DECISION

ON ISSUANCE OF LIST OF EDUCATION AND TRAINING OF NATIONAL EDUCATION SYSTEM

THE PRIME MINISTER

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Law on Statistics dated June 17, 2003;

Pursuant to the Law on Education dated June 14, 2005;

Pursuant to the Law on Vocational training dated November 29, 2006;

At the request of the Minister of Planning and Investment,

DECIDES:

Article 1. The List of education and training of national education system includes 5 levels as follows:

- Level I: Standards for education and training;

- Level II: Fields of education and training;

- Level III: Groups of programs, majors, and vocations of education and training;

- Level IV: Programs, majors, and vocations of education and training;

- Level V: Majors and vocations of education and training;

Article 2. A List of education and training of national education system level I, level II, and level III shall be enclosed herewith:

- Level I: Standards for education and training;

- Level II: Fields of education and training;

- Level III: Groups of programs, majors, and vocations of education and training;

A specific appendix shall be enclosed herewith.

Article 3.

1. The Ministry of Planning and Investment shall take charge and cooperate with the Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs in observation and update on List of education and training level I, level II, and level III.

2. The Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs shall cooperate with the Ministry of Planning and Investment in issuance and update on the List of education and training of specific levels (level IV or level IV and level V) in accordance with requirements for education management.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of Governmental agencies, the Presidents of People’s Committees of provinces shall be responsible for implementation of this Decision.

Article 5. This Decision shall take effect from May 1, 2009, and replace Decision No. 25/2005/QD-TTg dated January 27, 2005 of the Prime Minister on regulations of the List of education and training of national education system./.

SECTION II: THE CONTENT OF LIST OF EDUCATION AND TRAINING IN VIETNAM

LEVEL I - STANDARDS FOR EDUCATION AND TRAINING

1. Early Childhood Care and Education (hereinafter referred to as ECCE) includes crèches and kindergartens.

- Education objectives: Promote children’s physical, intellectual, aesthetic development; shaping their personality, and preparing them for a smooth transition from preschool to 1st Grade.

- Duration of education and Enrollment standard: ECCE provides nurturing, caring and learning services for children from 3 months to 6 years of age.

- ECCE institutions include:

Crèches that accept infants from 3 months to 3 years of age;

Kindergartens that accept children from 3 years to 6 years of age;

Preschools are the institutions in combination of crèches and kindergartens, that accept children from 3 months old to 6 years old;

2. General education includes primary education, lower secondary education, and upper secondary education.

a) Primary education:

- Education objectives: Promote students’ suitable and unshakable development of their morality, intelligence, constitution, aesthetics, and other basic skills in order to prepare them for a smooth transition from primary education to lower secondary education.

- Duration of education: Lasts for 5 years, from 1st Grade to 5th Grade.

- Enrollment standard: The age for 1st Grade students is 6 years old.

- Qualifications: Students who finish primary education curriculum and meet all requirements as prescribed in regulations of the Minister of Education and Training shall be certified in their school reports by the Principal that completion of primary education curriculum.

b) Lower secondary education:

- Education objectives: Help students in reinforcing and developing their results of primary education; acquiring compulsory knowledge equivalent to secondary standard and initial knowledge about techniques and career counseling in order to prepare them for a smooth transition from lower secondary education to upper secondary education, vocational training or start working as unskilled workers.

- Duration of education: Lasts for 4 years, from 6th Grade to 9th Grade.

- Enrollment standard: Before attending 6th Grade, 11-year-old students must finish primary education curriculum.

- Qualifications: Students who finish secondary education curriculum and meet all requirements as prescribed in regulations of the Minister of Education and Training shall be granted the Lower secondary school diploma by Chief of education and training office of districts.

c) Upper secondary education:

- Education objectives: Help students in reinforcing and developing their results of junior high school education; acquiring compulsory knowledge equivalent to high standard and normal knowledge about techniques and career counseling, promote their personal ability in order to choose the development way such as: attending universities, colleges, vocational schools, vocational training or start working as unskilled workers.

- Duration of education: Lasts for 3 years, from 10th Grade to 12th Grade.

- Enrollment standard: Before attending 10th Grade, 15-year-old students must obtain Lower secondary school diplomas.

- Qualifications: Students who finish secondary education curriculum and meet all requirements as prescribed in regulations of the Minister of Education and Training shall be taken examination and be granted Upper secondary school diplomas by Directors of education and training of provinces if they meet requirements.

3. Vocational education includes professional secondary schools and vocational training schools

a) Professional secondary schools (under management of the Ministry of Education and Training)

- Education objectives: Train workers to have knowledge, basic practice skills of a certain vocation, have independent working capacity and creativity, technical application to jobs.

- Duration of training: Lasts for from 3 to 4 years if students have Lower secondary school diplomas, lasts for from 1 to 2 years if students have Upper secondary school diplomas.

- Enrollment standard: Students must have Lower secondary school diplomas or Upper secondary school diplomas according to duration of training.

- Qualifications: Students who finish professional secondary schools and meet all requirements as prescribed in regulations of the Minister of Education and Training shall be taken examination and be granted Professional secondary school diploma by Directors of education and training of provinces if they meet requirements.

b) Vocational training schools lasts for fewer than 1 year regarding to elementary-level vocational training and last for under 3 months regarding to vocational training, lasts for from 1 to 3 years regarding to intermediate and college-level vocational training.

- Elementary-level vocational training and short-term vocational training for under 3 months:

+ Vocational training objectives: Equip students for abilities to practice simple vocations or practice multiple tasks of a vocation; having a virtuous life, professional conscience, discipline awareness, industrial manners, having good health, and enable students to seek jobs, make jobs themselves, or keep studying higher levels.

+ Duration of vocational training: Lasts for under 1 year regarding to people who have education and health conformable to the vocations they wish to study.

+ Qualifications: Students who finish elementary-level vocational curriculum and short-term vocational training for under 3 months shall be attended examination if they are eligible, if they meet requirements, they shall be granted the Certificate of elementary-level vocational training by the Head of vocational institutions as prescribed in Article 15 of the Law on Vocational training in accordance with Decision of Director of central agencies on vocational training, or Certificate of short-term vocational training which is clarified content and duration of the courses.

- Intermediate-level vocational training:

+ Vocational training objectives: Equip students for professional knowledge and abilities to practice simple vocations or practice multiple tasks of a vocation; abilities to work independently and apply technology to their jobs; having a virtuous life, professional conscience, discipline awareness, industrial manners, having good health, and enable students to seek jobs, make jobs themselves, or keep studying higher levels.

+ Duration of vocational training: Lasts for from 1 to 2 years regarding to students obtaining Upper secondary school diplomas according to their vocations; lasts for from 3 to 4 years regarding to students obtaining Lower secondary school diplomas according to their vocations.

+ Enrollment standard: Students must have Lower secondary school diplomas or Upper secondary school diplomas according to duration of training.

+ Qualifications: Students who finish intermediate-level vocational training may attend examination if they are eligible, if they meet requirements, they are shall be granted Intermediate-level vocational training diplomas by Principals of schools prescribed in Article 22 of the Law on Vocational training in accordance with regulations of Director of central agencies on vocational training.

- College-level vocational training:

+ Vocational training objectives: Equip students for professional knowledge and abilities to practice multiple tasks of a vocation; abilities to work independently and work in a group; acquiring abilities to create and apply technology to their jobs; resolve complicated problems; having a virtuous life, professional conscience, discipline awareness, industrial manners, having good health, and enable students to seek for jobs, make jobs themselves, or keep studying higher levels.

+ Duration of training: Lasts for from 2 to 3 years regarding to students obtaining Upper secondary school diplomas according to their vocations; lasts for from 1 to 2 years regarding to students obtaining Intermediate-level vocational training diplomas with the same vocation according to their vocations.

+ Enrollment standard: Students must have Upper secondary school diplomas or Intermediate-level Vocational school diplomas according to duration of training.

+ Qualifications: Students who finish college-level vocational training may attend examination if they are eligible, if they meet requirements, they are shall be granted College-level vocational diplomas by Principals of schools prescribed in Article 29 of the Law on Vocational training in accordance with regulations of Director of central agencies on vocational training.

4. Higher education includes college, undergraduate, master, and doctorate.

a) College:

- Education objectives: Help students to obtain professional knowledge and simple practice skills in order to resolve common problems in their majors.

- + Duration of training: Lasts for from 2 to 3 years regarding to students obtaining Upper secondary school diplomas or Professional or vocational secondary diplomas according to their vocation; lasts for from 1.5 to 2 years regarding to students obtaining Professional or vocational secondary diplomas with the same training area.

- Enrollment standard: Students must have Upper secondary school diplomas or Professional or vocational secondary diplomas according to duration of training.

- Qualifications: Students who finish college-level training and meet all requirements as prescribed in regulations of the Minister of Education and Training shall be taken examination and be granted College-level diploma by Directors of education and training of provinces if they meet requirements.

b) Undergraduate

- Education objectives: Help students to obtain professional knowledge and expertise practice skills, having abilities to work independently, creatively and detect, and resolve problems according to their majors.

- Duration of training: Lasts for from 4 to 6 years regarding to students obtaining Upper secondary school diplomas or Professional or vocational secondary diplomas according to their vocation; lasts for from 2.5 to 4 years regarding to students obtaining Professional or vocational secondary diplomas with their same majors; lasts for from 1.5 to 2 years regarding to students obtaining College-level diplomas with their same majors.

- Enrollment standard: Students obtaining Upper secondary school diplomas or Professional or vocational secondary diplomas or College-level diplomas according to duration of training.

- Qualifications: Students who finish higher education may attend or protect their graduate projects or thesis, meet all requirements as prescribed in regulations of the Minister of Education and Training shall be granted Bachelor’s degrees by Principals of universities in accordance with regulations of the Ministry of Education and Training.

The undergraduate academic degree in engineering major is referred to as Bachelor of Engineering; in architecture major is referred to as Bachelor of Architecture; in medical or pharmacy major is referred to as Bachelor of Medicine or Bachelor of Pharmacy or Bachelor's Degree; in fundamental science, pedagogy, law, or business majors is referred to as Bachelor’s Degree; in other majors are referred to as Undergraduate Degree.

c) Master:

- Education objectives: Help students to master both theory and practice, have abilities to work independently, creatively and detect, and resolve problems according to their majors.

- Duration of training: Lasts for 1 to 2 years regarding to students having undergraduate degrees.

- Enrolment standard: Students obtaining undergraduate degrees according to duration of training.

- Qualifications: Students who finish master-level training may protect their theses and meet all requirements as prescribed in regulations of the Minister of Education and Training shall be granted Master’s degrees by Principals of universities.

c) Doctorate:

- Education objectives: Help postgraduate students to master both theory and practice, have abilities to study independently, creatively, discover and resolve new problems about science and technology and provide guidance on scientific research and professional activities.

- Duration of training: Lasts for 4 years regarding to students obtaining undergraduate degrees, lasts for 2-3 years regarding to students obtaining master’s degrees. In special cases, the duration of training of doctorate may be extended as prescribed in regulations of the Minister of Education and Training.

- Enrollment standard: Students obtaining undergraduate degrees or master’s degrees.

- Qualifications: Postgraduate students who finish doctorate-level training may conduct their dissertation defense and meet all requirements as prescribed in regulations of the Minister of Education and Training shall be granted Doctoral degrees by Principals of universities, or Directors of scientific research institutions.

LEVEL II – FIELDS OF EDUCATION AND TRAINING

01. General programs: include broad programs for preschool education, primary education, lower secondary education, and upper secondary education.

08. Anti-illiteracy programs: include literacy and numeracy programs.

09. Specialized education programs: include personal skills and development programs such as manners, intelligences, managerial skills, and life orientation programs

14. Teacher training and education science includes:

- Education science: developing vocational and non-vocational subjects, conducting program assessment and educational research.

- Training for preschool, primary school, vocational, practical and non-vocational subject teachers, training for adult education teachers, teacher training teachers, and disabled children teachers. General and specialist teacher training programs.

21. Arts include:

- Fine arts: painting, graphic, sculpture;

- Performing arts: music, drama, dance, circus;

- Audiovisual art: photography, film production, music production, radio and TV production;

- Design, craft skills.

22. Humanities include:

- Religion and theology, culture and foreign languages, study of regional culture;

- Mother tongue: Native language and languages and culture of ethnics groups;

- Other humanities: Interpretation and translation, linguistics, comparative culture, history, archaeology, philosophy, and ethnics.

31. Social and behavioral science includes:

- Economics, economic history, political science, sociology, demography, anthropology, ethnology, futurology, psychology, geography (excluding physical geography), peace and conflict studies, human rights.

32. Journalism and reporting include:

- Journalism; library programs; museum documentation and similar archive;

- Technical data;

- Publishing;

- Archival science.

34. Business and administration includes:

- Wholesale and retail sales, marketing, public relations, real estate;

- Finance, banking, insurance, investment analysis;

- Accounting, auditing;

- Management, administration, basic administration, personnel administration;

- Secretarial and office work.

38. Law includes:

- Local law, Notary’s practice, laws (common law, international law, labor law, maritime law, etc), adjudicate, history of law.

42. Life science includes:

- Biology, botany, bacteriology, toxicology, microbiology, zoology, ornithology, genetics, biochemistry, biophysics, and other related science, excluding hygiene and medical science.

44. Physical science includes:

- Astronomy and space science, physics and related science; chemistry and other related science, geology, geophysics, mineralogy, anthropology, morphology, physical geography, meteorology and atmospheric sciences including climatology, oceanography, volcanology, paleontology.

46. Mathematics and statistics include:

- Mathematics, executive research, numerical analysis, actuarial science, statistics and other related fields.

48. Computer science and information technology include:

- Computer science: computer system design, computer programming, data processing, network, administration software - system development (hardware development).

51. Engineering technology includes:

- Architecture engineering; construction engineering; electrotechnology, electronics and telecommunications; electromechanics and maintenance engineering; environmental engineering; industrial engineering; quality management engineering; mechanical engineering; petroleum industry; computer engineering, design engineering; nuclear engineering; printing engineering; other engineering-related technologies.

52. Engineering includes:

- Technical drawing; mechanical engineering; metallurgy; electricity, electronics, telecommunication; energy technology and chemical engineering; geodesic; mining techniques and mineral processing engineering.

54. Manufacturing and processing includes:

- Food and drink processing; textile and garment; footwear, leather; materials (wood, paper, plastic, glass, etc).

58. Architecture and construction include:

- Architecture and urban planning: Structural architecture, landscape architecture, community planning, cartography;

- Civil engineering (traffic works, irrigation works, etc).

62. Agriculture, forestry and fishery include:

- Agronomy, crop husbandry, animal husbandry, gardening, forestry and forest product techniques, wildlife, aquaculture and fisheries.

64. Veterinary includes:

- Veterinary medicine and veterinary assisting.

72. Health includes:

- Medicine: surgery, infectious science, cytology, physiology, immunology, pathology, anesthesia, pediatrics, obstetrics, internal medicine, neurology, psychiatry, radiology, ophthalmology;

- Traditional medicine;

- Health services: public health, hygiene, physical therapy, recuperation, testing image; organ transplantation;

- Pharmacy, preservation and pharmacentics;

- Nursing, midwifery;

- Orthodontics: dentistry, dental hygiene, dental laboratory technology.

76. Social services include:

- Care of the disabled, child care and youth services, care of old people;

- Social works: counseling, welfare, etc.

81. Hotel, tourism, sports and personal services include:

- Hotel services, travel and tourism, sports and relaxing, hairdressing, beauty care and other personal services, beauty therapy, domestic science.

84. Transport services include:

- Boat sailors and officers, marine science, airline staff, air traffic control, rail operator, car, vehicle, machinery operator, postal services.

85. Environment and environmental protection include:

- Environmental control and protection and occupational safety.

86. Security and defense include:

- Security and social order: Tasks of police officers and relevant law enforcement officers, criminology, fire safety, civil safety;

- Military.

LEVEL III – GROUPS OF PROGRAMS, MAJORS AND VOCATIONS

I. ECCE – CODE 00

000101. ECCE programs include: Care and education programs for 3-36 month-old children in crèches; Care and education programs for 3-5 year-old children in kindergarten; 26-week programs for 5-year-old children who have not passed 3 or 4-year-old kindergarten classes; 26-week programs for mountainous children in kindergarten before attending 1st Grade; 36-day programs for 5-year-old children in kindergarten, etc.
