DECISION
ON APPROVING THE INVESTMENT LIST OF A NUMBER OF IMPORTANT AND ESSENTIAL TRANSPORT INFRASTRUTURE PROJECTS IN PERIOD TILL 2020
THE PRIME MINISTER
Pursuant to the Law on Governmental Organization of December 25, 2001;
Pursuant to the Prime Minister’s Decision No. 290/2006/QD-TTg of December 29, 2006 approving the Scheme on “Orientations for attraction and use of official development assistance in the 2006 – 2010 period”;
At the proposal of the Ministry of Planning and Investment (Dispatch No. 1350 BKH/KCHT&DT of March 05, 2007 and No. 1811 BKH/KCHT&DT of March 20, 2007), the Ministry of Transport (Dispatch No. 1444/BGTVT-KHDT of March 21, 2007), the Ministry of Construction (Dispatch No. 546/BXD-XL of March 23, 2007), the State Bank of Vietnam (Dispatch No. 2360/NHNN-TD of March 21, 2007), the Ministry of Finance (Dispatch No. 4356/BTC-DT of March 29, 2007),
DECIDES:
Article 1. To approve the investment list of a number of important and essential transport infrastruture projects in period till 2020 with the following contents:
1. Viewpoints:
- To mobilize resources to completely build one step of transport infrastructures in period till 2020, in which concentrating on investing in construction of important, essential projects, aim to contribute to boosting the implementation of industrialization – modernization of the country.
- In parallel with investing in important and essential transport infrastruture projects, it is necessary to maintain, upgrade in order to make the most of current transport infrastructure capacity and step by step complete the transport infrastructure system of the country in period till 2020
- As a basis for mobilizing, attracting investment capital sources (ODA capital, foreign direct investment capital, domestic capital sources and other capital sources) for investments in transport infrastructures.
- As a basis for supplementing, amending transport development plannings.
2. Specific targets:
- Period till to 2010:
+ Road traffic: to build a number of new road sections belong to the North – South expressway (Hanoi, HoChiMinh city – Can Tho), a number of expressways belong to 2 Corridors and 1 economic belt of Vietnam – China and at key economic regions; to open to the HoChiMinh route traffic according to the National Assembly’s Resolution; to upgrade, expand a number of road sections on the National highway 1 in order to enhance traffic opening capacity and reduce traffic congestion.
+ Railways: to step by step enhance the capacity, modernize the current North – South railroad, improve, and upgrade the Yen Vien – Lao Cai railroad; to boost the preparation work for commencement the North – South express railroad and railroads serving expoitation and production of aluminum, alumin in the provinces of Tay Nguyen area.
+ Seaways: to build international container transshipment port in Van Phong, Khanh Hoa province (start-up phase) and the Northen gateway area in Lach Huyen, Hai Phong city; to build fairways for large-tonnage seagoing vessels to Hau river.
+ Airways: to build the passenger terminal of Da Nang international airport and the terminal T2 of Noi Bai international airport, to build Duong To airport in Phu Quoc island; to boost the preparation work for building the international airport in Long Thanh, Dong Nai province.
- The 2010 – 2020 period.
+ Road traffic: to continue building priority stations on the North – South expressway, complete building expressway belong to 2 Corridors and 1 economic belt of Vietnam – China; to build the expressway from Dau Giay, Dong Nai province to Da Lat, Lam Dong province, continue to upgrade, expand a number of sections belong to the National highway 1 so as to remain it is being the arterial traffic axis of the country in period till to 2020
+ Railways: to carry out building the Hanoi – Ho Chi Minh City express railway, Lao Cai – Hanoi – Hai Phong railway; to improve, upgrade the Dong Dang – Hanoi railway to symmetrical railroads; to complete building the railroads serving the expoitation and production of alumin – aluminum in provinces of Tay Nguyen area.
+ Seaways: to continue investing in enhancing the capacity of the international container transshipment port in Van Phong, Khanh Hoa province and the Northen gateway port in Lach Huyen, Hai Phong City in accordance with the plannings.
+ Airways: to build the international airport in Long Thanh, Dong Nai province.
3. Development investment capital demand:
Total development investment capital demand for projects on the estimated list is approximately 67,570 million USD, in which the capital sources being identified is 4,418 million USD (including the projects which have had investment decision or signed the loan aggrement)
4. List of a number of important and essential transport infrastructure projects in period till to 2020 (the attached Annex)
Article 2. To organize the implementation:
1. The Ministry of Transport
a) To review, adjust plannings of transport development so as to ensure conforming to other relevant plannings. To prioritize completion plannings of development of expressway system and the express railway system in period till to 2020 and the vision after 2020; to carry out detailed plannings of the North – South expressway and the North – South express railway.
b) To continue guiding to boost the progress of the projects which have been granted the Investment decision.
c) Regarding projects expected using the domestic capital sources, to choose the priority projects and studying to suggest capital mobilization mechanisms for each of the projects; synchronously collaborate with concerned agencies to promote investment, towards prioritizing non-state budget sources from economic sectors
d) To concentrate on completing the Hanoi – Ho Chi Minh City express railroad project investment report as the basis for submitting to the National Assembly to approve the investment policies.
e) To biannually report to the Prime Minister and send to the Ministry of Planning and Investment, the Ministry of Finance about the implementation situation of the projects in the list.
2. The Ministry of Planning and Investment:
a) To assume the prime responsibility and coordinate with concerned agencies to review, update, add the projects in the list into the master plan for socio-economic development, region plannings till to 2010 and orientations towards the following years
b) To assume the prime responsibility and coordinate with concerned agencies to create plans on capital mobilizing and calling for projects expected using ODA capital, foreign direct investment so as to invest in projects in accordance with the progress requirement on the principle of ensuring macro-economic balancing of the development investment sources.
c) To assume the prime responsibility and coordinate with the Ministry of Finance in performing the function of inspecting, supervising the allocation and utilization of the development investment capital sources so as to ensuring the right purposes and investment efficiency.
d) To biannually synthesize and report to the Prime Minister about the implementation situation of the project, the capital mobilization and utilization; synchronously synthesize the difficulties arising during the implementation and suggest solutions.
3. Concerned ministries and branches:
Within the scope of their functions, tasks and powers, bearing responsibility for collaborating with the Ministry of Transport, the Ministry of Planning and Investment to carry out the targets of this Decision.
4. Concerned People’s committee of centrally-affiliated cities and provinces:
a) To collaborate with the Ministry of Transport to review, adjust the plannings, plans for transport development in period till to 2010 and the orientation towards the following years;
b) To update, add the projects in the list into the plannings, plans for local socio-economic development in accordance with general plannings and plans;
c) To bear responsibility for conducting works of compensation, support, resettlement for land clearance as provided for, satisfying the requirements and the progress of project implementation.
Artivle 3: This Decision takes effect from the date of signing.
Article 4. Ministers, heads of concerned agencies, presidents of concerned People’s committee of centrally-affiliated cities and provinces shall bear responsibility for the implementation of this Decision./.
