DECISION

PROMULGATING THE TABLE OF PRE-PAID GSM MOBILE PHONE CHARGES

MINISTER OF POSTS AND TELEMATICS (MPT)

In accordance with Decree 90/2002/ND-CP dated November 11, 2002 of the Government regulating the functions, duties, range of competence and organizational structure of the Ministry of Posts and Telematics (MPT);
In accordance with Decision 99/1998/QD-TTg dated May 26, 1998 of the Prime Minister governing the management of posts and telecommunications tariffs and charges;
- In accordance with Circular 03/1999/TT-TCBD dated May 11, 1999 of the Department General of Posts and Telecommunications (DGPT) providing guidance to the implementation of Decree 109/1997/ND-CP dated November 12, 1997 of the Government concerning the posts and telecommunications sector, and Decision 99/1998/QD-TTg dated May 26, 1998 of the Prime Minister governing the management of posts and telecommunications tariffs and charges;
At the proposal of the Director of the Planning-Finance Department,

HEREBY DECIDES:

Article 1. Pre-paid mobile phone charges are regulated as follows:

1.1  Outgoing call charges of pre-paid mobile phone subscribers:

- Inner-provincial charge: VND3,300/minute

- Inter-zone charge: VND4,200/minute

1.2.  The billing unit is one minute, with the remaining seconds of the last minute being rounded as one minute. A call that lasts less than one minute will be charged as a one-minute call.

1.3. International pre-paid mobile phone charge is calculated as the inner-provincial mobile phone charge plus the international telephone charge as regulated in the existing international telecom tariff table. The calculation method is as follows:

 International pre-paid mobile phone charge = inner-provincial charge (VND3,300/minute) + IDD charge        

1.4   Pre-paid mobile phone subscribers have not to pay the installation fee and monthly subscription charge.

1.5   Charge reduction for outgoing pre-paid mobile phone calls:

- 30% reduction for domestic calls from 23h00 to 7h00 of the next day during weekdays, and on holidays and Sundays.

- International call charges are reduced as regulated in the existing international telecoms tariff table

1.6   The communications charge applied to calls made from post-paid GSM mobile phone, fixed telephone, Callink, Mobilenet, CDMA mobile phone and Cityphone subscribers to pre-paid mobile phone subscribers will be the same as applied to post-paid GSM mobile phone charge currently.

1.7   The communications and service charges of calls made to pre-paid mobile phone subscribers from public service points (post offices, agents, village post office and cultural places and card phone booths) will be the same as applied to calls made to GSM subscribers at public service points

1.8   The charges regulated in 1.1, 1.2, 1.3, 1.4, 1.5, 1.6 and 1.7 will be rounded according to the following principles:

- The small charge  of ³ VND50 will be rounded as VND100

- The small charge of £ VND50 will not be collected

1.9   Charge zones are regulated as follows:

- Zone 1: including northern provinces to Quang Binh Province

- Zone 3: including cities & provinces of Quang Tri, Thua Thien-Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Gia Lai, Kon Tum and Dak Lak.

- Zone 2: including other cities & provinces except those included in zone 1 and zone 3

-  Local zone charge is applied to calls made within each local zone.

-  Inter-zone charge is applied to calls made between beside zones: from zone 1 to zones 2 and 3 and vice versa, and from zone 2 to zone 3 and vice versa.

1.10 Mobile communications charges are levied on the calling party.

Article 2. The issuance of cards of different values and validity are decided by the service provider and to be reported to MPT.

Article 3. The charge levels included in this decision have included value added tax. This decision comes into force on April 1, 2003. All prior regulations which are in contrary to this decision are hereby annulled.

Article 4. Chiefs of Offices, Director of the Planning-Finance Department, directors of units under MPT, enterprises providing telecommunications services and related units are due to implement this decision.
