DECISION
ON ADJUSTING DIRECTION, TASKS AND PLAN ON TRANSPORT INFRASTRUCTURE DEVELOPMENT OF MEKONG RIVER DELTA BY 2015, WITH VISION TILL 2020
THE PRIME MINISTER
Pursuant to the Law on Government organization dated December 25, 2001;
Pursuant to the Prime Minister’s Decision No. 638/QD-TTg dated April 28, 2011 on direction, tasks and plan on transport infrastructure development of Mekong river delta by 2015, with vision till 2020;
Pursuant to the Government’s Resolution No. 11/NQ-CP dated February 24, 2011 on solutions mainly focusing on containing inflation, stabilizing the macro economy, guaranteeing the social security;
Pursuant to the Directive No. 1792/CT-TTg dated October 15, 2011 of the Prime Minister on strengthening investment management from state budget capital and Government bond capital;
At the proposal of the Ministry of Transport at the documents No. 8629/BGTVT-KHDT dated October 15, 2012, document No. 10652/BGTVT-KHDT dated December 17, 2012,
DECIDES:
Article 1. To adjust clause 3 Article 1 of the Prime Minister’s Decision No. 638/QD-TTg dated April 28, 2011 on direction, tasks and plan on transport infrastructure development of Mekong river delta by 2015, with vision till 2020 to be conformable with the resource conditions of country, specifying as follow:
1. To further complete the projects on transport infrastructure already included in plan 2005 – 2010 under the Prime Minister’s Decision No. 344/2005/QD-TTg dated December 26, 2005, including:
a. Road:
- To complete the investment in construction and renovation, upgrading of projects: National road 91's section from Chau Doc to Tinh Bien, National road 50's section from My Loi to Go Cong and from Go Cong to My Tho; National road 5.'s section from Km139 to Km168;
- To complete the project of southern coastal corridor road (from Xa Xia border gate to Ca Mau) with loans from ADB, EDCF and non-refundable aid from the Australia Government.
b. Internal waterways:
To complete the project of Mekong delta transport infrastructure development with loan from the World Bank.
2. To prioritize in concentrating in allocation of capital so as to pay for finished volume of the important, urgent and unfinished projects; to carry out investment in several key projects with important signification managed by the Central, including:
a. Road:
- To carry out construction of several key projects that create the development motive force of region: Cao Lanh and Vam Cong bridges, route to link Cao Lanh and Vam Cong bridges; route of Lo Te and Rach Soi; to expand national road 1A’s section from Can Tho to Phung Hiep; Co Chien and Long Binh bridges;
- To carry out construction of the Trung Luong – My Thuan – Can Tho highway route;
- Gradually, to invest in the system of coastal roads for sections under the Central responsibility for management and investment.
b. Seaway:
- To further invest in project of the Quan Chanh Bo canal fairways, fairways through Cua Lon river so as to enter the Nam Can port;
- To research investment in seaport construction so as to be able to receive vessels with tonnage of 30,000 – 50,000 DWT for the Mekong delta region.
c. Internal waterways: To further carry out the project of upgrading Cho Gao canal.
d. Airway: To upgrade several works items of airports in Rach Gia, Ca Mau.
3. The remaining projects will be prolonged their implementation progress later 2015.
Article 2. To assign the Ministry of Transport to assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Finance in researching the investment forms, attracting investment from lawfull capital sources for implementing projects: Fairways for vessels with big tonnage entering Hau river, My Loi bridge, Long Binh bridge, Hochiminh road's section from Nam Can to Dat Mui, upgrading and expending national road 91's section from Km14 to Km50, national road 53's road from Km 67 to Km 114 and several urgent projects that must be finished before 2020; researching and pilot applying investment in public-private partnership (PPP) form for projects of building the Trung Luong - My Thuan - Can Gio highway route.
Article 3. Other contents are kept intact according to the Prime Minister’s Decision No. 638/QD-TTg dated April 28, 2011.
Article 4. This Decision takes effect on the day of its signing.
Article 5. Ministers, heads of Ministerial-level agencies, heads of Government-attached agencies and chairpersons of the People's Committees of Mekong River delta provinces shall implement this Decision.
