DECISION
ON PROMULGATION OF THE LIST OF ENERGY-SAVING DEVICES THAT MAY BE PURCHASED BY THE AGENCIES FUNDED BY GOVERNMENT BUDGET
THE PRIME MINISTER
Pursuant to the Law on Government organization dated December 25, 2001;
Pursuant to the Law on Economical and efficient use of energy dated June 28, 2010;
Pursuant to the Government's Decree No. 21/2011/ND-CP dated March 29, 2011 elaborating the implementation of the Law on Economical and efficient use of energy;
At the request of the Minister of Industry and Trade,
DECIDES:
Article 1. List of energy-saving devices
1. The list of energy-saving devices that may be purchased by the agencies funded by government budget is provided in the Appendix to this Decision.
2. The list of energy-saving devices that may be purchased shall be adjusted to the socio-economic development, science and technology development of Vietnam.
Article 2. Regulations on purchase and roadmap
1. When purchasing the devices in the list promulgated together with this Decision, the agencies funded by government budget shall only purchase the decides bearing the Energy Star label or comparative label with 5-star rating (hereinafter referred to as 5-star label)
2. The devices in the List of energy-saving devices may be purchased from January 01, 2013.
Article 3. Implementation
1. The Ministry of Industry and Trade shall take charge and cooperate with relevant Ministries and agencies in implementing this Decision, send reports to the Prime Minister on the result and difficulties that need resolving, request the Prime Minister to adjust the list of energy-saving devices may be purchased by the agencies funded by government budget.
2. The Ministry of Science and Technology shall take charge and cooperate with relevant Ministries and agencies in formulating and promulgating energy standard and minimum output of devices numbered 10 to 13 before December 21, 2012.
3. Other Ministries, ministerial agencies, Governmental agencies, People’s Committees of central-affiliated cities and provinces shall supervise the purchase of energy-saving devices in their localities, give commendation and impose penalties in a timely manner.
Article 4. Effect
1. This Decision takes effect on February 01, 2012.
2. Ministers, Heads of ministerial agencies, Heads of Governmental agencies, Presidents of the People’s Committees of central-affiliated cities and provinces, heads of agencies funded by government budget, relevant organizations and individuals are responsible for the implementation of this Decision.
