DECISION
PUBLICIZING THE LIST OF VIETNAMESE ENVIRONMENTAL STANDARDS FOR COMPULSORY APPLICATION
THE MINISTER OF SCIENCE, TECHNOLOGY AND ENVIRONMENT
Pursuant to Article 16 of the Law on Protection of the Environment, which was passed by the National Assembly on December 12, 1993 and took effect as from January 10, 1994;
Pursuant to the December 24, 1999 Goods Quality Ordinance;
Pursuant to Article 22 of the Government’s Decree No. 175/CP guiding the implementation of the Law on Protection of the Environment;
Pursuant to the Government’s Decree No. 22/CP of May 22, 1993 on the tasks, powers and organizational structure of the Ministry of Science, Technology and Environment;
At the proposal of the director of the Environment Department,
DECIDES:
Article 1.- To issue together with this Decision the List of Vietnamese environmental standards for compulsory application.
Article 2.- In cases where the List mentioned in Article 1 contains many Vietnamese standards prescribed for one object, the parameters and concentration degrees of pollutants, which have not yet been prescribed in the newly-promulgated Vietnamese standards, shall be applied according to the previously promulgated ones also included in this List.
Article 3.- The methods of sampling, analysis, calculation and determination of each parameter and each specific concentration degree shall be prescribed in the corresponding Vietnamese standards promulgated by the Ministry of Science, Technology and Environment.
Article 4.- Vietnamese and foreign organizations and individuals shall have to comply with the relevant standards mentioned in Article 1 of this Decision in elaborating and deploying their production and business activities on the territory of the Socialist Republic of Vietnam.
Article 5.- This Decision takes effect as from January 1, 2003.

LIST OF VIETNAMESE ENVIRONMENTAL STANDARDS

A. STANDARDS RELATED TO AIR QUALITY
1. TCVN 5937-1995 - Air quality - Quality standard of surrounding air.
2. TCVN 5938-1995 - Air quality - Permitted maximum concentrations of a number hazardous matters in surrounding air.
3. TCVN 5939-1995 - Air quality - Industrial waste gas standard for dust and inorganic matters.
4. TCVN 5940-1995 - Air quality - Industrial waste gas standard for organic matters.
5. TCVN 6560:1999 - Air quality - Exhaust gas of medical solid waste matter incinerators - Permitted level.
6. TCVN 6438-2001 - Land traffic means - Permitted maximum limit of exhaust gas.
7. TCVN 6991:2001 - Air quality - Industrial waste gas - Waste standard of waste amounts of inorganic matters in industrial parks.
8. TCVN 6992:2001 - Air quality - Industrial waste gas - Waste standard of waste amounts of inorganic matters in urban areas.
9. TCVN 6993:2001- Air quality - Industrial waste gas - Waste standard of waste amounts of inorganic matters in rural and mountainous areas.
10. TCVN 6994:2001- Air quality - Industrial waste gas - Waste standard of waste amounts of organic matters in industrial parks.
11. TCVN 6995:2001- Air quality - Industrial waste gas - Waste standard of waste amounts of organic matters in urban areas.
12. TCVN 6996:2001- Air quality - Industrial waste gas - Waste standard of waste amounts of organic matters in rural and mountainous areas.
B. STANDARDS RELATED TO NOISE
1. TCVN 5949-1998 - Acoustics - Noise in public places and populated areas - Permitted maximum noise level.
2. TCVN 5948-1999 - Acoustics - Noise generated by land traffic means when gathering speed - Permitted maximum noise level.
C. Standards related to water quality
1. TCVN 5942-1995 - Water quality - Quality standard of surface water.
2. TCVN 5943-1995 - Water quality - Quality standard of coastal seawater.
3. TCVN 5944-1995 - Water quality - Quality standard of underground water.
4. TCVN 5945-1995 - Industrial waste water - Waste standard.
5. TCVN 6772:2000 - Water quality - Daily-life waste water - Permitted pollution limit.

12. TCVN 6984:2001 - Water quality - Standard of industrial waste water discharged into river sections used for protection of aquatic life.
13. TCVN 6985:2001 - Water quality - Standard of industrial waste water discharged into lakes used for protection of aquatic life.
14. TCVN 6986:2001 - Water quality - Standard of industrial waste water discharged into coastal seawater areas used for protection of aquatic life.
15. TCVN 6987:2001 - Water quality - Standard of industrial waste water discharged into coastal seawater areas used for water sport and entertainment purposes.
D. Standards related to soil quality
1. TCVN 5941:1995 - Soil quality - Permitted maximum limit of residues of plant protection chemicals in the soil.
E. Standards related to vibration
1. TCVN 6962:2001 - Vibrations and seismism - Vibrations caused by construction and industrial production activities - Permitted maximum levels for the environment of public places and populated areas.-
