DECISION

POLICIES ON SUBSIDIES FOR IMPROVEMENTS IN FARMER HOUSEHOLD ANIMAL HUSBANDRY IN 2015 – 2020 PERIOD

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Law on State Budget dated December 16, 2002;

At the request of the Minister of Agriculture and Rural Development,

The Prime Minister promulgates the Decision on state subsidies for improvements in farmer household animal husbandry in 2015 – 2020 periods.

Article 1. Governing scope

This Decision regulates a number of policies on subsidizing artificial insemination in livestock, breeding animals, treatment of waste matter from stock (hereinafter referred to as waste matter) aimed at improving efficiency in farmer household animal husbandry and environmental protection.

Article 2. Regulated entities

1. Households that are directly involved in breeding and raising hogs, cattle, domestic fowls except households as outworkers for enterprises (hereinafter referred to as farmer households).

2. Persons who perform services of artificial insemination of stock;

Article 3. Policies on subsidies for farmer households

1. Annual subsidies on artificial insemination in hogs and cattle;

a) Content and level of subsidy

- 100% of expenses for doses of semen to inseminate female hogs; No more than two doses of semen for each time of insemination and no more than five doses of semen for a female hog per year;

- 100% of expenses for materials (frozen semen, liquid nitrogen, gloves, semen straws) insemination of female cattle; No more than two doses of semen/beef cattle/year, four doses of semen/milk cattle/year.

b) Requirements for subsidies

To obtain subsidies, farmer households must meet the following requirements:

Raise from 10 female hogs, 10 breeding cattle and below accepted by People’s Committees of communes;

- Use type of semen as requested by local authorities with clear labels and quality standards in accordance with instructions of the Ministry of Agriculture and Rural development;

2. Subsidies on purchase of made breeds of cattle, breeds of domestic fowls;

a) Content and level of subsidy

- A one-time subsidy up to 50% of the expenses for purchase of breeding hogs and cattle for farmer households in the areas facing difficult socio-economic conditions to carry out insemination as follows:

+ A subsidy of no more than VND 5,000,000 per male breeding hog aged from six months and over. Each farmer household is allowed to buy only three.

+ A subsidy of no more than VND 20,000,000 per breeding male bull aged from 12 months and over or no more than VND 25,000,000 per breeding male buffalo aged from 24 months and over. Each farmer household is allowed to buy either a bull or a buffalo.

- A one-time subsidy up to 50% of the expenses for breeds of domestic fowls; Average subsidy of no more than VND 50,000 for a breeding fowl. Each farmer household is allowed to buy at most 200 fowls (either breeding chickens or ducks).

b) Requirements for subsidies

To obtain subsidies, farmer households must meet the following requirements:

- Raise male hogs and cattle to perform services of insemination, or raise and supply breeds of domestic fowls; have demands and commitments to complying strictly with safety instructions provided by the Ministry of Agriculture and Rural Development and confirmed by People’s Committees of communes;

- Buy breeds appropriate to local demands with origins coming from manufacturers of breeding domestic animals, clear records for hogs and cattle, or appropriate grades for chickens and ducks; have quality standards suited to instructions provided by the Ministry of Agriculture and Rural Development;

- Each household is allowed to buy only one of the breeds of male hogs, male buffalo, bulls, chickens and ducks.

3. Subsidies on treatment of waste matter:

a) Content and level of subsidy

- A one-time subsidy up to 50% of the expenses for the construction of biogas work for treatment of waste matter. A subsidy of no more than VND 5,000,000 for a biogas work/household;

- A one-time subsidy up to 50% of the expenses for biological carpets; subsidy of no more than VND 5,000,000 for a household;

b) Requirements for subsidies

To obtain subsidies, farmer households must meet the following requirements:

- Raise (on a regular basis) at least five female hogs or 10 meat hogs, or three cattle, or 200 breeding domestic fowls and so; Have demands for construction of biogas work, or biological carpets for the treatment of waste matter confirmed by People’s Committees of communes;

- Each farmer household is given subsidies on construction of biogas work or biological carpets.

Article 4. Policies on subsidies on development of artificial insemination in stock

1. Subsidies on training:

a) Contents and level of subsidy

A one-time subsidy up to 100% of the expenses for provision of training in artificial insemination techniques to relevant individuals; Maximum subsidy is VND 6,000,000 for a person;

b) Requirements for subsidies

To obtain subsidies on training, relevant individuals must meet following requirements:

- Under 40 years of age; must complete Lower secondary education (to those who live in mountainous areas) or High school education (to those who live in lowlands);

- Have demands confirmed by People’s Committees of communes;

2. Subsidies on purchase of liquid nitrogen for transport and storage of semen:

a) Contents and level of subsidy

A one-time subsidy up to 100% of the cost of a container of liquid nitrogen (from 1.0 – 3.7 L) to persons who perform services of artificial insemination. Maximum subsidy is VND 5,000,000 for a container/person;

b) Requirements for subsidies

To obtain subsidies on training, persons performing insemination must meet following requirements:

- Must obtain relevant certificates; Have demands confirmed by People’s Committees of communes;

- Choose a type of container as requested by local authorities; have commitments to preserving and using the container for at least five years;

Article 5. Sources of subsidy and application of subsidies

1. Sources of subsidy

a) State budget

- Any locality that has control over its budget can act on its own initiative;

- Otherwise, state budget shall compensate for the deficit in the execution of this Decision.

b) Budgets from central and local programs and projects, from socio-economic organizations and other international cooperation programs;

2. Principles of application

Farmer households and persons performing artificial insemination who meet requirements for subsidies shall be subsidized as follows:

a) Expenses for doses of hog semen and materials for artificial insemination of cattle subsidized to farmer households through breed and material production and business facilities (hereinafter referred to as the facilities) according to current regulations, assigned by People’s committees of provinces; Subsidies given to the facilities are determined by multiplying unit price of semen dose, materials according to local norms by actual quantity supplied to farmer households under annual plans.

b) Provide direct subsidies to farmer households after they have bought breeding male hogs, cattle, chicken and ducts with invoices enclosed as prescribed;

c) Provide direct subsidies to farmer households after they have completed the construction of biogas works or biological carpets;

d) Provide direct subsidies to those who have completed their training courses in artificial insemination with training certificates enclosed;

dd) Provide direct subsidy to persons performing services of artificial insemination after they have bought liquid nitrogen with invoices enclosed as prescribed;

e) In case an issue receives multiple supportive policies from various programs and projects, beneficiaries are entitled to choose the most beneficial policy of all.

Article 6. Implementation

1. The Ministry of Agriculture and Rural Development

a) Promulgate quality standards for doses of semen, breeding animals (male hogs and cattle, ducks and chicken) and norms of material for artificial insemination of cattle; provide technical instructions on safety and environmental remediation; appoint organizations qualified to provide training in artificial insemination techniques for people in localities to choose from.

b) Inspect the execution of this Decision in localities;

c) Make reports on the execution of this Decision and propose measures to solve difficulties and inadequacy for the policies to be able to be effectively executed.

2. The Ministry of Finance

a) Provide budgets from state budget to localities for executing this Decision;

b) Provide instructions on financial mechanism for executing this Decision;

c) Make annual reports to the Prime Minister on the budget for execution of this Decision in localities;

3. People’s committees of central-affiliated cities and provinces

a) Take the initiative in using local budgets and other financial sources to carry out effective implementation of policies as prescribed hereof;

b) In reliance on local conditions, provide detailed regulations on type of semen, level of subsidy, unit price of semen for insemination of hogs; type of semen, level of subsidy, unit price and norms of materials for insemination of cattle; breeds, quantity and level of subsidy for households developing breeding animals; unit price and level of subsidy for households in construction of biogas works and biological carpets; number of people, unit price and level of subsidy on training in artificial insemination techniques; type of containers, unit price and level of subsidy on liquid nitrogen containers to persons performing services of artificial insemination of stock;

- Provide instructions to entities as prescribed in Article 2 hereof on application for subsidies as prescribed ensuring transparency, timeliness and efficiency;

c) Appoint and make public announcement of the list of facilities that provide doses of semen, breeding animals and materials of quality for local people to choose from;

d) In reliance on market demands for animal husbandry products, make annual plans for subsidies on semen of hogs, cattle, quantity of breeding animals  in localities and assign the facilities to provide adequate quantity and quality speeding up effective and sustainable development of animal husbandry sector;

dd) Organize the implementation of subsidy policies on entities as intended; announce the list of entities receiving subsidies in communes, villages; carry out regular inspection and monitoring of the implementation of policies in localities;

c) Annually, compile and make reports on performance of policies in localities, make proposals to relevant ministries, sectors for measures to solve inadequacy in the implementation of policies;

4. Responsibilities of farmer households

a) Guarantee epidemic prevention hygiene, environmental protection in association with development of new rural areas;

b) Undertake to raise and develop breeding animals for at least 24 months (for hogs) and 48 months (for cattle) except deaths, elimination, natural disasters or diseases;

c) Do not use breeding male hogs and cattle of poor quality for insemination;

d) Comply with local regulations and instruction to be granted subsidies;

Article 7. Implementary provisions

1. This Decision takes effect from January 01, 2015 to December 31, 2020.

2. Ministers, heads of ministerial-level agencies, heads of governmental agencies, the Presidents of People’s Committees of central-affiliated cities and provinces shall be responsible for executing this Decision./.
