DECISION

ON APPROVING THE SCHEME ON PRODUCTION REORGANIZATION IN MARINE FISHERIES

THE PRIME MINISTER

Pursuant to the Law on Organization of the Government of December 25, 2001;

Pursuant to the Fisheries Law of November 26, 2003;

At the proposal of the Minister of Agriculture and Rural Development,

DECIDES:

Article 1. To approve the Scheme on production reorganization in marine fisheries with the following contents:

I. OBJECTIVES

1. General objectives:

By 2020, to basically complete the production reorganization in marine fisheries suitable to each group of trades and each fishing ground aiming to raise effectiveness and income of fishermen and towards development of an efficient and sustainable marine fisheries industry.

2. Specific targets:

a) During 2013-2015:

- Around 25%-30% of fishing vessels in sea areas will operate under linkage models, including 65%-70% of fishing vessels operate in offshore area, of which production is organized under model of available fishery logistics service ships on fishing grounds.

- To decrease the rate of trawl ships to below 15% of the total number of fishing vessels.

- To supervise and manage around 80% of fishing vessels operating at sea areas; to observe the operation journey at sea of around 30% of offshore fishing vessels.

- All fishing vessels will be provided for long-term forecast bulletins about fishing ground (30 days per bulletin).

- To decrease post-harvest loss to below 15%. To apply the traceability system from fishing and preservation to processing and sale to tuna- fishing vessels.

- To decrease the number of fishing vessels suffering damage caused by natural disasters and risks at sea to below 50% in comparison to 2011.

b) During 2016-2020:

- About 40% of fishing vessels will operate under linkage model, including 90%- 100% of offshore fishing vessels will be organized production under model of available fishery logistics service ships on fishing grounds.

- To observe the operation journey at sea of all offshore fishing vessels.

- All offshore fishing vessels will be provided for short-term forecast bulletins about fishing ground (7-15 days per bulletin).

- To decrease post-harvest loss to below 10%. To expand the application of the traceability system from fishing and preservation to processing and sale of products to vessels those exploit a number of other aquatic species with economic value.

- To decrease the number of fishing vessels suffering damage caused by natural disasters and risks at sea to below 75% in comparison to 2011.

II. TASKS

1 To reorganize production in coastal and inshore areas:

a) To organize and rearrange fishing vessels in coastal and inshore areas under planning of the fishery industry and each locality. To build and develop models of linkage operation and joint venture, to associate stages in production process, from fishing, preservation to processing and sale of products, suitable to each trade and each locality. To consolidate and develop traditional fishing villages in association with the building of a new countryside in coastal areas.

b) To further decentralize the management of fishing vessels in coastal and inshore areas to localities aiming to decrease the marine fishing intensity suitable to the allowable exploitation ability of marine resources and protection of marine resources in coastal and inshore areas.

c) To develop the organizational model of joint management of coastal fishing; to build trade shifting models to create livelihoods to replace fishing trades that harm resources and the environment, especially in coastal areas, aiming to step by step create stable jobs and raise living standards of fishermen and protect the eco- environment of coastal areas.

2. To reorganize production in offshore areas:

a) On the basis of survey data on marine resources in offshore areas, to formulate master plans and plans on development of fishing vessels; to determine the maximum number of fishing vessels in each sea area by group of trades and type of caught fisheries.

b) To reorganize the quota-based management of offshore fishing, to allocate number of fishing permits by trades and suitable to allowable fishing ability of marine resources for each sea area.

c) To build and develop widely the organization and production models of cooperatives and fishermen groups with solidarity in production at sea; linkage models between fishermen and organizations and enterprises purchasing, processing and selling marine products, etc.

d) To step by step carry out the program on modernizing fishing vessels, ensuring feasibility and effectiveness. In near future, to make the pilot modernizing the fleet of tuna-fishing vessels, then to draw experience and expand.

e) To build a database system to serve the management, direction and administration of marine fishing activities, firstly in offshore areas.

3. To reorganize logistics services for marine fishing:

a) To reorganize ashore logistics services, especially stages of procurement, preservation and sale of products, in direction: developing cooperatives and cooperation groups trading in aquatic products and logistics services, creating benefit-sharing linkages between fishermen and organizations and enterprises in procurement and provision of services at fishing ports and wharves, ensuring the stable consumption of products, increasing product value and profit for fishermen. To further build and develop linkage models between fishing vessels and fishing vessel groups in association with logistics service vessels at sea.

b) To plan in detail and step by step build and form 5 major fishery centers in Hai Phong, Da Nang, Khanh Hoa, Ba Ria - Vung Tau and Kien Giang, to attract neighboring localities in production development and step by step build brands for aquatic products, firstly key products of each region and locality.

c) To upgrade and complete fishing ports and wharves, mooring and sheltering areas for fishing vessels under planning, assuring uniformity and step by step modernity. To concurrently build and apply the management model, which is based on the system of information and database on fishing ports and wharves and mooring and sheltering areas for fishing vessels, unified from central to local levels.

d) To step by step apply the traceability system based on the value chain of products from fishing and preservation to processing and sale of products aiming to raise the quality of caught products and assure compliance with regulations on food safety and international commitments on marine fishing. In near future, to apply the management based on value chain of products in combination with modernization of tuna-fishing vessels in southern central provinces. To develop and expand advanced fishery product preservation models such as preservation with circulating chilly seawater or polyurethane (PU) foam, use of stainless steel pads for holds of fishing vessels rather than wooden ones, etc.

e/ To consolidate and develop establishments building and repairing fishing vessels and producing fishing instruments, equipment and machinery on fishing vessels in fishery centers, fishing ports and wharves of each locality, to step by step supply equipment on fishing vessels that are produced domestically and concurrently draw laborers, create jobs.

III. PRIORITIZED PROJECTS

1. Project on fishing management information system at sea, in phase II

a) Objective: To improve the fishing supervision information system.

b) Agency taking main responsibility: Ministry of Agriculture and Rural Development.

c) Coordinating agencies: People’s Committees of coastal provinces.

d) Implementation duration: 2013-2015.

2. Project on building a fishing database system

a) Objectives: To do as scientific basis for formulating the plannings, plans and policymakers; to manage and control capacity and re-arrange fishing forces in sea areas.

b) Agency taking main responsibility: Ministry of Agriculture and Rural Development.

c) Coordinating agencies: People’s Committees of coastal provinces.

d) Implementation duration: 2013-2015.

3. Project on improving capacity of fishing-ground forecast and formulating fishing-ground maps of aquatic product fishing

a) Objectives: To improve capacity of fishing-ground forecast and formulate fishing-ground maps of aquatic product fishing for research and management agencies.

b) Agency taking main responsibility: Ministry of Agriculture and Rural Development.

c) Coordinating agencies: Ministry of Science and Technology and People’s Committees of coastal provinces.

d) Implementation duration: 2013-2020.

4. To build a pilot shifting model for some fishing trades harming resources and the eco-environment.

a) Objectives: To shift 3,500 trawl ships operating in coastal and inshore areas to services, tourism and environment-friendly fishing.

b) Agency taking main responsibility: Ministry of Agriculture and Rural Development.

c) Coordinating agencies: People’s Committees of coastal provinces.

d) Implementation duration: 2013-2020.

IV. SOME MAJOR SOLUTIONS

1. Survey on marine resources, fishing-ground forecast:

a) To annually survey and assess marine resources and collect information and data on fisheries, to formulate fishing-ground maps. During 2013 - 2015, to use survey results of resources of big pelagic fishes, small pelagic fishes and demersal fishes and commercial fish groups under Scheme 47 in serve of fishery planning and management. During 2016 - 2020, to further survey and collect annual data on fisheries aiming to give out solutions for sustainable fishery management.

b) To conduct fishing-ground forecast and towards providing for the long-term fishing-ground forecast in 2015 for some offshore fishing trades (fishing by trawls, hooks, seines) and for some species of commercial value (tuna, scad, squid and octopus) and short-term forecasts in 2020.

c) On the basis of resource survey results, to calculate the allowable catches in each sea area as a basis for determining the vessel structure for each group of fishing trades and step by step decrease and stabilize quantity of vessels and manage exploitation through permits.

2. On mechanisms and policies:

a) To review, amend, supplement and promulgate legal documents and policies related to exploitation and protection of marine resources aiming to develop effective, safe and sustainable exploitation.

b) To further study, formulate and promulgate policies to support the development of production at sea of groups, teams, cooperatives and production linkage models in offshore fishing in association with logistics services at sea; and support for fishermen from risks when participating in production at sea.

c) To study and formulate policies on supporting the development and co-management of coastal fishing; policies on supporting fishermen to shift from fishing trades which destroy resources and are not friendly with environment to environment-friendly trades, aquaculture, services and non-agricultural trades aiming to protect resources and the eco-environment of coastal areas.

d) To study and formulate mechanisms and policies on building ships with iron shells in replacement of wood shells and replacing new vessel engines; to develop facilities of shipbuilding, production of fishing nets, instruments and machinery aiming to step by step modernize fishing vessels and develop fishing in offshore sea areas.

3. On financial mechanism and capital mobilization:

Funds to implement the Scheme will be raised from different sources: supports from state budget and funds of enterprises, households and individuals.

Of which:

a) State budget:

- To further implement projects under Scheme 47; programs investing in construction of fishing ports and mooring and sheltering areas for fishing vessels under planning.

- To invest in projects on forming and developing major fishery centers under planning.

- To support localities in investing in projects on construction of essential works and technical facilities in serve of fishing and logistics services; projects on supporting fishermen to build new ships and develop models of production linkage in association with logistics services at sea; to develop models shifting from coastal fishing trade to other trades.

b) Funds of economic sectors: To raise funds from enterprises, households and individuals to invest in production development, including: building and upgrading logistics service ships and fishing ships, replacing small and old ships; mechanically repairing fishing vessels, manufacturing vessel equipment and facilities, and so on, toward industrialization and modernization. To develop the form of investment shared by State and enterprises for effective development of production and services.

c) To integrate projects of the Scheme with the socio-economic development plan, other programs and projects in a same geographical area of each locality so as to raise the overall socio-economic effectiveness, protect the environment and protect the sovereignty at sea.

d) To mobilize resources from domestic economic sectors and mobilize supports from official development assistance (ODA) funds for production development, particularly in the formation of major fishery centers.

V. ORGANIZATION OF IMPLEMENTATION

1. The Ministry of Agriculture and Rural Development shall:

a) Direct its functional units and coordinate with other ministries, sectors and localities in organizing implementation of the Scheme’s tasks;

b) Direct and guide coastal localities in performing their tasks as assigned in the Scheme;

c) Conduct preliminary and final reviews to assess status and implementation result of the Scheme, draw experience and propose orientations and solutions.

2. Concerned Ministries and sectors:

a) The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance and the Ministry of Agriculture and Rural Development in, balancing and allocating funds, ensuring funding for implementing the Scheme properly with schedule and effectively.

b) Other concerned Ministries and sectors shall coordinate with the Ministry of Agriculture and Rural Development in carrying out this Scheme.

3. People’s Committees of coastal provinces and centrally run cities shall:

a) Formulate plans to implement the Scheme as assigned; allocate local funds together with central funds for implementation of the scheme.

b) Direct, organize, examine and supervise during implementation of this Decision in their localities. Annually send reports on the implementation of this Decision to the Ministry of Agriculture and Rural Development for summarization.

Article 2. Implementation provisions

This Decision takes effect on the date of its signing.

Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of People’s Committees of coastal provinces and centrally run cities shall implement this Decision.
