DECISION
ON ISSUING LIST OF INDUSTRIES, LINES RECEIVING PREFERENTIAL INTEREST RATE WHEN ON-LENDING GOVERNMENT’S ODA LOANS
Pursuant to the Law on Government Organization dated December 25, 2001; Pursuant to the Law on Public Debt Management dated June 17, 2009;
Pursuant to the Decree No. 78/2010/ND-CP dated July 14, 2010 of the Government on on-lending of the Government's foreign loans; Considering the proposal of the Minister of Finance,
Article 1. Issuing the List of industries, lines receiving preferential interest rate when on-lending Government’s ODA loans (hereafter called List) guiding the implementation of Point c, Section 2, Article 7 of the Decree No. 78/2010/ND-CP dated July 14, 2010 of the Government on-lending of the Government's foreign loans.
Article 2.
1. This Decree takes effect on July 20, 2011.
2. Programs and projects of on-lending ODA loans that on-lending conditions are approved by a competent agency before this Decision’s effective date continue to apply approved conditions. In the necessary cases, the Minister of Finance reports to the Prime Minister to consider, determine in amending, supplementing the List.
3. The Ministers, Heads of Ministerial-level agencies, Heads of Governmental agencies, Heads of power units and relative organizations are responsible for the implementation of this Decision.

1 | Building fresh water supply system for industries and urban livings (2- level urban, 3-level urban, 4-level urban and except for 5-level urban in the object of being supplied by state budget) |
2 | The projects on collecting and processing urban solid wastes and industrial solid wastes; processing industrial waste water |
3 | Building and investing on equipments of health organizations which are capable of recovering capital |
4 | Investment and construction projects on education, training and vocational organizations which are capable of recovering capital |
5 | Building railway (except for the case of on-lending equipments on normal interest rate) |
6 | Building highway |
7 | Building deep-water harbor (except for the case of on-lending equipments on normal interest rate) |
II | Industry (no differentiation on investment areas) |
1 | Building generating plant using new energy source, renewable energy useful in environmental protection |
2 | Building, installing electricity distribution network and electricity transmit in the rural areas |
3 | Building, installing information technology and communications infrastructure, telecommunications network in the rural area |
III | Finance, credit |
| Credit program/composition via policy banks (Vietnam Development Bank, Vietnam Bank for Social Policies) or other financial and credit institutions for on-lending objectives in Government’s policy or in the particular design of credit program/composition approved by the Government |
IV | Projects in on-lending objectives in areas having poor or extremely poor economic and social conditions according to legal regulations on investment, in the region that Khmer fellow-citizen live together, at the communes belonging to 135 Program and border communes in 120 Program, at the communes in capes (not including hydroelectric project, thermal project, cement, iron and steel production projects) |
