DECISION
APPROVING THE MASTER PLAN FOR HA LONG CITY
THE PRIME MINISTER
Pursuant to the Law on
Organization of the Government on the 30th of September 1992;
At the proposals of the President of the People's Committee of Quang Ninh
province and the Minister of Construction,
DECIDES:
Article 1.- To approve the main orientations embodied in the master plan for Ha Long City for the period up to the year 2010, which was submitted by the President of the People's Committee of Quang Ninh province (in Official Dispatch No.1146-TT/UB on the 18th of June 1994) and evaluated by the Minister of Construction (in Official Dispatch No.460-BXD/KTQH of the 14th of April 1995). These are:
1. Characteristics of Ha Long City:
Ha Long City shall be a national tourist center of international standard, the political, economic and cultural center of Quang Ninh province, a transport hub, a big regional commercial and service center, an important area in national security and defense, and an important center for coal extraction and sorting of the country.
2. Size:
Based on its land area, Ha Long City shall develop mainly in the four areas of Hon Gai, Bai Chay, Bac Cua Luc and Hung Thang, with a total projected population of about 500,000.
3. Landscape architecture and urban environment management:
The spatial arrangement of the coastal architectural projects must conform to the natural landscape, shall not cause any disfigurement of the topographic landscape, and ensure a clean environment.
4. Plan for infrastructure construction:
It is necessary to ensure the construction of such communications projects as train-connecting terminals, pre-port rail terminals and storage sites for deep-water and specialized cargo ports, and the supply of water, electricity and water sewage for life and production of the city.
Article 2.- To assign the Minister of Construction to issue the Regulation on the Management of Construction Scheme in Ha Long City, which shall serve as a basis for the management of construction and for ensuring that construction projects shall be in line with the approved master plan and other State regulations.
Article 3.- To assign the President of the People's Committee of Quang Ninh province and the Minister of Construction to deploy the master plan for Ha Long City. This includes:
- To draft and submit for approval detailed and specialized schemes for each of the planned areas and to initiate investment projects in order of priority in implementation of the approved master plan.
- To guide construction activities along the line of the approved master plan.
- To coordinate closely with other ministries and services to attract capital from domestic and foreign sources for the construction of Ha Long City.
Article 4.- The President of the People's Committee of Quang Ninh province, the Minister of Construction and the other Ministers, the Heads of the agencies at ministerial level and the Heads of the agencies attached to the Government are responsible for the implementation of this Decision.
