DECISION

ISSUING PROACTIVE PLAN FOR PREVENTION AND COMBAT, RESPONSE TO STATUS OF FLOODING DUE TO HEAVY RAINS AND FLOOD TIDE IN THE CITY

CHAIRMAN OF PEOPLE’S COMMITTEE OF HOCHIMINH CITY

Pursuant to the Law on Organization of People's Councils and People's Committees dated November 26, 2003;

Pursuant to the Ordinance on Prevention and Combat of Flood and Storm dated March 08, 1993 and Ordinance amending and supplementing some Articles of the Ordinance on Prevention and Combat of Flood and Storm dated August 24, 2000;

Pursuant to Decision No.04/2008/QD-UBND dated January 16, 2008 by the People's Committee of the city promulgating the Regulation on the prevention and combat of floods, storms, natural disasters and search and rescue in the city; Decision No.44/2009/QD-UBND dated June 26, 2009 amending and supplementing some Articles of the Regulation issued together with Decision No.04/2008/QD-UBND dated January 16, 2008 of the People's Committee of the city on the prevention and combat of floods, storms, natural disasters and search and rescue in the city;

Pursuant to Decision No.5745/QD-UBND dated December 31, 2008 of the City People's Committee promulgating the implementation plan of the national Strategy of prevention, combat and mitigation of natural disasters of the city by 2020; Decision No.3523/QD-UBND dated August 13, 2010 of the city People's Committee issuing the implementation Plan of national Strategy of prevention, combat and mitigation of natural disasters of the city by 2020 of Ho Chi Minh city.

At the proposal of the Standing Committee of Command for the Prevention and Combat of Flood and Storm and Search and Rescue of the city at the Official Dispatch No.120/PCLB dated April 29, 2011.

DECIDES:

Article 1. To issue together with this Decision the proactive plan of prevention, combat and response to flooding due to heavy rains and flood tide in the city.

Article 2. This Decision takes effect after its signing date and replaces the Decision No.2353/QD-UBND dated May 26, 2010 of the City People's Committee promulgating proactive plan of prevention, combat and response to flooding due to heavy rains and flood tide in the city.

Article 3. Office Chief of the city People's Committee, heads of the Departments – the Committees – the Branches of the city, head of the Standing Committee of Command for the Prevention and Combat of Flood and Storm and Search and Rescue of the city, the People's Committee’s chairman of the urban, rural Districts and Wards - Communes - Towns shall implement this Decision./.

PLAN

OF PROACTIVE PREVENTION, COMBAT AND RESPONSE TO FLOODING DUE TO HEAVY RAINS AND FLOOD TIDE IN THE CITY
(Issued together Decision No.2440/QD-UBND Dated May 17, 2011 Chairman of People’s Committee Of Hochiminh City)

Part I

OBJECTIVES, REQUIREMENTS

Article 1. Proactively prevent and combat to limit damage to the lowest level upon occurrence of flooding due to heavy rains, flood tides in combination with discharging flood to protect people's lives, properties, buildings, production facilities of the people, enterprises and the State contribute to social stability, to maintain, develop production, business and ensure security, politic and social order and safety.

Article 2. All branches and levels grasp thoroughly and conduct seriously the motto "four in place" (command in situ; forces in situ; materials, facilities and funding in place; logistics in place) and "three available"(actively prevent and respond promptly and take remedy urgently and effectively) in the process of implementation of prevention, combat, response and remedy of the flooding status due to heavy rain and flood tide at the facilities.

Article 3. People need to comply with the orders and instructions of the government, authorities when flooding occurred at the same time participate in prevention, combat, response and remedy of flooding together with government, functional agencies.

Part II

MEASURES OF IMPLEMENTATION

Article 4. Stages of prevention and combat of flooding

1. Timely forecasts and warnings:

a) Standing Committee of Command for the Prevention and Combat of Flood and Storm and Search and Rescue of the city coordinates with Operation Center of anti-flooding program of city to urgently map the areas of submerged risk of the city corresponding to different rainfalls and peak of flood tide to determine detailed time, area and scope, scale of effects causing flooding, identify safe place to relocate, and annually update, add data to widely disseminate in order to timely forecast and warn closely with the actual situation.

b) Office of Standing Committee of Command for the Prevention and Combat of Flood and Storm and Search and Rescue of the city closely contacts with Hydro-Meteorological Station of the South area to regularly updated information on weather, meteorology, hydrology in region and city, to broadcast forecasts and warnings for at least 05 days prior to the flood tides and 03 days prior to the heavy rains to the Departments - branches, urban district - rural district and through the mass media to the classes of city people, especially people living in critical areas, along rivers and canals, low-lying areas.

(Attached Appendix I).

c) When there is forecast of heavy rain (from 51 to 100 mm) to very large rainfall (more than 100 mm) and peak of flood tide (water level measured at Phu An station) exceeded level of alarm I (from 1.30 m or more ), the Standing Committee of Command for the Prevention and Combat of Flood and Storm and Search and Rescue of the city coordinates with Operation Center of anti-flooding program of city to identify the flooding affected areas for sending warning information to the agencies, units and people to actively implement measures of prevent and combat.

2. To enhance the dissemination of information, grasp thoroughly the motto of proactive prevention, combat of flooding:

a) The agencies of public information promptly update and provide complete information of forecasts and warnings of weather, meteorology, hydrology together contents of recommendations and instructions of the functional authorities of the measures of prevention, combat for the agencies, units, people know and proactively implement.

b) People's Committees of uban districts – rural districts and wards - communes - towns directly managing their areas must always grasp thoroughly the motto "four in place" in the period of prevention, combat right at the facilities to have plans to hold well the site inspection before flood season. Timely Inform, communicate and disseminate the plans, proactive measures of prevention, combat of the localities to the agencies, units, cadres, civil servants and people in the area for ready adaptatio to avoid passive situation, awkward, or uncertainty, confusion when dealing and handling situations of natural disasters, especially floods extending over large areas.

3. Actively implement measures to prevent and combat effectively:

a) For functional agencies (Office of the Standing Committee of Command for the Prevention and Combat of Flood and Storm and Search and Rescue of city, the Departments – branches of city - uban districts – rural districts and wards - communes - towns):

- Before the wet season, the flood tides (from January to June every year):

+ People's Committees of surounding uban districts – rural districts: focus on speeding up construction, repair, upgrading and strengthening of the works of anti-flood, sluices to prevent tide, embankments combined rural roads, drainage. Organize to dredge and clear system of canals, drainage culverts, regulating lakes in the area by the plan has been approved by the city at the beginning of the year. In particular, from the quarter I, it must organize a general inspection of entire system of embankments, dikes for timely detection of the critical sections need to be upgraded and reinforced to ensure safety before the rainy season, flood tides. Actively inspect, review, identify additional critical areas need to be evacuated, relocated, the solid places to receive number of population expected to be evacuated, relocated to temporarily reside during the occurence of natural disasters to ensure life safety and properties of citizens.

+ Operation Center of anti-flooding program of city, the Department of Transport, Department of Agriculture and Rural Development focus on directing the Project Management Units, the investors of construction of the key projects to increase shifts, speed up the construction schedule to ensure proper implementation of construction measures approved (dredging and clearing flow ...). Direct the subordinate units to dredge sewer and canals, drainage culverts, maintain and repair the infrastructure, the underground projects which have been deteriorated, damaged, repair, newly replace signs and warnings.

+ The Departments – branches of city - uban districts – rural districts shall inspect and have the plans to repair, recommend the units, owners to repair, upgrade, reinforce safety of warehouses, the degraded works, the underground works; at the same time, review and add plans, measures to prevent flooding when incidents occur. Perform regular maintenance regime of available facilities and equipment to ensure the operation for response to the flooding in a timely and efficient manner.

- To organize on duty for commanding, executing the preparation and implementation of plans and measures to respond right before the flooding incident occurs.

- To prepare forces, means: the Departments – branches - uban districts – rural districts, wards – cummunes -towns promptly prepare the plans to mobilize forces, means and materials in place of their units, localities to initiative to organize the timely prevention and combat. The entire operations of the Departments – branches - uban districts – rural districts, wards – cummunes –towns are converted to state of preparedness.

- The direction and command:

+ When there is forecast information of medium rain (16 to 50 mm) to heavy rain in the city area combined with flood tides of alarm I (1.30 m) or more:

Office of the Standing Committee of Command for the Prevention and Combat of Flood and Storm and Search and Rescue of city, the Operation Center of anti-flooding program of city, the key uban districts – rural districts, wards – cummunes – towns of low-lying areas, coastal rivers implement the guide and prepare the prevention, combat and response to under the plan.

+ When there is forecast information of heavy rain to very heavy rain in the city area combined with flood tides of alarm II (1.40 m) or more and discharging flood in the upstream:

• Standing Committee of Command for the Prevention and Combat of Flood and Storm and Search and Rescue of city, the Operation Center of anti-flooding program of city, the Departments of Transport, the Departments – branches of the city, the members of Standing Committee of Command for the Prevention and Combat of Flood and Storm and Search and Rescue of city to guide and implement measures to prevent, combat and respond according to the plan. Directly to inspect, urge the key areas to organize the performance of the measures of prevention, combat and response.

• People's Committees of urban districts – rural districts, - communes - towns focus on directing, preparing the mobilization of forces, means and equipment available for response under the plan.

+ When forecast of heavy rain, flood tides exceeding the level of alarm III (1.50 m) and upstream flood discharge:

Standing Committee of Command for the Prevention and Combat of Flood and Storm and Search and Rescue of city advises the People's Committee of city to direct and implement emergency measures to mobilize generally the resources in the city to make the prevention, combat and response to under the plan.

b) For the people:

- In the inner city:

+ Actively reserve clean water, food, essential food and medicines for treating common ills.

+ Provide information on the state of flooding in the living area for the authorities; newspapers, radio station and local authorities for assistance, timely rescue.

+ Regularly monitor the forecasts, warnings and instructions of the functional authorities in order to self-implement the measures to prevent, avoid, not going to the dangerous, deep submerged area.

+ Manage children, care for the elders, the sicks, the disabled (if any) safely.

+ Inspect the safety of electrical equipment, goods, materials; arrange papers, furnitures and property in high places.

- Surrounding and suburban areas:

+ Actively reserve food stocks, essential food, clean water, medicines for treating common ills.

+ Promptly harvest in advance the agricultural products, aquatic products come to crop, protect, move pets, livestock and poultry to the safe areas.

+ Inspect the safety of electrical equipment, goods, materials; arrange papers, furnitures and property in high places.

+ Comply with the orders of evacuation, relocation of the local authorities to the merged, safe temporarily-residing housing.

+ It must voluntarily wear life jackets when traveling on transportation facilities of water way; minimize the use of means with small tonnage moving on the river at the rising time of tide, strong flowing water, avoid going into the swirling waters at the junction of rivers and canals.

c) For the agencies, units, companies, factories, hospitals, schools ...:

- Check, relocate, elevate equipment, materials, goods, chemicals, supplies ... to ensure safety when flooding occurs.

- Organize forces to protect the properties.

Article 5. Phase of response to flooding

1. For the functional authorities:

a) The Departments – branches - uban districts – rural districts, wards – cummunes –towns convert to state of preparedness.

b) To organize on duty 24/24 hours to grasp closely the situation of heavy rain, flood tides and implement response plans of their localities, units.

c) Standing Committee and members of Standing Committee of Command for the Prevention and Combat of Flood and Storm and Search and Rescue of city directly go to the area assigned to manage; leaders of the uban districts – rural districts, wards – cummunes –towns directly go to the critical areas to inspect and direct the implementation of response to flooding.

d) Some specific duties of the Departments – branches:

- The command of the city, the Border Guard Command of the city, the city Public Security, Police Department of Fire fighting, Department of Transport, Young Volunteers Force of city, Thanh Doan deploy forces and means (trucks, buses, canoes, ships, boats...) in support for the uban districts – rural districts, wards – cummunes – key towns to evacuate, relocate people and their properties in the isolated, deep flooded areas to the temporary housing, help people travel safely and organize the rescue, rescue from collapsing when the flooding occurs, especially in areas with deep flooding. Willing to coordinate with other units, support, assist to the localities as needed.

- Standing Committee of Command for the Prevention and Combat of Flood and Storm and Search and Rescue of city identifies the isolated areas, deep submerged areas to focus on the mobilization of forces, means and materials to support properly for the uban districts – rural districts, wards – cummunes – towns to handle the situations of minimizing flooding, evacuation, relocation, emergency rescue.

- Operation Center of anti-flooding program of city, Urban Sewerage MTV Limited Liability company, Young Volunteers Force of city, Police Department of Fire fighting, MTV Limited Liability Company of management and operation of irrigation services deploy forces, operate pump stations, pumps (fixed, mobile) to pump to prevent flooding in the deep flooded areas, focusing on the underground works, or densely populated areas, hospitals, schools, markets, warehouses ... to concentrate on handling.

- Department of Industry and Trade, the Committee of Vietnam Fatherland Front of city assist and supply goods, fuel, food and essential food ... for people to be evacuated, relocated to avoid flooding, rescue people of the deep flooded areas, not to let people be starved. Department of Industry and Trade directs the trading companies, supermarkets to organize the temporary markets and mobile vehicles selling goods in the isolated, deep flooded zones for the essential daily needs of people.

- City Water Supply One Member Limited Liability Company ensures safety network, source and clean water to supply for the city; expect the plans of organization to provide clean water in time for the people in the isolated areas.

- Department of Transport, the city Public Security deploys forces to separate, coordinate, guide traffic; place warning signs in the deep flooded, dangerous areas, roads for people to know and limit the travelling. Mobilize and supply vehicles to transport people and goods through the danger zones, out of the isolated, deep submerged areas, safely, make sure lifeline traffic in the important routes, gates going in and out of the city, maintain the effectiveness of the directing, operating commanding smoothly from the city to the the uban districts – rural districts, wards – cummunes – towns for the rescue, rescue of collapsing, social assistance, provision of essential services for the isolated, deep submerged areas; rapid clear trees fell down.

- EVN Hochiminh city promptly cut power at the deep submerged areas, protect the transmission systems, electrical equipment, substations, instruct the safe use of electricity in the state of flooding, and handle, overcome quickly the problem of the power lines damaged, layout the generators of backup electricity to ensure living electricity to the affected area.

- Department of Natural Resources and Environment, City Public Security (Department of Environmental Police) inspect, handle to ensure safety, not to spread pollution, hazardous substances (chemicals, petroleum, waste ... ) into the environment.

- Department of Construction inspects, process to ensure safely the works, housing, degraded and old apartment, especially the underground works and works with signs of cracking, subsidence, tilt due to flooding.

- The city Public Security, Young Volunteers Force of city deploy the forces to protect the security and order, social safety, the key works and properties of the people, the State and enterprises prevent bad objects taking advantage of the disaster situation to theft, rob.

- Department of Health, city Red Cross Society to mobilize forces of physician - doctors, facilities, equipment and needed drugs for first aid, disinfection, epidemic prevention, not to spread epidemic disease from the water of flooding, stagnant in residential areas.

- Department of Education and Training surveys the isolation, flooding situation to make the decision to let students off from school timely.

- Department of Information and Communications ensures the network of communications to be smooth, protect the line of telecommunications safely when flooding occurs.

- Branch of forestry inspection examines, forces the owners of farms, farms breeding aggressive wildlife (alligators, bears ...) to implement the plan to reinforce the barn, farm to ensure safety or move to the safe places, not letting feeded wild animals escape from their cages causing danger to public and the environment.

- The news agencies, press (City Television Station, Voice Station of city people, the press agencies) timely provide information and warn the situation of heavy rain, flood tides, inundation in the areas, roads and notify the traffic guidance of the authorities for the organizations, people to know and actively prevent, avoid and respond.

đ) The specific tasks of the urban, rural districts and wards - communes - towns:

- Actively coordinate with the armed forces, forces of assistance, support of superior and mobilize forces and means in place to organize rescue rescue of collapsing, evacuation, relocation of residents in the isolated, deep flooded areas to the safe places that have been identified, ensure the provision of logistics services primarily food, staple products, clean water, light, medicines, health care for people, environmental sanitation, epidemic prevention, protection of security, order, social safety in the localities.

- Direct the Hospitals - Preventive Medicine Centers of urban, rural Districts, Medical Stations - the wards - communes - towns to mobilize the forces of physician - on-site doctors, facilities, equipment, medicines for first aid and treatment for people.

- Prepare fuel, mobilize water pump of the agencies, units and individuals in the areas of urban, rural districts, wards - communes - towns to implement anti-flooding pump.

- The urban, rural districts with small embankments preventing tide (Cu Chi, Hoc Mon rural district, Thu Duc district, District 12, Binh Chanh ...): To mobilize and allocate impact forces (soldiers, militia, Union members – youngs, workers of the public-utility company, cooperatives, roup of self-management of embankments ...), all kinds of materials (sheeting- indigo, sand - soil, bamboo, iron ...) and tools, necessary means to make immediate reinforcement of sections of critical embankments, overcome the sections of embankments broken, spilled, not letting embankments broken causing serious influence.

2. For people:

a) Be careful when passing through the wetland areas, including the familiar areas, just go through when it is assured that there is no danger and that it has the forces and means of support.

b) Comply with warning signs or instructions of the responsible person.

c) Do not try to save the property swept away, especially along the rivers and large canals.

d) Disconnect the power supply flooded, check carefully when using electrical appliances after the flooding; not to expose to the power source when being wet or standing in water.

đ) Use clean water economically, providing for lack of clean water during prolonged flooding.

e) Regularly monitor information and instructions of authorities, local authorities on the mass media. Note to manage, care for child, elderly, sick, disabled safely when the houses and the area around the houses flooded.

g) Provide timely the state of flooding in the living areas for the functional agencies, newspapers, radio station, local authorities for assistance, timely rescue.

3. For agencies, units, companies, factories, hospitals, schools ...:

a) Relocate equipment, goods, chemicals, supplies ... to the safe places.

b) Temporarily cease the production activities as deep, isolated flooding occurs.

c) Protect properties, prevent bad objects to take advantage of flooding to theft, rob.

Article 6. Recovery phase

1. Heads of the Departments – branches of city and Chairmen of People's Committees of the urban, rural districts according to functions and tasks to implement the following tasks:

a) Send people evacuated, relocated to the former houses safely and in order.

b) Help goods, food and essential staple, clean water to ensure the living conditions and life for the people.

c) Ensure smooth traffic, repair roads, schools, hospitals, offices, housings, buildings damaged ... and organize disinfection, sterilization of environmental sanitation, epidemic prevention and not to let epidemic desease outbreak or spread.

d) Organize impact forces, volunteers to help people in overcoming the consequences, maintaining social order and security and property of people in the flooded areas.

đ) Organize statistics, assess damages as prescribed and report to the high level Committee for Command of Prevention and combat of Flood and Storm and Search and Rescue.

2. Department of Health, Red Cross Society of city mobilize forces of physician - doctors, rescue teams, facilities and equipment for first aid, treatment of patients, prevention of diseases often sufferred from flooding.

3. EVN Hochiminh city ensures safety for the grid, mobilize forces and facilities and equipment to fix probrem of power transmission lines damaged in the shortest time.

4. Department of Industry and Trade strengthens inspection and strictly handle cases of speculation, raising prices, especially food, essential food, cleawater, construction materials, fuel, gas; direct the trade companies, supermarket to organize the mobile sale of goods to provide fully necessary products for people.

5. Committee of Vietnam Fatherland Front of city organizes the assistance of food, staple and medicine for people in the disaster area. Department of Finance collaborates with the Department of Labor, War Invalids and Social Affairs, Committee of Vietnam Fatherland Front of city to advise the submission to the city People's Committee for supplementing the city budget for the urban, rural districts to support funding for people damaged with early stabilize their lives, especially households of policy, poverty, difficulties.

Part III

FORCES, FACILITIES, EQUIPMENT EXPECTED FOR MOBILIZATION

Article 7. Force

Forces expected to mobilize from the Departments - branches of the city to urban, rural districts and wards - communes - towns participating in the response to inundation due to heavy rains and flood tide in the city required to ensure about 29,000 to 30,000 people. In particular, a specialized force of municipal level about 4,000 people; the force of urban, rural districts - about 9,000 to 10,000 people and the forces of branches, unions, militias, impact youth, volunteers in the cummunes - wards - the towns of about 16,000 people. Depending on the happening situation of heavy rain, flood tide and flooding impact level, damage occurs in each region, the Committee for Command of Prevention and Combat of Flood and Storm and Search and Rescue of city decides on the assignment and allocation, layout of forces to support the localities as required.

Article 8. Vehicles and equipment

Vehicles and equipment expected to mobilize in response to inundation include vehicles, mobile equipment and supports from the Departments - branches, units of city and facilities and equipment in place of the urban, rural districts.

Part IV

ORGANIZATION OF IMPLEMENTATION

Article 9. People's Committees of the urban, rural districts based on this plan promptly plan details the administration and command of prevention, combat and response to inundation due to heavy rains, flood tides occur in their urban, rural districts. At the same time, direct the wards - communes - towns to specify the performance measures in each area of residents to actively deploy the implementation.

Article 10. Upon the occurrence of widespread flooding, the Standing Committee for Command of Prevention and Combat of Flood and Storm and Search and Rescue of city promptly advises the city People's Committee to direct and implement measures to mobilize all specialized forces of the Command of the city, the Command of the Border Guard of the city, the city Public Security, Police Department of Fire fighting, Urban Sewerage MTV Limited Liability company, Urban Environment Company, MTV Limited Liability Company of management and operation of irrigation services, Passengers Transportation Company... and impact forces of the municipal Youth Union, the Young Volunteers Force of city, the urban, rural districts and wards - cummunes – towns to make the above requirements.

Article 11. The Departments - branches, urban, rural districts prioritize the allocation of annual funding to invest properly for the prevention and combat of flooding. In the directing, administration of response to natural disasters, it should concentrate forces and means to rescue effectively the deep flooded areas, areas along rivers, coastal areas, separated, and isolated residential areas to avoid occurring human damage, limit to the minimum property damage; organize zoning, handle environmental pollution right the time of arising.

Article 12. Members of the Committee for Command of Prevention and Combat of Flood and Storm and Search and Rescue of city, urban, rural districts and wards - communes - the towns comply with the tasks and areas under their responsibility. When flooding occurs in region related to the several urban, rural districts and wards - communes - the towns, it must coordinate together for effective response and recovery.

Article 13. Committees for Command of Prevention and Combat of Flood and Storm and Search and Rescue at all levels and branches implement the regime of communication and reports as prescribed.
This plan is disseminated to the wards - communes – towns; provide extensive information to the strata and posted on the website of the the Committee for Command of Prevention and Combat of Flood and Storm and Search and Rescue of city
