DECISION
AMENDING AND SUPPLEMENTING A NUMBER OF ARTICLES OF THE PRIME MINISTER’S DECISION NO. 15/2012/QD-TTg OF MARCH 6,2012, ON PILOT APPLICATION OF A SPECIAL FINANCIAL MECHANISM TO THE VIETNAM NEWS AGENCY DURING 2012-2014
Pursuant to December 16, 2002 Law No. 0I/2002/QH11 on the State Budget;
Pursuant to June 3, 2008 Law No. 09/2008/QHI2 on Management and Use of State Assets;
Pursuant to the Government's Decree No. 60/2003/ND-CP of June 6, 2003, detailing and guiding the State Budget Law;
Pursuant to the Government's Decree No. 52/2009/ND-CP of June 3,2003, detailing and guiding a number of articles of the Law on Management and Use of State Assets;
Pursuant to the Government' Decree No. 16/2015/ND-CP of February 14,2015, prescribing the autonomy mechanism of public non-business units;
At the proposal of the Minister of Finance,
The Prime Minister promulgates the Decision amending and supplementing a number of articles of the Prime Ministers Decision No. 15/2012/QD-TTg of March 6, 2012, on pilot application of a special financial mechanism to the Vietnam News Agency during 2012-2014.
Article 1. To amend a number of provisions of the Prime Minister’s Decision No. 15/2012/QD-TTg of March 6,2012, on pilot application of a special financial mechanism to the Vietnam News Agency during 2012-2014 as follows:
1. To amend Clause 1, Article 1 as follows: To extend the deadline of pilot application of a special financial mechanism to the Vietnam News Agency from 2015 to 2017.
2. To amend Point a, Clause 3, Article 2 as follows:
The Vietnam News Agency may calculate and determine its salary and additional income fund to be annually spent up to 34% of its estimated regular operation expenditures (including its estimated state budget allocations for annual regular operations and estimated non-business revenues).
Article 2.
1. This Decision takes effect on December 25, 2015, and applies to the budget years of 2015-2017. In the course of pilot application, if the Government or Prime Minister promulgates a new regulation on the autonomy mechanism applicable to public non-business units in the field of information and communications, such regulation will prevail.
2. The Vietnam News Agency, the Ministry of Finance and related ministries and agencies shall implement this Decision.-
