DECISION
TEMPORARY CEASING OF EXPORT AND IMPORT OF RAW DIAMOND ORIGINATING FROM IVORY COAST
MINISTER OF TRADE
Pursuant to Decree 29/2004/NĐ-CP
dated January 16, 2004 by the Government on functions, tasks, powers, and
organization of the Ministry of Trade;
Pursuant to Circular 11/2002/TT-TM-XNK dated December 26, 2002 by the Ministry
of Trade providing guidelines on management of export and import of raw
diamond;
Pursuant to the announcement dated October 5, 2005 by the Chairman of
Regulations on Certification of Kimberley Process, of which Vietnam became an
official member on January 1, 2003 that starting November 2002 the Government
of Ivory Coast officially abandoned exports of diamond, ceased issuance of
Kimberley Origin Certificate to raw diamond exploited in Ivory Coast, and
required member countries to temporarily stop imports of raw diamond
originating from Ivory Coast in order to discover and prevent illegal trading
of diamond conducted by rebellion organizations and their followers to back
fights against legal governments;
Following proposal by the Director of the Export – Import Department,
HEREBY DECIDES:
Article 1: To temporarily cease export and import of raw diamond originating from Ivory Coast.
Article 2: This Decision will come into effect in 15 days after it is publicized on the Gazette.
Article 3: Directors of the Ministerial Office, Personnel Organization Department, and Export – Import Department, and Heads of relevant agencies under the Ministry of Trade, and raw diamond exporters and importers are responsible for implementation of this Decision.
