DECISION

APPROVING THE MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF DONG NAI PROVINCE UP TO 2020

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the Peoples Committee of Dong Nai province in Report No. 8926/TTr-UBND of December 21, 2006, and Official Letter No. 8576/UBND-TH of October 23, 2007, and on the basis of the opinions of the Ministry of Planning and Investment in Official Letter No. 9398/BKH-TD&GSDT of December 21, 2007, and Official Letter No. 2577/BKH-TD&GSDT of April 10, 2008, on the master plan on socio-economic development of Dong Nai province until 2020,

DECIDES:

Article 1.- To approve the master plan on socio-economic development up to 2020. with the following principal contents:

I. DEVELOPMENT VIEWPOINTS

- Dong Nai will be a pole of economic growth of the key southern economic region. It should bring into play the existing advantages of its starting point in. combination with external resources, take the initiative in seizing opportunities of integration for socio-economic development, further raise its role as a driving force and increase its contributions to socio-economic development of the key southern economic region and the national industrialization and modernization.

- To develop the province in a rapid, efficient and sustainable manner, and raise labor productivity and the efficiency of land use and investment capital with a view to increasing its GDP. To step up economic restructuring in association with construction of socio-economic infrastructure and urban and rural development towards industrialization and modernization.

- To quickly restructure products in the direction of increasing technological content and technical labor and using cutting-edge technologies to raise the competitiveness of industries, services and agriculture. To quickly develop spearhead industries and services into key sectors that help promote and maintain a high economic growth rate after 2010 while bringing into play the province's pervasive role in industries and services as a locomotive for accelerating economic development in the key southern economic region.

- To closely combine economic development with social progress and equality, environmental protection and firm maintenance of defense, security and social order and safety. To associate economic growth with improving the people's material and spiritual life, ensuring social equality and democracy and rationally utilizing natural resources and the environment.

- To link the province's socio-economic development with the overall development of the key southern economic region and the whole country, closely cooperate with provinces and cities in the region in building infrastructure, attracting investment, protecting the environment, developing human resources and raising scientific and technological potential.

II. DEVELOPMENT VIEWPOINTS

1. General objectives

To develop economic, cultural and social areas in a rapid, comprehensive and sustainable manner and firmly maintain defense and security: to build Dong Nai into a major and modem industrial and service center in the southern region. Dong Nai will strive to become a modem-oriented industrial province by 2010 a basically industrialized and modernized province by 2015 and a fully industrialized and modernized province by 2020.

2. Specific objectives

a/ Economic objectives

- The economic growth rate in every five-year period will be 1.3-1.4 times higher that the average rate of the whole key southern economic region. The annual average growth rates in different periods are set as follows:

+ 14-14.5% from now to 2010:

+ 14.5-15% in the 2011-2015 period;

+ 13.5-14% in the 2016-2020 period.

- Per capita GDP (calculated according to current prices) will be USD 1.590. USD 3,270 and USD 6,480 by 2010, 2015 and 2020 respectively;

- The industry-service and agriculture structure:

+ By 2010: industry 57% - service 34% -agriculture 9%;

+ By 2010: industry 55% - service 40% -agriculture 5%;

+ By 2010: industry 51% - service 46% -agriculture 3%.

- Export value will increase 20-22% from now to 2010 and 18-20% in the 2011-2020 period;

- Annual state budget revenues in the iocality; will account for 24-25% of its GDP from now to

2010 and 25-27% in the 2011-2020 period:

- Total development investment capital will reach VND 101 trillion from now to 2010. about VND 210 trillion in the 2011-2015 period, and about VND 386 trillion in the 2016-2020 period.

b/ Cultural and social objectives

- Population: around 2.5 million by 2010,2.7 million by 2015 and 2.8-2.9 million by 2020;

- To reduce the natural population growth rate to 1,15% by 2010; 1,1% by 2015 and 1% by 2020;

- To make upper secondary education universal by 2010:

- To reduce the malnutrition rate among under-5 children to below 15% by 2010, below 10% by 2015 and below 5% by 2020;

- To reduce the percentage of poor households according to prescribed standards to below 4% in the 2006-2010 period from 9.8% in 2005. and eradicate poverty in the 2011-2015 period:

- To raise the percentage of trained labor to 53-55% by 2010, over 60% by 2015. and over 70% by 2020;

- To reduce the urban unemployment percentage to below 2.8% by 2010 and below 2% in the 2015-2020 period;

- To increase the percentage of families reaching cultured family standards to over 96% by 2010 and over 98% in the 2011 -2020 period;

- To increase the average life expectancy to 76 years by 2010,77 years by 2015, and 78 years by 2020:

- To increase the percentage of households using electricity to over 98% by 2010 and 100% by 2020.

c/ Environmental objectives

-To increase the tree coverage to 50% by 2010, with forest coverage reaching 30%. The tree coverage will reach 51% by 2015 and 52% by 2020;

- To collect and treat up to environmental sanitation standards 70-80% of urban garbage and 100% of non-hazardous industrial waste by 2010 and 2015 respectively. To collect and treat up to environmental sanitation standards 100% of hospital waste by 2010. and over 607 of hazardous solid waste by 2010,807c by 2015, and 1007 by 2020;

- To increase the percentage of households using clean water to over 957 by 2010, over 99% by 2015 and 100% by 2020.

III. DEVELOPMENT ORIENTATIONS FOR SECTORS AND DOMAINS

1. Industries

a/ To develop industries along the line of expansion associated with rapid product restructuring in order to increase the sustainable competitiveness of industries in the integration process;

b/ To prioritize attraction of investment in competitive spearhead industries:

- Construction materials (sand, rock, bricks. tiles, etc.);

- Ceramics, porcelain and enameled tiles (fine-art, civil and industrial porcelain, enameled tiles);

- Cashew nuts and others: - Animal feed:

- Monosodium glutamate;

- Fabrics and fibers of all kinds;

- Ready-made garments and accessories;

- Footwear and accessories;

- Pharmaceutical and agricultural chemicals (for human use. animals and plants):

- Plastics and plastic products:

- Agricultural machinery and equipment:

- Automobiles, motorbikes and components and spare parts thereof;

- Electric wires and cables:

- Industrial electric machinery and equipment;

- Electronic components and electronic, computer and telecommunications machinery and equipment;

- Wood products.

c/ To develop industrial parks, services, urban areas, agricultural and rural areas in a coordinated manner, ensuring adequate living conditions for laborers, especially dwelling houses for workers and environmental protection. To raise land use efficiency in industrial parks and form several specialized industrial parks and clusters.

- By 2010, to build and develop 34 industrial parks on a total area of about 12,779 ha, including Long Thanh hi-tech urban center of 2,000 ha. To build and develop 47 industrial clusters on a total area of 2,136 ha;

- By 2015. to build and develop 40-42 industrial parks (on a total area of 13,000-14,000 ha); to consolidate and expand existing industrial clusters (expanded to 2,500-3.000 ha); to build new industrial clusters only when it is necessary to ensure investment effectiveness and there is investment demand, along with gradually developing industrial clusters into industrial parks;

By 2020. to build and develop 45-47 industrial parks (on a total area of 15,000 - 16,000 ha); to gradually transform industrial clusters into industrial parks when conditions permit.

d/ The industrial production value will increase 18,4%:17,5% and 16.5% on average in the 2006-2010 2011-2015 and 2016-2020 periods respectively. Products of hi-tech and advanced industries will account for over 757 and over 85% of production value by 2015 and 2020 respectively.

2. Agriculture, forestry and fisheries

- To bring into play land and ecological conditions in combination with upgrading the irrigation systems, associating agriculture with processing industry and renovating production models in order to vigorously develop commodity-based agriculture. To concentrate on developing key farm produce such as high-quality vegetables and fruits, specialty fruits, industrial plants and husbandry products.

- To build and develop agricultural production business models, hi-tech industrial parks and models of farm economy and husbandry and cultivation cooperatives reaching high levels of specialization and intensive farming.

- The production value of agriculture, forestry and fisheries will increase 5,2%; 4,6% and 4% on average in the 2006-2010,2011-2015 and 2016-2020 periods respectively.

3. Trade and services

To develop the service sector at a rate higher than the average national economic growth rate so as to promote the comprehensive and balanced development of all economic and social sectors and domains. To increase the province's per capita service GDP to USD 500 by 2010, 1,200 by 2015 and USD 2,800 by 2020.

- Transportation and storage services: To encourage all economic sectors to invest in cargo and passenger transportation business, increase the annual volume of transported cargo to 75-80 million tons by 2015 and 130-140 million tons by 2020. To build an eastern general depot for the entire key southern economic region.

- Telecommunications and information technology services: To develop the network of telephone services with 80-90 telephone sets/100 persons and 110-120 telephone sets/100 persons by 2015 and 2020 respectively. To develop the network of Internet services with 25-30 Internet subscribers/100 persons by 2015 and 35-40 Internet subscribers/100 persons by 2020.

- Financial-credit services: To further develop financial-credit services at an average annual growth rate of 22-23% in the period from now to 2015 and 19-20% in the 2016-2020 period. To concentrate on developing the banking system, to encourage banks to diversify forms of capital raising and expand banking services and utilities to meet customer needs.

- Tourism: To develop tourism toward combining cultural tourism with ecological and sports-entertainment tourism, build key tourist attractions: Buu Long cultural tourism area; Hiep Hoa islet tourist resort, Mai waterfall tourist area, Cat Tien national park tourist area and war resistance base D tourist area.

- Trade: To develop retail networks in urban centers across the province, build a regional-level trade center in Bien Hoa city and other trade centers in Long Khanh, Nhon Trach and Long Thanh urban centers. To build networks of agricultural produce wholesale markets and commune markets to meet farmers* consumption and sale needs. To increase trade cooperation and promotion to seek and expand export markets. To build and advertise local goods and product brands.

4. Science and technology

- To accelerate renewal of management technology in economic branches.

- To promote development of networks of technology transfer consultancy establishments and centers. To enhance human resources capacity and improve material foundations in ail branches and at all levels.

- To build a hi-tech urban center in.Long Thanh as a basis for forming and developing hi-tech industries.

5. Education and training

To prioritize the mobilization of available resources and attraction of in vestment for education and training development: to intensify socialization of education and training in combination with further building schools and classrooms and perfecting teaching equipment, especially information technology equipment in schools, and training and retraining public school teachers to meet increasing education and training demands: to step by step increasing the province's education and training level to reach international level and on par with regional level in the 2010-2015 period.

- Preschool education: To encourage all economic sectors to participate in building permanent preschool buildings so as to have 25% of preschools meeting national standards by 2010. To attract over 20%, 35% and 50% of children of eligible age to nurseries by 2010, 2015 and 2020 respectively: and 100% of children of eligible age to kindergartens in the 2016-2020 period.

- General education: To firmly maintain the results of primary education universalization among children of eligible age and make lower secondary education universal while reaching national standards on lower secondary education universalization among children of eligible age and making secondary education universal by 2010. To increase the school attendance percentage of children of eligible age to 100% by 2015. By 2010, to achieve 100% of permanently built schools and classrooms and have 50% of primary schools. 40% of lower secondary schools and 80% of upper secondary schools reaching national standards.

- Professional education: To further develop professional education, increase the percentage of laborers with college and university degrees to over 15% by 2015 and over 18% by 2020. To upgrade the teachers" college into a community university, and the medical, industrial-technical, cultural and arts, economic secondary schools and the people-founded post, informatics and telecommunications secondary school into colleges: at the same time, to accelerate the building of a teaching practice school in Bien Hoa city and a professional secondary school in Nhon Trach: to open more technical and information technology training schools to meet industrialization and modernization requirements.

6. Medicine and people's healthcare

To step by step modernize the health network, expand and improve the quality of medical and community healthcare services. To build new hospitals and clinics. To mobilize social resources for health services, combine public and non-public health services to meet people's increasing demand for health protection, care and improvement. To strive to increase the number of patient beds per 10.000 people to 22,28 and 32 by 2010,2015 and 2020 respectively; and the number of medical doctors per 10.000 people to 7,7.5 and 8 by 2010 2015 and 2020 respectively.

- To develop the medical examination and treatment network: To upgrade 5 existing general hospitals into grade-II hospitals in the 2010-2015 period. To build a new provincial general hospital with 700 patient beds up to grade-I hospital standards. To build two district hospitals in 2 newly established districts, while upgrading district hospitals and medical centers to ensure that every district will have one grade-Ill hospital by 2010: to further upgrade district hospitals into grade-II hospitals in the post-2010 period. To have 100% of communes reaching national health standards by 2010. To develop regional genera! clinics in commune clusters in the 2011-2015 period.

- Preventive medicine: To increase preventive medicine activities, promptly control and stamp out epidemics in the province. To ensure that 98% of under-1 children will be fully provided with 6 vaccines, over 80% of pregnant women of reproductive age will be vaccinated against tetanus.

- To reduce the birth rate: to gradually increase population quality.

7. Culture, information, physical training and sports, family

- To develop cultural, information, physical training and sports and family-related activities with a view to improving the spiritual life and health and building a civilized lifestyle for the people.

- To strive to achieve by 2010 over 96% of households reaching cultured family standards and over 95% of hamlets and street quarters achieving the title of cultured hamlet or street quarter.

- By 2015 there will be over 98% of households reaching cultured family standards and over 97% of hamlets and street quarters achieving the title of cultured hamlet or street quarter.

8. Implementation of labor and social policies

- To effectively implement social policies, ensure sustainable and harmonious development between rapid economic development and substantial improvement in the settlement of social problems. To actively implement policies on labor, employment and social affairs, to quickly improve and further raise the working people*s living conditions. To increase the percentage of trained laborers to 53-55% by 2010, over 60% by 2015. and over 70% by 2020. To reduce the percentage of poor households according to prescribed standards to below 4% in the 2006-2010 period from 9.8% In 2005. and eradicate poverty in the 2011-2015 period.

- To enhance gender equality, protect children's interests, promote the care for disadvantaged children and further implement programs against social vices.

9. Management of natural resources and the environment

- To increase the effectiveness of management and use of natural resources to ensure harmony between social and economic development and between immediate and long-term interests.

- To intensify the control, prevention and combat of environmental pollution, expand the network of environmental observation stations, especially in industrial parks and urban centers, to forecast and promptly treat environmental pollution. To concentrate on building wastewater drainage and treatment systems in industrial parks, urban centers and consolidated residential areas in the province, and building daily-life and industrial waste treatment sites.

10. Security and defense

- To continue strengthening the all-people defense disposition, associate socio-economic development with building the province into a firm defense zone. To build the province's armed forces strong and ready to successfully cope with any eventualities.

- To promote the campaign of mass participation in preserving social order and safety, strengthening people's security disposition, and further build up the people's public security force, especially at the commune level. To coordinate various forces in effectively implementing the national program on prevention and combat of crimes and elimination of social vices.

11. Infrastructure building

a/ Transport

- Roads:

+ National highway 1: To transform the section in Bien Hoa city into an urban road: to open a new 4-6 lane motor section to bypass Long Khanh town. To build national highway l"s section bypassing Bien Hoa city up to grade-Ill road standards from now to 2010 and upgrade it to a grade-I or -II road after 2015;

+ National highway 20: To upgrade the section from Dau Giay intersection to Lam Dong province;

+ National highway 51: To upgrade the section from Bien Hoa city to the boundary of Ba Ria -Vung Tau province into a grade-II road from now to 2010;

+ National highway 56: To upgrade the entire section from Tan Phong T-j unction to the boundary of Ba Ria - Vung Tau province into a grade-Ill road from now to 2010 and a grade-I or -II road after 2010;

+ To concentrate on building Dong Nai bridge before 2010 to ensure traffic safety;

+ National highway 1K: To upgrade the section from Km 0 to the boundary of Binh Duong province to reach urban road standards and to build Hoa An bridge from now to 2010;

+ Belt roads of Bien Hoa city: in the post-2010 period, to build a 4-6 lane belt road linking Bien Hoa city. Thu Dau Mot town, Ho Chi Minh city and Ben Luc;

+ Bien Hoa - Vung Tau expressway: To be built from now to 2010. with 4-6 lanes in the first phase and 12 lanes in the next phrase;

+ Ho Chi Minh city - Long Thanh - Dau Giay expressway: To be built before 2010:

+ Dau Giay - Da Lat expressway: To be built after 2010. connected to Long Thanh - Dau Giay expressway;

+ To concentrate on building a road bridge linking District 9 (Ho Chi Minh city) witn Nhon Trach before 2010:

+ To continue building, upgrading and asphalting 100% of provincial roads up to grade III from now to 2015 From now to 2010, to prioritize the upgrading of important provincial roads 762. 765, 767 and 768 to reach grade-Ill and grade-TV standards;

+ To speed up the asphalting and concretizing of the entire network of district, commune and hamlet roads with joint contributions from the State and the people. From now to 2020. to build district roads of at least grade IV and commune roads of grade V or at least grade-A rural roads. From now to 2010, to build hard-surface commune roads accounting for 40-60%.

- Railways:

+ National railway in the locality: To re-direct the national railway from running into the center of Bien Hoa city in the 2010-2015 period, from Trang Bom station to new Bien Hoa station (in Binh Tan ward). To build a new railway from new Bien Hoa station to Ba Ria - Vung Tau;

+ Urban railways: To build in Bien Hoa city three urban railway routes (linking Sat market -Vung Tau intersection coach station to Ben Thanh - Thu Duc - District 9 metro route; Bien Hoa -Hang bridge - Di An overhead urban railway route and Cai river urban belt railway route). In Nhon Trach city, to build an express overhead railway route from Thu Thiem to Long Thanh airport, running along the expressway from Ho Chi Minh city, Long Thanh to Dau Giay, District 9 - Nhon Trach road and road 25B (after the completion of Long Thanh airport).

- Ports:

+ Ports along Thi Vai rivers: Go Dau A general port, with an annual capacity of 1-1.3 million tons and receiving ships of 5,000-10,000 DWT; Go Dau B port, with an annual capacity of 1.5-4.2 million tons and receiving ships of 15,000-20,000 DWT; Phuoc An general and container port, with an annual capacity of 6-10 million tons: and Phuoc Thai special-purpose port, with an annual capacity of 1.13 million tons of dry cargo and 1.42 million tons of liquid cargo and receiving ships of 10,000-20,000 DWT;

+ Ports along Nha Be - Long Tau rivers: Phu Huu 1 general port, with an annual capacity of 2-3 million tons and receiving ships of 20.000 DWT: shipbuilding plant 76"s port serving the building and repair of ships of up to 50.000 DWT: Phuoc Khanh petroleum port to receive ships of up to 25,000 DWT; Tram Anh lubricant oil port to receive ships of 2,000-5,000 DWT; Comeco petroleum port to receive ships of 25,000 DWT; Phu Dong timber port; Viko Wochimex wood chip port; Nhon Trach building materials port, with an annual capacity of 1.16 million tons and receiving ships of 20,000 DWT and Sunsteel cement and slag port;

+ Ports along Dong Nai river To expand Dong Nai port with an annual capacity of 1 million tons and receiving ships of 5.000 DWT; Phu Huu 2 general port to receive ships of 30,000 DWT after 2010; to consolidate the petroleum supplies company's port to receive ships of 1.000-2.500 DWT and SCTGAS-VN port to receive ships of 1,000 DWT;

- Airway: To build Long Thanh international airport with a design capacity of 100 million passengers/year and 5 million tons of cargo, which will reach 4F standards and have a land occupancy of about 5.000 ha (with a design capacity of 20 million passengers/year in the first phase up to 2015 and a design capacity of SO million passengers/ year in the second phase).

b/ Clean water supply:

- From now to 2010: To increase the capacity of Nhon Trach I water plant to 25.000 m3/day; to complete and put into use Nhon Trach water plant with a capacity of 100,000 m3/day to ensure major water supply sources for industrial parks and big urban centers in the province; to build and upgrade water plant and stations in townships and towns to supply water for local inhabitants:

- In the 2011-2020 period: To build 2-3 new water plants with a capacity of 100,000-200,000 m3/day. locate 1 -2 plants in the east of the province to use water of La Nga river, to increase the capacity of Thien Tan and Nhon Trach water plants to 200,000-300,000 m3/day: to build and upgrade water plants and stations in towns, townships and new urban centers to supply additional water for urban and rural delta areas in the province.

c/ Irrigation:

- To meet agricultural development requirements, from now to 2020, to additionally build 55 reservoirs 49 dams. 26 pump stations and several canals and dikes to ensure a total irrigated area of about 49,140 ha drain and prevent flooding for 24,430 ha and supply water of 176,800 m3/ day;

- From now to 2010: To prioritize the building of reservoirs: Cau Dau. Cau Moi (phase II), Gia Mang. Gia Duc. Loc An. Thoai Huong, Suoi Tre. Suoi Sau and Phu An: pump stations: Cao Cang. Dac Lua. Ta Lai. Phu Tan, Ly Lich. Hamlet 8 -Nam Cat Tien: to dredge anti-flood works of San Mau. Suoi Sau. Suoi Trau and Phuoc Thai. Long Khanh drainage canal and Lo Ren sluice area and 27 hydrants for forest fire fighting.

12. Urban development

- Bien Hoa city will be a political. economic, cultural, scientific and technological center and a center of exchange in the province. At the same time, it will be an imporant industrial center and point of exchange of the Ho Chi Minh city region, eastern South Vietnam and key southern economic-region. Its population will be 645.000 by 2010 and 830.000 by 2020. The land area for urban construction will be about 8, 132 ha by 2010 and 9,966 ha by 2020;

- Nhon Trach city: To step by step build Nhon Trach urban center into an industrial and service urban center of grade II. Its population will be 265,000 by 2010 and 600,000 by 2020. The land area for urban construction will be about 10.000 ha by 2010 and about 22,700 ha by 2020.

- Long Thanh urban center: To build this urban center to meet urban development requirements for the province's economic development after 2010. It will function as a service and industrial urban center, an airway transportation service center and a scientific and technological center of the key southern economic region. By 2002. it will become a grade-III urban center with an urban population of 180.000-200,000.

- Long, Khanh town will be a trade center for agricultural commodities and foods and a center of processing industry of the eastern region. By 2020, it will become a grade-Ill urban center with a population of 80,000-100,000.

IV. MAJOR SOLUTIONS FOR THE MASTER PLAN IMPLEMENTATION

1. To mobilize investment capital for the master plan implementation

To concentrate on mobilizing development investment capital for the master plan implementation: to adopt policies to attract investment: to call for investment in various forms: direct investment, indirect investment, joint venture, investment in infrastructure projects in BOT, BTO and BT forms, and mobilization of ODA capital. At the same lime, to increase measures to improve investment effectiveness.

2. To continue strengthening and building the apparatus of administration at all levels and raise the effectiveness of state management of socio-economic development

To further build the contingent of cadres and public employees, particularly at grassroots level, who must possess a thorough understanding of law and an updated knowledge about integration. At the same time, to continuously renovate management mechanisms and policies in order to bring into play the sense of proactiveness and creativeness in the development of all sectors and domains in the province.

3. To step up investment and trade promotion activities

To actively implement investment and trade promotion programs and activities at home and abroad to attract investment and expand product outlets.

4. To develop human resources

To increase vocational training and tradition education activities for the young generations and laborers and managers. To adopt policies on training, fostering and attraction of talented persons in all sectors and industries. To encourage and support young people to start their career and participate in social activities.

5. To promote the development of markets

To further promote the market mechanism in combination with state management mechanisms and policies in order to mobilize and effectively utilize resources and develop the labor market.

6. To formulate programs of action in implementing the master plan

- To formulate specific development programs in each field for each period.

- To assign all levels and branches in the province, in close collaboration with ministries and central branches, to organize, supervise and inspect the implementation of the master plan. To formulate investment programs and projects to implement the master plan in each period.

7. To carry out public information and propaganda on the master plan

After the master plan is approved by competent authorities, to widely notify it to all branches, localities and people in the province for information and coordinated implementation.

8. To periodically review legal documents issued in the province to ensure their openness and consistency with national laws.

Article 2.- This master plan serves as a basis for the formulation, submission, approval and implementation specialized plans and investment projects in the province according to regulations.

Article 3.- The People's Committee of Dong Nai province shall base itself on the province's socio-economic development objectives, tasks and orientations set forth in the master plan to assume the prime responsibility for, and coordinate with concerned ministries and branches in. directing the formulation, submission for approval and implementation of the following jobs according to regulations:

- Drawing up socio-economic development plans of districts and townships, plans on development of the system of urban centers and population quarters, construction plans, land use plans, and sectoral development plans so as to ensure comprehensive and coordinated development.

- Studying, formulating and promulgating according to its competence or submit to competent state agencies for promulgation mechanisms and policies in conformity with the province's development requirements and state laws in each period in order to attract and mobilize resources for the master plan implementation.

- Elaborating long-term, medium-term and short-term plans; key development plans and specific projects for concentrated or prioritized investment in a rational manner.

- Submitting to the Prime Minister for consideration and decision any adjustments and supplements to the master plan as appropriate to the situation of socio-economic development of the province and the country in each plan period.

Article 4.- Concerned ministries and branches shall, within the ambit of their functions, tasks and powers, assist the People's Committee- of Dong Nai province in studying and formulating the above plans: studying, formulating and submitting to competent state agencies for promulgation mechanisms and policies in response to the province's socio-economic development requirements in each period in order to mobilize and effectively utilize resources, encourage and attract investment for the proper realization of the province's socio-economic development objectives, tasks and orientations set forth in the master plan. They shall accelerate investment in and implementation of regional works and projects which are important to the province's development and in which investment has been decided. They shall study, consider, adjust and supplement their sectoral development plans and investment plans on works and projects to be invested under the master plan.

Article 5.- This Decision takes effect 15 days after its publication in "CONG BAO"

Article 6.- Ministers, heads of ministerial-level agencies, heads of government-attached agencies and the president of the People's Committee of Dong Nai province shall implement this Decision.
