DECISION
APPROVING KEY TRADE-PROMOTION PROGRAMS
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on
Organization of the Government;
Pursuant to Resolution No. 05/2002/NQ-CP;
At the proposal of the Minister of Trade at Report No. 1264/TM-XTTM of April 1,
2003,
DECIDES:
Article 1.- To approve the contents of key trade-promotion programs and program-implementing units (in the domains of trade information; export consultancy; training; exhibitions and fairs; market surveys; national trademark and product promotion; trade-promotion infrastructure construction; e-commerce; and other trade-promotion activities) stated in Appendix No. I to the Trade Ministry’s Report No. 1264/TM-XTTM of April 1, 2003.
In the course of implementation, the Ministry of Trade shall work in detail with the ministries, branches, State corporations and commodity-line associations so as to continue finalizing the 2003 key trade-promotion programs as well as the programs in 2004 and 2005.
Article 2.- To authorize the Minister of Trade, on the basis of the contents of approved programs stated in Article 1 of this Decision, to approve the specific action programs stated in Appendix No. IV to the Trade Ministry’s Report No. 1264/TM-XTTM of April 1, 2003.
Article 3.- To authorize the Minister of Finance, on the basis of the contents of key programs in each domain and specific trade-promotion action programs already approved, and the current regulations on the use of budget sources (annually via the Export Assistance Fund) already balanced for the target of trade and export promotion, to consider and approve funding in direct support of the program managers.
Article 4.- This Decision takes effect 15 days after its publication in the Official Gazette.
Article 5.- The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the chairmen of the Management Boards, the general directors of the State corporations and concerned organizations shall have to implement this Decision.
