DECISION

APPROVING THE MASTER PLAN ON DEVELOPMENT OF THE LANG SON - HANOI - HO CHI MINH CITY - MOC BAI ECONOMIC CORRIDOR THROUGH 2020, WITH A VISION TOWARD 2030
(AS PART OF THE NANNING - SINGAPORE TRANS-ASIAN CORRIDOR)

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;

Pursuant to the Government’s Decree No. 92/2006/ND-CP of September 7, 2006, on the formulation, approval and management of master plans on socio-economic development, and Decree No. 04/2008/ND-CP of January 11, 2008, amending and supplementing a number of articles of Decree No. 92/2006/ND-CP;

At the proposal of the Ministry of Planning and Investment,

DECIDES

Article 1. To approve the master plan on development of the Lang Son - Hanoi - Ho Chi Minh City - Moc Bai economic corridor through 2020, with a vision toward 2030, with the following principal contents:

I. TERRITORIAL SCOPE

The Lang Son - Hanoi - Ho Chi Minh City - Moc Bai economic corridor consists of 21 provinces and centrally run cities along national highway 1 from Lang Son province to Ho Chi Minh City and national highway 22 from Ho Chi Minh City to Moc Bai (Tay Ninh).

II. DEVELOPMENT VIEWPOINTS

1. To develop the Lang Son - Hanoi - Ho Chi Minh City - Moc Bai economic corridor (as part of the Nanning - Singapore Trans-Asian corridor) in order to create favorable opportunities in economic cooperation and exchange with other countries in the region and the world for the purpose of socio-economic development of the whole country, with the efficiency and national interest as the overall guideline.

2. To ensure a close coordination among localities and territories, creating a connection between urban centers, national tourism sites, airports and seaports along the corridor and other localities and territories in the country.

3. To sustainably develop the corridor, ensuring the harmony between economic benefits and environmental protection and the safety of subjects participating in the corridor; to maintain political stability and social order and safety; firmly protect the national independence, sovereignty, sovereign rights and territorial integrity in order to rapidly and sustainably develop the country.

III. DEVELOPMENT OBJECTIVES

1. General objectives

The Lang Son - Hanoi - Ho Chi Minh City - Moc Bai economic corridor, together with identified economic corridors and belts and growth poles (2 corridors, 1 northern region belt and East - West corridor, major cities, key economic regions), creates the basic framework in the organization of the national territory, attaching great importance to forming the development framework of national infrastructure system.

To promote socio-economic development in localities along the corridor, particularly big urban centers, creating a spillover effect to boost the socio-economic development in other localities in the country.

2. Specific targets

a/ Socially and economically:

- By 2020, the corridor will reach the economic scale of around USD 200-220 billion (accounting for around 70% of the national GDP) and its urban population will account for some 80% of the new urban population of the whole country.

- By 2020, the transportation volume in the corridor will account for 46% of sea shipping volume and around 70% of cargoes transported in the North-South axis. To attract around 9-9.5 million international passengers and 40-41 million domestic passengers, earning a total tourism revenue of USD 15-16 billion.

- Commercial value in the whole economic corridor will account for 40% of the retail sales value, some 85% of the total North-South trade value (one-third of the total national trade value).

b/ Environmental protection

To ensure that over 95% of solid waste in urban centers and 95% of medical waste will be treated; over 85% of operating industrial parks and export processing zones will have centralized wastewater treatment systems up to environmental standards.

c/ Security and national defense

To firmly maintain the all-people defense and people’s security posture in all fronts, and build the infrastructure system to ensure the deployment of military operations on the mainland, in the air and at sea when necessary.

IV. SECTORAL DEVELOPMENT ORIENTATIONS

1. Development orientations for transport infrastructure

a/ Roads

To ensure the smooth transportation in the corridor, linked with existing corridors within the framework of “two corridors, one belt” cooperation between Vietnam and China. To connect and ensure the development of areas outside the corridor, including Con Dao, Phu Quoc or provinces in the Mekong River delta, northern mountainous region and Central Highlands.

- To continue upgrading national highway 1A to have 4 lanes for motorized vehicles and building urban bypasses.

- To continue building and basically completing the North-South expressway under the master plan, ensuring the connection of major cities, provincial centers and growth centers, including big industrial parks, gateway ports and airports.

- To complete and commission the Vietnam coastal road mostly with 2 motor lanes, basically attaining the grade-III and -IV road standards, in urban centers and tourism centers under the construction master plan.

- To maintain national highway 22 as a grade-I road and study the building of the Ho Chi Minh City-Moc Bai expressway.

b/ Airports

To reorganize the airport system with 3 main airport clusters, including Hanoi, Da Nang and Ho Chi Minh City. To focus on building 2 international airports in Hanoi and Ho Chi Minh City; to study the building of Long Thanh international airport as soon as its investment undertaking is approved, and the second international airport in Hanoi to meet higher transport demands.

c/ Railways

To prioritize the upgrading and modernization of the existing North-South railway; to study the building of North-South high-speed railway and other railways to international seaports, economic hubs and industrial parks; to complete urban railways in Hanoi capital and Ho Chi Minh City under the approved master plan and plans.

d/ Seaports

- To develop the seaport system along the corridor so as to meet the requirements of national industrialization and modernization, to increase the national ability to step up international integration and compete with other regional countries in the seaport services.

- To make intensive investment instead of extensive investment, focusing on 2 modem seaports outside the corridor but playing an important role in the corridor, namely Lach Huyen port (in Hai Phong) and Cai Mep-Thi Vai port (in Ba Ria-Vung Tau).

2. Development of industrial parks and coastal economic zones

a/ Industrial parks

- By 2020, to develop the industry in the whole corridor with an average industrial and constructional added value growth rate of 10-10.5%; in the 2016-2020 period, industrial production value will increase 10-12%.

- To develop industrial parks, creating a driving force for the localities in the corridor to develop their economies and to integrate with the region and the world; by 2020, to strive for the target that industry and construction will account for around 43-45% of GDP.

b/ Coastal economic zones

- To focus investment on some costal economic zones in the corridor, including Chu Lai (Quang Nam) - Dung Quat (Quang Ngai) economic zone cluster; Nghi Son (Thanh Hoa) economic zone; Vung Ang (Ha Tinh) economic zone.

- To basically complete the infrastructure system of economic zones so as to ensure smooth connection with the infrastructure system in the whole corridor.

3. Development of trade and tourism

- To focus on developing production support services and improving the people’s living standards. To diversify service types and products while improving service quality, and promote mobilization of social resources and attract investment from all economic sectors, particularly foreign investment, for development of high-quality services.

- To intensify investment, upgrading and development of trade infrastructure so as to boost goods exchange with other regional countries. To build a healthy business environment and combat counterfeit and smuggled goods, with a view to satisfying the people’s production and consumption demands; to improve the e-commerce system and commercial transaction information system for effective international integration.

- To build and complete infrastructure facilities in tourism cities and a number of major national tourism zones along the economic corridor so as to increase the connectivity and shorten traveling time for tourists.

- To develop the urban network on the basis of clearly defining the functions and mechanism of coordination among urban centers in order to bring into play then strengths and address challenges in their development and creating a spillover effect. To develop urban centers in association with coastal economic zones and border gates, creating a gateway for international economic integration.

- To develop the core urban areas, including Lang Son city, Hanoi capital, Vinh city, Hue city, Da Nang city, Nha Trang city, Ho Chi Minh City and Moc Bai border gate (to upgrade Lang Son city from the current grade-III urban center to a grade-II one; to build Moc Bai border gate into a grade-IV urban center).

4. Rescue and salvage along the corridor

To build rescue and salvage centers in the corridor; to focus on building storm and flood prevention works, handling aviation incidents, organizing fire prevention and control in urban centers and major industrial parks, and responding to incidents at sea.

5. Assurance of national defense and security

To build the system of defense facilities for safeguarding the borderline and islands. To consolidate and combine the all-people defense with the people’s security posture along the corridor, particularly in the border areas. To intensify the international cooperation on elaborating and implementing plans to ensure security and national defense and effective prevention and combat of crimes and social evils along the corridor.

V. IMPLEMENTATION SOLUTIONS

1. Sectors prioritized for development:

- To build a synchronous infrastructure system, especially infrastructure for transportation, trading and tourism service development, and infrastructure facilities in economic zones.

- To rapidly develop human resources, especially those with high qualifications, and improve the educational and training quality; to closely associate the development of human resources with science and technology development and application.

- To continue administrative reform, create a fair competitive environment for all economic sectors, and establish a favorable investment environment to attract foreign investment.

2. Mobilization and use of investment capital

a/ Mobilization of investment capital

- To formulate appropriate incentive policies to attract all capital sources for building infrastructure facilities serving the circulation of goods, tourism and services in the corridor.

- To diversify investment forms and formulate incentive mechanisms to facilitate the transfer of both short-term and long-term capital sources for investment.

- To formulate appropriate investment mechanisms for each work, especially trade infrastructure facilities such as trading centers, bonded warehouses, trading clusters, supermarkets, marketplaces and infrastructure facilities of national tourist zones built with investment capital from the state budget and other sources mobilized in appropriate forms.

- To mobilize and efficiently use ODA for investment in infrastructure projects, and mobilize credit loans from the International Bank for Reconstruction and Development (IBRD).

b/ Allocation and use of investment capital

- Ministries, sectors and localities shall formulate plans on investment in economic and social infrastructure facilities in the corridor on the principle of ensuring the synchrony and modernity (of road and railway systems; roads linking the corridor with residential areas and commodity production areas; water supply and hazardous waste treatment facilities; natural disaster warning works, airports and seaports, and medical establishments to serve tourists in the whole corridor to meet the requirement of prompt response).

- Provinces and centrally run cities shall coordinate with one another in mobilizing resources to formulate production and business development projects as well as other social infrastructure facilities in localities.

3. Human resource development

- To renew and raise the awareness about the human resource development. To improve the system of legal documents on human resources, employment, education and training; and step up propagation about human resource development policies.

- To renew the state management of human resource development under the market-oriented mechanism, to improve the management apparatus in charge of human resource development to enhance the operation capacity, efficiency and effectiveness. To intensify the coordination among levels, sectors and subjects engaged in the development of human resources.

- To renew the vocational training to meet employers’ demands and the national socioeconomic development and international integration requirements.

4. Science and technology

- To attach importance to training of scientists and technologists with high qualifications, leading experts, business administrators and the contingent of brilliant lawyers proficient in international laws and foreign languages; to further framing talents, technicians and skilled workers in the science and technology sector.

- To synchronously develop human resources in the science and technology sector, and balance the training of human resources in science and technology, social sciences and humanities, as well as for economic management.

- To promulgate policies to attract and enhance the quality of human resources in the science and technology sector, and policies applicable to technology application areas.

5. Expansion of international cooperation

- To step up the coordination in building of road and railway infrastructure facilities in each country (Nanning - Friendship Pass and Friendship Pass - Hanoi) in order to ensure a smooth transportation in the whole corridor. To boost trading cooperation via border gates, and provide services for trading and investment in economic development in the corridor on the principle of ensuring the equality among, and interests of, all parties.

- Trade and tourism development: To coordinate with regional countries in promoting customs procedure reforms; to organize trading promotion activities among countries participating in the Trans-Asian corridor. To undertake cooperation to form tourism routes through countries in the Greater Mekong Subregion and the ASEAN via the corridor. To coordinate and promote investment in utilizing tourism potential, prioritizing cooperation to develop highly competitive tourism products in the corridor as part of the tourism potential of the whole Trans-Asian corridor.

- Transportation cooperation: To coordinate with countries participating in the Nanning - Singapore Trans-Asian corridor in building the expressway system linking the corridor with the regional expressway network, and developing and linking the transnational railway network. To provide transnational transportation services in the whole corridor, linking with other economic corridors in the Greater Mekong Subregion. To operate multi-modal transportation to bring into play the advantages of Vietnamese seaports and economic development potential of regional countries.

- Entry and exit: To improve procedures for, and invest in equipment serving, entry and exit among countries of the Greater Mekong Subregion toward convenience, safety and national security assurance.

6. Information management and operation in the corridor

- To formulate a program on coordinated actions among ministries, sectors and localities of countries participating in the Nanning - Singapore Trans-Asian corridor. To form task forces for transportation, electricity, trade, tourism and environment to urge and organize the implementation of the master plan.

- To thoroughly operate and closely cooperate with one another in providing information on tourism, investment, cargo transportation, service provision, trade, natural disasters and flood for prevention and cooperation on handling of arising issues.

Article 2. Organization and supervision of implementation of the master plan

1. The Ministry of Planning and Investment shall publicize the master plan; assume the prime responsibility for, and coordinate with localities in, conducting investment promotion activities; and monitor, urge, supervise and inspect the implementation of the programs and projects under the approved master plan.

2. Related ministries and sectors shall:

- Study, formulate, and submit to competent state agencies for promulgation, mechanisms and policies in fields under their management in order to achieve the planned targets.

- Coordinate with the Ministry of Planning and Investment in implementing and supervising investment programs and projects in fields under their management in order to promote the socio-economic development in the whole corridor.

3. Provinces and centrally run cities in the corridor shall formulate plans and mobilize all resources for investment in projects in their localities under the power decentralization; coordinate with the Ministry of Planning and Investment and related ministries and sectors in promoting investment in order to mobilize resources for development investment and improvement of infrastructure facilities in the corridor.

Article 3. This Decision takes effect on the date of its signing.

Article 4. Ministries, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of People’s Committees of provinces and centrally run cities along the corridor and related localities shall implement this Decision.-
