DECISION

OF THE MINISTER OF INTERIOR ON ISSUING PROFESSIONAL STANDARD OF SCALES OF HEALTH NURSES

MINISTER OF INTERIOR

Pursuant to Decree No. 116/2003/ND-CP dated October 10, 2003 of the Government on the recruitment, employment and management of cadres and public employees in the administrative units of the State;

Pursuant to Decree No. 45/2003/ND-CP May 9, 2003 of the Government defining the functions, tasks, powers and structure of the Ministry of the Interior;

At the proposal of Ministry of Health in the Dispatch No. 2188/YT-TCCB dated March 25, 2005;

Considering the proposal of Director of Department of Civil Servants - Public Employees;

DECIDES:

Article 1. Issuing the professional standard of scales of health nurses (with the attached professional standard) including:

1. Primary nurse – Scale code 16b.122;

2. Intermediate nurse – Scale code 16b.121;

3. College nurse - Scale code 16a.200;

4. Nurse - Scale code 16b.120;

5. Registered nurse - Scale code 16a.199.

Article 2. The professional standard of the above scales is the grounds for the Ministries, sectors and localities to carry out the recruitment, employment and management of staff of health nurses;

Article 3. This decision takes effect 15 days after its publication in the Gazette.

Article 4. This Decision supersedes the professional standard of scale of registered nurse and senior nurse is issued together with Decision No. 415/TCCP-VC dated May 29, 1993 of the Minister and Head of the Government Board of Personnel Organization (now as the Minister of Interior) on issuing the professional standard of scale of medical public employees;

Article 5. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and Chairmen of People's Committees of provinces and centrally-run cities are liable to execute this Decision. /.

PROFESSIONAL STANDARD OF SCALES OF HEALTH NURSES
(Issued together with Decision No. 415/TCCP-VC dated May 29, 1993 of the
Minister of Interior)

PRIMARY NURSE

1. Responsibility:

Being a technical professional employee in the health sector directly taking care of or assisting to take care of patients at medical facilities;

Specific duties:

- Directly performing general care for patients in accordance with professional rules and regulations of medical facilities;

- Directly or assisting to perform a number of basic nursing techniques such as: giving patients medication, changing dressing, injecting by the doctor’s order and direction of nurse in-charge;

- Monitoring and recording vital functions (pulse, temperature, blood pressure, respiration, defecation and urination) and promptly detecting unusual changes of the patient to report to the treating physician and nurse of higher scale for timely management;

- Receiving and guiding patients, helping patients change department, hospital or go to see medical specialist or doing basic medical tests as assigned.

- Completely, accurately and promptly preparing means, instruments, medication, medical records and assisting doctors and nurses of higher scale in the examination, emergency care and treatment.

- Joining first aid in case of accident; complying with the regulations upon patient’s death by the treating doctor's order and assignment of the nurse in-charge;

- Well preserving medications and assets (medical instruments) and managing them as assigned and taking personal responsibility for medications and assets.

- Participating in health education, directly urging and reminding patients, patients' relatives to maintain sanitation and order.

- Participating in initial health care programs (care for mothers and children, family planning, immunization ...).

- Implementing regulations on medical ethics and professional rules of the health sector and the regulations of law relating to the field of nursing.

2. Understanding:

Technical procedures for routine care, monitoring patients at medical facilities and the initial health care programs (family planning, immunization…);

- Regulation on safe and rational use of medication;

- Responsibilities and duties of medical employees in the field of nursing;

- Regulation on patients’ care and service;

3. Background requirement:

Graduation from primary nursing;

INTERMEDIATE NURSE

1. Responsibility:

Being a technical professional employee in the health sector directly performing basic nursing techniques at medical facilities;

Specific duties:

- Directly performing comprehensive care for patients in accordance with professional rules and regulations of the medical facilities.

- Performing basic nursing techniques for each field of speciality and assisting the nurse of higher scale to perform complex techniques by the treating doctor’s order and assignment of the nurse in-charge;

- Monitoring and recording daily changes of patients, especially those who are heavily sick and emergency cases; detecting and promptly reporting the patients’ unusual changes to the treating doctor and the nurse in charge for management;

- Performing first aid or initial emergency aid for cases of heavy sickness or accident;

- Receiving patients for examination, admission, leaving, change of department or hospital or sub-clinical examination; complying with regulations upon patient’s death by the treating doctor’s order and assignment of the nurse in-charge;

- Completely, accurately and promptly preparing means, instruments, medication, medical records for patient examination, emergency aid and treatment;

- Preserving medication and assets (medical instruments, machinery, equipment…) under assignment; promptly detecting failure for repair; taking personal responsibility for the medications and assets to be managed under assignment;

- Implementing health education, urging and reminding patients, patients' relatives to maintain sanitation and order.

- Performing the initial health care programs (care for mothers and children, family planning, immunization ...), sanitation and prevention of diseases;

- Guiding the practice of basic nursing techniques for nursing students and health nurses of lower scale;

- Implementing regulations on medical ethics and professional rules of the health sector and the regulations of law relating to the field of nursing.

2. Understanding:

- Procedures for basic nursing techniques, general care, sanitation and prevention of diseases;

- Regulations on safe and rational use of medication;

- Responsibilities and duties of medical employees in the field of nursing;

- Regulation on patients’ care and service;

- Law on protection of people's health and regulations and policies of the State and health sector for the objects of service;

3. Background requirements:

Graduation from nursing intermediate school;

COLLEGE NURSE

1. Responsibility:

Being technical professional employee of the health sector and performing the basic nursing techniques and special nursing techniques at medical facilities;

Possible duties:

- Making plan for patients’ comprehensive care and directly performing this plan in accordance with professional regulations;

- Performing basic nursing techniques and complex nursing techniques of specialty by the treating doctor’s order and assignment of the nurse in-charge;

- Monitoring, comprehensively evaluating and recording daily changes of patients, especially paying attention to those who are heavily sick and cases of emergency aid to adjust the care plan; detecting and promptly reporting the patients’ unusual changes to the treating doctor for management;

- Performing first aid or initial emergency aid for cases of heavy sickness or accident;

- Receiving patients for examination, admission, leaving, change of department or hospital or sub-clinical examination; complying with regulations upon patient’s death by the treating doctor’s order and assignment of the nurse in-charge;

- Completely and accurately and promptly preparing medical equipment, medication and medical records for emergency work, examination, treatment and care for patients.

- Operating, preserving, maintaining machinery and equipment under assignment; detecting failure and proposing timely repair;

- Taking personal responsibility for the medications and assets to be managed under assignment;

- Giving consultation and health education to patients and patients’ relatives and community; urging and reminding patients, patients' relatives to maintain sanitation and order.

- Performing the initial health care programs (care for mothers and children, family planning, immunization ...), sanitation and prevention of diseases;

- Guiding the practice of nursing techniques to the nurses of lower scale and taking part in scientific research on the field of patient care;

- Complying with regulations on medical ethics, professional rules, technical procedures of health sector and regulations of law relating to the field of nursing;

2. Understanding:

- Basic nursing techniques and a number of special nursing techniques and procedures for patient care;

- Knowledge of initial health care, sanitation and prevention of diseases;;

- Process of operation, preservation and maintenance of special basic machinery and equipment;

- Regulations on safe and rational use of medication;

- Responsibilities and duties of medical employees in the field of nursing;

- Law on protection of people's health and regulations and policies of the State and health sector for the objects of service;

3. Background requirements:

- Graduating from nursing college;

- Being able to use a foreign language at level A; in case of working in areas with ethnic minorities, if being able to use an ethnic language for professional work, the foreign language at level A is not required;

- Having basic knowledge of computer;

NURSE

1. Responsibility:

Being a technical professional employee in the health sector performing the basic nursing techniques and special nursing techniques at medical facilities;

Specific duties:

- Making care plan and coordinating with doctor in comprehensively performing the care plan in accordance with professional regulations;

- Performing, monitoring and supervising the nusrses of lower scale in implementation of doctor’s order and comprehensive performance of patient care plan;

- Mastering basic nursing techniques and the complex nursing techniques of field of specialty.

- Implementing the procedures to receive patients for examination, treatment, medical tests, change of department, hospital, hospital leaving and implementing care procedures upon patient’s death as prescribed;

- Monitoring and comprehensively evaluating and recording the patients’ daily changes, especially paying attention to those who are heavily sick and cases of emergency to adjust the care plan and reporting to doctor to promptly manage the patients’ unusual changes;

- Performing the first aid and emergency aid for cases of accident, caring and treating cases of heavy sickness;

- Completely and accurately and promptly preparing medical equipment, medication and medical records for emergency work, examination, treatment and care for patients.

- Operating, preserving, maintaining special machinery and equipment; detecting failures and proposing the management;

- Taking personal responsibility for the medication and assets to be managed under assignment;

- Giving consultation and health education and maintainance of order, sanitation and prevention of diseases;

- Guiding the nursing techniques to the nursing students and nurses of lower scale; performing the in-line service direction and and taking part in scientific research subjectss;

- Implementing regulations on medical ethics, professional rules and technical procedures of the health sector and regulations of law relating to the field of nursing;

2. Understanding:

- Basic medicine, nursing studies, pathology, sanitation and prevention of diseases;

- Basic nursing techniques and special nursing techniques in specialty and procedures for comprehensive patient care;

- Procedures for operation, preservation and maintenance of special basic machinery and equipment;

- Orientation to technical professional development in the field of nursing nation-wide;

- Regulations on safe and rational use of medication;

- Responsibilities and duties of medical employees in the field of nursing;

- Law on protection of people's health and regulations and policies of the State and health sector for the objects of service;

3. Background level:

- Having bachelor's degree in nursing;

- Being able to use a foreign language at level A; in case of working in areas with ethnic minorities, if being able to use an ethnic language for professional work, the foreign language at level A is not required;

- Having basic knowledge of computer, being able to use several softwares to analyze data in the process of monitoring and care of patients.

REGISTERED NURSE

1. Responsiblity:

Being a technical professional employee in the health sector, assuming the prime responsibility and performing the basic nursing techniques and special nursing techniques at medical facilities;

Specific duties:

- Assuming the prime responsibility and making care plan and coordinate with the doctors in implementing the comprehensive patient care and service plan in accordance with professional regulations;

- Assuming the prime responsibility, implementing, monitoring and supervising the other nurses of lower levels in implementation of doctor’s order and comprehensive patient care plan;

- Mastering basic nursing techniques and the special complex nursing techniques. Applying new knowledge and skills in nursing practice;

- Assuming the prime responsibility for and implementing procedures to receive patients upon their admission, leaving, change of department or hospital, medical tests and performing care procedures upon patient’s death as prescribed;

- Chairing shift change of nursing. Visiting patients at their rooms to evaluate their conditions, especially paying attention to those who are heavily sick and cases of emergency to promptly adjust the patient care plan;

- Assuming the prime responsibility for performing first aid and emergency aid for cases of accident, giving care and treatment to the persons who are heavily sick;

- Assuming the prime responsibility for making an intended plan and managing instruments, means, medication and medical records for examination, treatment and emergency aid of patients;

- Assuming the prime responsibility for operating, maintaining machinery and equipment of specialty to ensure safe and effective use;

- Taking personal responsibility for the medications and assets to be managed under assignment;

- Assuming the prime responsibility for giving consultation, health education and maintenance of order, sanitation and prevention of diseases;

- Performing the in-line service direction on the field of nursing and guiding the nursing techniques to the nurses of lower scale and taking part in educating nursing students;

- Assuming the prime responsibility or taking part in scientific research subjects on the field of nursing and health care;

- Assuming the prime responsibility and implementing regulations on medical ethics, and professional rules of the health sector and the regulations of law relating to the field of nursing.

2. Understanding:

- Applying fundamental knowledge on basic medicine, nursing studies, pathology into prevention of diseases, care, nursing, sanitation and prevention of diseases, rehabilitation and improvement of people's health.

- Basic nursing techniques and special nursing techniques; knowledge and skill of special care;

- Orientation to technical professional development of nursing major in the country and in the world;

- Basic knowledge on training and scientific research;

- Responsibilities and duties of medical employees in the field of nursing;

- Law on protection of people's health and regulations and policies of the State and health sector for the objects of service;

3. Background level:

- As a nurse with seniority of scale at least 09 years;

- Having Master degree with major in nursing or first degree specialist in nursing.

- Being able to use a foreign language at level B; in case of working in areas with ethnic minorities, if being able to use an ethnic language for professional work, the foreign language at level B is not required;

- Mastering a number of applied computer softwares in the process of monitoring and care of patients.

- Having at least one subject or scientific research project which has been recognized by sector-level or provincial-level scientific Board and effectively applied. /.
