources and environment, the units of the Ministry and the Department of Natural Resources and Environment to integrate climate change issues into strategies, programs, planning, and concerned plans.

- Presides over and coordinates with the Department of Hydrometeorology and Climate Change in tracking, monitoring, evaluating, and reporting implementation results of the action Plan.

2. Finance Department

- Presides over and coordinates with the Planning Department, Department of Hydrometeorology, and Climate Change to allocate annual cost estimates for the tasks of implementing the action Plan.

- Presides over the appraisal of cost estimates for the tasks of the approval authority of the Minister.

3. Department of International Cooperation

- Presides over and coordinates with the Department of Hydrometeorology and Climate Change and other relevant units to mobilize international aid for activities to respond to climate change.

- Presides over and coordinates with related units to participate in international cooperation activities on climate change.

4. The Department of Science and Technology

- Presides over and coordinates with related units to appraise the content of scientific research themes on climate change.

- Presides over and coordinates with related units to propose technological, technical solutions to respond effectively to climate change.

5. Department of Hydrometeorology and Climate Change

- Performs the functions of the Office of national target Program, and coordinate with other units of the Ministry to advise the Minister, Chairman of the Program in the course of implementation of national target program; act as contact point to help Minister to regulate the activities of climate change of the Ministry.

- Coordinates with the Planning Department, Finance Department and the concerned units to synthesize, review the list of tasks and allocation of capital, cost estimates to implement the Action Plan.

- Coordinates with the Department of International Cooperation and the concerned units to mobilize international aid for activities to respond to climate change.

- Coordinates with the Planning Department to monitor, supervise, evaluate, and report the implementation results of the Action Plan.

6. Other units

- Based on the functions and tasks assigned to study and propose the tasks and measures to implement the Action Plan.

- Participate in joint activities under the direction of the Ministry.

The governing units performing the annual, every-6-month tasks shall report the implementation to the Ministry (through the Office of National Target Program, Department of Planning, Department of Finance) to review and report to the Minister, Chairman of the Program.

The every-6-month reports shall be submitted before July 20, the annual reports shall be submitted before March 31 of next year.

Article 3. This Decision shall take effect from its signing date.

Article 4. Chief of the Ministry Office, Chief Inspector of the Ministry, Directors General, Director of Ministry, Directors of Departments of Natural Resources and Environment of provinces and cities, heads of agencies and units under the Ministry are responsible for the implementation of this Decision./.
